Firstly, He spoke this philosophy of Bhagavad-gītā to the sun-god. As it is stated in the Bhagavad-gītā, Fourth Chapter,

imaṁ vivasvate yogaṁ
proktavān aham avyayam
vivasvān manave prāhur
