The Lord, through His plenary portion, enters into each and every universe to create the material manifestation. He also enters into each and every heart in all living entities and into each and every atom also.
SB 4.30.42, Purport:

The Supreme Personality of Godhead is known as Vāsudeva because He lives everywhere. The word vas means "to live." As stated in Brahma-saṁhitā, eko 'py asau racayituṁ jagad-aṇḍa-koṭim: (Bs. 5.35) the Lord, through His plenary portion, enters into each and every universe to create the material manifestation. He also enters into each and every heart in all living entities and into each and every atom also (paramāṇu-cayāntara-stham). Because the Supreme Lord lives everywhere, He is known as Vāsudeva. Although He lives everywhere within the material world, He is not contaminated by the modes of nature. The Lord is therefore described in Īśopaniṣad as apāpa-viddham. He is never contaminated by the modes of material nature. When the Lord descends on this planet, He acts in many ways. He kills demons and performs acts not sanctioned by the Vedic principles, that is, acts considered sinful. Even though He acts in such a way, He is never contaminated by His action. He is therefore described herein as śuddha, meaning "always free from contamination." The Lord is also sama, equal to everyone. In this regard, He states in Bhagavad-gītā (9.29), samo'haṁ sarva-bhūteṣu na me dveṣyo 'sti na priyaḥ: the Lord has no one as His friend or enemy, and He is equal to everyone.

The impersonal glowing effulgence of Brahman consists only of the personal bodily rays of the Supreme Godhead, Śrī Kṛṣṇa. Since Śrī Gaurasundara, or Lord Śrī Caitanya Mahāprabhu, is identical with Śrī Kṛṣṇa Himself, the Brahman effulgence consists of the rays of His transcendental body.

Similarly, the Supersoul, which is called the Paramātmā, is a plenary representation of Caitanya Mahāprabhu. The antar-yāmī, the Supersoul in everyone's heart, is the controller of all living entities. This is confirmed in the Bhagavad-gītā (15.15), wherein Lord Kṛṣṇa says, sarvasya cāhaṁ hṛdi sanniviṣṭaḥ: “I am situated in everyone's heart.” The Bhagavad-gītā (5.29) also states, bhoktāraṁ yajña-tapasāṁ sarva-loka-maheśvaram, indicating that the Supreme Lord, acting in His expansion as the Supersoul, is the proprietor of everything. Similarly, the Brahma-saṁhitā (5.35) states, aṇḍāntara-stha-paramāṇu-cayāntara-stham. The Lord is present everywhere, within the heart of every living entity and within each and every atom as well. Thus by this Supersoul feature the Lord is all-pervading.

You can manufacture a toy sputnik to fly in the sky, to float in the sky, by so many mechanical arrangements. As soon as the machine is gone out, immediately falls down. But just see what machine is there, millions and trillions of airplanes, big, big planet with big, big mountains, oceans, they are floating. So that is His intelligence. Your intelligence may be that you can also float a big airplane. But what is that big airplane in comparison to this big, big planet? It is nothing. There is also petrol stock, and in the airplane there is also petrol stock. Perhaps it is floating by petrol, and you are taking out all the petrols. One day it will fall down. Yes. You are disturbing God's arrangement. Just like we had the history of Lord Varāha's lifting this planet, earth planet, from the Garbhodaka Ocean. So any time it can fall down. But it is being floated by the supreme power. Otherwise by calculation how such a big planet can float just like a cotton swab? Yes, it is floating. Not only one, millions. So that is explained in the Bhagavad-gītā, gām āviśya ojasā dhārayāmi (BG 15.13). He enters. He enters in each and every planet, in each and every universe, each and every atom. Aṇḍāntara-stha-paramāṇu-cayāntara-stham (Bs. 5.35). And maintaining them, maintaining them. So the emperor should be representative of God. He should be qualified, fully qualified. That was the Vedic system. Monarchy, but fully qualified.
