A sinful soul cannot approach the Lord directly, but such a sinful man can very easily approach a pure devotee of the Lord.
SB 2.7.46, Purport:

The Personality of Godhead may not be present before one's eyes, but if one is sincere in wanting such guidance the Lord will send a bona fide person who can guide one properly back home, back to Godhead. There is no need of material qualifications for making progress on the path of spiritual realization. In the material world, when one accepts some particular type of service, he is required to possess some particular type of qualification also. Without this one is unfit for such service. But in the devotional service of the Lord the only qualification required is surrender. Surrendering oneself is in one's own hand. If one likes, he can surrender immediately, without delay, and that begins his spiritual life. The bona fide representative of God is as good as God Himself. Or, in other words, the loving representative of the Lord is more kind and more easy to approach. A sinful soul cannot approach the Lord directly, but such a sinful man can very easily approach a pure devotee of the Lord. And if one agrees to put himself under the guidance of such a devotee of the Lord, he can also understand the science of God and can also become like the transcendental pure devotee of the Lord and thus get his liberation back to Godhead, back home for eternal happiness.

One may be angry with Yamarāja for his thankless task of punishing sinful souls, but Yamarāja is one of the authorized devotees of the Lord, and so are all the other demigods.
SB 3.5.38, Purport:

The demigods are expanded parts and parcels of the Supreme Lord Viṣṇu, and they are embodied by time, external energy and partial consciousness of the Supreme. Human beings, animals, birds, etc., are also parts and parcels of the Lord and have different material bodies, but they are not the controlling deities of material affairs. They are, rather, controlled by such demigods. Such control is not superfluous; it is as necessary as the controlling departments in the affairs of a modern state. The demigods should not be despised by the controlled living beings. They are all great devotees of the Lord entrusted to execute certain functions of universal affairs. One may be angry with Yamarāja for his thankless task of punishing sinful souls, but Yamarāja is one of the authorized devotees of the Lord, and so are all the other demigods. A devotee of the Lord is never controlled by such deputed demigods, who function as assistants of the Lord, but he shows them all respects on account of the responsible positions to which they have been appointed by the Lord. At the same time, a devotee of the Lord does not foolishly mistake them to be the Supreme Lord. Only foolish persons accept the demigods as being on the same level as Viṣṇu; actually they are all appointed as servants of Viṣṇu.

We are Yamadūta. It is our duty to take away a sinful man, sinful soul, like Ajāmila, who has simply acting misdeeds throughout his whole life.
Lecture on SB 6.1.32 -- Surat, December 16, 1970:

So the constables of Yamarāja inquired from the Vaikuṇṭhadūta, the messengers of Vaikuṇṭha, that yūyaṁ pratiṣeddhāraḥ: "Why you are interrupting in our business?" Pratiṣeddhāro. Pratiṣeddhāraḥ. Pratiṣeddhāraḥ means the opposing elements. "Why you are opposing? We are Yamadūta. It is our duty to take away a sinful man, sinful soul, like Ajāmila, who has simply acting misdeeds throughout his whole life. Now, at the end of his life, we are authorized to take him to the Yamarāja. Why you are preventing us? Why you are interrupting in our business?"

kasya vā kuta āyātāḥ
kasmād asya niṣedhatha
kiṁ devā upadevā vā
yūyaṁ kiṁ siddha-sattamāḥ

So because the Viṣṇudūtas were very beautiful, four-handed, exactly resembling Lord Viṣṇu... As I have explained, in the Vaikuṇṭhaloka all the inhabitants, their feature of the body are exactly like Lord Viṣṇu, four-handed, with conchshell, lotus flower, club, and disc. So they never saw Viṣṇudūta before, these Yamadūtas, because they go in an atmosphere where sinful activities are executed. But this time they were astonished, that "How these beautiful personalities are here?"

So these Yamadūtas, they are accustomed to go to the sinful men like Ajāmila and many others. Their business is to arrest the sinful soul and take the soul to Yamarāja.
Lecture on SB 6.1.33 -- Honolulu, June 1, 1976:

So they were surprised, wherefrom these beautiful... They never experienced. Because these Yamadūtas, they generally... Just like police. Police go to the thieves, rogues and criminals. They have very little opportunity to see very beautiful, aristocratic, nice family. They have no possibility because they are invited by this class (indistinct) or they are forced to go there. So these Yamadūtas, they are accustomed to go to the sinful men like Ajāmila and many others. Their business is to arrest the sinful soul and take the soul to Yamarāja. So they were very much surprised by seeing these beautiful Viṣṇudūta. Viṣṇudūta. So don't think it is mythology. No. This is fact. Vyāsadeva or big big saintly persons, they have no business to present before you something mythology. Why they should waste time in that way? It is simply rascaldom to think all the statement as mythology. Not mythology. We have no knowledge. In the śāstra we understand, yasya prabhā prabhavato jagad-aṇḍa-koṭi (Bs. 5.40). Yasya prabhā. The rays of Kṛṣṇa's body, when it is expanded, brahmajyoti, within that brahmajyoti there are innumerable universes.

"These two Personality of Godhead, they, simply by distributing the transcendental chanting, Hare Kṛṣṇa, has reclaimed all conditioned and sinful souls."
Purport & Explanation to Hari Hari Biphale -- Los Angeles, December 26, 1968:

Prabhupāda: And Balarāma, b-a-l-a-r-a-m-a; haila, haila means "has become;" Nitāi, "Lord Nityānanda." "Formerly the Personality of Godhead who was known as Balarāma has now become Lord Nityānanda." So what is their business? Pāpī tāpī yata chilo. P-a-p-i, t-a-p-i, pāpī tāpī, yata, y-a-t-a, yata chilo, c-h-h-i-l-a.

Pradyumna: C-h-h-i-l-a?

Prabhupāda: Yes. Pāpī tāpī yata chilo, hari-nāme, uddhārilo. H-a-r-i, hari, nāme, n-a-m-e, nāme, uddhārilo, u-d-d-h-a-r-i-l-a. That means "These two Personality of Godhead, they, simply by distributing the transcendental chanting, Hare Kṛṣṇa, has reclaimed all conditioned and sinful souls." Pāpī tāpī yata chilo, hari-nāme uddhārilo. "And the concrete example for this activity is Jagāi and Mādhāi, the two brothers known by Jagāi-Mādhāi." J-a-g-a-i, Jagāi and Mādhāi, M-a-d-h-a-i. Pāpī tāpī yata chilo, hari nāme uddharilo, tā'ra sākṣī, tā'ra sākṣī. T-a-r, sākṣī, s-a-k-s-h-i, sākṣī, jagāi and mādhāi. And then last verse is hā hā prabhu nanda-suta, h-a-h-a, hā hā, prabhu, p-r-a-b-h-u, prabhu, nanda-suta, n-a-n-d-a-s-u-t-a. "My dear Lord Kṛṣṇa, son of King Nanda..."
