Unless one becomes a devotee of the Lord, or becomes fully Kṛṣṇa conscious, he will certainly hover on the mental platform and be promoted and degraded in different types of bodies.

SB 4.29.66, Purport:

Unless one becomes a devotee of the Lord, or becomes fully Kṛṣṇa conscious, he will certainly hover on the mental platform and be promoted and degraded in different types of bodies. All qualities that are considered good according to the material estimation actually have no value because these so-called good qualities will not save a person from the cycle of birth and death. The conclusion is that one should be without mental desire. Anyābhilāṣitā-śūnyaṁ jñāna-karmādy-anāvṛtam: (CC Madhya 19.167) one should be fully free from material desires, philosophical speculation and fruitive activity. The best course for a human being is to favorably accept the transcendental devotional service of the Lord. That is the highest perfection of human life.

SB Canto 10.1 to 10.13

The flickering mind will hover on the platform of mental speculation for sense enjoyment, and one will have to transmigrate from one type of body to another because the mind is trained only in relation to the material elements, or, in other words, to sense gratification, which is false.

SB 10.1.42, Purport:

By chanting the Hare Kṛṣṇa mantra constantly, one can fix the mind on the lotus feet of Kṛṣṇa (sa vai manaḥ kṛṣṇa-padāravindayoḥ (SB 9.4.18)) and in this way achieve the perfection of yoga. Otherwise, the flickering mind will hover on the platform of mental speculation for sense enjoyment, and one will have to transmigrate from one type of body to another because the mind is trained only in relation to the material elements, or, in other words, to sense gratification, which is false. Māyā-sukhāya bharam udvahato vimūḍhān (SB 7.9.43). Rascals (vimūḍhān), being controlled by mental speculation, make huge arrangements by which to enjoy life temporarily, but they must give up the body at the time of death, when everything is taken away by Kṛṣṇa's external energy (mṛtyuḥ sarva-haraś cāham (BG 10.34)). At that time, whatever one has created in this life is lost, and one must automatically accept a new body by the force of material nature. In this life one may have constructed a very tall skyscraper, but in the next life, because of one's mentality, one may have to accept a body like that of a cat, a dog, a tree or perhaps a demigod.

Mano-rathena means hovering upon the mental platform, that "This will create wonderful thing." But "wonderful thing" means everyone is afraid, "Oh, there is atom bomb. He has created."

So Bhāgavata says, harāv abhaktasya kuto mahad-guṇāḥ. Anyone who is not in Kṛṣṇa consciousness, what qualification, good qualification he may have? That means he has no good qualification. Why? He has passed M.A. examination, he is a great scientist, he has got good qualification. Bhāgavata says, no. Why? Mano-rathenāsati dhāvato bahiḥ. Because he is situated on the mental platform, therefore he is a great scientist, he has discovered atom bomb. Atom bomb. What is that? Killing in large scale. And he's proud of his scientific knowledge. Mano-rathena. Mano-rathena means hovering upon the mental platform, that "This will create wonderful thing." But "wonderful thing" means everyone is afraid, "Oh, there is atom bomb. He has created." Why? Because he's not devotee. He's not in Kṛṣṇa consciousness. Had he been in Kṛṣṇa consciousness, he would have thought before, "Oh, I'm creating such a dangerous weapon? It will kill so many innocent persons?" Because he is harāv abhaktasya kuto mahad-guṇāḥ. Therefore Bhāgavata says a man who is not in Kṛṣṇa consciousness, he cannot have any good qualification. This is a fact.

They are simply hovering on the mental platform, and therefore they fall down.

Lecture on SB 1.1.3 -- London, August 20, 1971:

But so far we are concerned, we are above this discipline. A Vaiṣṇava is transcendental. He hasn't got to train under this discipline. Because he takes shelter of Kṛṣṇa directly, he's given immediately all protection. Kṛṣṇa says ahaṁ tvāṁ sarva-pāpebhyo mokṣayiṣyāmi: (BG 18.66) "I shall give you all protection from sinful life." Therefore, it is practical experience in USA the government is spending millions of dollars for stopping this intoxication habit amongst the younger generation. But the wonderful thing is they inquire also from us that as soon as they come to our movement, immediately gives up. Why? That is the special prerogative of Kṛṣṇa consciousness. Yasyāsti bhaktir bhagavaty akiñcanā sarvair guṇais tatra samāsate surāḥ. If one becomes Kṛṣṇa conscious, then all the good qualities of the demigods will automatically manifest in Him. Harāv abhaktasya kuto mahad-guṇā manorathenāsati dhāvato bahiḥ (SB 5.18.12). On the contrary, those who are not Kṛṣṇa conscious, they have no good qualification. Harāv abhaktasya. They are simply hovering on the mental platform, and therefore they fall down. Yes, go on.

You drink something, become intoxicated. But as soon as that intoxication is over, all your intoxicated dreams are over, finished. So this intoxication, if you remain in intoxication, hover in the sky and mental platform... These are mental platform, egoistic platform. Bodily platform.

Lecture on SB 1.8.26 -- Los Angeles, April 18, 1973:

Suppose you are American. You are rich, you are beautiful. You are advanced in knowledge, and you are, you can be proud of become American. But how long this intoxication will exist? As soon as this body's finished, everything is finished. All, all intoxication. Just like... Same thing. You drink something, become intoxicated. But as soon as that intoxication is over, all your intoxicated dreams are over, finished. So this intoxication, if you remain in intoxication, hover in the sky and mental platform... These are mental platform, egoistic platform. Bodily platform.

"Those who are not devotees of the Lord, they cannot have any good qualities." That is not possible. "Why? There are so many big, big men, doctors, doctorate, having so big, big title from university." No. The śāstra says, "Yes." Harāv abhaktasya kuto mahad-guṇā. Why they have no good qualities? Because mano-rathena: "They are hovering over the mental platform."

Lecture on SB 7.9.34 -- Mayapur, March 12, 1976:

So nobody can be exalted personality without Kṛṣṇa consciousness. That is not possible. This is the verdict of the Vedic knowledge. Harāv abhaktasya kuto mahad-guṇā mano-rathena āsato dhāvato bahiḥ: (SB 5.18.12) "Those who are not devotees of the Lord, they cannot have any good qualities." That is not possible. "Why? There are so many big, big men, doctors, doctorate, having so big, big title from university." No. The śāstra says, "Yes." Harāv abhaktasya kuto mahad-guṇā. Why they have no good qualities? Because mano-rathena: "They are hovering over the mental platform." They have no realization of the spiritual platform. Therefore you'll find all these great scientists, philosophers, they are simply concocting with mind. The mind has no value. With mind you cannot reach spiritual platform, because it is material. With material instrument you cannot go to the spiritual platform. It is not possible. God can be understood. God is all-spirit, and He can be understood by spiritual method, not material method. Material method means up to the standard of mental speculation and mental concoction. That is not the way. Mano-rathena āsato dhāvato bahiḥ.

"Anyone who is God conscious, a devotee, he has got all the good qualities. What we consider as good qualities, he has got. And similarly, one who is not a devotee of God, he has no good qualities because he will hover on the mental platform."

Room Conversation with Two Lawyers and Guest -- May 22, 1975, Melbourne:

Guest 3: And they didn't know anything about glass houses. So they were driving around and one said, "Well, let's go and find out something about glass houses. Oh, there's a nice nursery." (laughter) So the car drives up, you see. The devotee comes out, and he said, "Excuse me, sir, but we're interested in glass houses." He said, "Will you please get out of my land?" The same nursery. (laughter) There were two hundred nurseries around the area. He picked that particular one.

Prabhupāda: But if people would have been God conscious, they would have excused, "Oh, they have come for God's service. All right, you can take." Therefore the first business is to make people God conscious. Then everything is adjusted. Yasyāsti bhaktiḥ, there is a verse in Bhāgavata,

yasyāsti bhaktir bhagavaty akiñcanā

sarvair guṇais tatra samāsate surāḥ

harāv abhaktasya kuto mahad-guṇā

manorathenāsati dhāvato bahiḥ

(SB 5.18.12)

The meaning is that "Anyone who is God conscious, a devotee, he has got all the good qualities. What we consider as good qualities, he has got. And similarly, one who is not a devotee of God, he has no good qualities because he will hover on the mental platform. There are different platform: bodily concept of life, general, "I am this body. Therefore my business is to satisfy the senses." This is bodily concept of life. And others, they are thinking, "I am not this body. I am mind." So they are going on mental speculation like philosophers, thoughtful men.

One who is not a devotee, he has no good qualification. He is simply on the, hovering on the mental platform.

Morning Walk -- December 12, 1975, Vrndavana:

Harikeśa: A really wise person could understand that there's no choice but to surrender.

Prabhupāda: Yes. He must. He is already under the control.

Harikeśa: He's always controlled at every moment.

Prabhupāda: Yes. But he's... He prefers to be controlled by the laws of nature instead of by Kṛṣṇa. That is his misfortune. He is controlled, but he thinks, "I am free." That is ignorance. Mūḍha. Just like I am the state citizen. I am not free. I must work according to the state laws. But he (thinks), "I shall... I don't care for government." That is my foolishness. You have to care. At home I can say to my wife, "I don't care for government, I don't care for the police." But when there is crime, when the police comes, then he says "Ohh." (pulls a sad face-laughter) He can be very much proud before his wife, "I don't care for anything." But when the police comes, "What can I do?" (Hindi) There is an example that the, what is called, mūrgī? What you call? Toast? No. Host? No. What is called? Mūrgī, mūrgī? Chicken? The male, male?

Akṣayānanda: Rooster.

Haṁsadūta: Rooster.

Prabhupāda: Rooster?

Woman: Cock?

Prabhupāda: Yes. So the, when in the morning, it is let loose, then he says, "I don't care for any hahaa, cawcaw." Then in the evening, when they are pushed into the, that what is called? Nest? "Cawcawcawcaw. Whatever you like you can do, whatever you like you can do." (laughter) This is the example. You see? When he's under the arrest, "Now sir, whatever you like, you do with me. If you like you can excuse me." (laughter) And when he's out, "I don't care for anyone." Mūrgī intelligence. Rooster intelligence. This is our proposal. "I don't care for anyone. I am God." Mūrgī logic. Harāv abhaktasya kuto mahad-guṇā mano rathenāsati dhāvato bahiḥ (SB 5.18.12), if one is not a devotee, his only business is to remain on the mental platform and concoct things. And at the end he thinks that "I am God." Concoction. Therefore it is said in the śāstra, harāv abhaktasya kuto mahad-guṇā (SB 5.18.12). One who is not a devotee, he has no good qualification. He is simply on the, hovering on the mental platform.

Philosophy means tattva-darśinaḥ. That is described, tattva-darśinaḥ. One has seen the truth, he is philosopher. And who is hovering in the mental concoction platform, he's a rascal. "I think." This is.... Their all European philosophy is...

Morning Walk -- March 25, 1976, Delhi:

Prabhupāda: Yes. That is mental concoction. Within mind you can think, "I have become the proprietor of the banks, all the banks." Madman that is. He's a madman.

Ātreya Ṛṣi: They have so many philosophies, but it's all mental.

Prabhupāda: All mental. We say, therefore, don't say "philosophy." We say "mental speculation."

Ātreya Ṛṣi: Jaya.

Prabhupāda: Philosophy means tattva-darśinaḥ. That is described, tattva-darśinaḥ. One has seen the truth, he is philosopher. And who is hovering in the mental concoction platform, he's a rascal. "I think." This is.... Their all European philosophy is...

Ātreya Ṛṣi: "I believe."

Prabhupāda: "I believe," "In my opinion." He's a rascal, and he is giving his opinion.
