The nitya-baddha, or eternally conditioned souls, are entrusted to His external energy, māyā, for rectification of their rebellious attitude toward the Supreme Father.
SB 1.10.22, Purport:

The living entities are parts and parcels of the Lord. They are of two varieties, namely nitya-mukta and nitya-baddha. The nitya-muktas are eternally liberated souls, and they are eternally engaged in the reciprocation of transcendental loving service with the Lord in His eternal abode beyond the manifested mundane creations. But the nitya-baddha, or eternally conditioned souls, are entrusted to His external energy, māyā, for rectification of their rebellious attitude toward the Supreme Father. Nitya-baddhas are eternally forgetful of their relation with the Lord as parts and parcels. They are bewildered by the illusory energy as products of matter, and thus they are very busy in making plans in the material world for becoming happy. They go on merrily with plans, but by the will of the Lord both the planmakers and the plans are annihilated at the end of a certain period, as above mentioned. This is confirmed in the Bhagavad-gītā as follows: "O son of Kuntī, at the end of the millennium all the living entities merge into My nature, and again when the time of creation is ripe, I begin creation by the agency of My external energy." (BG 9.7)

Although this avidyā-śakti (material energy, or nescience) is also an energy of the Supreme Personality of Godhead, it is especially intended to keep the living entities in a state of forgetfulness. This is due to their rebellious attitude toward the Lord.
CC Madhya 6.154, Purport:

In the Bhagavad-gītā, in Śrī Kṛṣṇa's discourse on the kṣetra and the kṣetra-jña, it is clearly stated that the kṣetra-jña is the living entity, who knows his field of activities. The living entities in the material world are forgetful of their eternal relationship with the Supreme Personality of Godhead. This forgetfulness is called avidyā, or nescience. The avidyā-śakti, the avidyā potency of the material world, provokes fruitive activity. Although this avidyā-śakti (material energy, or nescience) is also an energy of the Supreme Personality of Godhead, it is especially intended to keep the living entities in a state of forgetfulness. This is due to their rebellious attitude toward the Lord. Thus although the living entities are constitutionally spiritual, they come under the influence of the potency of nescience. How this happens is described in the following verse.

His bona fide devotees, however, try their utmost to broadcast the message of our transcendental relationship with Him. In this way the devotees work to remind the fallen souls of their actual position and to bring them back home, back to Godhead. Such stainless servants of Godhead are very dear to Him. They receive such special favor from the Lord for their compassionate work that they can even go back to Godhead in this very lifetime and not be forced to take another birth.

Although we have come to this material world for undergoing some tribulation on account of our rebellious attitude towards Kṛṣṇa... Kṛṣṇa, we are meant for serving Kṛṣṇa, but we have rebelled: "Why shall I serve Kṛṣṇa? I shall serve my senses. I shall remain independent without Kṛṣṇa."

Kṛṣṇa's arrangement is very complete. Pūrṇam idaṁ pūrṇam adaḥ pūrṇāt pūrṇam udacyate (Īśopaniṣad, Invocation). Kṛṣṇa has given us everything in complete. There is no question... Although we have come to this material world for undergoing some tribulation on account of our rebellious attitude towards Kṛṣṇa... Kṛṣṇa, we are meant for serving Kṛṣṇa, but we have rebelled: "Why shall I serve Kṛṣṇa? I shall serve my senses. I shall remain independent without Kṛṣṇa." This is our folly. That is not possible. We have discussed already that without Kṛṣṇa there is no question of happiness. There is no question of happiness. It is our... This is called ignorance.

ataeva māyā tāre deya saṁsāra-duḥkha

There is something like... Our only fault is that we have forgotten Kṛṣṇa and we have come to enjoy this material world. Material enjoyment means sense gratification. That's all. That is the material world. And spiritual world means there is no sense gratification, only activities for Kṛṣṇa's satisfaction. That is spiritual world. The so-called material world can be converted into spiritual world when this Kṛṣṇa consciousness is there, that everything should be used for Kṛṣṇa's pleasure. That is spiritual world. Otherwise, it is material world.

On account of our rebellious attitude towards the Supreme Personality of Godhead, we are suffering in this material world.
Lecture on SB 5.5.20 -- Vrndavana, November 8, 1976:

Aryan civilization means the division must be there. Kṛṣṇa personally says, cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma (BG 4.13). The varṇāśrama must be there because the whole aim is how to please the Supreme Personality of Godhead, because the Supreme Personality of Godhead has to be satisfied.

On account of our rebellious attitude towards the Supreme Personality of Godhead, we are suffering in this material world. Just like any citizen rebellious to the laws of God or laws of the government, he is put into the prisonhouse. Similarly, we are all sons and subordinate to the Supreme Personality of Godhead, and when we become rebellious, "Ah, what is God? What is Kṛṣṇa...?" Vimūḍhān kartāham iti manyate. Prakṛteḥ kriyamāṇāni guṇaiḥ karmāṇi sarvaśaḥ, ahaṅkāra-vimūḍhātmā (BG 3.27). All these rascals who are godless, they are rebellious. They must suffer. The prakṛti is there. Prakrṭeḥ kriyamāṇāni guṇaiḥ...

kṛṣṇa bhuliya jīva bhoga vāñchā kare
pasate māyā tāre jāpaṭiyā dhare

As soon as you become rebellious to Kṛṣṇa, immediately māyā is there, just like as soon as you become rebellious the government laws, immediately you are under the police custody.

You have to serve Kṛṣṇa. This is simple truth. So that rebellious attitude is called māyā. Anyone who is declaring that "There is no God. God is dead. I am God, you are God," they're all under the spell of māyā.

Viṣṇujana: How do you make everything that you say so simple to understand?

Prabhupāda: Because the whole philosophy is so simple. God is great; you are not great. Don't claim that you are God. Don't claim that there is no God. There is God, and He is great, and you are small. Then what is your position? You have to serve Kṛṣṇa. This is simple truth. So that rebellious attitude is called māyā. Anyone who is declaring that "There is no God. God is dead. I am God, you are God," they're all under the spell of māyā. Piśācī pāile yena mati-cchanna haya. Just like when a man is ghost-haunted, he speaks all kinds of nonsense. So all these persons are haunted by māyā, and therefore they are saying, "God is dead. I am God. Why you are searching God everywhere? There are so many Gods loitering in the street." They're all ghost-haunted, deranged. So we have to cure them by this transcendental vibration, Hare Kṛṣṇa. This is the curing process only. Simply let them hear and they'll gradually be cured. Just a man who is sleeping very sound, you cry by the side of his ear and he awakes. So this is the mantra to awake the sleeping human society.
