The devotees of the Lord are more kind than the Lord because they understand the purpose of the Lord. Consequently they undertake all kinds of risks, even to the point of approaching ignorant men to try to engage them in the acts of Kṛṣṇa consciousness, which are absolutely necessary for the human being.
BG 3.29, Translation and Purport:

Bewildered by the modes of material nature, the ignorant fully engage themselves in material activities and become attached. But the wise should not unsettle them, although these duties are inferior due to the performers' lack of knowledge.

Persons who are unknowledgeable falsely identify with gross material consciousness and are full of material designations. This body is a gift of the material nature, and one who is too much attached to the bodily consciousness is called manda, or a lazy person without understanding of spirit soul. Ignorant men think of the body as the self; they accept bodily connections with others as kinsmanship, the land in which the body is obtained is their object of worship, and they consider the formalities of religious rituals to be ends in themselves. Social work, nationalism and altruism are some of the activities for such materially designated persons. Under the spell of such designations, they are always busy in the material field; for them spiritual realization is a myth, and so they are not interested. Those who are enlightened in spiritual life, however, should not try to agitate such materially engrossed persons. Better to prosecute one's own spiritual activities silently. Such bewildered persons may be engaged in such primary moral principles of life as nonviolence and similar materially benevolent work.

Men who are ignorant cannot appreciate activities in Kṛṣṇa consciousness, and therefore Lord Kṛṣṇa advises us not to disturb them and simply waste valuable time. But the devotees of the Lord are more kind than the Lord because they understand the purpose of the Lord. Consequently they undertake all kinds of risks, even to the point of approaching ignorant men to try to engage them in the acts of Kṛṣṇa consciousness, which are absolutely necessary for the human being.

In other words, the loving representative of the Lord is more kind and more easy to approach. A sinful soul cannot approach the Lord directly, but such a sinful man can very easily approach a pure devotee of the Lord. And if one agrees to put himself under the guidance of such a devotee of the Lord, he can also understand the science of God and can also become like the transcendental pure devotee of the Lord and thus get his liberation back to Godhead, back home for eternal happiness.
SB 2.7.46, Purport:

Sometimes there are inquiries as to how one can surrender unto the Supreme Lord. In the Bhagavad-gītā (18.66) the Lord asked Arjuna to surrender unto Him, and therefore persons unwilling to do so question where God is and to whom they should surrender. The answer to such questions or inquiries is given herein very properly. The Personality of Godhead may not be present before one's eyes, but if one is sincere in wanting such guidance the Lord will send a bona fide person who can guide one properly back home, back to Godhead. There is no need of material qualifications for making progress on the path of spiritual realization. In the material world, when one accepts some particular type of service, he is required to possess some particular type of qualification also. Without this one is unfit for such service. But in the devotional service of the Lord the only qualification required is surrender. Surrendering oneself is in one's own hand. If one likes, he can surrender immediately, without delay, and that begins his spiritual life. The bona fide representative of God is as good as God Himself. Or, in other words, the loving representative of the Lord is more kind and more easy to approach. A sinful soul cannot approach the Lord directly, but such a sinful man can very easily approach a pure devotee of the Lord. So realization of the science of Godhead and relief from the unnecessary, useless struggle for existence are not at all difficult for the willing candidate. But they are very difficult for persons who are not surrendered souls but only simple, profitless speculators.

Kṛṣṇa said that devotees, that you should not disturb them. But devotees are so kind that taking all risk. Just like Nityānanda Prabhu took all risk, Lord Jesus Christ took all risk. Therefore a devotee is more kind than God. A devotee is more merciful than God Himself. We should always remember this.
Lecture on BG 3.18-30 -- Los Angeles, December 30, 1968:

Tamāla Kṛṣṇa: Twenty-nine: "Bewildered by the modes of material nature, the ignorant fully engage themselves in material activities and become attached. But the wise should not unsettle them although these duties are inferior due to the performers' lack of knowledge (BG 3.29)."

Prabhupāda: Yes. Kṛṣṇa said that devotees, that you should not disturb them. But devotees are so kind that taking all risk. Just like Nityānanda Prabhu took all risk, Lord Jesus Christ took all risk. Therefore a devotee is more kind than God. A devotee is more merciful than God Himself. We should always remember this.

And therefore Kṛṣṇa says, mad-bhaktaḥ pūjyābhyādhika. "Anyone who worships My devotee, he worships more than what he can do for Me." That means He appreciates the worship of His devotee than to Himself. So actually, devotees are so kind. Kṛṣṇa says, "Those who are absorbed too much in material consciousness, don't disturb them." But devotees take the risks, even at the cost of life. Therefore devotee is so dear to Kṛṣṇa. That will be explained in the Eighteenth chapter. "The person who takes all risk for preaching God consciousness, nobody is dearer than him in the human society." Kṛṣṇa says like that.

But Caitanya Mahāprabhu is still more kind that "Never mind whatever you are. Chant Hare Kṛṣṇa and you become purified." This is Caitanya Mahāprabhu's movement. It doesn't matter whether what you are. Chant Hare Kṛṣṇa and you'll be purified. Then you'll understand everything, what is God, what you are, what is your relation. This is Kṛṣṇa consciousness movement.
Lecture on BG 16.7 -- Hawaii, February 3, 1975:

So Kṛṣṇa says... Kṛṣṇa did not say Bhagavad-gītā to the loafer class. Kṛṣṇa said rājarṣi. Arjuna was a rājarṣi. So there are... Because king would take responsibility. If the head man is taught very nicely everything about society, economic development and religion, if he is taught very nicely, then he can, I mean to say, introduce the ideas in the country. Therefore there was monarchy. The king would learn from the brāhmaṇas how to rule over the citizens. That was perfect. Imaṁ rājarṣayo viduḥ. Rāja and ṛṣi. Or rāja means king and ṛṣi means saintly person. So either the ṛṣis did know or the kings did know. Or a king who is not less than a ṛṣi, he could know and he could rule over. That is the Vedic injunction. Imaṁ rājarṣayo viduḥ. But without being rājarṣi, without being highly qualified, nobody can understand.

Therefore our Kṛṣṇa consciousness movement is trying to purify the people in general to the brāhmaṇa stage. Then they'll be... you'll be able to understand. Otherwise, na śaucaṁ nāpi cācāraḥ (BG 16.7). If he's not clean, if he has..., he does not know how to behave, it is difficult. But Caitanya Mahāprabhu is still more kind that "Never mind whatever you are. Chant Hare Kṛṣṇa and you become purified." This is Caitanya Mahāprabhu's movement. It doesn't matter whether what you are. Chant Hare Kṛṣṇa and you'll be purified. Then you'll understand everything, what is God, what you are, what is your relation. Prabhupāda: So, Caitanya Mahāprabhu is very kind. Parama karuṇa, pahū dui jana. Two Lords, Nitāi-Gauracandra, Nityānanda Prabhu and Śrī Caitanya Mahāprabhu, They are very kind, you see? They have appeared just to reclaim the fallen souls of this age. So They are more kind than Kṛṣṇa. Kṛṣṇa, He is also very kind. He comes to deliver. But Kṛṣṇa demands that first of all surrender. The devotee knows that the Lord wants all the fallen souls to come back to Home, and therefore the devotees always try to induce the conditioned souls to take to Krishna Consciousness by various ways and means. Therefore the conclusion is that a devotee is more kind than the Lord Himself.
Letter to Yeager -- Los Angeles 21 January, 1970:

Regarding your question that "the devotees are more kind than the Lord because they understand the purpose of the Lord," I may inform you that the Lord's advice to His devotee (pointing out to Arjuna) is that one should not speak about God-consciousness to a person who is neither a devotee nor has undergone any disciplinary methods. But a devotee sometimes takes the risk of approaching nondevotee rascals even at the cost of life. The best example is your Christian religion's Lord Jesus Christ. Lord Jesus Christ risked his life for speaking God-consciousness amongst a people who were fanatics. A similar incident is there in the action of Lord Nityananda.

Lord Nityananda, when passing on the street, saw a crowd of people howling at some incident, and on inquiry it was found that there were two rascals of the then name Jagai and Madhai. They were always disturbing people in drunken condition. Nityananda Prabhu thought it wise that these two brothers may be delivered so that Lord Caitanya's mercy could be well known all over the world. When Lord Nityananda approached them He was immediately hurt by violent attack. On this incident Lord Caitanya became very angry and He called for His Sudarsana cakra to kill these debauchees. Lord Nityananda then implored Lord Caitanya not to kill Jagai and Madhai but to save them. By this time Jagai and Madhai came to their senses and immediately they surrendered unto both the Lords and were delivered by the mercy of Lord Nityananda. So Lord Nityananda or Baladeva. is the original Spiritual Master, and such pure devotee sometimes takes the risk of life in order to reclaim a person who might have otherwise been rejected by the Lord. The devotee knows that the Lord wants all the fallen souls to come back to Home, and therefore the devotees always try to induce the conditioned souls to take to Krishna Consciousness by various ways and means. Therefore the conclusion is that a devotee is more kind than the Lord Himself.

By such advanced devotional service a devotee becomes quickly recognized by the Lord. That is also stated in the Bhagavad-gita. Actually, without the mercy of a devotee nobody can approach the Lord directly—and it is easier to get mercy of a devotee than to get mercy of the Lord. So therefore the most intelligent way of approaching God is to take shelter of a pure devotee.

Somehow or other if one can please a pure devotee of the Lord, such action means immediate satisfaction of the Lord, even though such a person is not officially qualified to receive the mercy of the Lord.
