Wise means in the sattva-guṇa platform. "Then he surrenders to Kṛṣṇa." Then the beginning of spiritual life is there, and he may finish this course of spiritual understanding even in this life, simply by understanding Kṛṣṇa.
Lecture on BG 17.1-3 -- Honolulu, July 4, 1974:

So therefore the process is to bring from the tamo-guṇa to rajo-guṇa, and from rajo-guṇa to sattva-guṇa, and then surpass sattva-guṇa. That is spiritual platform. This is the way. So if you stick to the tamo-guṇa principle, then there is no hope of spiritual realization. There is only hope of becoming hogs and dogs and like that. Their life is finished. So those who are trying to come to the platform of spiritual realization, God realization, they must stick to the sattva-guṇa principle. Otherwise it is hopeless. it is not hopeless. Nothing is hopeless. It will take very, very long time. Therefore in the Bhagavad-gītā you will find the statement, bahūnāṁ janmanām ante jñānavān māṁ prapadyate: (BG 7.19) "After many, many births, when one is actually wise..." Wise means in the sattva-guṇa platform. "Then he surrenders to Kṛṣṇa." Then the beginning of spiritual life is there, and he may finish this course of spiritual understanding even in this life, simply by understanding Kṛṣṇa.

Janma karma me divyaṁ yo jānāti tattvataḥ, tyaktvā dehaṁ punar janma naiti mām eti kau... (BG 4.9). Everything is there, described. So try to understand Bhagavad-gītā very nicely, and even in this life you can finish your job of spiritual self-realization and may go back to home back to Godhead. Thank you very much. (break)

Wise means those who are in the spiritual platform to understand his position as spirit soul, not this body, such persons, after many, many births surrenders to Kṛṣṇa. That is the ultimate knowledge.
Lecture on SB 7th Canto -- Calcutta, March 7, 1972:

There is no beginning of spiritual life. Spiritual life begins when one understands that he is not this body. Brahma-bhūtaḥ, brahma-bhūtḥ. So long one identifies with the body, he is jīva-bhūtaḥ. Jīva-bhūtāṁ mahā-bāho yayedaṁ dhāryate jagat (BG 7.5). And when one realizes ahaṁ brahmāsmi, "I am Brahman..." But unfortunately Māyāvādī philosophers, they take it ahaṁ brahmāsmi means "I am the Supreme Brahman." No. Brahmāsmi means "I am spirit soul." Spirit soul is Brahman, and the Supreme Brahman is different. Supreme Brahman, paraṁ brahma paraṁ dhāma pavitraṁ paramaṁ bhavān (BG 10.12), that is Kṛṣṇa, Viṣṇu-tattva. So unfortunately these Māyāvādī philosophers, they accept brahmāsmi means "I am the Supreme." We are not the Supreme. We are subordinate. So long this knowledge lacks, one is not completely in knowledge. Kṛṣṇa says, therefore, bahūnāṁ janmanām ante jñānavān māṁ prapadyate (BG 7.19). Amongst the persons who are realized themselves as Brahman, as spirit soul, they also, after trying many, many births, that means they are not muktas, that is still baddha, conditioned. Bahūnāṁ janmanām ante jñānavān māṁ prapadyate. Not ordinary person; those who are wise. Wise means those who are in the spiritual platform to understand his position as spirit soul, not this body, such persons, after many, many births surrenders to Kṛṣṇa. That is the ultimate knowledge. Bahūnāṁ janmanām ante jñānavān māṁ prapadyate, vāsudevaḥ (BG 7.19)—to make it clear more—vāsudevaḥ sarvam iti. Vāsudeva, Kṛṣṇa, is the Supreme. He is everything.

Wise means... Kṛṣṇa says that "This is your position. You have to surrender unto Me. You did not surrender unto Me; therefore you are suffering so much in this material world."

So in the Bhagavad-gītā is..., everything is explained. Either you study in, comparing in the modern scientific and philosophical ways, or as you accept it as it is, the conclusion is the same—Kṛṣṇa is the supreme controller. That will be explained later verses. Therefore if you are sensible, if you are actually wise, I mean, if you are actually advanced in knowledge, then you should surrender to Kṛṣṇa. This is the conclusion. We have to surrender. Therefore Kṛṣṇa says bahūnāṁ janmanām ante (BG 7.19). You have to (be) controlled. You cannot be independent. The more you become independent, you become more and more entangled. Yajñārthe karma, karmaṇi, anyatra karma-bandhanaḥ. If you don't act for Yajña, Yajña-puruṣa, Kṛṣṇa, then you'll be entangled. So the best thing is if we become wise... Wise means... Kṛṣṇa says that "This is your position. You have to surrender unto Me. You did not surrender unto Me; therefore you are suffering so much in this material world." Today is Kṛṣṇa's birthday. He descends to give us instruction. Paritrāṇāya sādhūnāṁ vināśāya ca duṣkṛtām (BG 4.8). Kṛṣṇa advents Himself... Yadā yadā hi dharmasya glānir bhavati bhārata (BG 4.7). This is dharmasya glāniḥ. What is that? When we forget Kṛṣṇa and try to become the master of the world. This is dharmasya glāniḥ. When we want to become master of Kṛṣṇa, that is dharmasya glāniḥ. So Kṛṣṇa advents Himself. This is, today is the auspicious day of Kṛṣṇa's adventing to kill Kaṁsa and to release Vasudeva. This is Kṛṣṇa.

Wise means one who has attained knowledge. He may be young, he may be old. It doesn't matter.
Room Conversation with Father Tanner and other guests -- July 11, 1973, London:

Prabhupāda: Just like these boys, they are very young, twenties, between twenty to thirty. So they are made here brahmacārī, and some of them are sannyāsī, but they are strictly following these principles. Because they are young men, there cannot be any concession that he can become intoxicants, he can indulge in meat-eating. No.

Father Tanner: But would you think of a young man as wise man? Isn't it normal that a young man is working his way towards wisdom?

Prabhupāda: The wise man becomes by knowledge, not by age. Even an old man, if he has no knowledge, what is...? He is not wise man. Wise means one who has attained knowledge. He may be young, he may be old. It doesn't matter. Vidyatvaṁ vayasā vinā. In Sanskrit word, that one becomes elderly without being advanced in age. That means he knows the knowledge. Therefore he is elderly. An elderly person means advanced in knowledge, not by age.
