SB 4.14.1, Purport:

The great sages used to advise the head of the state, or the king, and he used to rule the populace in accordance with their instruction. After the disappearance of King Aṅga, there was no one to follow the instructions of the great sages. Consequently all the citizens became unruly, so much so that they could be compared to animals. As described in Bhagavad-gītā (4.13), human society must be divided into four orders according to quality and work. In every society there must be an intelligent class, administrative class, productive class and worker class. In modern democracy these scientific divisions are turned topsy-turvy, and by vote śūdras, or workers, are chosen for administrative posts. Having no knowledge of the ultimate goal of life, such persons whimsically enact laws without knowledge of life's purpose. The result is that no one is happy.

Renunciation Through Wisdom

Renunciation Through Wisdom 2.11:

One must not misunderstand the meaning of the word samaḥ, "equal." It does not mean that the Lord is impersonal and that He will bless any whimsical act, even unruly behaviour. The Lord is absolutely personal, the reservoir of divine sentiments, the supreme performer of transcendental pastimes. And He is the well-wishing friend of all living beings. But friendship has different degrees of intimacy. Thus the Lord's equal disposition is not without varieties of personalism. In other words, the Lord reciprocates with us according to our intensity of love for Him. In the Gītā (4.11) He says, ye yathā māṁ prapadyante tāṁs tathaiva bhajāmy aham: "As all surrender unto Me, I reward them accordingly." He responds to all the different devotional mellows—servitorship, fraternity, parental affection, and conjugal love. Similarly, he ignores those who disrespect Him by regarding Him as an ordinary mortal. Conversely, He always shelters and protects those who accept Him as the Supreme Lord and serve Him with loving devotion, following in the footsteps of past saintly masters.

Lecture on BG 7.11-16 -- New York, October 7, 1966:

Now, the simple thing is to surrender unto the father. Anyone can do it. There is no difficulty, there is no insult, and it is all prospective. Everything is good. But still, people do not do it. Why? These are the qualifications. What are the qualifications? That he is impious, he is fool number one, he is lowest of the mankind, his knowledge has been plundered by illusion, and he is atheistic. Anyone who is qualified all by these qualifications, he cannot surrender to his father. He is still to be punished by the agent of father, the material nature. He is still to be slapped and caned very good and kicked. He has to suffer. Just like the father chastises the unruly boy, so the father, Kṛṣṇa or God, has employed this material nature, nurse. She is nursing also. She is giving us very nice foodstuff, at the same time giving good slap. Both things are going on. Because we are all rich man's sons. We are not poor man's son, poor man's son. No. So we are getting all supply of food. That is all right. God is kind. Even we are rebelled, even we do not surrender unto Him, still, He is so kind. He is sending us grains, He is sending us fruits, so many things. And duṣkṛtina, instead of so many things for foodstuff, he is still doing impious acts for his eating, which is not sanctioned. So these things are going on.

Lecture on SB 1.3.14 -- Los Angeles, September 19, 1972:

Then the great sages and brāhmaṇas, because without king there was irregularities in the kingdom... Just like we have got experience. If there is no good government, strong government, the rogues, thieves, smugglers and so many other disrupting elements, they will grow. Because they are always existing. They find out the opportunity. As soon as there is some revolution, political upsurge, or mismanagement of the government, these undesirable elements, they come out. So when the father of Veṇa Mahārāja left home, the kingdom became unruly. Therefore the sages and saintly persons, they asked the queen that "Your son, although he is worthless, so let him become king. There must be some king."

Lecture -- San Francisco, June 28, 1971:

Then their next qualification, next engagement was nana-śāstra-vicaraṇaika-nipunau. Śāstra, all kinds of Vedic literature. Śāstra means which governs. The Vedic literature governs. There is a verbal root which is called śāst. Śāst means to rule. The ruling, there are three kinds of ruling. One ruling is śāstra, law codes. Just like every civilized country is ruled by the laws of the state, and the statute book which contains all the rules, that is called law books. That is also śāstra. That is śāstra. And then another śāsdhātu is śastra. Śastra means weapons, that like guns, swords. Śāstra and śastra. So there are two sections of people: those who are civilized, they are ruled by the śāstra, by the law codes, and those who are law-breakers, they are ruled by the śastra, weapons. Both things are required, śāstra and śastra. And sasam, sasam means government. The government has two department—criminal and civil. Civil department is controlled by the śāstra, law codes, and the criminal department is governed by the śastra, weapons. So this is the rule from time immemorial. Both things are required. Sometimes violence required, police force required for the unruly persons. They'll not care for the śāstra, don't care for śāstra, but you care for the śastra. So two things are there.

Prabhupāda: Our philosophy is

ataḥ pumbhir dvija-śreṣṭhā

varṇāśrama-vibhāgaśaḥ

svanuṣṭhitasya dharmasya

saṁsiddhir hari-toṣaṇam

(SB 1.2.13)

You may be industrial administrator, you may be engineer, you may be something else, but you make your profession perfect. And that perfection is achieved by satisfying the Supreme Personality of Godhead by your profession. Just like Arjuna. He was a soldier. He knew how to fight. So by his profession he satisfied Kṛṣṇa. Kṛṣṇa wanted that there should be fight between the Kurus and the Pāṇḍavas for right cause. And Kṛṣṇa came-paritrāṇāya sādhunaṁ vināśāya ca duṣkṛtam (BG 4.8). He had two business: to give protection to the devotees and to kill the demons. So by Kṛṣṇa's will sometimes all the demons, they come together and fight with one another and they are killed. So battle of Kurukṣetra was such a plan to bring all the demons together and engage them in fighting and kill one another. Just like in our school days, unruly boys, one boy will be asked to catch the other boy by the ear and the same boy will be asked to catch this boy by the ear and they are pulling each other. Competition of pulling the ears.

Letter to Yadunandana -- San Francisco 13 April, 1968:

Anyone who can understand how God is great, automatically he can understand that God is great. You can mention some parallels from Christian literature while explaining Bhagavad-gita, but you cannot find in any other scripture in the world the full information as given in the Bhagavad-gita. We should not forget that we are preaching science of God from Bhagavad-gita, which contains all spiritual instructions contained in other scriptures. But if the public is unruly, simply to chant and not speak anything philosophy is the best. At that time there is no use wasting time talking with them on philosophy. Better for both you and the audience to chant and hear Hare Krishna.

Letter to Bhagavan -- Bombay 14 November, 1975:

Your program in the schools, that is very nice. That is your success, that even the unruly students were well-disciplined. Dhiradhira-jana-priyau priyakarau nirmatsarau pujitau. "I offer my respectful obeisances unto the six Gosvamis, who are always engaged in chanting the holy name of Krsna and dancing. They are just like the ocean of love of God, and they are popular both with the gentle and with the ruffians because they are not envious of anyone."
