Three worlds means these upper, middle, and lower planetary systems in this universe. Trīl loka.
Lecture on SB 1.7.30-31 -- Vrndavana, September 26, 1976:

So the modern scientists, they do not know what is real problem. They are thinking advancement. Another point is here, that trīl lokān pradahan mahat and dahyamānāḥ prajāḥ sarvāḥ. Prajā. Prajā means living entities. Prajāyate: one who takes his birth. So in the three worlds... Three worlds means these upper, middle, and lower planetary systems in this universe. Trīl loka. Trīl lokān. So everywhere there is prajā, there is living entities. Otherwise, how it is said trīl lokān? It is a foolish theory that there is no life in other planets. A rascal theory. It has no meaning. Trīl lokān. We have got many evidences. I do not know why these rascal scientists say that there is no life in other planet. Why? The other planet is also made of the pañca-bhūta, pṛthvī-ap-tejas-vāyu-ākāśa. They are not different. Maybe something is very prominent. Just like in the sun globe, the fire is prominent. Fire is also one of the five elements: pṛthvī-ap-tejas. That does not mean there is no life. There must be.

Bali Mahārāja, he secured the whole three worlds. He became the master of the three worlds, means the upper planetary system, down planetary system, middle planet.
Lecture on SB 6.1.13-14 -- Honolulu, May 14, 1976:

You keep yourself fit to execute Kṛṣṇa consciousness, but don't keep much money. Immediately give in charity to Kṛṣṇa. Kṛṣṇa can take your charity as much as you can give. Just like Bali, Bali Mahārāja. Bali Mahārāja, he secured the whole three worlds. He became the master of the three worlds, means the upper planetary system, down planetary system, middle planet. So, but he was a devotee also. Therefore Kṛṣṇa came to him as Vāmana.

Three world means that in the materially there is lower planet and middle planets and upper planets, these three worlds.
Lecture on CC Madhya-lila 21.1-10 -- New York, January 3, 1967:

Nobody can calculate the six opulences of Kṛṣṇa. We have discussed the six opulences: wealth, riches and strength and fame and knowledge and beauty and renunciation. Nobody can calculate.

So he's giving a quotation from Śrīmad-Bhāgavatam,

ko vetti bhūman bhagavan parātman
yogeśvarotīr bhavatas trilokyām
kva vā kathaṁ vā kati vā kadeti
vistārayan krīḍasi yoga-māyām

He, bhūman: "O the great, O the Supreme Personality of Godhead, O the Supersoul, O the master of mysticism, how You are acting tri-bhuvane, tri-bhuvane, within the three worlds?" Three world means that in the materially there is lower planet and middle planets and upper planets, these three worlds. So "How You are acting within these three worlds, and how You are utilizing Your internal potency, yogamāyā, extending Yourself in so many expansions, plenary expansions? Who can understand You? Nobody can understand You."
