As there are schools and colleges to train students to become chemical engineers, lawyers or specialists in many other departments of knowledge, there must be schools and colleges to train students to become brāhmaṇas, kṣatriyas, vaiśyas, śūdras, brahmacārīs, gṛhasthas, vānaprasthas and sannyāsīs.
SB 9.10.50, Purport:

Simply enforcing laws and ordinances cannot make the citizens obedient and lawful. That is impossible. Throughout the entire world there are so many states, legislative assemblies and parliaments, but still the citizens are rogues and thieves. Good citizenship, therefore, cannot be enforced; the citizens must be trained. As there are schools and colleges to train students to become chemical engineers, lawyers or specialists in many other departments of knowledge, there must be schools and colleges to train students to become brāhmaṇas, kṣatriyas, vaiśyas, śūdras, brahmacārīs, gṛhasthas, vānaprasthas and sannyāsīs. This will provide the preliminary condition for good citizenship (varṇāśrama-guṇān-vitāḥ). Generally speaking, if the king or president is a rājarṣi, the relationship between the citizens and the chief executive will be clear, and there will be no possibility of disruption in the state, because the number of thieves and rogues will decrease. In Kali-yuga, however, because the varṇāśrama system is neglected, people are generally thieves and rogues. In the system of democracy, such thieves and rogues naturally collect money from other thieves and rogues, and thus there is chaos in every government, and no one is happy. But here the example of good government is to be found in the reign of Lord Rāmacandra. If people follow this example, there will be good government all over the world.

They learned how to train and engage rams and cocks in fighting for sport. They then learned how to teach parrots to speak and to answer the questions of human beings.

Just like we require to present some varieties a specialist, so Kṛṣṇa Himself has got all the special varieties of energy, and they are working in such a nice way as svābhāvikī.
Lecture on SB 3.26.45 -- Bombay, January 20, 1975:

You will find, if you study minutely, how many hundreds and thousands of varieties of thorns, varieties of twigs, and color, and everything is there, variety. How these varieties are coming? The Vedānta replies, "From the Absolute Truth, varieties." Parāsya śaktir vividhaiva śrūyate svābhāvikī jñāna-bala-kriyā ca (Cc. Madhya 13.65, purport). The Supreme Absolute Truth has got so many varieties of energies. For each and every variety, particular, finer craftsmanship, there is different energy. They are working. Just like we require to present some varieties a specialist, so Kṛṣṇa Himself has got all the special varieties of energy, and they are working in such a nice way as svābhāvikī. He hasn't got to learn it. Svābhāvikī. Svābhāvikī jñāna-bala-kriyā ca. Jñāna, knowledge. Suppose if you want to paint something, you must have the knowledge of painting, jñāna. And strength, and activity. Everything.

As you pay to the specialist doctor or you pay for the medicine according to the severity of disease, similarly you have to make treatment.
Lecture on SB 6.1.6 -- Bombay, November 6, 1970:

Just like you are suffering from some disease. So according to the nature of the disease, you have to pay for its medicine. One who is suffering from malarial disease, tuberculosis disease, asthmatic tendency, these disease are considered very severe type of disease. Coughing or having some little fever, they are not very severe. But there are many severe diseases. So as you pay to the specialist doctor or you pay for the medicine according to the severity of disease, similarly—yasmād evaṁ tasmād pāpasya niṣkṛtau prayaścitte yateta—you have to make treatment. And according to the symptoms of the disease, you have to undergo treatment. That is called prāyaścitta.

Prabhupāda: Yes. That is a code, sūtra. But the chemical symbolic representation, that is understand by the specialist. But this sūtra can be understood by anyone. Just like athāto brahma jijñāsā. The meaning is: "Now, this is the time for inquiring about the Absolute Truth." So this is a question for everyone. Any intelligent man. Here we are understanding everything relatively. Relatively. Just like when I say: "Father," there must be one son... (break) ...truth, there must be one truth. In this way, this is, this world is relative truth.

Just like the student in lower stages has to study so many things as preliminary education, English, history, math, etc., but in higher stage of education, he has got a particular taste for a special subject, so he specializes as a mathematician or a historian, etc.
Letter to Upendra -- Los Angeles 13 November, 1968:

Just like a teacher, he may be a very expert mathematician, but in the lower class he is teaching English. The Spiritual Master's duty is to train him, but when he comes to the perfectional stage of training, then he realizes his position. That is not a gift of the Spiritual Master, the Spiritual Master helps him to realize his relationship with the Lord. Just like the student in lower stages has to study so many things as preliminary education, English, history, math, etc., but in higher stage of education, he has got a particular taste for a special subject, so he specializes as a mathematician or a historian, etc. So that special qualification reveals in the higher stage. So these topics are not to be discussed in the conditioned stage, and when we come to the liberated stage we can understand. This is useless talks in the preliminary stage. In the beginning let us do the preliminary routine work very nicely, and be cured of the disease (out of maya), then we can know what taste you have for what particular type of food. So these things are not to be discussed at the present moment.

Our main business is to train up men to be self sufficient and competent in many ways to carry on the preaching work, not to make them into specialists or to minimize their responsibility by centralizing everything.
Letter to Damodara -- Bombay, India 9 January, 1973:

Regarding the several smaller temples being dependent upon the central temple of Washington D.C., that is up to you to decide, but so far I am concerned, I have not got much stock in such centralized management or organization. I never wanted that any of my temples shall be dependent upon the other temples. Rather, our main business is to train up men to be self sufficient and competent in many ways to carry on the preaching work, not to make them into specialists or to minimize their responsibility by centralizing everything. If each center must rely upon its own strength to stand, that will be better training ground for the devotees. We must learn how to do all kinds of varieties of engagements on Krsna's service, not that we shall expect anyone else to act for us and thus avoid something ourselves. But for reasons of spreading Krsna Consciousness movement, we may sometimes centralize, just like the books and money for BBT are managed by Karandhara in Los Angles.

Regarding your progams for specialized public relations department as far as my experiences go, I have seen that this is not very successful, but you may consult Karandhara in this regard and do the needful.

Please accept my blessings. I am in due receipt of your letter dated January 16th, and have noted the contents carefully. I can see that Lord Caitanya is giving you good intelligence to carry on in this way and infiltrate all facets of society with the sublime process of Krishna Consciousness, for this is the only way that you can save these rascals.
