SB 7.2.11, Purport:

Because of the increment in demoniac population, people have lost brahminical culture. Nor is there a kṣatriya government. Instead, the government is a democracy in which any śūdra can be voted into taking up the governmental reigns and capture the power to rule. Because of the poisonous effects of Kali-yuga, the śāstra (SB 12.2.13) says, dasyu-prāyeṣu rājasu: the government will adopt the policies of dasyus, or plunderers. Thus there will be no instructions from the brāhmaṇas, and even if there are brahminical instructions, there will be no kṣatriya rulers who can follow them.

SB 9.15.15, Purport:

In Kali-yuga, as stated in Śrīmad-Bhāgavatam (12.2.13), dasyu-prāyeṣu rājasu: the ruling class (rājanya) will be no better than plunderers (dasyus) because the third-class and fourth-class men will monopolize the affairs of the government. Ignoring the religious principles and brahminical rules and regulations, they will certainly try to plunder the riches of the citizens without consideration.

SB 12.2.12-16, Translation:

By the time the age of Kali ends, the bodies of all creatures will be greatly reduced in size, and the religious principles of followers of varṇāśrama will be ruined. The path of the Vedas will be completely forgotten in human society, and so-called religion will be mostly atheistic. The kings will mostly be thieves, the occupations of men will be stealing, lying and needless violence, and all the social classes will be reduced to the lowest level of śūdras. Cows will be like goats, spiritual hermitages will be no different from mundane houses, and family ties will extend no further than the immediate bonds of marriage. Most plants and herbs will be tiny, and all trees will appear like dwarf śamī trees. Clouds will be full of lightning, homes will be devoid of piety, and all human beings will have become like asses. At that time, the Supreme Personality of Godhead will appear on the earth. Acting with the power of pure spiritual goodness, He will rescue eternal religion.

CC Madhya 18.115, Purport:

"A pāṣaṇḍī is one who considers the demigods and the Supreme Personality of Godhead to be one; therefore a pāṣaṇḍī worships any kind of demigod as the Supreme Personality of Godhead." One who disobeys the orders of the spiritual master is also considered a pāṣaṇḍī. The word pāṣaṇḍī has been described in many places in Śrīmad-Bhāgavatam, including 4.2.28, 30 and 32, 5.6.9, and (SB 12.02.13) and 3.43.

So there are some remarkable points in this verse. Dasyu-prāyeṣu rājasu. Rājasu means government. Rāja, king, or government. So monarchy is now abolished practically all over the world. Now it is democratic government. So this so-called democratic government or Communist government, as they are going on, they will become rogues and thieves, dasyu-prāyeṣu. All the rogues, thieves, plunderers, they will capture.

So that is God or God's scripture. Past, present, and future. This Bhāgavata was written by God Himself, Vyāsadeva. Vyāsadeva is incarnation of Kṛṣṇa. That we have described, eleventh or some avatāra. So the Kalki will appear. The śāstra is giving indication that after such and such year. And another point is this dasyu-prāyeṣu rājasu. The..., more and more the government will be just like thieves and rogues. We are already experiencing. Now a new law has been passed in India that nobody can keep property more than five to seven lakhs of rupees. So people's incentive to earn money is now being cut down. Formerly it was freedom that you can earn your money as much as you like. Now if you think that "I will earn money, hundreds and thousands of money," but what is the use? The government will take away.
