The Lord makes all the laws and orders, and these laws and orders are generally called dharma or religion. No one can create any religious formula. Bona fide religion is to abide by the orders of the Lord.
SB 1.8.4, Translation and Purport:

Citing the stringent laws of the Almighty and their reactions upon living beings, Lord Śrī Kṛṣṇa and the munis began to pacify those who were shocked and affected.

The stringent laws of nature, under the order of the Supreme Personality of Godhead, cannot be altered by any living entity. The living entities are eternally under the subjugation of the almighty Lord. The Lord makes all the laws and orders, and these laws and orders are generally called dharma or religion. No one can create any religious formula. Bona fide religion is to abide by the orders of the Lord. The Lord's orders are clearly declared in the Bhagavad-gītā. Everyone should follow Him only or His orders, and that will make all happy, both materially and spiritually. As long as we are in the material world, our duty is to follow the orders of the Lord, and if by the grace of the Lord we are liberated from the clutches of the material world, then in our liberated stage also we can render transcendental loving service unto the Lord. In our material stage we can see neither ourselves nor the Lord for want of spiritual vision. But when we are liberated from material affection and are situated in our original spiritual form we can see both ourselves and the Lord face to face. Mukti means to be reinstated in one's original spiritual status after giving up the material conception of life.

If one simply sticks to the religious formulas and formalities but does not become elevated to the position of love of God, he is considered to be a chained animal.

The instructions of a pure devotee to his disciple are also very simple. No one feels any difficulty in following in the footsteps of a pure devotee of the Lord. Anyone who follows in the footsteps of recognized devotees, such as Lord Brahmā, Lord Śiva, the Kumāras, Manu, Kapila, King Prahlāda, King Janaka, Śukadeva Gosvāmī, Yamarāja and their followers in disciplic succession, very easily finds the door of liberation open. On the other hand, those who are not devotees but are engaged in uncertain processes of self-realization, such as jñāna, yoga and karma, are understood to be still contaminated. Such contaminated persons, although apparently advanced in self-realization, cannot liberate even themselves, what to speak of those who follow them. Such nondevotees are compared to chained animals, for they are not able to go beyond the jurisdiction of the formalities of a certain type of faith. In the Bhagavad-gītā they are condemned as veda-vāda-rata. They cannot understand that the Vedas deal with activities of the material modes of nature—goodness, passion and ignorance. But as Lord Kṛṣṇa advised Arjuna, one has to go beyond the jurisdiction of the duties prescribed in the Vedas and take to Kṛṣṇa consciousness, devotional service. The Lord says in the Bhagavad-gītā, nistrai-guṇyo bhavārjuna: "My dear Arjuna, just try to become transcendental to the Vedic rituals." This transcendental position beyond the Vedic ritualistic performances is devotional service. In the Bhagavad-gītā the Lord clearly says that persons who are engaged in His devotional service without adulteration are situated in Brahman. Actual Brahman realization means Kṛṣṇa consciousness and engagement in devotional service. The devotees are therefore real brahmacārīs because their activities are always in Kṛṣṇa consciousness, devotional service.

The Kṛṣṇa consciousness movement therefore issues a supreme call to all kinds of religionists, asking them with great authority to join this movement, by which one can learn how to love God and thus surpass all formulas and formalities of scriptural injunction. A person who cannot overcome the jurisdiction of stereotyped religious principles is compared to an animal chained up by his master. The purpose of all religion is to understand God and develop one's dormant love of Godhead. If one simply sticks to the religious formulas and formalities but does not become elevated to the position of love of God, he is considered to be a chained animal. In other words, if one is not in Kṛṣṇa consciousness, he is not eligible for liberation from the contamination of material existence.

Śrīla Śrīdhara Svāmī has composed a nice verse in this regard: "Let others engage in severe austerities, let others fall to the land from the tops of hills and give up their lives, let others travel to many holy places of pilgrimage for salvation, or let them engage in deep study of philosophy and Vedic literature. Let the mystic yogīs engage in their meditational service, and let the different sects engage in unnecessary arguing as to which is the best. But it is a fact that unless one is Kṛṣṇa conscious, unless one is engaged in devotional service, and unless one has the mercy of the Supreme Personality of Godhead, he cannot cross over this material ocean." An intelligent person, therefore, gives up all stereotyped ideas and joins the Kṛṣṇa consciousness movement for factual liberation.

The Lord says that sarva-dharmān parityajya (BG 18.66). "You just give up all kinds of occupational duty or religiosity." We have created all kinds of religious formula. So Kṛṣṇa says that "You give up all kinds of religious formula." But what is to be done? Sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja (BG 18.66). "You just surrender unto Me."

Now let us consider what is our occupational duty. I purposely do not translate this word dharma as religion. Religion is imperfect conception of the word dharma. In the dictionary we find religion means a particular type of faith. But dharma does not mean that. Dharma means natural occupation. That is called dharma. I have several times explained this word dharma in this class. Just like heat of the fire. Without heat, a fire has no meaning. Wherever there is fire, there is heat and light. Therefore heat and light is the dharma or religion of fire. That means fire cannot change its dharma. As this dharma, as we generally understand by the word faith, that we can change. Today I am Hindu. I can become tomorrow a Christian. You are Christian today. You can become, I mean to say, Hindu or Muslim tomorrow. So this faith can be changed, but this dharma, as I explain, that natural sequence, natural occupation or natural intimately connection...

Just like the fire, heat and light. This cannot be changed. Either the fire is in America or the fire is in India or a fire is in Russia, the heat and light is there. That is actually the dharma.

Now here Kṛṣṇa says that yadā yadā hi dharmasya glānir bhavati bhārata (BG 4.7). As soon as there is discrepancy in the discharge of that natural, I mean to say, sequence of the living entity... Abhyutthānam adharmasya. Abhyutthānam means uprising of unnatural activities or unnatural occupation, which is not for him. Abhyutthānam adharmasya tadā, at that time, ātmānam, self, sṛjāmy aham. Sṛjāmy aham means "I descend or appear." Now, this sequence of dharma is explained in the last paragraph, I mean to say, not last, in the last chapter, sixty-seventh verse of the Eighteenth Chapter. The Lord says that sarva-dharmān parityajya (BG 18.66). "You just give up all kinds of occupational duty or religiosity." We have created all kinds of religious formula. So Kṛṣṇa says that "You give up all kinds of religious formula." But what is to be done? Sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja (BG 18.66). "You just surrender unto Me."

That means that surrendering unto the Supreme Personality of Godhead is the real religion of the living entity. Not that I like a particular type of faith, that is my religion. Religion means when one is trained how to surrender unto the Supreme Personality of Godhead. That is called religion. And the Śrīmad-Bhāgavatam also gives enunciation of the word dharma, that sa vai puṁsāṁ paro dharmaḥ. That is the best system of religion, sa vai puṁsāṁ paro dharmaḥ. Yato bhaktir adhokṣaje (SB 1.2.6). By which one is trained to surrender unto the Supreme Personality of Godhead. That is best.

Now you can select your own religion. Either you be a Hindu or Muslim or Mohammedan or Buddhist, whatever you like, Śrīmad-Bhāgavata does not stop you, but it gives you hint what is the purpose of religion. The purpose of religion is to develop your love of Godhead. That is real religion. So here Kṛṣṇa says that yadā yadā hi dharmasya glānir bhavati (BG 4.7). As soon as there is decadence of people's love of Godhead... That means when people become forgetful, almost forgetful. Because at least some people remember that there is God. But generally, in this age, they are forgetful. That is dharmasya glāniḥ. And by forgetting God the people cannot be happy. That is also another cause. People are thinking that "God is dead. We have no obligation to God. There is no God." This sort of thinking will never make the people happy. And actually, it is happening. They have become atheistic. The modern civilization is Godless, but people are not happy. Therefore God or His representative comes when people forget his relationship with God.

So Kṛṣṇa consciousness is the necessity. It is not a religious formula or some spiritual recreation. No. It is the most important thing that we should imbibe in our life. Mām upetya. Mām upetya tu kaunteya punar janma na vidyate. He's stressing again and again.
Lecture on BG 8.15-20 -- New York, November 17, 1966:

We should be very serious about this problem, how to get our eternal life, blissful, and full of knowledge. That is the duty of human life. We have forgotten this, what is our aim of life. Na te viduḥ svārtha-gatiṁ hi viṣṇum (SB 7.5.31). They do not know that their interest, self-interest is how to get that eternal, blissful life in the spiritual planets. That is his interest. Why they have forgotten? Durāśayā ye bahir-artha-māninaḥ. The people have been entrapped by this material glimmer, by skyscraper and big factories and political activities, these..., entrapped, although he cannot live. He knows that "However skyscraper I may make, I'll not be allowed to live here. I'll have to leave it, and I do not know where I am going." Therefore the solution is that we should not spoil our energy for having a skyscraper. We should employ our energy to elevate ourselves to Kṛṣṇa consciousness so that we can, after leaving this material body, we can enter into that spiritual planet. That is the process.

So Kṛṣṇa consciousness is the necessity. It is not a religious formula or some spiritual recreation. No. It is the most important thing that we should imbibe in our life. Mām upetya. Mām upetya tu kaunteya punar janma na vidyate. He's stressing again and again.

Then you may ask, "Then why people are so much anxious to go to the other planets?" The description of other planets is there also in the Śrīmad-Bhāgavatam. Now, here it is said, "the Brahmaloka." Because there are many yogis and many, I mean to say, philosophers, they aim at being elevated to the higher planets by their yogic process... Why? Because the facilities of life in the higher planets are more than in this planet. The duration of life, the enjoyment and the amenities and everything is better, thousand times better, thousand times better. So people like. Somebody likes that "We shall go to the heavenly planets or this planet, that planet."

Religion is the Law of God and no one but God or empowered representatives of God can put forward religious formulas.
Letter to Krsna dasa -- Calcutta 6 October, 1970:

The next point is philosophy without religion is mental speculation. No one can manufacture a system of religion. Religion is the Law of God and no one but God or empowered representatives of God can put forward religious formulas. Therefore, because every living entity is the eternal fragmental part and parcel of God, it is practical that by simply accepting the authorized statements of bona fide scripture without mental speculation or fashionable interpretation one fulfills the mission of human life very easily and goes back to home, back to Godhead. "There is another eternal nature which is transcendental to this manifest and nonmanifest matter. It is supreme and is never annihilated. When all in this world is annihilated, that part remains as it is." (B.G. 8.20) "It is the highest destination, going, no one ever returns from that, My Supreme Abode." (B.G. 8.21) So although the Russians may be very much advanced by throwing sputniks into the outer space, they are missing the real point—Krsna Consciousness, the science of God. Although there are so many departments of knowledge, medicine, mathematics, astronomy, etc., the science of God is still to be introduced. When the scientist philosopher medical man will get the opportunity to study systematically what is God, what are His energies, what is my relationship, how to approach Him, then only there will be paradise. But paradise in the present condition of life in ignorance of God is parasite in temporary paradise.
