A devotee can be recruited from any section of human society, although it is not expected that everyone in all segments of society is well behaved.
SB 3.16.6, Purport:

Real purification can take place in human society if its members take to Kṛṣṇa consciousness. This is clearly stated in all Vedic literature. Anyone who takes to Kṛṣṇa consciousness in all sincerity, even if he is not very advanced in good behavior, is purified. A devotee can be recruited from any section of human society, although it is not expected that everyone in all segments of society is well behaved. As stated in this verse and in many places in Bhagavad-gītā, even if one is not born in a brāhmaṇa family, or even if he is born in a family of caṇḍālas, if he simply takes to Kṛṣṇa consciousness he is immediately purified. In Bhagavad-gītā, Ninth Chapter, verses 30-32, it is clearly stated that even though a man is not well behaved, if he simply takes to Kṛṣṇa consciousness he is understood to be a saintly person. As long as a person is in this material world he has two different relationships in his dealings with others—one relationship pertains to the body, and the other pertains to the spirit.

You have asked me what are the formalities that you have to observe for recruiting Krishna devotees in India, and the first principle is that you have to become a pure devotee of the Lord.
Letter to Mr. Kair -- Los Angeles 8 July, 1969:

I came here alone in 1965. Gradually the young men here took the philosophy very nicely, and now they themselves are spreading and opening many branches, even without my presence. Similarly, you can do this also, under my instructions. Just begin with a small endeavor, and gradually it will spread. You have asked me what are the formalities that you have to observe for recruiting Krishna devotees in India, and the first principle is that you have to become a pure devotee of the Lord. Then you can attempt to convert others to become devotees. To become a pure devotee means one should be firmly convinced of his being the eternal servant of Krishna.

Actually we should try to serve the hippy group more than others because there is great potency of recruiting Krishna Consciousness devotees from them.
Letter to Gaurasundara -- Los Angeles 13 July, 1969:

I think it is Krishna's desire that you would vacate the former building and go to the hippy quarters. Actually, the hippies are our best customers. Almost all of our important disciples are recruited from that group, and you are also from that group. So actually we should try to serve the hippy group more than others because there is great potency of recruiting Krishna Consciousness devotees from them. You will be pleased to know that one hippy girl named Chris who came to see me in your apartment is now living in our Los Angeles temple and doing very nicely. So if you make propaganda amongst the hippy group simply by our standard method; Sankirtana, reading some portion of Bhagavad-gita, and distributing prasadam, then I am sure the quarters in which you have now shifted will be very much prospective. Besides that, it is a beach and the atmosphere is very nice. So by the Grace of Krishna do it nicely, husband and wife combined. That will be a good example. I was so much pleased with Govinda Dasi and with you also when I heard about her spirited preaching and your tolerance like Nityananda Prabhu. May Lord Caitanya and Nityananda Prabhu bestow Their blessing upon you, and don't be deterred in any circumstances. Serve Krishna with serious attempt.

Letter to Lilavati -- Los Angeles 3 May, 1970:

I think each couple of our students may try to open a branch in England. Our first branch of London Yatra was opened by Mukunda, Gurudasa, and Syamasundara. and their wives. They tried very hard, and now our London Temple is nicely situated. Similarly many other Temples can be opened in places like Amsterdam, Birmingham, Liverpool, Manchester, etc. I have received report from Tamala that preaching in Paris is going nicely. In one day they recruited about 14 devotees simply by requesting who will join this Krsna Consciousness movement. So you all also recruit members, English boys and girls, in that way. Our Movement is a declaration of war against Maya, that you can understand very well, so we have to recruit many fighting soldiers—so do it vigorously.

In future if it is so required you may have one or two more from London, but the best thing will be to recruit devotees locally—that is the success of preaching work.
Letter to Upendra -- Los Angeles 15 July, 1970:

Janne is still staying here and she is enjoying the company of the devotees. I know that Tirthapada is a very nice and good boy. He is ready for all kinds of service. Now you are three strong male devotees and many girls are also helping you, and I hope you have now full strength for preaching work. In future if it is so required you may have one or two more from London, but the best thing will be to recruit devotees locally—that is the success of preaching work.

We recruit devotees with great difficulty. So they must be well-treated. New men may not always behave so nicely but we must be tolerant.
Letter to Gaura Hari -- Los Angeles 9 July, 1971:

And it is very encouraging to hear that so many new devotees are coming. That is an indication of your sincerity. The more sincere you are in pushing this movement forward, so Krishna will reciprocate and send you many new devotees. Thank you very much. So give them protection and instruct them so that they may not go away. We recruit devotees with great difficulty. So they must be well-treated. New men may not always behave so nicely but we must be tolerant. To train a new man is like training a wild animal to be a pet. Just like the tiger is trained in the circus and later on they are dancing to the tune of the master. So the point being stressed is training. A preacher should always be tolerant.

Let Mandali Bhadra be seriously engaged in translating work and recruit some German devotees to help him so that we can print all our books in German language and you can develop the Hamburg center very nicely.

So let Mandali Bhadra be seriously engaged in translating work and recruit some German devotees to help him so that we can print all our books in German language and you can develop the Hamburg center very nicely. You know very well that I went to India this time empty handed but we spent there not less than five lakhs Rupees during my 10 month stay and all the money was collected simply on the strength of our books and literatures. So when you have got literature and books, there is no question of poverty in our society. Simply we have to organize things nicely and manage carefully. I hope henceforward you will not feel at all discouraged. All of you there push on this movement in Germany which is the best country in Europe.

Letter to Giriraja -- London 13 July, 1972:

So far Lalita Krishna is concerned, I have received one letter from Purusottama das Brahmacari requesting to travel to Malaysia with Lalita Krishna for opening some centers there. So best thing is to open centers in Malaysia and Singapore, recruit many Chinese-speaking devotees, translate our books into Malaysian and Singapore language, then with a party go to China later on. Regarding the boys you have recommended, their letter of initiation is enclosed and beads are sent under separate post.

To strengthen whatever devotees we have got in spiritual life, fix them beyond any doubts. Then our potency will increase and we may recruit dozens of new devotees easily.
Letter to Jagadisa -- Paris 22 July, 1972:

I am very much pleased to hear that everything is going on nicely in Canada, especially that your travelling party is having good success. Yes, that is the right idea, to strengthen whatever devotees we have got in spiritual life, fix them beyond any doubts. Then our potency will increase and we may recruit dozens of new devotees easily. Main thing is to make sure everyone is chanting minimum sixteen rounds daily of Hare Krishna Mantra. Otherwise they will not be able to perform the other practices of brahminical life, such as early rising, cleanliness, etc.

The first thing is to recruit many devotees there in Australia and send them out to the outlying districts such as Manilla and Hong Kong and Djakarta and other places and build up strength in these areas.

One thing is, I have received some distressing report from Hong Kong from Bhurijana, that he is having some difficulty there, so I have assured him that you would send him some assistance very shortly to help him with our mission in Hong Kong. The first thing is to recruit many devotees there in Australia and send them out to the outlying districts such as Manilla and Hong Kong and Djakarta and other places and build up strength in these areas; otherwise, the one or two devotees in these places will become discouraged.

It is better to recruit some local men and train them to do the work.

I have also recently received one letter from the Djakarta Krsna Consciousness club and it is very nicely offering respects on Vyasa Puja occasion. I have replied them duly. I am very glad to hear that your mission is resumed in Indonesia and that you are taking up this work again with full enthusiasm. And the response has been very good there. Now go on teaching in this school and distributing our literatures more and more, and try to recruit some local men for becoming our disciples and helping you there. For relying upon devotees from outside to come there is not very practical business. It is better to recruit some local men and train them to do the work. But I think Madhudvisa can supply you with one or two men conveniently, you may request him this.

That is a good program that you are doing in New York by going from place to place and holding classes, having kirtana in the street, and generally recruiting devotees for sending to the Brooklyn Temple.

I am in due receipt of your letter, undated, and I have read the contents carefully. Yes, that is a good program that you are doing in New York by going from place to place and holding classes, having kirtana in the street, and generally recruiting devotees for sending to the Brooklyn Temple. If you do like that, going from one part of New York to another, New York is the biggest city in the world and there are innumerable places where you can hold chanting and classes, so if you go on like you are doing, I have no objection. But at all times, give your kind cooperation to Bali Mardan for working together on your program. He is GBC and President of Brooklyn Temple and he can give you all advice and facilities for your work. So kindly cooperate with him as much as possible, and that will please me very much.

You say the basic expenditures are finished and we have got very nice place there, now concentrate on making men into devotees and recruiting especially the African boys for helping us preach all over the continent of Africa.
Letter to Cyavana -- Los Angeles 22 September, 1972:

I have noted the contents therein. I am pleased to understand that things are once again back to normal in Nairobi and that you are all very enthusiastic to spread our preaching work amongst the Africans and American and European boys and girls there. I have heard from Rsi Kumar also that South Africa is first class field in Africa for preaching. Now you say the basic expenditures are finished and we have got very nice place there, now concentrate on making men into devotees and recruiting especially the African boys for helping us preach all over the continent of Africa. That is very good news that you have sent more than $1,200 to Karandhara, now you may order as many more books as you require from him and take similar sanction from the government for repaying him.

Go on with our program and try to increase your attraction of Krsna Consciousness movement to the public and recruit local men more and more to become fixed up devotees of Krsna.

I am very happy to hear that the temple is improving more and more under your expert guidance. Now go on with our program and try to increase your attraction of Krsna Consciousness movement to the public and recruit local men more and more to become fixed up devotees of Krsna.

My request to you is that you enter into the universities and colleges wherever possible and preach there with a view to recruiting some first-class devotees for helping me manage and push on this movement all over the world.

I like this idea of distributing books and preaching, that is Lord Caitanya's plan, and because you are doing it so nicely you are already making the greatest contribution, so what need there is for some special instruction from me? But if you want, I must give, because you are serving Krishna so nicely, so in that case my request to you is that you enter into the universities and colleges wherever possible and preach there with a view to recruiting some first-class devotees for helping me manage and push on this movement all over the world. Overall there is shortage of first-class, experienced men to manage things just to the highest standard, as you are doing. Therefore I am calling upon you the big leaders to push this idea forward, namely, to attract some educated men to join us. The idea is that they will only agree to join us if we ourselves conduct ourselves intelligently by the preaching approach.

First business will be to preach widely throughout the city and distribute our books and Krsna Consciousness propaganda. In this way, try to recruit some local men to help you.
Letter to Sama, Sammita -- Bombay 4 January, 1973:

Baltimore is a very important city of your country and we must maintain our center there at all costs. I can understand by your letter that you are both very serious and sincere devotees of Krsna, husband and wife, so I think that you will have no difficulty in performing your duties there. First business will be to preach widely throughout the city and distribute our books and Krsna Consciousness propaganda. In this way, try to recruit some local men to help you. You are only two persons, therefore big temple with deity worship and so many other things will be impossible to maintain. Therefore if you get a place, simply hold our standard program of kirtana morning and evening, with class, inviting friends and other people that you meet. In this way develop the thing gradually, we are not in very much hurry to get big big house and very comfortable position, no. Our first and foremost business is to spread Krsna Consciousness. So utilize every opportunity that Krsna gives you for preaching His message, that is real meaning of temple management.

Try to recruit some of the intelligent class of student class to take up this Krsna Consciousness philosophy and study it carefully. Try to recruit some of such men to become our devotees.
Letter to Satsvarupa, Hrdayananda -- Bombay 9 January, 1973:

I very much appreciated your publicity material for the Bhagavata-dharma program, now go on developing it more and more to perfection. I am very much satisfied by this activity, that is your real work for Krsna. In this way, try to recruit some of the intelligent class of student class to take up this Krsna Consciousness philosophy and study it carefully. Try to recruit some of such men to become our devotees. There is need for intelligent young men to train them up as future leaders and preachers to go all over the world for spreading the message of Lord Caitanya Mahaprabhu. If we simply go to the college on one night and leave immediately for another place, it will be difficult to make very much impression upon these students. I think it is better to stay at one place for some time, at least one week, or as long as the students are interested, and try to sell as many books as possible.

That is a very attractive offer, so in your traveling SKP you can preach like that, and quote some important slokas from our books and wherever you go you will be respected and you can recruit some solid devotees for pushing on this movement.
Letter to Pusta Krsna -- Hyderabad 23 March, 1973:

I said it long ago, that we are trying to make Brahmanas from anywhere in the world. We can offer the intelligent person the opportunity to be trained up in the highest spiritual knowledge and train him up as a preacher himself. That is a very attractive offer, so in your traveling SKP you can preach like that, and quote some important slokas from our books and wherever you go you will be respected and you can recruit some solid devotees for pushing on this movement. So kindly go on with your program.

As for seeing the Pope, I can see to that when I go there. Mr. Pant knows me well. Please convey my greetings to him and I shall be glad to see him when I go to Rome. You say there are important Indians there so make them all life members and distribute our books to them.

You ask me how to recruit strong devotees to come there. You have to prepare strong devotees, not import them.

Letter to Caitya-guru -- Mayapur 15 October, 1974:

Lease accept my blessings. I am in due receipt of your letter dated 29/9/74 and have noted the contents. How long do I have to bring devotees from abroad for preaching here in India? You must recruit local devotees. That is wanted. I went to New York without any Indians to help me. You are Indian and this is India, so you cannot create? One experienced man must go and create local man anywhere; that is real preaching.

I am very happy to hear of the large number of new devotees you are recruiting there in Laguna Beach. That is the real fruit of our preaching work, when people come and join and help us to spread this Krsna Consciousness movement.

That man who has given us the money, he is a very good man and he should be encouraged in every way to become more and more connected with our movement. Give him good association with Vaisnavas and nice Krsna prasadam and he will develop love for Krsna. I am very happy to hear of the large number of new devotees you are recruiting there in Laguna Beach. That is the real fruit of our preaching work, when people come and join and help us to spread this Krsna Consciousness movement. So I am very pleased with your efforts there. Upon your recommendation I have accepted the following for second initiation; Asurakulanasana dasa brahmachari, Satangati dasa brahmachari, Ratnanabha dasa Adhikari, Khandabhasi dasi, Dhatreyi dasi. You can come to the Mayapur festival and stay until the Vrndavana festival if possible. Now Gurukrpa Maharaja is being sent to Japan, and as he is already the GBC, you both should work cooperatively. That is the best thing. After all, it is all Krishna's business; there is no personal considerations. When you all come to the Mayapur festival, at that time all suggestions will be heard and the needful will be done.

I am very glad to know that you want to recruit devotees. Unless we get local devotees it is very difficult to maintain. So try to maintain the center with local devotees, that is my urgent desire.
