The state must employ revenue to advance these three items and thus educate the populace to prepare for death. The state which does so is the real welfare state.
SB 1.19.4, Purport: Parīkṣit Mahārāja was fortunate to get a seven-day notice to meet his inevitable death. But for the common man there is no definite notice, although death is inevitable for all. Foolish men forget this sure fact of death and neglect the duty of preparing themselves for going back to Godhead. They spoil their lives in animal propensities to eat, drink, be merry and enjoy. Such an irresponsible life is adopted by the people in the age of Kali because of a sinful desire to condemn brahminical culture, God consciousness and cow protection, for which the state is responsible. try to benefit the conditioned souls by inducing them to become Kṛṣṇa conscious and giving them all facilities to do so. Such activities constitute real welfare work.
SB 6.4.44, Purport: Liberation means surrender to Kṛṣṇa. If one begets children with the purpose of training them to surrender to Kṛṣṇa, fatherhood is very good. Similarly, when the spiritual master trains the conditioned souls to become Kṛṣṇa conscious, his position is successful. If one gives the conditioned souls a chance to become Kṛṣṇa conscious, all his activities are approved by the Supreme Personality of Godhead, who is extremely pleased, as stated here (prīto 'ham). Following the examples of the previous ācāryas, all the members of the Kṛṣṇa consciousness movement should try to benefit the conditioned souls by inducing them to become Kṛṣṇa conscious and giving them all facilities to do so. Such activities constitute real welfare work. By such activities, a preacher or anyone who endeavors to spread Kṛṣṇa consciousness is recognized by the Supreme Personality of Godhead.

SB Canto 9

A Vaiṣṇava engages in activities for the real welfare of human society.
SB 9.21.12, Purport: Vāsudeva Datta submitted that if they were unfit to be liberated, he himself would take all their sinful reactions and suffer personally so that the Lord might deliver them. A Vaiṣṇava is therefore described as being para-duḥkha-duḥkhī, very much aggrieved by the sufferings of others. As such, a Vaiṣṇava engages in activities for the real welfare of human society.

SB Canto 10.1 to 10.13

If one desires his real welfare, he must associate with devotees and saintly persons and in this way rectify the material condition of his life.
SB 10.4.43, Purport: Kaṁsa was not uneducated. It appears from his talks with Vasudeva and Devakī that he knew all about the laws of nature. But because of his association with bad ministers, he could not make a clear decision about his welfare. Therefore the Caitanya-caritāmṛta (Madhya 22.54) says:

'sādhu-saṅga,' 'sādhu-saṅga'—sarva-śāstre kaya lava-mātra sādhu-saśge sarva-siddhi haya

Lecture on SB 1.1.2 -- London, August 18, 1971: Now, I alone started this movement. There is so much response because they are hankering after this. Caitanya Mahāprabhu hinted therefore:
bhārata-bhūmite haila manuṣya-janma yāra
janma sārthaka kari' kara para-upakāra
[Cc. Ādi 9.41]
"Those who have taken birth as human being as Indian, on the land of Bhāratavarṣa, they should learn their spiritual asset and distribute it throughout the world for real welfare activity." This was Caitanya Mahāprabhu's indication. That was my Guru Mahārāja's indication. With that indication I tried, and somehow or other, it is coming to be successful. Now it is in your hand, you European and American young boys and girls. You take it seriously. From India they are coming, but I am very sorry to inform, they are not giving the real, not delivering the real culture. So we do not want to discuss that point. But now you are intelligent boys and girls. You have taken this Kṛṣṇa consciousness movement. Try to understand more philosophically and distribute all over the world. That is my request. Otherwise the world is doomed. Without this spiritual knowledge, without God consciousness, the whole world is doomed.
"How political situation can be improved by Kṛṣṇa consciousness?
Lecture on SB 1.2.5 -- Edinburgh, July 17, 1972: Prabhupāda: Now let us discuss, question and answer, "How political situation can be improved by Kṛṣṇa consciousness?" Can anyone answer? Who will answer this question? Yes?

Pradyumna: If the head of the country, the commander-in-chief of the army, and the school books, and the person who dispenses justice are all devotees, they can clearly make a plan or arrangement of government so that people are informed what their real welfare is. Prabhupāda: Hmm? Pradyumna: So that people are informed what their real welfare is. What the real goal... Prabhupāda: What is that real welfare? Pradyumna: ...in relationship to and to see that everything in the country is used in Kṛṣṇa's service. If the government does that, then it becomes a Kṛṣṇa conscious government. Prabhupāda: So, is it all right? Revatī-nandana: Also, if the leaders become Kṛṣṇa conscious, then they can stop the institutions of vice, which prevent the people from understanding God, and they can shut down the slaughterhouses. [break] ...more Kṛṣṇa conscious. Pradyumna: With a future of Kṛṣṇa consciousness there wouldn't be any more political maneuvering, because the leaders would be willing to accept advice from the learned sages and brāhmaṇas and devotees. There wouldn't be any politics, and there would be understanding from the scriptures.

Prabhupāda: This is social improvement, ah, political improvement.
Because if one is raised to his Kṛṣṇa consciousness, the whole problems of his life will be solved. That is real welfare activity.
Lecture on SB 1.2.8 -- Vrndavana, October 19, 1972: So actually unless one is saved by the supreme authority, there is no question of saving him by so many philanthropic work. Actual saving is this Kṛṣṇa consciousness movement. Because if one is raised to his Kṛṣṇa consciousness, the whole problems of his life will be solved. That is real welfare activity. Other things you cannot change. If one is destined to suffer by some agency, you cannot stop. Therefore Bhāgavata says, tasyaiva hetoḥ prayateta kovido na labhyate yad bhramatām upary adhaḥ [SB 1.5.18]. You simply try to awaken your Kṛṣṇa consciousness, which was impossible in other living conditions. Either going to the heaven planet or going to the hell planet or becoming Brahmā or ant... Do not try for all these elevations. Simply try for awakening your Kṛṣṇa consciousness.
To release them from this material suffering and give them information about the Vaikuṇṭha world, the world of no anxiety. And try to train them in different ways. That is the real welfare activity in the human society.
Lecture on SB 5.6.11 -- Bombay, December 29, 1976: Samaḥ sarveṣu bhūteṣu mad-bhaktiṁ labhate parām [Bg. 18.54]. Those who have come to the stage of seeing everyone on the equal terms... Equal terms means spiritually. That we invite everyone. There is no discrimination. We don't care for the designations. We invite everyone to leave aside the designation and come in your original form and be Kṛṣṇa conscious and be happy, for which we are prepared to take all kinds of incon... There is no inconvenience, but suppose in the old age I am traveling all over the world. People think that I have taken some hardship. But for Kṛṣṇa's sake, even it is hardship... Actually, there is no hardship. But even it is hardship, we should take it. Para-upakāra. People are in ignorance, they are suffering, and it is especially India's business to release them from this material suffering and give them information about the Vaikuṇṭha world, the world of no anxiety. And try to train them in different ways. That is the real welfare activity in the human society.

Festival Lectures

So real welfare activity means to see to the interest of the soul.
His Divine Grace Srila Bhaktisiddhanta Sarasvati Gosvami Prabhupada's Appearance Day, Lecture -- Mayapur, February 21, 1976: These welfare activities did not mean that welfare to this body. It was meant for the soul, the same thing as Kṛṣṇa wanted to impress upon Arjuna, that "You are not this body. You are soul." Antavanta ime dehaḥ nityasyoktāḥ śarīriṇaḥ, na hanyate hanyamāne śarīre [Bg. 2.20]. So real welfare activity means to see to the interest of the soul. So what is the interest of the soul? The interest of the soul is that the soul is part and parcel of Kṛṣṇa, God. Just like small spark of fire is part and parcel of the big fire, similarly, we living entities, we are very minute, small spark of the Supreme Brahman, Parabrahman, or Kṛṣṇa. So as the spark within the fire looks very beautiful, the fire also looks beautiful, and the spark also looks beautiful, but as soon as the sparks fall down from the fire, it becomes extinguished.

Prabhupāda: Yes. This educational system is Kṛṣṇa consciousness, tan manye adhītam uttamam. The best educational system is Kṛṣṇa consciousness. So because people are being educated without Kṛṣṇa consciousness, it is becoming valueless. Therefore we are giving, I mean to say, purificatory method in every department.

Śyāmasundara: Because value equals satisfaction.

Prabhupāda: Yes. Kṛṣṇa (indistinct). Kṛṣṇa is one, and everything is zero, so if there is one, zero is added-ten, hundred, thousand-increases its value. Take out the one and it is all zero. Thousands of zeros will not carry any weight (?). So they are all zero without Kṛṣṇa.

Lokānāṁ hita-kāriṇau tri-bhuvane mānyau śaraṇyākarau, rādhā-kṛṣṇa-padāravinda-bhajanānandena mattālikau vande rūpa-sanātanau raghu-yugau śrī-jīva-gopālakau. You see śāstra is giving direction. So many lawyers are going to the school colleges to learn the government laws. Why they are taking so much trouble? Just to give people the direction that "You work under this direction, you will not be in difficulty." Similarly the spiritual master is the lawyer. He knows things as they are. He gives direction to the disciple so that he'll be happy.

So anyone who is trying to preach Kṛṣṇa consciousness he is very, very dear to Kṛṣṇa. Because that is the real welfare work.
Room Conversation -- August 12, 1975, Paris (with French translator): So anyone who is trying to preach Kṛṣṇa consciousness he is very, very dear to Kṛṣṇa. Because that is the real welfare work. All bogus. That is a fact. Everyone is under the laws of material nature. How you can do benefit to him? It is very powerful. The same example, the man is condemned by law to be hanged, you cannot save him however rich man you may be. It is not possible. But the state executive head can excuse. Similarly, you cannot do anything without Kṛṣṇa's order. So if you want to help your relatives, your friends, your..., then you must become Kṛṣṇa conscious and make him Kṛṣṇa conscious. That is the only way. This is the only responsibility. There is no other responsibility.
To bring him to the knowledge of self-realization, that is good. If you can distribute knowledge to bring him back to his consciousness, original consciousness, that is real welfare activity.
Room Conversations -- July 26, 1975, Laguna Beach: But that you do not know, how to do good to the people. Just like a diseased man. The doctor has ordered that he should starve. But if you go in the hospital and you take sympathy with the starving patient, "Oh, you are starving for the last three days," if you give to him some food without the permission of the physician, then you will be punished. So he may think that "Oh, here is a starving man. I must give him some food." But you are liable to be punished. So first of all learn how to do good to others. So that is described here. Tasyaiva hetoḥ prayateta kovido [SB 1.5.18]. To bring him to the knowledge of self-realization, that is good. If you can distribute knowledge to bring him back to his consciousness, original consciousness, that is real welfare activity. Otherwise, if you manufacture something that "This man is starving: let me give him some food," it may be wrongly done, and you are liable to be punished. So first of all, you must learn what is actually good to the human society. Then, if we do that, that is good. In ignorance, if we do it, then we may be liable to be punished. Besides that, your thought is imperfect. Just like you try to give food to some living being, but other living being you send to the slaughterhouse. You do not consider. You put your philosophy, that "The animal has no soul. They are like dead matter," but that is not the fact. The animals also have got soul, and the human being, he has got also soul. The ant has got also soul. Everyone has got. Every living being has got soul. Why you are inclined to do good to the human society? What is the reason? Why not to the animals?

Just stick to this principle, then you will be successful. Bhakti śreyaḥ śrutim. That is the real welfare.

If we claim to be human being, born in India, it is our duty to understand the value of life from Bhagavad-gītā and preach this cult to others to do real welfare activities.

So it is the duty of the Indian to make his life perfect and spread his spiritual knowledge to the outside world. That is real welfare activity in the human society.

If you want to become perfect, you have to take knowledge from India, this Vedic literature. Because they are in darkness. What do they know, Western countries, about this knowledge? They think by this dog race... "A dog is running by four leg, and I am running by four-wheel car. I am advanced." That's all. That is Bhaktivinoda Ṭhākura. Moha, another illusion. Rascal, what you will do with this world, four-wheeling? You'll have to die like the dog. What you have done for this? You are very much proud. "The dog is running with four legs, and I have got a Rolls Royce car. I am so advanced." But, rascal, when the dog will die, you'll also die. In spite of four wheel, you'll die. What about that? What is your science says about that? Then he'll say, "Wait millions of years. We shall do that." This is science.

There were nice discussions and they are convinced that our activities are genuine and for the real welfare of the human society.
Letter to Jayagovinda -- Columbus, Ohio 8 May, 1969: Here in the USA, especially in Los Angeles, San Francisco, and New York, they are taking out Sankirtana Party in the streets and getting very good results. The student community in the above cities are gradually realizing our activities as very good. Yesterday evening we had very good meeting in Harvard University, and many students and professors attended. There were nice discussions and they are convinced that our activities are genuine and for the real welfare of the human society. And actually it is so. We are not adulterating the transcendental message with any mundane rubbish. If we stick to the principles of Lord Krishna, Lord Caitanya and the Goswamis, then surely they will appreciate.

Please get our books at least one full set in every city and college library in you neighboring areas. And if you read these literatures carefully you will realize the topmost science of Krsna Consciousness and be more inspired to spread the same to all persons as their real welfare benefit.

The old system of gurukula should be revived as the perfect example of a system designed to produce great men, sober and responsible leaders, who know what is the real welfare of the citizens.
Letter to Satsvarupa -- Delhi 21 November, 1971: Last night the topic of my lecture at our Delhi pandal was the necessity for teaching Krishna Consciousness in all our schools and colleges. This is a revolutionary thought. But we have seen that the practical outcome of so much hippies, one after another. What is the use of their skyscraper buildings if their sons will not maintain them? The old system of gurukula should be revived as the perfect example of a system designed to produce great men, sober and responsible leaders, who know what is the real welfare of the citizens. Just as in former days, all big big personalities were trained in this way. Now you have got the responsibility to inject this idea in your country. Please do it with a cool head, and very soon we shall see the practical benefit for your countrymen.

No one is interested in the real welfare of the citizens, simply because the post is temporary. That is not our process.
Letter to Satsvarupa -- Vrindaban 5 November, 1972: He must be responsible. He must stick and develop the highest standard of Krishna Consciousness practice in that area of management. But if he is sometimes thinking, Oh, I do not like to do this, let me go away at first opportunity, then how will things go on? That is just like democratic system in your government: every four, five years changing all the leaders. In this way, each man is thinking he shall not try to do very much. No one is interested in the real welfare of the citizens, simply because the post is temporary. That is not our process. Real meaning of duty is just like Arjuna: he did not like to be responsible, he wanted to leave the scene, but Krishna convinced him this is your duty, to fight, so he did it for Krishna, and he fought until the last man was killed from the opposing side. That is leadership. He is determined to stick to his position because he has understood Krishna.
