Because material energy (nature) is so powerful, it can resist the unauthorized plans of the atheists and baffle the knowledge of "planning commissions."
BG 7.15, Purport:

Those really learned leaders of society like Brahmā, Śiva, Kapila, the Kumāras, Manu, Vyāsa, Devala, Asita, Janaka, Prahlāda, Bali, and later on Madhvācārya, Rāmānujācārya, Śrī Caitanya and many others—who are faithful philosophers, politicians, educators, scientists, etc.—surrender to the lotus feet of the Supreme Person, the all-powerful authority. Those who are not actually philosophers, scientists, educators, administrators, etc., but who pose themselves as such for material gain, do not accept the plan or path of the Supreme Lord. They have no idea of God; they simply manufacture their own worldly plans and consequently complicate the problems of material existence in their vain attempts to solve them. Because material energy (nature) is so powerful, it can resist the unauthorized plans of the atheists and baffle the knowledge of "planning commissions."

A great Indian scientist, busy in the planmaking business, was suddenly called by invincible eternal time while going to attend a very important meeting of the planning commission, and he had to surrender his life, wife, children, house, land, wealth, etc.

A great Indian scientist, busy in the planmaking business, was suddenly called by invincible eternal time while going to attend a very important meeting of the planning commission, and he had to surrender his life, wife, children, house, land, wealth, etc. During the political upsurge in India and its division into Pakistan and Hindustan, so many rich and influential Indians had to surrender life, property and honor due to the influence of time, and there are hundreds and thousands of examples like that all over the world, all over the universe, which are all effects of the influence of time. Therefore, the conclusion is that there is no powerful living being within the universe who can overcome the influence of time.

n the Vaikuṇṭhas there are airplanes, but they make no tumultuous sounds. Material airplanes are not at all safe: they can fall down and crash at any time, for matter is imperfect in every respect. In the spiritual sky, however, the airplanes are also spiritual, and they are spiritually brilliant and bright. These airplanes do not fly business executives, politicians or planning commissions as passengers, nor do they carry cargo or postal bags, for these are all unknown there. These planes are for pleasure trips only, and the residents of Vaikuṇṭha fly in them with their heavenly, beautiful, fairylike consorts.

Sri Isopanisad 13, Purport:

In the Bhagavad-gītā (9.25) it is clearly said that those who worship the pitṛs, or forefathers, attain the planets of the forefathers, that the gross materialists who make plans to remain here stay in this world, and that the devotees of the Lord who worship none but Lord Kṛṣṇa, the supreme cause of all causes, reach Him in His spiritual sky. Here also in Śrī Īśopaniṣad it is verified that one achieves different results by different modes of worship. If we worship the Supreme Lord, we will certainly reach Him in His eternal abode, and if we worship demigods like the sun-god or moon-god, we can reach their respective planets without a doubt. And if we wish to remain on this wretched planet with our planning commissions and our stopgap political adjustments, we can certainly do that also.

In our government, central government, there is a planning commission. For the last twenty years they are making simply plans, and no plan has become successful.
Lecture on SB 3.26.27 -- Bombay, January 4, 1975:

In our government, central government, there is a planning commission. Perhaps every one of you know it, planning commission. From, for the last twenty years they are making simply plans, and no plan has become successful. Every plan (chuckling) is unsuccessful, and the result is eight rupees kilo rice, your staple food. The plan has come successfully to bring rice eight rupees per kilo. That is not possible. So long the, you are materially affected and making plan how to get out of it, the material nature is so strong that it will baffle all your plans, and therefore you will have to remain perpetually restless.

There is planning commission by the government. Why? To engage them to work very hard. But the ruler, the spiritual master, the government, has to tolerate.
Lecture on SB 5.5.15 -- Vrndavana, November 3, 1976:

If you want to end this suffering, then you must wash your brain—or heart, the same thing. Ceto-darpaṇa-mārjanam. But they are taking it otherwise. Therefore either the government or the spiritual master, they should not give program, big, big program, plans. Nowadays in material world... In material world this is always. The plan is... There is planning commission by the government. Why? To engage them to work very hard. That is going on. So when you are ruling, controlling, there may be some disobedience. Therefore it is the duty of the spiritual master not to be angry because the disciples or the followers, they are fools. Sometimes they commit mistake; they do not obey. But the ruler, the spiritual master, the government, has to tolerate.

In every country, there is a planning commission, but according to Bhagavad-gītā, any plan you do, it is all rascaldom if it is without Kṛṣṇa. It will fail.
Lecture on SB 6.1.46 -- Detroit, June 12, 1976:

So unless people accept this principle, that Kṛṣṇa center, their, all their plans will be futile. Moghāśā mogha-karmāṇo mogha-jñānā (BG 9.12), everything. You try the history. They are trying to do so many things, planning. In every country, there is a planning commission, but according to Bhagavad-gītā, any plan you do, it is all rascaldom if it is without Kṛṣṇa. It will fail. History will... Take, for example, in our India, Mahātmā Gandhi made so many plans to get our independence. He was taking Bhagavad-gītā in his hand and publicly said that "I get solace from Bhagavad-gītā." He was very fond of Bhagavad-gītā. But unfortunately he could not make Kṛṣṇa as center.

Initiation Lectures

They may make plan very nice to cheat Rāmacandra, but ultimately they become vanquished with all their planning commission.
Initiation Lecture Excerpt -- Los Angeles, July 5, 1971:

Rāvaṇa was a very powerful atheist, and he was working with the ten heads. Just like materialistic karmīs, they work very hard, and they have got good brain also for wording hard. So Rāvaṇa had ten heads. But the plan was to cheat Rāma. With all intelligence, with all brain, his only plan was how to cheat Rāma. That was his... He became a sannyāsī and he went to take some alms from Sītā. The purpose was to cheat, to enter. Because according to Vedic civilization, a sannyāsī has open door. He can even go inside. But that... He was the only sannyāsī at that time who tried to cheat. But this kind of sannyāsī or this kind of intelligent persons are killed by Rāma. They may make plan very nice to cheat Rāmacandra, but ultimately they become vanquished with all their planning commission.

You know in Delhi there is Planning Commission? What is that plan? That people may starve, and Indira Gandhi and company may flourish.
Morning Walk -- March 15, 1974, Vrndavana:

Prabhupāda: (Hindi) (break) ...the anxiety of Prahlāda Mahārāja, "How these rascals, who have made a plan for happiness of a few men, gorgeous plan." And they're... For happiness of the government servant. That's all. You know in Delhi there is Planning Commission? What is that plan? That people may starve, and Indira Gandhi and company may flourish. That's all.

Prabhupāda: Future you cannot plan. That is the foolishness. That is another obstinate rascaldom. Future is not in your hand. You cannot plan. That is going on. Our government has got planning commission. The planning commission has brought people in such a condition that they are dying of starvation.
Room Conversation -- January 8, 1977, Bombay:

Prabhupāda: It will never be fulfilled, but still, they will make plan. The Napoleon made a plan. Hitler made a plan. Churchill made a plan. Gandhi made a plan. Mussolini made a plan. But the plan and planmaker—all washed away. Things are going on as it is. Therefore Kṛṣṇa says, sarva-dharmān parityajya: (BG 18.66) "Don't make plan. Take to My plan. You'll be happy. I'll give you." This planmaking... Our government has got planning commission. The planning commission has brought people in such a condition that they are dying of starvation. And they are taking salary, big, big, fat salary. This is going on.

Despite so many attempts on the parts of the governments and planning commissions of the world, still the suffering continues.
Letter to Dina Dayala -- Nellore 6 January, 1976:

And now you have left your country also on behalf of Sri Caitanya Mahaprabhu, therefore your life is glorious. May Krishna bless you that your preaching attempt becomes successful. As soon as a devotee endeavors to serve Krishna, Krishna immediately wants to help that devotee. Krishna will certainly protect and maintain you. You are an intelligent sincere boy so try to introduce this movement to the people of Greece. Everyone in the world is suffering. Despite so many attempts on the parts of the governments and planning commissions of the world, still the suffering continues. People are thinking that by more education, hospitals, food and so many other things they will become happy. But we actually have the ingredient which alone can make them satisfied—Krishna Consciousness. So please deliver Krishna to everyone you meet; instruct them in the philosophy of Bhagavad-gita As It Is.
