Kṛṣṇa is the original Supreme Personality of Godhead, and Baladeva is Kṛṣṇa's immediate expansion. Both Lord Kṛṣṇa and Baladeva appeared as sons of Vasudeva, so both of Them may be called Vāsudeva. From another point of view, because Kṛṣṇa never leaves Vṛndāvana, all the forms of Kṛṣṇa that appear elsewhere are His expansions.
BG 10.37, Translation and Purport:

Of the descendants of Vṛṣṇi I am Vāsudeva, and of the Pāṇḍavas I am Arjuna. Of the sages I am Vyāsa, and among great thinkers I am Uśanā.

Kṛṣṇa is the original Supreme Personality of Godhead, and Baladeva is Kṛṣṇa's immediate expansion. Both Lord Kṛṣṇa and Baladeva appeared as sons of Vasudeva, so both of Them may be called Vāsudeva. From another point of view, because Kṛṣṇa never leaves Vṛndāvana, all the forms of Kṛṣṇa that appear elsewhere are His expansions. Vāsudeva is Kṛṣṇa's immediate expansion, so Vāsudeva is not different from Kṛṣṇa. It is to be understood that the Vāsudeva referred to in this verse of Bhagavad-gītā is Baladeva, or Balarāma, because He is the original source of all incarnations and thus He is the sole source of Vāsudeva. The immediate expansions of the Lord are called svāṁśa (personal expansions), and there are also expansions called vibhinnāṁśa (separated expansions).

SB Canto 3

The original Lord Kṛṣṇa never leaves Goloka Vṛndāvana. All the plenary expansions are one and the same viṣṇu-tattva, and there is no difference in Their potency.
SB 3.1.34, Translation and Purport:

May I inquire whether Aniruddha is doing well? He is the fulfiller of all the desires of the pure devotees and has been considered from yore to be the cause of the Ṛg Veda, the creator of the mind and the fourth Plenary expansion of Viṣṇu.

Ādi-caturbhuja, the original expansions from Baladeva, are Vāsudeva, Saṅkarṣaṇa, Pradyumna and Aniruddha. All of Them are viṣṇu-tattvas, or nondifferent Personalities of Godhead. In the incarnation of Śrī Rāma, all these different expansions appeared for particular pastimes. Lord Rāma is the original Vāsudeva, and His brothers were Saṅkarṣaṇa, Pradyumna and Aniruddha. Aniruddha is also the cause of Mahā-Viṣṇu, from whose breathing the Ṛg Veda appeared. All this is nicely explained in the Mārkaṇḍeya Purāṇa. In the incarnation of Lord Kṛṣṇa, Aniruddha appeared as the son of the Lord. Lord Kṛṣṇa in Dvārakā is the Vāsudeva expansion of the original group. The original Lord Kṛṣṇa never leaves Goloka Vṛndāvana. All the plenary expansions are one and the same viṣṇu-tattva, and there is no difference in Their potency.

When the Lord's pastimes are visible to the human eye, they are called prakaṭa, and when they are not visible they are called aprakaṭa. In fact, the Lord's pastimes never stop, just as the sun never leaves the sky. The sun is always in its right orbit in the sky, but it is sometimes visible and sometimes invisible to our limited vision.
SB 3.2.12, Purport:

When the Lord's pastimes are visible to the human eye, they are called prakaṭa, and when they are not visible they are called aprakaṭa. In fact, the Lord's pastimes never stop, just as the sun never leaves the sky. The sun is always in its right orbit in the sky, but it is sometimes visible and sometimes invisible to our limited vision. Similarly, the pastimes of the Lord are always current in one universe or another, and when Lord Kṛṣṇa disappeared from the transcendental abode of Dvārakā, it was simply a disappearance from the eyes of the people there. It should not be misunderstood that His transcendental body, which is just suitable for the pastimes in the mortal world, is in any way inferior to His different expansions in the Vaikuṇṭhalokas. His body manifested in the material world is transcendental par excellence in the sense that His pastimes in the mortal world excel His mercy displayed in the Vaikuṇṭhalokas. In the Vaikuṇṭhalokas the Lord is merciful toward the liberated or nitya-mukta living entities, but in His pastimes in the mortal world He is merciful even to the fallen souls who are nitya-baddha, or conditioned forever. The six excellent opulences which He displayed in the mortal world by the agency of His internal potency, yoga-māyā, are rare even in the Vaikuṇṭhalokas. All His pastimes were manifested not by the material energy but by His spiritual energy. The excellence of His rāsa-līlā at Vṛndāvana and His householder life with sixteen thousand wives is wonderful even for Nārāyaṇa in Vaikuṇṭha and is certainly so for other living entities within this mortal world. His pastimes are wonderful even for other incarnations of the Lord, such as Śrī Rāma, Nṛsiṁha and Varāha. His opulence was so superexcellent that His pastimes were adored even by the Lord of Vaikuṇṭha, who is not different from Lord Kṛṣṇa Himself.

SB Canto 9

The best forest is Vṛndāvana, where one need not live with the animals but can associate with the Supreme Personality of Godhead, who never leaves Vṛndāvana.
SB 9.19.19, Purport:

After fifty years of age, one should voluntarily give up family life and go to the forest. The best forest is Vṛndāvana, where one need not live with the animals but can associate with the Supreme Personality of Godhead, who never leaves Vṛndāvana. Cultivating Kṛṣṇa consciousness in Vṛndāvana is the best means of being liberated from material bondage, for in Vṛndāvana one can automatically meditate upon Kṛṣṇa. Vṛndāvana has many temples, and in one or more of these temples one may see the form of the Supreme Lord as Rādhā-Kṛṣṇa or Kṛṣṇa-Balarāma and meditate upon this form.

SB Canto 10.1 to 10.13

Because Mathurā and Vṛndāvana are intimately connected with Kṛṣṇa eternally, it is said that Lord Kṛṣṇa never leaves Vṛndāvana.
SB 10.1.28, Purport:

It is understood that Mathurā City is the transcendental abode of Lord Kṛṣṇa; it is not an ordinary material city, for it is eternally connected with the Supreme Personality of Godhead. Vṛndāvana is within the jurisdiction of Mathurā, and it still continues to exist. Because Mathurā and Vṛndāvana are intimately connected with Kṛṣṇa eternally, it is said that Lord Kṛṣṇa never leaves Vṛndāvana (vṛndāvanaṁ parityajya padam ekaṁ na gacchati). At present, the place known as Vṛndāvana, in the district of Mathurā, continues its position as a transcendental place, and certainly anyone who goes there becomes transcendentally purified.

SB 12.11.20, Translation:

The goddess of fortune, Śrī, who never leaves the Lord's side, appears with Him in this world as the representation of His internal potency. Viṣvaksena, the chief among His personal associates, is known to be the personification of the Pañcarātra and other tantras. And the Lord's eight doorkeepers, headed by Nanda, are His mystic perfections, beginning with aṇimā.

The soul can be solaced only by the mercy of Lord Śrī Caitanya Mahāprabhu and His many bona fide devotees, who never leave the lotus feet of the Lord.
CC Adi 2.2, Purport:

The dryness of material happiness cannot be moistened by so-called philosophers who cry for Brahman, liberation and similar dry speculative objects. The urge of the soul proper is different. The soul can be solaced only by the mercy of Lord Śrī Caitanya Mahāprabhu and His many bona fide devotees, who never leave the lotus feet of the Lord to become imitation Mahāprabhus but all cling to His lotus feet like bees that never leave a honey-soaked lotus flower.

Human life alone affords one the chance to attain unending happiness. Lord Śrī Kṛṣṇa never leaves Kṛṣṇaloka.
Sri Isopanisad 12, Purport:

Outside the universe is the vast and unlimited brahmajyoti expansion, which is filled with Vaikuṇṭhalokas. The biggest and highest planet in the brahmajyoti is Kṛṣṇaloka, or Goloka Vṛndāvana, where the Supreme Personality of Godhead, Śrī Kṛṣṇa Himself, resides. Lord Śrī Kṛṣṇa never leaves Kṛṣṇaloka. Although He dwells there with His eternal associates, He is omnipresent throughout the complete material and spiritual cosmic manifestations.

Since it is said that Lord Kṛṣṇa never leaves Vṛndāvana-dhāma, one may ask how He manages the affairs of the creation.

Since it is said that Lord Kṛṣṇa never leaves Vṛndāvana-dhāma, one may ask how He manages the affairs of the creation. This is answered in the Bhagavad-gītā (13.14-18): The Lord pervades the entire material creation by His plenary part known as the Paramātmā, or Supersoul. Although the Lord personally has nothing to do with material creation, maintenance and destruction, He causes all these things to be done by His plenary expansion, the Paramātmā. Every living entity is known as ātmā, soul, and the principal ātmā who controls them all is Paramātmā, the Supersoul.

Kṛṣṇa is there. He never leaves from Vṛndāvana. He is there. Why? Here also. Just like we see, a very rich man, a very influential man, the president, he lives in his... The Queen, she is in the Buckingham Palace. But she cannot go at the same time anywhere and everywhere. No. She is in, packed up in Buckingham Palace. Kṛṣṇa is not like that. Therefore He is Hṛṣīkeśa. Try to understand the distinction between Kṛṣṇa and others.

Just big man has got many secretaries, servants, they look after, similarly, in this material world. His representatives—Brahmā, Viṣṇu, Maheśvara—they are managing the affairs of this whole universe. But He's enjoying in Vṛndāvana. Jaya rādhā-mādhava kuñja-bihārī. He has no concern. He doesn't care what is happening here. But it, it does not mean that He doesn't care, but He has no anxiety how the things are being managed. When it is mismanaged, then sometimes Kṛṣṇa comes in His Vāsudeva form. Not the original Kṛṣṇa. Original Kṛṣṇa never leaves Vṛndāvana. Padam ekaṁ na gacchati. He's always in His abode.

Kṛṣṇa will never leave a Kṛṣṇa conscious person.
Lecture on SB 1.5.18 -- New Vrindaban, June 22, 1969:

This is the specific qualification of a Kṛṣṇa conscious person. Smaran mukundāṅghry-upagūhanaṁ punaḥ. One who has chanted Hare Kṛṣṇa, he cannot give it up. Cannot give it up. He has to come again. This life or next life, Kṛṣṇa will not leave him. Kṛṣṇa... Once surrender sincerely, "Kṛṣṇa, I am Yours," Kṛṣṇa will never leave him. He will protect you. But if he had become little stronger, then there is no question of falling down. Rasagra rasena grhyate vaśi kriyate.(?) Kṛṣṇa vaśi kriyate. Vaśi kriyate means hypnotized. It is so nice that one becomes hypnotized.

Kṛṣṇa never leaves Vṛndāvana. He doesn't go anywhere. He's always existing there. But still, He's everywhere. That is His inconceivable potency.

Bhoktāraṁ yajña-tapasāṁ sarva-loka-maheśvaram (BG 5.29). He is the proprietor. But still He has got His own abode. That is Goloka Vṛndāvana. Goloka eva nivasaty akhilātma-bhūto (Bs. 5.37). That is God. He's always there. He hasn't got to go out for some business. No. He hasn't got to work for maintaining His establishment. No. He is complete, and He's staying there. Just like Kṛṣṇa... It is said in the śāstra: vṛndāvanaṁ parityaja na padam ekaṁ gacchati. Kṛṣṇa never leaves Vṛndāvana. He doesn't go anywhere. He's always existing there. But still, He's everywhere. Jayatīrtha: You mentioned several times that those persons who are guilty of abortion, then they also enter a womb, but they never leave it alive. They're also killed within the womb.

Prabhupāda: Yes. That means... That child is killed means it must take another birth. Again in the womb it will be killed. Again another womb. This is going on. Mūḍha janmani janmani (BG 16.20). It is stated in the Bhagavad-gītā, "Birth after birth they will be put into the darkness of life."

Harikeśa: Don't bring milk when water is required. You have given the example.

Prabhupāda: Don't bring milk?

Devotees: When water is required.

Prabhupāda: Oh.

Cyavana: But he was thinking that it would be very nice to sit there with Śrīla Prabhupāda.

Puṣṭa Kṛṣṇa: No, no. No, I wasn't. I was thinking of Prabhupāda's satisfaction. You're thinking what I'm thinking...

Prabhupāda: You are right. He was right. That is service. Before wanting, that is... That is all right. "Now let the master refuse it." But service is: before he asks, the thing should be offered. That is service. After asking, offering something, that is second-class service. First-class service, before he wants, "Here is the thing, ready." That is first-class service. Now it is his liking. He may not like that. He may ask something else. But the service must be offered. And your example, milk and water, is not applicable here. I did not ask him either milk or water. (laughter) So your example is futile.

Cyavana: Perfect.

Prabhupāda: So don't be discouraged.

Puṣṭa Kṛṣṇa: No, Prabhupāda. I'll never leave your lotus feet. They asked you about other movements yesterday at the press conference...

I do not think you require a child for the purpose of example. You had one child, and by the desire of Krsna the child did not stay. Now you can forget of any child. Thank you very much for participating in this sankirtana movement. I am glad to hear that you are enthusiastic about chanting. Keep chanting 24 hours if possible. This constant chanting of Krishna's names will assure you of not falling down from His service. Never leave the association of devotees, otherwise it will be very difficult to chant constantly.
