Kaśyapa Muni did not encourage the miniskirts that have now become fashionable.
SB 6.18.50, Translation and Purport:

After eating, you should not go out to the street without having washed your mouth, hands and feet. You should not go out in the evening or with your hair loose, nor should you go out unless you are properly decorated with ornaments. You should not leave the house unless you are very grave and are sufficiently covered.

Kaśyapa Muni advised his wife not to go out onto the street unless she was well decorated and well dressed. He did not encourage the miniskirts that have now become fashionable. In Oriental civilization, when a woman goes out onto the street, she must be fully covered so that no man will recognize who she is. All these methods are to be accepted for purification. If one takes to Kṛṣṇa consciousness, one is fully purified, and thus one remains always transcendental to the contamination of the material world.

You should keep your wife always covered. (laughter) Don't allow this miniskirt or minishirt. (laughter) According to Vedic civilization, respectable woman cannot be seen even by the sun.

Prabhupāda: So you say, "I accept (Baradrāja repeating) Rukmiṇī as my wife. I shall maintain her throughout my life, supply all necessities of life, and we shall work together for prosecuting Kṛṣṇa consciousness." You say that "I accept you (Rukmiṇī repeating) as my husband, and I shall serve you as your most obedient wife, to keep you in all comforts, in all distress and happiness, and we shall continue our life for Kṛṣṇa consciousness." Now change. Change the garland. Mind that this promise has been made before Rādhā and Kṛṣṇa. You cannot change all these promises. Change your seat. Cover the head. Cover the head and give her this red. Cover it nicely. You see, here. You should keep your wife always covered. (laughter) Don't allow this miniskirt or minishirt. (laughter) According to Vedic civilization, respectable woman cannot be seen even by the sun. Asūryaṁ paśyat. How can you avoid sun? But it is said like that. The sun will find difficulty to see one man's woman. Yes. Asūryaṁ paśyat. Asūryam. Sūrya means the sun. Sun cannot. Sun will also hanker after her: "How can I see that woman?" (chuckles) So woman should be always in privacy. They should be respectfully protected by the husband and the father. That is the way. All right. Then it is finished. Now let us perform yajña. (devotees offer obeisances) Now chant Hare Kṛṣṇa. After performance of yajña. Chant Hare Kṛṣṇa.

Prabhupāda: Our heart is always burning. Why? In touch with this material sense gratificatory process. No sense gratificatory process is giving me satisfaction. I'm trying this way, that way, this way, that way, that way. You see? Just like people are trying sense gratification in so many ways. They have come to the last point, naked picture, naked dance. What is called? That short, what is called?

Devotee: Miniskirt.

Prabhupāda: Miniskirt, yes. (laughs) So because here the basic principle only sex, everyone is inviting, "Yes, come on, sex. Come on, sex." But this way, that way, sex, anyway you enjoy, you cannot be satisfied. That is certain. Because that is not your platform of enjoyment. You are spirit soul. Unless you come to the spiritual platform, these material, any kind of sense enjoyment... Therefore you will never be satisfied. You'll simply hankering after, but there will be no satisfaction. Therefore Narottama dāsa Ṭhākura says, viṣaya-viṣānale. Viṣaya means these material demands, eating, sleeping, mating, these are called viṣaya. They are just like poison, fire. So everyone is burning. Viṣaya-viṣānale, dibā-niśi hiyā jvale. Jvale means it is burning, my heart is burning. Tari bare nā koinu upāy. "But I did not search out the relief, the immediate relief, hari-saṅkīrtana, this chanting. I have no attachment for this. Therefore I have spoiled my life."

Prabhupāda: Vidyāpati sings, tātala saikate vāri-bindu-sama suta-mita-ramaṇī-samāje, that we are trying to enjoy in this material world, happiness in the society, friendship and love. Suta-mita-ramaṇī-samāje, friends, children, wife, like that. That is in the society. But Vidyāpati says, "Yes, there is happiness undoubtedly, but that happiness is just like a drop of water in the desert. Desert means it is hankering after water. Dry desert, he requires water, but if you go there and put a drop of water, "Now here is water." So our, we are, who are hankering after so great happiness that these rascals' sense gratification happiness is not giving us. It is just like a drop in the desert. Therefore we are changing, changing simply. The same thing, punaḥ punaś carvita-car... The same thing, we do not know what is real happiness so simply changing the posture. Now woman should be mini-skirted. Why they should be fully dressed? (laughter) Now they're also trying. Ultimately they're coming to the position of (indistinct) (laughter). Just see. Here, here in the (indistinct). They are attracting tourists by showing the vagina(?). That's all. This is happiness. They have no other information. "Come on, here is vagina, open. This is their standard of happiness.

Tṛpyanti neha kṛpaṇa-bahu-duḥkha-bhājaḥ. They're becoming diseased in so many ways. Sex life, indulgence of sex life means you will become diseased, so many diseases. That is a medical fact. So this movement is very scientific movement, authorized. Anyone who will take to it seriously, sincerely, will be cured of this material disease and be happy.

Tamāla Kṛṣṇa: Nowadays the nuns, every... Twice a week they get their hair set. They wear miniskirt now.

Prabhupāda: And so many scandal.

Tamāla Kṛṣṇa: They're not strict anymore. Priests are smoking cigarettes, watching television.

Prabhupāda: If there is no training, naturally it will deteriorate.

They are improving to make straighter, topless, bottomless, in this way and that way, miniskirt. They are arranging.
Conversations -- June 28, 1977, Vrndavana:

Tamāla Kṛṣṇa: Yes, that barrister. We have to take very good care to make the gurukula bona fide and genuine. It's really lucky you got that Dr. Sharma. Clearly he's the best. I mean, he's already been principal of big schools.

Prabhupāda: Human activity should be guided toward Kṛṣṇa consciousness. Then it is human. Otherwise it is animal. Take minimum demand, be happy, and make progress. That is the platform of progress. Very little... (too faint) The same shape, (too faint) they are improving to make straighter, topless, bottomless, in this way and that way, miniskirt. They are arranging. The thing is the same, but they want to change the taste in different way. No knowledge. That means (too faint). Sex, you require under... You'll get it between husband and wife. There is no difficulty. What is the use of that? Daily pregnancy, daily... Three days divorce. Actually I saw in Chicago, within three weeks, three divorce.

Letter to Bhakta dasa -- Calcutta 4 March, 1973:

Yes, you have my sanction for installing the new Deities with the cooperation of Karandhara and/or Sudama Maharaja (I think he is there on the West coast). They know how to do it. The more you can decorate the Deities soberly, not fanatically, the more you become decorated with all honors. At the present moment, civilized man has forgotten how to decorate, therefore this mini-skirt—the business of the trees—to remain naked. Human being means to be decorated, like Krsna is decorated, not naked.

The so called independent woman has to work very hard to make herself attractive by artificially wearing cosmetics—mini skirts and so many other things.
Letter to Naiskarmi -- Bhaktivedanta Manor 28 July, 1973:

You are exactly correct when you write that Krishna has benedicted you with a first class husband. In Vedic society no girl was allowed to remain independent and unmarried. Independence for women means they become like prostitutes, struggling to capture some man who will take care of her. In this way the so called independent woman has to work very hard to make herself attractive by artificially wearing cosmetics—mini skirts and so many other things. Formerly the girl would be married to a suitable boy at a very early age, say six years old. But although a girl was married early she did not stay with her husband immediately, but was gradually trained in so many ways how to cook, clean and serve her husband in so many ways—up until the time of her puberty. So all the time there was no anxiety because a girl would know—I have got a husband, and the boy would know I have got this girl as my wife. Therefore when the boy and girl would come of age there was no chance of illicit sex-life. And the pychology is the first boy that a girl accepts in marriage, that girl will completely give her heart to, and this attachment on the girls side for her husband becomes more and more strong, thus if a girls gets a good husband—one who has accepted a bona fide spiritual master and is firmly fixed up in his service, automatically the wife of such a good husband inherits all the benefits of his spiritual advancement. So you are fortunate. Go on in this present attitude, serve you husband always and in this way your life will be perfect, and together husband and wife go back home—Back to Godhead.
