Actually, there are two kinds of dharmas: paśu-dharma and mānava-dharma. Paśu-dharma means eating, sleeping, sexual intercourse, and defending.
Lecture at Bharatiya Vidya Bhavan -- Bombay, October 18, 1973:

Gentlemen, this scarcity of Kṛṣṇa consciousness was felt long, long ago. When, before starting this movement, I tried to approach many friends in India... Sometimes I think I approached late Mr. Munshi also, when he was governor in U.P. I requested that everyone may contribute a son from the family so that I can convert him an actual brāhmaṇa. Because the education at the present moment is creating śūdras. Actually, there are two kinds of dharmas: paśu-dharma and mānava-dharma. Paśu-dharma means eating, sleeping, sexual intercourse, and defending. This is paśu-dharma. Āhāra-nidrā-bhaya-maithunaṁ ca sāmānyam etat paśubhiḥ narānām. Eating, this is essential. Try to understand what is dharma. Dharma means which you cannot give up. Dharma does not mean you accept this dharma today and tomorrow another dharma. That is not dharma. Dharma means the natural characteristic. Just like sugar is sweet. That is its dharma. And chili is hot. That is its dharma. A snake bites. That is his dharma. Water is liquid. That is its dharma. Stone is solid. That is its dharma. You cannot change. So what is the dharma of the living entities, or the human being? Śrī Caitanya Mahāprabhu has enunciated the dharma of the human being: jīvera svarūpa haya nitya kṛṣṇa-dāsa (Cc. Madhya 20.108-109). This is dharma, that every living entity is eternally servant of Kṛṣṇa. He cannot give it up. If he does not serve Kṛṣṇa, then he will have to serve māyā.

Nandajī has invented a very nice word, mānava-dharma. So mānava-dharma means what is the distinction between mānava and paśu.

Yena ātmā suprasīdati. Sa vai puṁsāṁ paro dharmo (SB 1.2.6), highest type of religious system, yato bhaktir adhokṣaje, by which one can learn how to love God—that is dharma. Anything else, that is not dharma. That is paśu-dharma. Nandajī has invented a very nice word, mānava-dharma. So mānava-dharma means what is the distinction between mānava and paśu. That distinction is that a man eats, an animal eats; a man sleeps, an animal sleeps; a man has got sexual intercourse, animal has got sexual intercourse; a man also tries to defend, an animal also tries to defend. So these four principles of dharma, bodily necessities of life, is equal to the man and the animal. If you manufacture very nice palatable dishes for eating, that does not mean you are advanced in civilization. No. It is eating.

Mānava-dharma means what Kṛṣṇa teaches—sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja. This is mānava-dharma. Except this, anything, that is paśu-dharma.

So what is the difference between mānava-dharma and paśu-dharma? Mānava-dharma means what Kṛṣṇa teaches—sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja (BG 18.66). This is mānava-dharma. Except this, anything, that is paśu-dharma. That is paśu-dharma. Therefore Bhāgavata says, dharmaḥ projjhita-kaitavo atra: (SB 1.1.2) "All cheating type of dharma is kicked out from this bhāgavata-dharma."

So actually, if we are interested in mānava-dharma, we should take instruction from the authorities. Don't try to manufacture dharma.

So actually, if we are interested in mānava-dharma, we should take instruction from the authorities. Don't try to manufacture dharma. That is not possible. You cannot manufacture. Dharmaṁ tu sākṣāt bhagavat-praṇītam. Dharma means the codes given by God. That is dharma. Just like law means given by the state. You cannot manufacture law at your home. That is not possible. Nobody will care for that. Nobody will care for that. Just like on the street we have got the law, "Keep to the left." So if you say, "Why not go to the right?" you will be immediately arrested. You are criminal, because it is law by the state. By your consideration, where is the difference between going... In some countries, in England... England is "Keep to the left," India. America is "Keep to the right." So this may be changed in different countries and different laws, but law means which is given by the state. Similarly, dharma means which is given by God. You cannot manufacture dharma. That will not be applicable.

Regarding propagation of mānava-dharma, mānava-dharma means the activities of the human beings. So the distinction between mānava-dharma and paśu-dharma is that in the animal society there is no idea of God consciousness.
Conversation with Governor -- April 20, 1975, Vrndavana:

Brahmānanda: (reading what Prabhupāda has written): "The propagation of mānava-dharma. Regarding propagation of mānava-dharma, mānava-dharma means the activities of the human beings. So the distinction between mānava-dharma and paśu-dharma is that in the animal society there is no idea of God consciousness. God consciousness can only be propagated in human society. In the animal society they may be physically stronger than the humans like the tiger and the elephant or many such animals, but they cannot be educated spiritually."

Prabhupāda: They may be very strong, our tiger and elephant, but they have no capacity to accept any education.

Manava-dharma means to impregnate a human being with spiritual knowledge.
Conversation with Governor -- April 20, 1975, Vrndavana:

Prabhupāda: Then?

Brahmānanda: (reading what Prabhupāda has written): "But in human society, even though one may be a low-grade member of the society, he can be trained up to be purified as a first-class brāhmaṇa. It only requires training. Therefore, manava-dharma means to impregnate a human being with spiritual knowledge. A human being must be educated spiritually. That means he must know that he is not this body. Kṛṣṇa teaches this idea in the beginning of the Bhagavad-gītā,

dehino 'smin yathā dehe
kaumāraṁ yauvanaṁ jarā
tathā dehāntara prāptir
dhīras tatra na muhyati
(BG 2.13)

This is the beginning of spiritual education, that every one of us is not this body."

Every human is identifying with this body and thinking wrongly, 'I am Indian,' 'I am American,' 'I am brāhmaṇa,' 'I am this,' 'I am that.' To drive away this misconception of life is actually manava-dharma.

Brahmānanda: (reading what Prabhupāda has written): "Unfortunately the whole world is in darkness, and therefore every human is identifying with this body and thinking wrongly, 'I am Indian,' 'I am American,' 'I am brāhmaṇa,' 'I am this,' 'I am that.' To drive away this misconception of life is actually manava-dharma. We must know that we are not this body but spirit soul, and as such, we are part and parcel of God and therefore qualitatively one with God, exactly like a small particle of gold is also gold as is the gold from the big gold mine. But quantitatively the particle of gold is not equal to the gold in the mine. This is very elaborately described in the Bhagavad-gītā, and if we accept these principles of Bhagavad-gītā as manava-dharma, then the whole world will appreciate."

I think that if the manava-dharma pariṣat takes these suggestions of mine very seriously, certainly it will be of great benefit to the Indians and the whole world. Therefore the constitution of manava-dharma or the institution of varṇāśrama must be interesting for the whole world, and it should be exemplified by practical demonstration. The immediate program should be village organization as Mahatma Gandhi contemplated.

I think that if the manava-dharma pariṣat takes these suggestions of mine very seriously, certainly it will be of great benefit to the Indians and the whole world. The Kṛṣṇa consciousness movement is going on on this principle, and if the pariṣat inaugurated by you cooperates with us, certainly we can render a very great service to the human society. So far manava-dharma is concerned, it should not be restricted within the Indian borders, because human beings are in all parts of the world. Point Ten: The manava-dharma mission, its constitution and program. Therefore the constitution of manava-dharma or the institution of varṇāśrama must be interesting for the whole world, and it should be exemplified by practical demonstration. The immediate program should be village organization as Mahatma Gandhi contemplated. In India the majority of the population is in the villages. The difficulty is that there is no sufficient supply of water to produce food grains. Mother nature, or mother Durgā, punishes the godless demons by restricting the supply of food grains. The godless demons are very enthusiastic to produce motorcars, skyscrapers, brothels, and cinemas, and many unnecessary demands of the body, but they are not interested in producing food grains. This is the defect of the modern society. If food grains are produced in an organized way, human society can produce ten times what they are presently producing. In the Bhagavad-gītā it is confirmed,

annād-bhavanti bhūtāni
parjanyād anna-sambhavaḥ
yajñād bhavati parjanyo
yajñaḥ karma-samudbhavaḥ
(BG 3.14)

I hope you will give your serious consideration to my suggestions, and I am prepared to cooperate with you to my best capacity if you think my suggestions are right."

Prabhupāda: This suggestion is to you also. (chuckles) And if you can do these things organizedly, certainly it will be beneficial to the whole human society.

The other day I was there in Kurukṣetra. They have got their own plan-mānava-dharma, this dharma, that dharma. Kṛṣṇa says, sarva-dharmān parityajya: "You give up all these. Kick out all this so-called rascaldom. You just surrender unto Me." That they will not do. Except this, everything which is going on in the name of religion, that is cheating.
Morning Walk -- May 11, 1975, Perth:

Prabhupāda: So we have to cross this material sky, penetrate the covering, then go to the spiritual sky. Then you are safe. Paras tasmāt tu bhāvaḥ anyaḥ 'vyakto 'vyaktāt sanātanaḥ (BG 8.20). That place, even after destruction of this whole material world, that is safe. So we have to go there, plying the boat. Therefore Kṛṣṇa says in the Bhagavad-gītā, "You rascal, give up everything. Surrender unto Me. And surrender unto Me. Follow My instruction as I have given. Then you are safe." But that they will not do. They will try to cheat Kṛṣṇa by interpretation, "This means this. This means that." That they will do, these rascals, big, big rascals. Kṛṣṇa says something, and they will misinterpret. Kṛṣṇa says, man-manā bhava mad-bhakto, and Dr. Radhakrishnan says, "No, no, it is not to the Kṛṣṇa person." Just see how misleading these rascals. Why you should interpret upon Kṛṣṇa's word? If you have got your own philosophy, you write another book. Why do you touch Bhagavad-gītā? This is their cheating. Bhagavad-gītā is a popular book. Gandhi also took Bhagavad-gītā for his political diplomacy. This is going on. And they'll never agree to accept Bhagavad-gītā as it is. They'll never agree. The other day I was there in Kurukṣetra. Morning Walk -- May 13, 1975, Perth:

Prabhupāda: ...change your views victimized by these rascals. The rascals are very strong. (break) In the Sixteenth Chapter of Bhagavad-gītā it is said, pravṛttiṁ ca nivṛttiṁ janā na vidur āsurāḥ. Asura. Asura, demons, demonic civilization, demonic people, they do not know what is pravṛtti and what is nivṛtti. Pravṛtti means material civilization, and nivṛtti means spiritual civilization. The modern man does not know. They are neither educated about this pravṛtti and nivṛtti. And we are speaking on nivṛtti, and all of them are in the pravṛtti. So they cannot understand. It is foreign to them. They have no idea what is spiritual life, spiritual civilization. Five thousand years ago Kṛṣṇa spoke of all these things very clearly. Later on, the things, from the beginning of Kali-yuga, the things are deteriorating, and therefore different types of religion has sprung up. The Buddhism, Christianism, Mohammedanism. They are not perfect understanding of religious principle. And gradually the number of so-called religious section are increasing. Our Mr. Nanda is presenting another religion, mānava-dharma. Everyone is manufacturing. And Vivekananda is supporting, "Yes, every type of religious system is as good." This is nonsense. Actually, they do not know what is religion.

Just like he has started that mānava-dharma. Mānava-dharma means Manu. That he does not know. From Manu, mānava has come, just like from sādhu, sādhava has come. They do not know even grammar.
Morning Walk -- January 8, 1976, Nellore:

Prabhupāda: (break) Whatever whimsically you make your law, that is law. Actually they are not fighting. Hindu law means Manu-saṁhitā. So who is pressing them that "We don't require any law except this"? And where is that Hindu, strong Hindu? Hindu means Manu-saṁhitā. (break) ...mānave prāhur. This Manu. Original instruction is coming from Manu. (break) ...the word Manu, the word mānava has come. Just like he has started that mānava-dharma. Mānava-dharma means Manu. That he does not know. From Manu, mānava has come, just like from sādhu, sādhava has come. They do not know even grammar. These leaders, they do not know even grammar.

Mānava-dharma, "man's religion." I asked him several times that "Is there any dog's religion? You have manufactured that." Religion means man's religion. That much he can do. Mānava-dharma.
Morning Talk -- April 25, 1977, Bombay:

Tamāla Kṛṣṇa: He has a statue?

Prabhupāda: Yes. That is... He has done. Like this Nanda has done this. And he's sticking to his whimsical policy. I wanted to mix with him, and I thought that he'll be useful. Useless. Mānava-dharma "man's religion" I asked him several times that "Is there any dog's religion? You have manufactured that." Religion means man's religion. That much he can do. Mānava-dharma. He is educated, intelligent, buddhi—with no brain. I have studied. And he's a good man also, but no intelligence. I have studied all these rascals. So long they are in office, by the power of office they are useful. Otherwise they are useless. Just like my books they are appreciating. They have never seen me. Not that because I am guru of some temple... They appreciate my work. That is real appreciation.

Since I met you in New Delhi, I went to Kuruksetra to attend the meeting of Manava Dharma organized by Sri G.L. Nanda. The enclosed letter to Mr. Nanda will speak for itself how I appreciated the grand place of Kuruksetra.
Letter to Sri Kamalapati Tripathi -- Perth, Australia 7 May, 1975:

Please accept my Namaskara. Since I met you in New Delhi, I went to Kuruksetra to attend the meeting of Manava Dharma organized by Sri G.L. Nanda. The enclosed letter to Mr. Nanda will speak for itself how I appreciated the grand place of Kuruksetra. I wish to organize this holy spot for spreading Krishna Consciousness all over the world and the suggestions that I have given to Mr. Nanda may be carefully read by you also. And I shall be glad to know whether any co-operation from your side is possible in this attempt. I shall be glad to hear from you at your earliest convenience.
