The Lord is not only all-pervading; He is also localized in every individual heart. He awards the different fruitive results.
BG 15.15, Purport:

The Supreme Lord is situated as Paramātmā in everyone's heart, and it is from Him that all activities are initiated. The living entity forgets everything of his past life, but he has to act according to the direction of the Supreme Lord, who is witness to all his work. Therefore he begins his work according to his past deeds. Required knowledge is supplied to him, and remembrance is given to him, and he forgets, also, about his past life. Thus, the Lord is not only all-pervading; He is also localized in every individual heart. He awards the different fruitive results.

SB Canto 1

The Supreme Lord is present as the localized Paramātmā in the heart of every living being, as it is said in the Bhagavad-gītā, and therefore he knows everything of our activities in every stage of our lives.
SB 1.13.43, Translation and Purport:

As a player sets up and disperses his playthings according to his own sweet will, so the supreme will of the Lord brings men together and separates them.

We must know for certain that the particular position in which we are now set up is an arrangement of the supreme will in terms of our own acts in the past. The Supreme Lord is present as the localized Paramātmā in the heart of every living being, as it is said in the Bhagavad-gītā (13.23), and therefore he knows everything of our activities in every stage of our lives. He rewards the reactions of our actions by placing us in some particular place. A rich man gets his son born with a silver spoon in his mouth, but the child who came as the rich man's son deserved such a place, and therefore he is placed there by the will of the Lord. And at a particular moment when the child has to be removed from that place, he is also carried by the will of the Supreme, even if the child or the father does not wish to be separated from the happy relation. The same thing happens in the case of a poor man also. Neither rich man nor poor man has any control over such meetings or separations of living beings. The example of a player and his playthings should not be misunderstood. One may argue that since the Lord is bound to award the reactionary results of our own actions, the example of a player cannot be applied. But it is not so. We must always remember that the Lord is the supreme will, and He is not bound by any law. Generally the law of karma is that one is awarded the result of one's own actions, but in special cases, by the will of the Lord, such resultant actions are changed also. But this change can be affected by the will of the Lord only, and no other. Therefore, the example of the player cited in this verse is quite appropriate, for the Supreme Will is absolutely free to do whatever He likes, and because He is all-perfect, there is no mistake in any of His actions or reactions.

The Supreme Soul, is actually the witness of all activities of the living being, and only by His direction can the living being remember or forget what he might have done in the past. He is, therefore, both the all-pervading impersonal Brahman and the localized Paramātmā in everyone's heart.
SB 1.17.20, Purport:

The Vaiṣṇavites, the devotees of the Lord, do believe, as above explained, that nothing can take place without the sanction of the Supreme Lord. He is the supreme director, for He confirms in the Bhagavad-gītā (15.15) that He, as all-pervading Paramātmā, stays in everyone's heart and keeps vigilance over all actions and witnesses all activities. The argument of the atheist that one cannot be punished for one's misdeeds unless proved before a qualified justice is refuted herein, for we accept the perpetual witness and constant companion of the living being. A living being may forget all that he might have done in his past or present life, but one must know that in the same tree of the material body, the individual soul and the Supreme Soul as Paramātmā are sitting like two birds. One of them, the living being, is enjoying the fruits of the tree, whereas the Supreme Being is there to witness the activities. Therefore the Paramātmā feature, the Supreme Soul, is actually the witness of all activities of the living being, and only by His direction can the living being remember or forget what he might have done in the past. He is, therefore, both the all-pervading impersonal Brahman and the localized Paramātmā in everyone's heart. He is the knower of all past, present and future, and nothing can be concealed from Him. The devotees know this truth, and therefore they discharge their duties sincerely, without being overly anxious for rewards. Besides that, one cannot estimate the Lord's reactions, either by speculation or by scholarship.

By His impersonal feature, the Supreme Absolute Truth is all-pervading Brahman, by His localized feature He is present in everyone's heart as the Supreme Soul, and by His ultimate personal feature He is the object of transcendental loving service by His fortunate associates the pure devotees.
SB 1.18.23, Purport:

The Supreme Absolute Truth is unlimited. No living being can know about the unlimited by his limited capacity. The Lord is impersonal, personal and localized. By His impersonal feature He is all-pervading Brahman, by His localized feature He is present in everyone's heart as the Supreme Soul, and by His ultimate personal feature He is the object of transcendental loving service by His fortunate associates the pure devotees.

SB 5.7.7, Translation and Purport:

In this way, being purified by ritualistic sacrifices, the heart of Mahārāja Bharata was completely uncontaminated. His devotional service unto Vāsudeva, Lord Kṛṣṇa, increased day after day. Lord Kṛṣṇa, the son of Vasudeva, is the original Personality of Godhead manifest as the Supersoul (Paramātmā) as well as the impersonal Brahman. Yogīs meditate upon the localized Paramātmā situated in the heart, jñānīs worship the impersonal Brahman as the Supreme Absolute Truth, and devotees worship Vāsudeva, the Supreme Personality of Godhead, whose transcendental body is described in the śāstras. His body is decorated with the Śrīvatsa, the Kaustubha jewel and a flower garland, and His hands hold a conchshell, disc, club and lotus flower. Devotees like Nārada always think of Him within their hearts.

Lord Vāsudeva, or Śrī Kṛṣṇa, the son of Vasudeva, is the Supreme Personality of Godhead. He is manifest within the hearts of yogīs in His Paramātmā feature, and He is worshiped as impersonal Brahman by jñānīs. The Paramātmā feature is described in the śāstras as having four hands, holding disc, conchshell, lotus flower and club. As confirmed in the Śrīmad-Bhāgavatam (2.2.8):

kecit sva-dehāntar-hṛdayāvakāśe
prādeśa-mātraṁ puruṣaṁ vasantam
catur-bhujaṁ kañja-rathāṅga-śaṅkha-
gadā-dharaṁ dhāraṇayā smaranti

Paramātmā is situated in the hearts of all living beings. He has four hands, which hold four symbolic weapons. All devotees who think of the Paramātmā within the heart worship the Supreme Personality of Godhead as the temple Deity. They also understand the impersonal features of the Lord and His bodily rays, the Brahman effulgence.

The mystic who worships the Supersoul within himself is also called ātmārāma. One who is observing the absolute truth from a very distant place, their conception is impersonal. One who is further advanced, their conception is localized. God is situated in everyone's heart. That is localized.

So the persons who are trying to understand the absolute truth by exercising their imperfect knowledge, they reach up to the impersonal conception. And persons who are still further advanced, just like yogis. They are trying to meditate upon the localized aspect of the absolute truth, the Paramātmā, the Supersoul, they're little further advanced. But persons who have realized the Supreme Personality of Godhead, they are supposed to be the ultimate realizer. So God is realized by all of them but not on the same level. The example, another example. Just like from a very distant place you see one hill. You will find just like it is a cloud. If you go further near you will see it is something green. And if you reach the mountain then you will see there are so many trees, so many animals, houses and living beings. The same example can be given here. One who is observing the absolute truth from a very distant place, their conception is impersonal. One who is further advanced, their conception is localized. God is situated in everyone's heart. That is localized.

Those who are trying to approach Kṛṣṇa by philosophical speculation, by theosophical understanding, they go up to the impersonal feature of Kṛṣṇa. This devotional service, or the understanding of Kṛṣṇa, is jñānam. First of all, we have to understand. Kṛṣṇa will explain how Kṛṣṇa is present before you in different features. So the jñānīs and the yogis, they cannot understand perfectly what is God. God is transcendental, sat-cit-ānanda, combination of eternity, knowledge and blissfulness. So if we realize the Absolute Truth partially, simply the eternity knowledge, that is called brahma-jñāna. The portion by which Kṛṣṇa is present everywhere. He is within this universe. He is within your heart, within my heart. He is within everything. "Everything" means even within the atom, paramāṇu. That is His Paramātmā feature.

Here sun is an insignificant part, creation, of the Lord. And the sun has got so much effulgence, bodily rays, that it is illuminating and heating the whole universe. You cannot deny it. This is the position of the sun. And there are millions and trillions of suns, each one sometimes bigger than this sun. This is the smallest sun. There are bigger, bigger suns. So we can understand what is the bodily rays. There is no difficulty. That bodily rays of Kṛṣṇa is called Brahman. Yasya prabhā prabhavato jagad-aṇḍa-koṭi-koṭiṣu vasudhādi-vibhūti-bhinnam, tad brahma: (Bs. 5.40) "That is Brahman, that prabhā."

So similarly, Kṛṣṇa is present in everyone's heart, localized. This is impersonal expansion. Just like sunshine is impersonal expansion of the sun rays, so similarly, Brahman effulgence is the impersonal expansion of Kṛṣṇa's bodily rays. And the portion by which He is present everywhere, aṇḍāntara-stha-paramāṇu-cayāntara-stham... (Bs. 5.35). He is within this universe. He is within your heart, within my heart. He is within everything. "Everything" means even within the atom, paramāṇu. That is His Paramātmā feature. And the last and ultimate feature is Kṛṣṇa's personal body. Sac-cid-ānanda-vigrahaḥ. Īśvaraḥ paramaḥ kṛṣṇaḥ sac-cid-ānanda-vigrahaḥ (Bs. 5.1). Vigrahaḥ means form.

Prabhupāda: Brahman. Yes, He is Parabrahman. Parabrahman. Brahman is realized in three angles of vision: impersonal Brahman and localized Brahman, Paramātmā in the heart, and personal Brahman. Kṛṣṇa is the Supreme Brahman because ultimately God is person. Yes. Brahmeti paramātmeti bhagavān iti śabdyate. The exact Sanskrit word is vadanti tat tattva-vidas tattvam (SB 1.2.11). The Absolute Truth is described by the person who knows the Absolute Truth in three ways: brahmeti, the impersonal Brahman, paramātmeti, the localized Paramātmā, and Bhagavān, the Supreme Personality of Godhead. The Supreme Personality of Godhead is the ultimate feature of God, full with all six opulences, the richest, the strongest, the most famous, the most wise, the most renounced and most beautiful. These are the six features of the Personality of Godhead.

Krishna philosophy based on the authority of the Vedas is that originally the Absolute Truth is the Supreme Personality of Godhead. His plenary expansion is present in everyone's heart in His localized aspect and the impersonal Brahman effulgence is the transcendental light and heat distributed everywhere.
Letter to Executive Senior Editor of Los Angeles Times -- Los Angeles 14 January, 1970:

Unfortunately all the Swamis who came before me in this country stressed the impersonal aspect of God without sufficient knowledge of Personal aspect of God. In the Bhagavad-gita, therefore it is said that only less intelligent persons consider that God is originally impersonal but when He incarnates He assumes a Form. But Krishna philosophy based on the authority of the Vedas is that originally the Absolute Truth is the Supreme Personality of Godhead. His plenary expansion is present in everyone's heart in His localized aspect and the impersonal Brahman effulgence is the transcendental light and heat distributed everywhere. In the Bhagavad-gita it is clearly said that the aim of Vedic way of searching out the Absolute Truth is to find out the Personal God. If one is satisfied only with the other aspects of the Absolute Truth namely the Paramatma feature or the Brahma feature—such person is to be considered as one possessed of poor fund of knowledge. Recently we have published our "Isopanisad" a Vedic literature and in this small booklet we have thoroughly discussed this point.
