Prabhupāda: (Laughs) Yes. Your materialistic life is full of anxiety. That is the main symptom of materialistic life. We are always anxious, everyone. President Johnson, he's anxious, "Oh, my presidency is going on. Now I shall no longer be president." He's thinking, very much anxious. And, similarly, you are also thinking, another man is also thinking. Everyone is anxious. Nobody is free from anxiety. And when you go to Kṛṣṇaloka or any Vaikuṇṭha planet, the first thing is that you have no anxiety. That is spiritual life. Always joyful. (Baby cooing). No anxiety. Because she knows, "My mother is there. She will protect me from everything." So no anxiety means when you know that "Kṛṣṇa will protect me," you have no anxiety. To become in the family of Kṛṣṇa. We are already in the family of Kṛṣṇa, but in a different way. Just like if one is in the prisonhouse, he is in the government's protection, but in a different way.

This is regrettable. They could hold this Bhārata-varṣa to the topmost summit all over the India if after independence they would have organizedly preached Bhagavad-gītā and the Vedic culture. That is my mission. Now whatever you may think of Bhārata-varṣa, outside, India is known as a poor, poorest country, because our ministers go there to beg.

Prabhupāda: Yes. If I get government help, I can give protection to these confused, frustrated youths. I have no proper house to accommodate them, to feed them. Prabhupāda: Industrialists. Industrialists means śūdras. So if they're śūdras, why they should claim as...

Reporter: Vaiśyas.

Prabhupāda: This is government's duty. To see, "Why you are claiming vaiśya? If your industry is to produce food grains, agriculture, give protection to the cows..." So in India ten thousand cows are being killed, and the vaiśyas are big, big (indistinct), big, big zamindars. You see.

Prabhupāda: Women should be treated as mother. They should be given protection. They should not be advertised for prostitution. All living (beings) should be given protection. Prabhupāda: ...there are so many paths, that Kṛṣṇa says that "Real religion is to surrender unto Me. Therefore you give up all this pseudo-religion," sarva dharman parityajya, give it up, mam ekam saranam, "just surrender unto Me, I shall give you protection from all sinful reaction." So here is God, and He is accepted by great ācāryas. In India there were great ācāryas, religious leaders. Just like Ramanujacarya, Madhvacarya, Viṣṇu Svāmī, Nimbarka, later Sri Caitanya Mahaprabhu and many others. They accept Kṛṣṇa, the Supreme Personality of Godhead. So there is God, His name, His address, His activities, everything is there. If you accept, then you will benefit.

Prabhupāda: It is, it is the duty of the government to see. That is the government. Strong government means...

Ambassador: It's the Rāma-rājya ideal.

Prabhupāda: Yes. Strong government means that, that government should be very, very vigilant that citizens are doing their duty properly. That is the first duty. They should be given all protection. At the same time... Just like the father gives protection to the children, at the same time, very strict that they are morally and disciplinary, they are going, coming out nice. That is father's duty. It is government's duty.

Prabhupāda: But suppose you are different...

Guest: But, but...

Svarūpa Dāmodara: But Śrīla Prabhupāda, the living entities, the jīvātmā within the..., and the Paramātmā within, why the living entities suffering even the Paramātmā is directing the living entity within?

Prabhupāda: That is not very difficult. Government is always with you, but why you are suffering, and why one is enjoying? Government is not partial. You have created your situation to suffer. That's all. Therefore Kṛṣṇa says that "You surrender to Me. I will give you all protection." But you will not do. You must suffer. Suffering is there. As soon as you are disobedient to God, immediately suffering begins. That is māyā. Therefore Kṛṣṇa says, "Now you give up all this nonsense business. Surrender to Me. I will give you all protection." That you will not do. Then you must suffer.

Morning Walk -- December 4, 1973, Los Angeles:

Karandhara: But because in all material examples there are exceptions, they say. In all material examples there are exceptions, so they try to find that exception.

Prabhupāda: Many exceptions are there, mām eva ye prapadyante. Those who are devotee, they are not under māyā. Mām eva ye prapadyante māyām etāṁ taranti te. If you do not violate the laws of God... (break) ...there is no question of being... (break)...by māyā. If you surrender... (break) ...ahaṁ tvāṁ sarva-pāpebhyo mokṣayiṣyāmi (BG 18.66). (break) ...if the government protects everyone who is surrendered to the laws of the God, government. The government will give all protection. If he is a law-abiding citizen, he must be given protection, all protection.

Umāpati: We had a president that used to believe in that. He is finished.

Prabhupāda: (laughs) No, but don't think like that. But there are two kinds of business: paritrāṇāya sādhūnāṁ vināśāya ca duṣkṛtām (BG 4.8). To give protection to the devotees and killing the unbeliever. These are stated in the Bhagavad-gītā. (break) Yes. Government has got two departments: law and order department, military department. Why? Two things must... (break) This is their business, śūdra business. Śūdra business. Śūdras, they have no knowledge. They commit mistake over and over. They are demonic. How they will guide? They think, like cats and dogs, "If you get fatty and you can eat more, then your life is successful." Their thinking is very poor. Simply physical strength, they think that is success.

Prabhupāda: Spinning, yes. Everyone should be engaged. That is management. So all GBC members must see that in every temple, everyone is engaged.

Brahmānanda: That is the meaning of leadership.

Prabhupāda: Mātṛvat para-dāreṣu: "All women should be treated as mother." Para-dāreṣu. Para-dāra means others' wife. So every woman was married. It is compulsory. This is the Vedic system, that every woman must be married. It is the duty of the father to see the daughter is married, must be married. It is called kanyā-dāya. You cannot evade this responsibility. You must. Guest: But now they've put in Mathurā, refinery at Mathurā to pollute Yamunā River. And again problem will come after four or five years.

Prabhupāda: So if your government wants to kill you, who can save you? That is another thing. Rakṣa bhakṣaka. Government is meant for giving you protection, but if the government wants to kill you, then who will give you protection? Just like nowadays. The mother is meant for giving protection to the child, and the mother is killing now. Then who will protection? There is no other way. Even in the animals, birds, the mother is giving protection. And the small children, they are going after the mother.

Morning Walk -- May 22, 1975, Melbourne:

Madhudviṣa: So many people are anxious to come into the house to see the work in the construction of the house. And it has been classified as a building of national importance.

Prabhupāda: Oh. The building is known everywhere.

Madhudviṣa: Oh yes. It is important building. They cannot... It is not allowed to be torn down. It is protected by the...

Prabhupāda: Historical.

Madhudviṣa: Historical building. It is protected by the government.

Garden Conversation with Professors -- June 24, 1975, Los Angeles:

Prabhupāda: Yes. Because in the material world, for the maintenance of equilibrium of the society, sometimes killing is necessary. Just like fight, war. When the enemy has come to your country, you cannot sit idly; you must fight. But that does not mean that you are allowed to kill everyone as you like. That is a special circumstances when fighting must be there. Therefore the kṣatriyas are required to give protection. Like the government is keeping military, police, soldiers, that does not mean government is after killing only. That department will be utilized when there is necessity, not that government is meant for killing. Government has other departments also. But this is also maintained. If there is necessity, it should be utilized. So Kṛṣṇa, when He is on the battlefield, that was a necessity.

Prabhupāda: Third-class means they should engage themselves, how to produce food and give protection to the cow. It is said...

Reporter (5): The cow?

Prabhupāda: Cow, yes.

Reporter (2): The cow?

Prabhupāda: Yes, cow, from where you get milk, that cow. So the exact word is used in Sanskrit, kṛṣi-go-rakṣya-vāṇijyaṁ vaiśya-karma svabhāva-jam (BG 18.44). Vaiśya, the third-class man, is called vaiśya. So his duty is how to produce food, food grains, for both for the animals and the man. And he gives protection to the cows. As the second-class man, the administrator, he gives protection to the human being from danger, similarly, the third-class man is entrusted to give protection to the cows. Cow is very important animal in the society because it is supplying milk, the most nutritious food. And... Find out. This is the third-class man's duty.

Prabhupāda: ...for the kṣatriya? Kṣatriya means one who gives protection from being hurt, kṣat. Kṣat means hurting. So suppose if I unnecessarily hurt you, then it is the duty of the government to give you protection. So unless I am also punished by violence, I cannot..., He cannot give you protection. So this is also necessary. Therefore in the society there must be kṣatriya. The brāhmaṇas should be learned; they should give instruction, advice. The kṣatriyas should give protection; the vaiśyas should produce, economic development; and rest, they should assist-śūdras, that's all. This is the program of Aryan society.

Morning Walk -- March 13, 1976, Mayapur:

Puṣṭa Kṛṣṇa: The government's duty, then, is to protect.

Prabhupāda: Yes, that is government. That is kṣatriya. Ksat trāyate iti kṣatriya. Kṣat means injury, and one who gives protection from injury, he is kṣatriya. Just like Parīkṣit Mahārāja. As soon as he saw a cow is attempted..., immediately he said, "Who are you, rascal? You are trying to kill this cow in my kingdom?" That is kṣatriya.

Morning Walk -- March 16, 1976, Mayapura:

Prabhupāda: The leader, perfect leader, is God. Nityo nityānāṁ cetanaś cetanānāṁ (Kaṭha Upaniṣad 2.2.13). That nitya and cetana, all living entities, we are eternal, and we are conscious. And He is the supreme conscious. Therefore God means Supreme Being. You take His leadership. Then He'll properly guide you. That is our philosophy.

Madhudviṣa: Śrīla Prabhupāda, actually, I think it was either Marx or...

Prabhupāda: But the leader says, sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja, ahaṁ tvāṁ sarva-pāpebhyo: (BG 18.66) "I shall give you protection from all pitfalls." This is. Prabhupāda: Dayā, dharma, religious principles—everything will be reduced. And the government men, instead of giving you protection, they will act like thieves and rogues. You cannot say anything. Evening Conversation -- January 25, 1977, Puri:

Prabhupāda: ...there the injunction of the śāstra, kṛṣi-go-rakṣya. Go-rakṣya. Cow should be protected. Kṛṣṇa said, kṛṣi-go-rakṣya. Kṛṣṇa did not say chāgala-rakṣya or hog-rakṣya. Go-rakṣya. So it is the duty of the king or the state or the government to give protection to the cows. This is śāstric injunction. But nowadays neither the state or government is giving protection to the cow. They are becoming implicated with so many problems. I heard that India again is not slaughtering cows.

Morning Walk -- February 2, 1977, Bhuvanesvara:

Prabhupāda: Kṛṣṇa is embracing gopīs and the calves also, not that He has selected only gopīs to be embraced. Sarva-yoniṣu kaunteya (BG 14.4). "Anyone who loves Me... Loves or not, I am protecting." Eko yo bahūnāṁ vidadhāti kāmān. He's giving protection to everyone. And if he is a devotee, a special protection. This is God, and government means God's representative, God's, not people's representative. Government does not mean people's representative. Government means God's representative. That is government. Rājarṣi. Imaṁ rājarṣayo viduḥ (BG 4.2). Bhagavad-gītā is not meant for the loafer class. It is meant for the rājarṣi. Unless the kings and big, big stalwart leaders understand this science, how they will lead? Because these leaders, they do not understand Bhagavad-gītā, they make their own plan. Therefore so much catastrophe, chaotic condition. It is meant for the rājarṣi. Big, big government officer, big, big kings, presidents, ministers. They should understand it. And government is making law, "No Bhagavad-gītā in the school, college," because they do not know the value. (break) ...Kali-yuga. "Kali-yuga, thank you very much." Dhanya kali-yuga teri līlā.

Room Conversation -- February 19, 1977, Mayapura:

Prabhupāda: Oh, yes. We must... Self-protection must be there.

Hari-śauri: Because now with these kidnappings it seems that we may have to...

Prabhupāda: Fight!

Hari-śauri: Then we'll have to fight.

Prabhupāda: Oh, yes. Why not? Kill them.

Hari-śauri: Yes. If we don't get protection from the government, then what can we do?

Tamāla Kṛṣṇa: They should complain to the Consulate, American Consulate, and Consulate will complain to the Embassy. Once we get the full information then we can take action here in Delhi also. At this point we don't have enough information. This is a very good road to take. Go to the American Embassy in Delhi and say, "We want protection. We are American citizens. We want protection. We're being attacked in Bengal. You must put pressure on the government to give us protection." And they'll do that surely. Plus they have to start an investigation to expose who has done this. That has to also be brought up. I'm sure Jayapatākā is... Śrīla Prabhupāda, should we go and take our breakfast?
