The influence of the age of Kali gradually infiltrated the good qualities of both the kings and the citizens, and therefore a tense situation developed between the ruler and the ruled, but still even in this age of disparity between the ruler and the ruled, there can be spiritual emolument and God consciousness.
SB 1.15.38, Purport:

Why was the King of Hastināpura, at least till the time of Mahārāja Parīkṣit, accepted as the Emperor of the world? The only reason is that the people of the world were happy because of the good administration of the emperor. The happiness of the citizens was due to the ample production of natural produce such as grains, fruits, milk, herbs, valuable stones, minerals and everything that the people needed. They were even free from all bodily miseries, anxieties of mind, and disturbances caused by natural phenomena and other living beings. Because everyone was happy in all respects, there was no resentment, although there were sometimes battles between the state kings for political reasons and supremacy. Everyone was trained to attain the highest goal of life, and therefore the people were also enlightened enough not to quarrel over trivialities. The influence of the age of Kali gradually infiltrated the good qualities of both the kings and the citizens, and therefore a tense situation developed between the ruler and the ruled, but still even in this age of disparity between the ruler and the ruled, there can be spiritual emolument and God consciousness. That is a special prerogative.

The state administration of Mahārāja Parīkṣit was so perfect that he was sitting in his capital peacefully. But he got the news that the symptoms of the age of Kali had already infiltrated into the jurisdiction of his state, and he did not like this news.
SB 1.16.10, Translation and Purport:

Sūta Gosvāmī said: While Mahārāja Parīkṣit was residing in the capital of the Kuru empire, the symptoms of the age of Kali began to infiltrate within the jurisdiction of his state. When he learned about this, he did not think the matter very palatable. This did, however, give him a chance to fight. He took up his bow and arrows and prepared himself for military activities.

The state administration of Mahārāja Parīkṣit was so perfect that he was sitting in his capital peacefully. But he got the news that the symptoms of the age of Kali had already infiltrated into the jurisdiction of his state, and he did not like this news. What are the symptoms of the age of Kali? They are (1) illicit connection with women, (2) indulgence in meat-eating, (3) intoxication and (4) taking pleasure in gambling. The age of Kali literally means the age of quarrel, and the abovementioned four symptoms in human society are the root causes for all kinds of quarrel. Mahārāja Parīkṣit heard that some of the people of the state had already taken to those symptoms, and he wanted to take immediate steps against such causes of unrest. This means that at least up to the regime of Mahārāja Parīkṣit, such symptoms of public life were practically unknown, and as soon as they were slightly detected, he wanted to root them out. The news was not palatable for him, but in a way it was, because Mahārāja Parīkṣit got a chance to fight. There was no need to fight with small states because everyone was peacefully under his subordination, but the Kali-yuga miscreants gave his fighting spirit a chance for exhibition. A perfect kṣatriya king is always jubilant as soon as he gets a chance to fight, just as a sportsman is eager when there is a chance for a sporting match. It is no argument that in the age of Kali such symptoms are predestined. If so, then why was there preparation for fighting out such symptoms? Such arguments are offered by lazy and unfortunate men. In the rainy season, rain is predestined, and yet people take precautions to protect themselves. Similarly, in the age of Kali the symptoms as above mentioned are sure to infiltrate into social life, but it is the duty of the state to save the citizens from the association of the agents of the age of Kali. Mahārāja Parīkṣit wanted to punish the miscreants indulging in the symptoms of Kali, and thus save the innocent citizens who were pure in habit by culture of religion. It is the duty of the king to give such protection, and Mahārāja Parīkṣit was perfectly right when he prepared himself to fight.

When there is sufficient austerity, cleanliness, mercy and truthfulness, naturally mother earth is completely satisfied, and there is very little chance for Kali to infiltrate the structure of human society.
SB 1.17.42, Purport:

Mahārāja Parīkṣit, therefore, like his grandfather Arjuna, collected all illicit gold kept for the propensities of Kali and employed it in the saṅkīrtana-yajña, as per instruction of the Śrīmad-Bhāgavatam. As we have suggested before, one's accumulated wealth may be divided into three parts for distribution, namely fifty percent for the service of the Lord, twenty-five percent for the family members and twenty-five percent for personal necessities. Spending fifty percent for the service of the Lord or for propagation of spiritual knowledge in society by way of the saṅkīrtana-yajña is the maximum display of human mercy. people of the world are generally in darkness regarding spiritual knowledge, especially in regard to the devotional service of the Lord, and therefore to propagate the systematic transcendental knowledge of devotional service is the greatest mercy that one can show in this world. When everyone is taught to sacrifice fifty percent of his accumulated gold for the Lord's service, certainly austerity, cleanliness and mercy automatically ensue, and thus the lost three legs of the personality of religion are automatically established. When there is sufficient austerity, cleanliness, mercy and truthfulness, naturally mother earth is completely satisfied, and there is very little chance for Kali to infiltrate the structure of human society.

The universe is covered by the five material elements. As stated in the śāstra, these elements are in layers, each ten times thicker than the previous one. Nonetheless, the nails of the Lord pierced through all these layers and made a hole penetrating into the spiritual world. From this hole, the water of the Ganges infiltrated into this material world.
SB 8.20.34, Translation and Purport:

As the Lord took His second step, He covered the heavenly planets. And not even a spot remained for the third step, for the Lord's foot extended higher and higher, beyond Maharloka, Janaloka, Tapoloka and even Satyaloka.

When the Lord's footstep exceeded the height of all the lokas, including Maharloka, Janaloka, Tapoloka and Satyaloka, His nails certainly pierced the covering of the universe. The universe is covered by the five material elements (bhūmir āpo 'nalo vāyuḥ kham (BG 7.4)). As stated in the śāstra, these elements are in layers, each ten times thicker than the previous one. Nonetheless, the nails of the Lord pierced through all these layers and made a hole penetrating into the spiritual world. From this hole, the water of the Ganges infiltrated into this material world, and therefore it is said, pada-nakha-nīra janita jana-pāvana (Daśāvatāra-stotra 5). Because the Lord kicked a hole in the covering of the universe, the water of the Ganges came into this material world to deliver all the fallen souls.

Jayatīrtha: "They hate sex, they hate women, they hate drugs..."

Bahulāśva: They said, "They are too pure. They will make this whole place... They'll take over this whole place."

Devotee: "They'll convert the whole neighborhood."

Dharmādhyakṣa: "They're trying to subvert and infiltrate our philosophy into their neighborhood."

Prabhupāda: So they are coming to know what we are. (laughter)

May I ask you if you are regularly chanting 16 rounds of beads? The tricks of the mind or influence of Maya will infiltrate if we do not follow the regulative principles and regularly chant the prescribed Names without any offense.
Letter to Madhusudana -- Los Angeles 16 January, 1970:

I beg to acknowledge receipt of your letter dated January 13, 1970 and your question is very peculiar.

You have admitted that it is something like the tricks of the mind. May I ask you if you are regularly chanting 16 rounds of beads? The tricks of the mind or influence of Maya will infiltrate if we do not follow the regulative principles and regularly chant the prescribed Names without any offense. Perhaps you know that there are 10 (ten) kinds of offenses in chanting the Holy Name. The first offense is not to obey the order of the Spiritual Master, and the second is to minimize the authoritative value of the Scriptures. These things are infiltrating within you as I see from your writings that Vedas or Bhagavatam or Gita seem not so universal.

What is the reason of your thinking like that? What do you mean by universal? Do you think that there is any other Scripture in the world which is more universal than the Vedas and Bhagavata etc.? Is there any literature in the world which is more sublime in knowledge than the Bhagavad-gita? The word "Krishna" means "All Attractive," so where you get the foreign element in Krishna? Does it mean that He is attractive for all except yourself? And if He is not attractive to you, why it is so? So you kindly answer all these questions from me.

You say that you will do as I say and you also prayed to Madhusudana to slay the demon of your doubt but unless you act according to the direction of Madhusudana how can Madhusudana or Madhusudana's father help you. You are with us practically for the last four years and still if you think you cannot surrender to Krishna without any doubt, then what kind of progress you have made by this time?

So this Krishna science can be understood through the process of sincere service, and so far any doubt which may sometimes arise in our mind there are the devotees, the Scriptures and the Spiritual Master. Did you discuss all your doubts with your contemporary Godbrothers and devotees? So there are many questions like this about you.

You say that within your heart you know that Krishna is the Original Personality of Godhead but when you think of Krishna or try to feel Him you think Krishna as foreign on account of Sanskrit language. Please, therefore, be careful that Maya is peeping at you and if you do not take care timely it may prove fatal. Please, therefore, chant regularly without the offenses and be steady in your situation without any tottering of the mind. Krishna is the Supreme Personality of Godhead without any question. He is accepted as such beginning from Arjuna through all the great Acaryas—Ramanujacarya, Madhvacarya, Sankaracarya, Lord Caitanya, Lord Brahma, the Vedic authorities Vyasadeva and Narada—like that, down to ourselves.

So this knowledge descends through bona fide disciplic succession. You have accepted this chain of authorities, now you are feeling doubts means certainly you are being attacked by Maya.

So please take care and chant Hare Krishna regularly without any offense.

Of course that time was just the moment when Kali, the predominating Deity of the present age, was peeping to infiltrate in the worldly affairs and later on it was complete through the exigency of an upstart brahmana boy.
Letter to Bali-mardana -- Tokyo 25 August, 1970:

The whole Srimad-Bhagavatam, eighteen thousand verses, very difficult to pronounce even and what to speak of memorizing, were narrated very easily just like reading some printed book. He narrated the whole subject matter of Srimad-Bhagavatam continuously for seven days and Maharaja Pariksit also understood the subject matter very clearly. Both of them were so meritorious that they attained the highest goal of life, namely the Lotus Feet of Lord Sri Krsna simply by reciting and hearing respectively. Of course that time was just the moment when Kali, the predominating Deity of the present age, was peeping to infiltrate in the worldly affairs and later on it was complete through the exigency of an upstart brahmana boy. So Vyasadeva was a real person accepted by all authorities and any one can judge how wonderful he was to compile the Vedic literatures.

Now you plot out a program with them how best to spread Krishna Consciousness in Japan. Our process is to infiltrate. These governments exist only for saying no, so I am not very optimistic that any government will ever help us.

Sankirtana means preaching, so for some time try in other ways to spread our Krishna philosophy anywhere and everywhere, by selling books, as many as possible, by holding kirtana and classes in schools and college—wherever there is preaching, that is Sankirtana. You have an American brain, now use it to think of new ways to preach in Japan.

Preaching in the schools and colleges is very, very important. Practically you have introduced this college program, in Buffalo. Now you make it perfect by infiltrating every school-college in your country, and give them pure Krishna philosophy, the highest knowledge.

Your program of opening only a few more centers, concentrating instead on colleges and other parts of the world is also very nice. In fact, preaching in the schools and colleges is very, very important. Practically you have introduced this college program, in Buffalo. I am also glad to hear that Visnujana will lead kirtana. Why he also does not write? I have heard there is some plan to go to South America but I have not got any letter from Visnujana what is the plan. Also it is nice that you are infiltrating into the schools and colleges. These are the best customers for our philosophy. Give them nice philosophy, let them challenge us with any mundane philosophy and we shall very scholarly defeat them. The difference is that we have got absolute authority from the Source of Knowledge, Krishna, while your western mundane philosophers are simply speculating on the mental platform, which is always changing.

I am especially pleased that you are infiltrating the schools and colleges with improved programs, how to encourage the student class to participate in Krishna Consciousness. I completely approve of this program.

There is some scheme now for continuing our work in Russia, and Syamasundara. has met with our Russian friend in Delhi who was helping us in Moscow, and they have planned out a program for infiltrating into Russia more and more.

If you think that you may go to Russia and do something, I have no objection. But your plan appears too vague or uncertain to consider very seriously, so you should not bother yourself with such plans unless there is concrete opportunity. Even so, I don't think your husband may approve of your taking such risk without protection. There is some scheme now for continuing our work in Russia, and Syamasundara. has met with our Russian friend in Delhi who was helping us in Moscow, and they have planned out a program for infiltrating into Russia more and more. If we are successful, and if opportunity arises, I shall call for you to go there and help, as I think you speak Russian language. But for now I think you should remain there in Europe and train up many younger devotees in deity worship and cooking and other matters, as well as preach to them and give them all good guidance and example how they may go on and perfect their lives in this way.

I am glad that you are infiltrating the schools and colleges. These are our most important customers for KC, because they are inquisitive and serious to learn.

Yes, the Chinese-speaking portion of the world is very huge and it requires to infiltrate gradually, especially by distributing our literatures widely in Chinese language.

Thank you very much for your letter dated Sept. 21, 1972, and I have noted the contents with great encouragement. I am especially happy to hear that you have got one Chinese boy there who is doing some translating work. Yes, the Chinese-speaking portion of the world is very huge and it requires to infiltrate gradually, especially by distributing our literatures widely in Chinese language. So his service is the greatest to Krsna. Try to recruit any such local men there for helping you spread this movement in Indonesia and other places nearby, because it will not be possible to always import our men. Better is that you convert the local people and train them nicely in our philosophy and send them off for preaching party.
