CC Madhya-lila

He is degraded to hellish planets and subjected to the tribulations of the external energy.
CC Madhya 22.14-15, Purport:

"This divine energy of Mine, consisting of the three modes of material nature, is difficult to overcome."

The nitya-baddhas are always conditioned by the external energy, and the nitya-muktas never come in contact with the external energy. Sometimes an ever-liberated personal associate of the Supreme Personality of Godhead descends into this universe just as the Lord descends. Although working for the liberation of conditioned souls, the messenger of the Supreme Lord remains untouched by the material energy. Generally ever-liberated personalities live in the spiritual world as associates of Lord Kṛṣṇa, and they are known as kṛṣṇa-pāriṣada, associates of the Lord. Their only business is enjoying Lord Kṛṣṇa's company, and even though such eternally liberated persons come within this material world to serve the Lord's purpose, they enjoy Lord Kṛṣṇa's company without stoppage. The ever-liberated person who works on Kṛṣṇa's behalf enjoys Lord Kṛṣṇa's company through his engagement. The ever-conditioned soul, provoked by lusty desires to enjoy the material world, is forced to transmigrate from one body to another. Sometimes he is elevated to higher planetary systems, and sometimes he is degraded to hellish planets and subjected to the tribulations of the external energy.

When one is punished for his abominable activities, he is thrown into hellish planets where he suffers the miseries of material existence more acutely.
Teachings of Lord Caitanya, Chapter 4:

In the material world the conditioned spirit soul is subjected to various rewards and punishments. When he is rewarded for his righteous activities, he is elevated to the higher planets where he becomes one of the many demigods, and when he is punished for his abominable activities, he is thrown into hellish planets where he suffers the miseries of material existence more acutely. Caitanya Mahāprabhu gives a very nice example of this punishment. Formerly a king used to punish a criminal by dunking him in the river, raising him up again for breath and then again dunking him in the water. Material nature punishes and rewards the individual entity in just the same way.

That such foolish and demoniac persons go to the hellish planets is also confirmed in Bhagavad-gītā.
Teachings of Lord Caitanya, Chapter 21:

"Fools deride Me when I descend in the human form. They do not know My transcendental nature and My supreme dominion over all that be." (BG 9.11)

tān ahaṁ dviṣataḥ krūrān
saṁsāreṣu narādhamān
kṣipāmy ajasram aśubhān
āsurīṣv eva yoniṣu

"Those who are envious and mischievous, who are the lowest among men, are cast by Me into the ocean of material existence, into various demoniac species of life." (BG 16.19)

Nectar of Devotion

Whether I am elevated to the heavenly platform or remain on this earthly planet or am dispatched to some hellish planet, that does not matter at all to me.
Nectar of Devotion 32:

In the Mukunda-mālā-stotra, compiled by King Kulaśekhara, one of the prayers says, "My dear Lord, You are the deliverer of living entities from the hellish condition of materialistic life, but that does not matter to me. Whether I am elevated to the heavenly platform or remain on this earthly planet or am dispatched to some hellish planet, that does not matter at all to me. My only prayer is that at the time of my death I may simply remember Your two beautiful feet, which are just like lotus flowers fructifying during the autumn season."

Renunciation Through Wisdom

For devotees the heavenly planets, liberation, and the hellish planets are all the same, for such devotees are interested only in the service of the Lord.
Renunciation Through Wisdom 5.1:

"Devotees solely engaged in the devotional service of the Supreme Personality of Godhead, Nārāyaṇa, never fear any condition of life. For them the heavenly planets, liberation, and the hellish planets are all the same, for such devotees are interested only in the service of the Lord."

When knowledge of the Absolute Truth, which is on the platform of pure goodness, is suppressed by the rampant influence of ignorance and passion, the sages and self-realized souls withdraw to a solitary place of worship and concentrate solely on elevating themselves spiritually. They also greatly benefit the few disciples who stay with them and serve them. But if the Lord desires, then these sages and yogīs come forward to benefit the world through missionary activities. For the ultimate good of the world, saintly kings like Janaka, Yudhiṣṭhira, and Kārtavīrya take up the burden of managing world affairs.
