The animal sacrificed gets a human life immediately without undergoing the gradual evolutionary process from one form to another.
BG 2.31, Purport:

"In the battlefield, a king or kṣatriya, while fighting another king envious of him, is eligible for achieving heavenly planets after death, as the brāhmaṇas also attain the heavenly planets by sacrificing animals in the sacrificial fire." Therefore, killing on the battlefield on religious principles and killing animals in the sacrificial fire are not at all considered to be acts of violence, because everyone is benefited by the religious principles involved. The animal sacrificed gets a human life immediately without undergoing the gradual evolutionary process from one form to another, and the kṣatriyas killed on the battlefield also attain the heavenly planets as do the brāhmaṇas who attain them by offering sacrifice.

The whole process of creation is an act of gradual evolution and development from one element to another.
SB 2.5.26-29, Purport:

The whole process of creation is an act of gradual evolution and development from one element to another, reaching up to the variegatedness of the earth as so many trees, plants, mountains, rivers, reptiles, birds, animals and varieties of human beings. The quality of sense perception is also evolutionary, namely generated from sound, then touch, and from touch to form. Taste and odor are also generated along with the gradual development of sky, air, fire, water and earth. They are all mutually the cause and effect of one another, but the original cause is the Lord Himself in plenary portion, as Mahā-Viṣṇu lying in the causal water of the mahat-tattva.

Sound is the first sense object to exhibit material existence, and from the perception of sound, touch perception evolves and from touch perception the perception of sight. That is the way of the gradual evolution of our perceptive objects.
SB 3.26.35, Purport:

In the course of time, when the subtle forms are transformed into gross forms, they become the objects of touch. The objects of touch and the tactile sense also develop after this evolution in time. Sound is the first sense object to exhibit material existence, and from the perception of sound, touch perception evolves and from touch perception the perception of sight. That is the way of the gradual evolution of our perceptive objects.

Jīvāhiṁsā means that since every living entity has to pass through a particular type of body according to his past karma, although every living entity is eternal, he should not be disturbed in his gradual evolution.
SB 3.29.23, Purport:

It is especially mentioned here that a devotee must be free from all violence (jīvāhiṁsā). Lord Caitanya has recommended that a devotee not commit violence to any living entity. Sometimes the question is raised that since vegetables also have life and devotees take vegetable foodstuffs, isn't that violence? Firstly, however, taking some leaves, twigs or fruit from a tree or plant does not kill the plant. Besides that, jīvāhiṁsā means that since every living entity has to pass through a particular type of body according to his past karma, although every living entity is eternal, he should not be disturbed in his gradual evolution. A devotee has to execute the principles of devotional service exactly as they are, and he must know that however insignificant a living entity may be, the Lord is present within him. A devotee must realize this universal presence of the Lord.

The theory of gradual evolution or anthropology is not new to the Vedas.
SB 3.29.29, Purport:

Although Westerners accept that Darwin first expounded the doctrine of evolution, the science of anthropology is not new. The development of the evolutionary process was known long before from the Bhāgavatam, which was written five thousand years ago. There are records of the statements of Kapila Muni, who was present almost in the beginning of the creation. This knowledge has existed since the Vedic time, and all these sequences are disclosed in Vedic literature; the theory of gradual evolution or anthropology is not new to the Vedas.

Just as there are different stages in the growth of a flower—the bud stage, the blooming stage and the full—fledged, grown-up stage of aroma and beauty—similarly, there are 8,400,000 species of bodies in gradual evolution, and there is systematic progress from the lower species of life to the higher.

The evolutionary process of different types of bodies is something like that of a fructifying flower. Just as there are different stages in the growth of a flower—the bud stage, the blooming stage and the full—fledged, grown-up stage of aroma and beauty—similarly, there are 8,400,000 species of bodies in gradual evolution, and there is systematic progress from the lower species of life to the higher. The human form of life is supposed to be the highest, for it offers consciousness for getting out of the clutches of birth and death. The fortunate child in the womb of his mother realizes his superior position and is thereby distinguished from other bodies. Animals in bodies lower than that of the human being are conscious only as far as their bodily distress and happiness are concerned; they cannot think of more than their bodily necessities of life-eating, sleeping, mating and defending. But in the human form of life, by the grace of God, the consciousness is so developed that a man can evaluate his exceptional position and thus realize the self and the Supreme Lord.

As stated in Brahma-vaivarta Purāṇa, there is a gradual evolutionary process, but it is not the body that is evolving. All the bodily forms are already there. It is the spiritual entity, or spiritual spark within the body, that is being promoted by the laws of nature under the supervision of superior authority.
SB 4.24.73, Purport:

The higher authorities, as appointed by the Supreme Personality of Godhead, are Lord Brahmā and all other Prajāpatis and Manus. Thus from the beginning of creation it can be seen that the first creature is the most intelligent. It is not that so-called modern intelligence has developed by the gradual process of evolution. As stated in Brahma-vaivarta Purāṇa, there is a gradual evolutionary process, but it is not the body that is evolving. All the bodily forms are already there. It is the spiritual entity, or spiritual spark within the body, that is being promoted by the laws of nature under the supervision of superior authority. We can understand from this verse that from the very beginning of creation different varieties of living entities were existing. It is not that some of them have become extinct. Everything is there; it is due to our lack of knowledge that we cannot see things in their proper perspective.

Scientists who are attempting to explore outer space in an attempt to reach other planets by mechanical means must realize that organisms adapted to the atmosphere of the earth cannot exist in the atmospheres of other planets. As such, man's attempts to reach the moon, the sun, or Mars will be completely futile because of the different atmospheres prevailing on those planets. Individually, however, one can attempt to go to any planet he desires, but this is only possible by psychological changes in the mind. Mind is the nucleus of the material body. The gradual evolutionary progress of the material body depends on psychological changes within the mind. The change of the bodily construction of a worm into that of a butterfly and, in modern medical science, the conversion of a man's body into that of a woman (or vice versa) are more or less dependent on psychological changes.

The nature is going on on this plan of the Supreme Lord. The plan of the Supreme Lord. All the living entities here, in this, whatever we see... Sarva-yoniṣu kaunteya sambhavanti mūrtayaḥ yāḥ (BG 14.4). The Lord says, Lord Śrī Kṛṣṇa says, "Whatever forms of life, living entities, you are seeing before you, all of them are born of Me. They are My part and parcel. I am..." Ahaṁ bīja-pradaḥ pitā. "I am the father. I am the father." So Lord Śrī Kṛṣṇa, or God, He is the father of every living being. He does not like to see that His sons undergo unnecessary miseries. He does not like to see. Why? If we are sons of God, and what is the position of God? All powerful, all opulence, all wealth, all beauty, all knowledge, everything in full. That is the conception of God.

By gradual evolution, we are coming to the human form of life. So in the human form of life, here there is a prerogative, there is a chance to know what is God and what is my relationship with Him.

So the..., by gradual evolution, we are coming to the human form of life. So in the human form of life, here there is a prerogative, there is a chance to know what is God and what is my relationship with Him. That is called sambandha-jñāna. Sambandha, abhidheya. Then execution of the duty. Just like sambandha. We can understand. An unmarried girl and unmarried boy, there is first of all sambandha: the father, mother makes the relationship. Then there is function between husband and wife. That is called abhidheya. And why? Because there is a necessity. What is that? To get children. Sambandha, abhidheya, prayojana. Prayojana. Every sambandha, every relationship is made, every action is done with an aim, the goal, the prayojana. So Vedic literature means sambandha, abhidheya, and prayojana. That is to be studied in the human form of life. Vedaiś ca sarvair aham eva vedyaḥ (BG 15.15). To study Vedas means to understand what is my relation, what is Kṛṣṇa, what I am, and what is my relationship, and how to act in that relationship, and what is the aim of life.

Five: the sun-god, the Gaṇeśa, and the Durgā-devī, then Lord Śiva, and then Viṣṇu. This is also gradual evolutionary. People in the most lowest stage of humanity, they are struck with wonder by the power.

This is an opportunity because we do not know what is going to happen in my next life. There is no guarantee that in next life you are going to take your birth in America or in human form of life. We are coming to this human form of life through the evolutionary process, gradual evolutionary process of 8,400,000 species of life, and this is the opportunity to understand "What I am, what is God, and what is our relationship with Him?" If we miss this opportunity, then we are committing suicide.

We have to cut up this knot of karma-bandhana. By the karma-bandhana, we are transmigrating from one soul, one body to another. This is not Darwin's theory. I am the soul. I am changing, I am selecting my body, in this life. Not that by nature there is a, I mean to say, gradual evolution. Not evolution, it is already there. This living entity simply enters a particular type of body. Actually, it enters, because... Suppose I am doing something, my next life has to become a dog, that is my punishment. This, our human life, by gradual evolutionary process, we come to the human form of life. Now we can move it two ways, either towards liberation or towards bondage.

There are two ways. Our life, they are going in two ways. One way is liberation, and the other way is bondage. Just like you have seen the reel. The reel is rolling. One way it is rolling to roll the thread, and another it is giving way to the thread. Similarly, we can lead in two ways, our life, either towards liberation or towards darkness of bondage. This, our human life, by gradual evolutionary process, we come to the human form of life. Now we can move it two ways, either towards liberation or towards bondage. We do not know, modern education. There is no such information what is called bondage and what is called liberation. Andhā yathāndhair upanīyamānāḥ. Na te viduḥ svārtha-gatiṁ hi viṣṇum (SB 7.5.31). They do not know. There is no such education, that students may understand what is Viṣṇu, what is God, what he is, what is his relationship with God, Viṣṇu. These things are unknown to the modern educationist.

Similarly, the mode of ignorance, those living entities, those who are in the mode of ignorance, they cannot have any knowledge of the Absolute Truth. That's not possible. Therefore it is gradual evolution, from mode of ignorance to mode of passion.

The earth has got potency to produce wood, trees and plants, but there are some earthen plot of land, it is not producing anything, desert. It has got the potency. If you pour water, it has got the potency to produce wood, but, in that... To make your life successful, there is gradual evolution from aquatics to plant life, plant life to insect life, insect life to reptiles, reptiles to bird's life, then beast life, then human life, then civilized life.

So foolish activity has no meaning. Without brain, simply active, that is dangerous. Sober activity is required. Just like a high-court judge. He is paid very lump sum, money, but he's sitting on his chair and simply thinking. The others may think that "We are working so hard, we are not getting so big salary, and this man is getting so big salary. He's sitting only." Because foolish activity has no value. It is dangerous. So this modern world, they very active, but they're foolishly active, in the ignorance and passion, rajas tamas. Therefore there is confusion activity. Foolish activity, there is accident. Sober activity required. Because, just like unless you come to the platform of fire, you cannot utilize the material things. Fire is required. In this way, after many, many births, he gets this human form of life. By the graduation, gradual evolution process. This is real evolution. Not the body is changing. Body is already there.

Because there are so many mantras. If you understand mantras, the mantra, when a goat is sacrificed before Goddess Kālī, before the goat being cut by his throat, the priest says that "Because you are sacrificing your life before Goddess Kālī, next life you are going to have human form of body for your, this sacrifice." Otherwise you have to undergo the process. That is gradual evolutionary process. But because you are forced somehow or other in the presence of mother material energy, she will give you the facility to promote immediately to the human form of life. And as human being, you will have every right to kill this man who is killing you. That is meaning of māṁsa. Mām means me, sa means he. "He will also eat me." So I will have to take the form of a goat next life. And he will take the form of a human being and he will get the chance of killing me. He can excuse, but he will get the chance. This is the bandhana. Karma-bandhana.

Ṛṣabhadeva says, "My dear sons, this body, human body, this body is not for wasting life, dogs and hogs." They are not wasting. They are in the gradual evolution process. They are coming to the human form of body gradually, by nature's law.

This verse we were discussing yesterday. Portion of the verse was explained, and portion of the verse we shall try to explain this night. Tapo divyam. Ṛṣabhadeva says, "My dear sons, this body, human body, nāyaṁ deha, this body is not for wasting life, dogs and hogs." They are not wasting. They are in the gradual evolution process. Jalajā nava-lakṣāṇi sthāvarā lakṣa-viṁśati. They are coming to the human form of body gradually, by nature's law. Prakṛteḥ kriyamāṇāni guṇaiḥ karmāṇi sarvaśaḥ (BG 3.27). So long we are in the lower species of life, we are conducted by complete laws of nature, prakṛteḥ kriya-guṇaiḥ karmāṇi sarvaśaḥ, according to the different guṇas.

In this way, this is evolutionary growth, one after another. The evolution takes place. Evolution means gradual evolution or manifestation of consciousness. That is evolution.
Lecture on SB 5.5.21-22 -- Vrndavana, November 9, 1976:

The Supreme Lord can enter even within the atom. They are studying, modern scientists, the atomic energy, but still, they are perplexed. The smaller than proton, electron, and so many things, still, still, still... So there is life even within the atom. But scientists, because they are materialistic person, they cannot understand wherefrom the energy, the life energy, is emanating. Otherwise life energy is there even within the atom. So the life energy begins, vīrudbhya. The plants, the grass, there is life symptom. Gradually there are different grades.

In this way, this is evolutionary growth, one after another. The evolution takes place. Evolution means gradual evolution or manifestation of consciousness. That is evolution.

Vipra means one who is fully conversant with Vedic knowledge. He is called vipra. For spiritual elevation there are gradual evolutionary stages. So vipra stage is just before becoming a qualified brāhmaṇa.

So vipra. Vipra means one who is fully conversant with Vedic knowledge. He is called vipra. For spiritual elevation there are gradual evolutionary stages. So vipra stage is just before becoming a qualified brāhmaṇa. That is called vipra. The first stage, by birth everyone is śūdra. Śūdra means affected by the miseries of this world. He is śūdra. Śocati. The material condition is full of anxiety, so anyone who is full of anxiety, he is śūdra. This is the... So if you analyze the present society, that who is not anxiety, full of anxiety, oh, nobody will say that "I am not full of anxiety." "I have got so many anxieties." So that means he is a śūdra. Kalau śūdra-sambhavaḥ: "In this age, everyone is śūdra." That is concluded. A brāhmaṇa is not afraid. He is not anxious because he is dependent on God. He knows that "I have surrendered unto God completely, and He is all-powerful. Therefore I have no anxiety." Just like a small child, he has no anxiety. Why? Because he is completely dependent on the parents. He knows confidently that in any danger, "Oh, my mother is there." As soon as he feels there is some danger, "Mother!" That's all. Finished. Similarly, one who is completely confident that "The supreme father is there. He will protect me, give me protection," so he has no anxiety. Nārāyaṇa-parāḥ sarve na kutaścana bibhyati (SB 6.17.28). When one is fully confident about God consciousness or Kṛṣṇa consciousness, he is not afraid, not even afraid of death, because he knows that he has no death. He is eternal.

There are thirty-three hundred thousands of animal life. So at last this human form of life. And the human form of life, there are many species, some of them civilized, some of them not civilized. From aquatics they are promoted to the plant life. From plant life they are promoted to the insect life. From insect life they are promoted to the birds' life. Gradual evolution. They are coming by nature's way. Nature is helping.

So we should be very careful about our time. Don't spoil time. That is our request. Don't spoil time like animals. They have no responsibility because there is gradation. After this life, they get another life. After this life, they get another life. From aquatics they are promoted to the plant life. From plant life they are promoted to the insect life. From insect life they are promoted to the birds' life. Gradual evolution. They are coming by nature's way. Nature is helping. And nature has helped you to come to this life, to civilized form of life, where you can have education, where you can have nice compartment, apartment, nice food, nice association, nice car, nice city. Because... What is the difference between this nice and, I mean to say, not nice? Because you have got nice intelligence. In this land of America, when the Europeans did not come here to colonize, the Red Indians were there. They could not develop this American land so nicely, nice cities, because they were less intelligent. Now you are intelligent, you have developed it. That means if you have got nice intelligence, you can live nicely.

If I get a body of a tree, then I'll have to stand in one place for many thousands of years. Therefore when you come by gradual evolution in the different species of life, by nature when you come to this point, to possess a human form of body, it is very, very rare.

Because we are in this material world, when there is water only, where shall we go? We must live here in this material... Unless we are liberated, we must have to live... And according to the circumstances, we get different types of body. So from the aquatics, next promotion is trees, plants, then insects, then birds, then beasts. Bhagavān: Does the human species come with the gradual evolution or is the human species created first?

Prabhupāda: No, in the creation, according to your karma. As you stopped your activities in the last creation, it is, it is just like... It is called suptottitha-nyāya: "A man is sleeping, and when he's awakened, he immediately remembers, 'What I have to do.' " So the annihilation means all living entities sleeping, and as soon as there is creation again they begin from the point where they last lost their life. That's it. It is the same example. Just when you go to sleep, you have a standard of thinking, and as soon as you are awakened, the same standard of thinking again begins. From the point where you slept and when awakened, you again begin from that point. It is like that.

Where there is evolution, there must be degradation. Otherwise, what is the meaning of evolution? Why it should be stagnant? If you go, ascend, then you can descend also.

The other day I went to a gentleman's apartment. He is.... The gentleman is earning two thousand, and the wife is earning seven hundred. But they are living in an apartment of this size. Within this, there is bedroom, and there is kitchen, and there is toilet, and everything is there. And if we say people, "Please come here. Take a room like this and chant Hare Kṛṣṇa," they'll not come. They'll prefer to remain in that tiny apartment. Am I right or not?

If you can develop such an institution for future children of the society, or outside the society, it will be great service for the humanity. I am sure Krishna will give you more and more intelligence in this matter, if you seriously think on the subject by gradual evolution.

We should utilize our time for elevating ourselves in Krishna Consciousness than for so-called economic development. If we are satisfied with plain living, with minimum time and the balance time is engaged for elevating our Krishna Conscious program, then every man can be transferred to Goloka Vrindaban, just in this very life. The modern civilization has encumbered the mode of living and people are engaged all the time in the matter of eating, sleeping, defending, and mating. Both yourself, and your wife Himavati are good combination. If you can develop such an institution for future children of the society, or outside the society, it will be great service for the humanity. I am sure Krishna will give you more and more intelligence in this matter, if you seriously think on the subject by gradual evolution.

By gradual evolutionary process, when the living entities come to the human form there is good chance of getting out of the repeated birth and death, and one can enter into the Spiritual Realm.

Regarding your question, in one sense both you and Mahapurusa are right. The fact is that after the dissolution of the Universe the living entities remain in slumber within Maha Visnu, and again when the creation takes place they are impregnated in their original position and they come out in different species of life. By gradual evolutionary process, when they come to the human form there is good chance of getting out of the repeated birth and death, and one can enter into the Spiritual Realm. But if one loses this chance he is again put into the cycle of birth and death. The conditioned souls are always within the Maha Visnu Form, whereas the liberated souls in Vaikuntha, they are engaged in the service of the Lord. Constitutionally every living entity, even if he is in the Vaikuntha Loka, has chance of falling down. Therefore the living entity is called marginal energy.
