All the states of the world should therefore follow the ideal of the rule or administration of Mahārāja Ambarīṣa
SB 9.4.21, Purport: "One who has unflinching devotion for the Personality of Godhead has all the good qualities of the demigods. But one who is not a devotee of the Lord has only material qualifications that are of little value. This is because he is hovering on the mental plane and is certain to be attracted by the glaring material energy." (SB 5.18.12) Citizens under the guidance of a Kṛṣṇa conscious king will become devotees, and then there will be no need to enact new laws every day to reform the way of life in the state. If the citizens are trained to become devotees, they will automatically become peaceful and honest, and if they are guided by a devoted king advised by devotees, the state will not be in the material world but in the spiritual world. All the states of the world should therefore follow the ideal of the rule or administration of Mahārāja Ambarīṣa, as described here.

Krsna Book 38: Upon seeing the footprints of Kṛṣṇa, Akrūra immediately jumped down from the chariot out of respect. He became overwhelmed with all the symptoms of ecstasy; he wept, and his body trembled. Out of extreme jubilation upon seeing the dust touched by the lotus feet of Kṛṣṇa, Akrūra fell flat on his face and began to roll on the ground. Akrūra’s journey to Vṛndāvana is exemplary. One who intends to visit Vṛndāvana should follow the ideal footsteps of Akrūra and always think of the pastimes and activities of the Lord. As soon as one reaches the boundary of Vṛndāvana, he should immediately smear the dust of Vṛndāvana over his body without thinking of his material position and prestige. Śrīla Narottama dāsa Ṭhākura has sung in a celebrated song, viṣaya chāḍiyā kabe śuddha habe mana: “When my mind will be purified after leaving the contamination of material sense enjoyment, I shall be able to visit Vṛndāvana.” Actually, one cannot go to Vṛndāvana by purchasing a ticket. You may not understand all the Biblical injunctions or you may not have the time, but you'll simply, if you follow the ideal life of Lord Jesus Christ, then you get the same result
Lecture on BG 2.12 -- New York: If you consult philosophers, you'll find one philosopher is differing from another philosopher. A big philosopher means who has cut down other philosophers and put up his own theory, "This is true." This is going on. So tarko 'pratiṣṭhaḥ smṛtayo vibhinnā nāsau munir yasya mataṁ na bhinnam. Then how to conclude what is the right path? I cannot establish it by my imperfect arguments. I cannot consult even the scriptures. Neither I can take real instruction from different philosophers. Then what, what is the way of having the real thing? So it says that dharmasya tattvaṁ nihitaṁ guhāyām: "The truth of religiosity is very confidential, very secret." So how to know it? Mahājano yena gataḥ sa panthāḥ: [Cc. Madhya 17.186] "We have simply to see that great personalities, as they have taken up, we have to follow. That's all." Just like in your Christian religion you may not understand all the Biblical injunctions or you may not have the time, but you'll simply, if you follow the ideal life of Lord Jesus Christ, then you get the same result. Similarly, the Muhammadans, if they follow the ideal life of Muhammad, Hazrat Muhammad, so they get the result.

Lecture on SB 6.2.4 -- Vrndavana: Therefore, at the present moment it is a great necessity to have some ideal men. Yad yad ācarati śreyān. Therefore we are endeavoring to create some ideal men, Kṛṣṇa conscious men, their character, their behavior, their ideal aim of life. So those who have taken to Kṛṣṇa consciousness seriously, they should be ideal men. The society will be benefited at least by seeing their behavior. And Caitanya Mahāprabhu has taught us, āpani ācari prabhu jīveri śikṣāya. If you don't behave yourself as an ideal man, you cannot preach. Your preaching will not be successful. Āpani ācari prabhu jīveri śikṣāya. Because the nature's law is that ordinary men, they follow the ideal. If there is rājarṣi, kṣatriya, ruler, king, just like saintly person, like Mahārāja Yudhiṣṭhira, Parīkṣit, Lord Rāmacandra—there are many—Mahārāja Ambarīṣa, then people will be happy.

Unless in the society an ideal first-class man, then how one will become, or follow the ideal?
Room Conversation with Mr. & Mrs. Wax: Prabhupāda: Śamaḥ means controlling the mind, mind is always peaceful. You can train. Then controlling the senses. Then truthful. Then full of knowledge, practical application of knowledge in life. These are the qualification of first-class man. Everything is there. If you train a boy to become first-class man, he can become first-class man. If you don't train, then he will become a debauch, criminal, disturbing. So we are training in the Gurukula to become first-class men. This is our aim. Unless in the society an ideal first-class man, then how one will become, or follow the ideal? There is no ideal. Now what is the idea of first-class man now?
