God is very kind—He gives everyone an equal chance—but by the resultant actions of one's own karma one suffers or enjoys this material world.
SB 4.11.20, Purport: Although the Supreme Personality of Godhead is the original cause of all causes, He is not responsible for anyone's material sufferings or enjoyment. There is no such partiality on the part of the Supreme Lord. The less intelligent accuse the Supreme Lord of being partial and claim that this is why one enjoys in this material world and another suffers. But this verse specifically says that there is no such partiality on the part of the Supreme Lord. Living entities, however, are never independent. As soon as they declare their independence of the supreme controller, they are immediately put into this material world to try their luck freely, as far as possible. When the material world is created for such misguided living entities, they create their own karma, fruitive activities, and take advantage of the time element, and thereby they create their own fortune or misfortune. Everyone is created, everyone is maintained, and everyone is ultimately killed. As far as these three things are concerned, the Lord is equal to everyone; it is according to one's karma that one suffers and enjoys. The living entity's higher or lower position, his suffering and enjoying, are due to his own karma. The exact word used in this connection is anīśāḥ, which means "dependent on their own karma." The example is given that the government gives everyone the facilities for governmental action and management, but by one's own choice one creates a situation which obliges him to exist under different types of consciousness. The example given in this verse is that when the wind blows, particles of dust float in the air. Gradually lightning occurs, and then torrents of rain follow, and thus the rainy season creates a situation of varieties in the forest. "Why did Kṛṣṇa not manifest Himself all over the world so that all living entities could have equal chance...?" Yes, He manifested all over the world, but you have no eyes to see Him. That is your defect. Kṛṣṇa is present everywhere.
Lecture on BG 7.2 -- Nairobi, October 28, 1975:

Prabhupāda: What is that? He is talking too much. Hm?

Brahmānanda: He says that from the Vedas we know that Kṛṣṇa is unlimited, especially when He was performing His rāsa-līlā with the gopīs. So if Kṛṣṇa is unlimited, why did he not...?

Indian man (3): ...manifest Himself all over the world so that all living entities would have equal chance to go back home?

Brahmānanda: Why did He not manifest Himself all over the world so that all living entities could have equal chance...?

Prabhupāda: Yes, He manifested all over the world, but you have no eyes to see Him. That is your defect. Kṛṣṇa is present everywhere. But just like sun is present in the sky. Why don't you see now? Huh? Answer this. Do you think the sun is not in the sky? Do you think that sun is not there? So go on the roof and see the sun. (laughter) Why you prove yourself a rascal, that "No, no, there is no sun"? Will it be accepted by learned men? Because you cannot see the sun, there is no sun? Will it be accepted by any learned scholar? At night you cannot see the sun, so if you say to any learned man, any, who knows things, "No, no, there is no sun," so will he accept that? He will say that "Sun is there. You rascal, you cannot see." That's all. "You just get out of your rascaldom. Then you'll see." Nāhaṁ prakāśaḥ sarvasya yoga-māyā-samāvṛtaḥ [Bg. 7.25], Kṛṣṇa said. He is not exposed to the rascals, but one who knows, he is seeing.

The devotees always see Kṛṣṇa. For him, He is always present. And for the rascals, He cannot be seen. That is the difference. So you have to become nonrascal; then you will see. Īśvaraḥ sarva-bhūtānāṁ hṛd-deśe arjuna tiṣṭhati [Bg. 18.61]. In everyone's core of the heart Kṛṣṇa is present. But do you know that? Can you see? Can you talk with Him? He is within your heart, He is present. But He talks with whom? Teṣāṁ satata-yuktānāṁ bhajatāṁ prīti-pūrvakam, dadāmi buddhi-yogaṁ tam [Bg. 10.10]. He talks with the devotee who is twenty-four hours engaged in His service. These are stated in the Bhagavad-gītā. Don't you read Bhagavad-gītā? So everything requires qualification. So this Kṛṣṇa consciousness movement means we are trying to make the people qualified to see Kṛṣṇa. Without being qualified, how can you see? That requires qualification.

There are so many millions of people, they are trying, but still you'll find somebody is living in palace building and somebody is living in slum. "Everyone has got equal chance in big, big cities. They can improve." No. That is not possible.
Lecture on SB 7.6.4 -- Toronto, June 20, 1976: The so-called economic development may be temporary. Actually, you cannot improve. We can see practically, so many people, in big, big cities, they are trying to develop their economic condition to improve their status of life, but do you think that everyone is successful? In big, big cities, in our country India, Calcutta, Bombay, at least, we have seen it that everyone, there are so many millions of people, they are trying, but still you'll find somebody is living in palace building and somebody is living in slum. "Everyone has got equal chance in big, big cities. They can improve." No. That is not possible. In Western countries, when I did not come to your country I thought USA or in Europe, there is no poor man. I was thinking like that. But when I came, I actually saw there are so many poor men. Why they could not take advantage of the facilities in the Western countries and be equal? No, that is not possible. According to the nature's arrangement, there are three modes of condition: sattva-guṇa, raja-guṇa, tamo-guṇa. So every one of us is under either of these sattva-guṇa, rajo-guṇa, tamo-guṇa. So always you'll find three classes of men, first-class, second-class, third-class. Also fourth-class, fifth-class. But we are taking the first three. Or, in other words, some class richer, some class middle class men, and poor men. Everywhere you'll find, all over the world. Either in USA or in Europe or in India. You cannot change that. That is not possible. But because we are not educated in the aim, understanding what is the aim of life, we are misled.

Unless my Guru Mahārāja had produced me, how this Kṛṣṇa consciousness movement is going all over the world? You were also given the equal chance. Prabhupāda, my Guru Mahārāja, sat down at Māyāpura. But you were given the place of Bhaktivinoda Ṭhākura's birth place. What you have done?
Morning Walk -- January 11, 1974, Los Angeles:

Prabhupāda: If you can make, that is love of Kṛṣṇa. Because unless you love Kṛṣṇa, why you should be interested to make others Kṛṣṇa conscious? Let them go to hell. Why you should be so much working hard to make them Kṛṣṇa conscious? Unless you love Kṛṣṇa? This is the sign of love." I love Kṛṣṇa, but I do nothing for Kṛṣṇa." That is nonsense. That is nonsense. Therefore I said that our Guru Mahārāja's brother, he criticizes Guru Mahārāja. But what he has done for Kṛṣṇa? And what my Guru Mahārāja has done? Unless my Guru Mahārāja had produced me, how this Kṛṣṇa consciousness movement is going all over the world? And what he has done? Simply criticizing is no use. We want to see practical. Do you understand or not?

Candanācārya: Yes.

Prabhupāda: Yes. You were also given the equal chance. Prabhupāda, my Guru Mahārāja, sat down at Māyāpura. But you were given the place of Bhaktivinoda Ṭhākura's birth place. What, what you have done? It is still jungle. And what is Māyāpura there? All Americans are building a palatial building. So simply by criticizing, one does not become a very confidential devotee. Where is the action? What he has done? That is required. Phalena paricīyate. [break] ...everything. Unless Kṛṣṇa gives opportunity, nobody can serve Kṛṣṇa also. But he gives opportunity to the proper person. That is everywhere.

"One has to take shelter of Me." That is Kṛṣṇa conscious movement. We are giving equal chance everyone. It doesn't matter what he is.
Garden Conversation -- October 9, 1976, Aligarh: So the spiritual movement means to take up the spirit soul within the body and to elevate him from the conditioned life. That is spiritual movement. He has been put into condition. So that action can be taken without any hindrances. Without any impediment. Ahaituky apratihatā. That verse I was speaking yesterday, that without any cause, without any impediments, the soul can be raised by the process. Kṛṣṇa says māṁ hi pārtha vyapāśritya ye 'pi syuḥ pāpa-yonayaḥ [Bg. 9.32]. Never mind one is born in low class family, poor, ugly, uneducated family. It doesn't matter. But he can be raised. What is the process? Māṁ hi pārtha vyapāśritya. "One has to take shelter of Me." That is Kṛṣṇa conscious movement. We are giving equal chance everyone. It doesn't matter what he is. Kṛṣṇa says, māṁ hi pārtha vyapāśritya ye 'pi syuḥ pāpa-yonayaḥ. Pāpa-yoni means low class, poor, uneducated, ugly, no education. That is pāpa-yoni. So they can be raised. Kṛṣṇa says. How? Māṁ hi pārtha vyapāśritya. If he is engaged in Kṛṣṇa consciousness. Therefore it is the topmost welfare activities in the human society.
Everyone is given chance. Socially there may be distinction. Spiritually everyone is given equal chance.
Talk About Varnasrama, S.B. 2.1.1-5 -- June 28, 1977, Vrndavana:

Prabhupāda: Oh, yes. There are many devotees, Vaiṣṇava. Hui(?) dāsa, a great Vaiṣṇava.

Tamāla Kṛṣṇa: Who?

Prabhupāda: A famous Vaiṣṇava, Hui(?) dāsa, he's coming from the bhangis. Everyone is given chance. Socially there may be distinction. Spiritually everyone is given equal chance. Kṛṣṇa says, māṁ hi pārtha vyapāśritya ye 'pi syuḥ pāpa-yonayaḥ [Bg. 9.32]. Pāpa-yonayaḥ means these bhangi, cāmāras. And they are not upstart: "Now I have become Vaiṣṇava. Therefore I shall become equal with the brāhmaṇa." No. He is satisfied with his own... They are cooking. Oh, you'll like to cook, er, eat. I have seen it.
