Up means upper planetary system, down means lower planetary system.
Lecture on BG 13.8-12 -- Bombay, October 3, 1973:

Everyone is thinking if I become greedy, I shall get more. That is not possible. You cannot get a farthing more than what you are destined. But it is ignorance. He's thinking by simply struggling hard I'll get more. The śāstra says, "No, don't do it. So far your material condition is concerned, it is already destined with your body. You have got a certain type of body and according to that body you'll get certain amount of pleasure and pains, that is already destined." This is called adṛṣṭa, daiva. Your main business is if you want to make success, your life, then save time for advancing in Kṛṣṇa consciousness. That is proper utilization of life. That does not depend on destiny. That you can do. That you can do. So far other things are.

Therefore śāstra says tasyaiva hetoḥ prayeteta kovido na labhyate yad bhramatām upary adhaḥ (1.5.18). You have traveled, sometimes up, sometimes down. Up means upper planetary system, down means lower planetary system. Urdhvaṁ gacchanti sattva-sthāḥ (BG 14.18). If you develop sattva-guṇa then you are promoted to the higher planetary system. Madhye tiṣṭhanti rājasāḥ. If you remain in the passion modes of nature then you may remain within this world or few others. And jaghanya-guṇa-vṛtti-sthā adho gacchanti tāmasāḥ. If you habituate jaghanya-guṇa-vṛtti.

"Up" means upper planetary system. And "down" means lower planetary system.
Lecture on SB 1.5.17-18 -- New Vrindaban, June 21, 1969:

So one is going down, and one is going up. So Nārada Muni says that tasyaiva hetoḥ prayateta kovido na labhyate yad bhramatām upary adhaḥ: (SB 1.5.18) "You should try... One should try to achieve that thing which cannot be gained even by going up or by going down." "Up" means upper planetary system. And "down" means lower planetary system. And Bhagavad-gītā also confirms this: ūrdhvaṁ gacchanti sattva-sthāḥ. There are three modes of material nature. "Those who are situated on the modes of goodness, they are promoted to the higher planetary systems." And ūrdhvaṁ gacchanti sattva-sthā madhye tiṣṭhanti rājasāḥ (BG 14.18). There are seven... According to Vedic information, there are fourteen different spheres of planetary system, seven down and seven up. So we are in the middle. This is called Bhūrloka. Above this, there is Bhuvarloka. Above that, there is Svargaloka, heavenly. The moon planet and similar other planets in the orbit, they are called Svargaloka. Bhūrloka, Bhuvarloka, Svargaloka. Then Janaloka. In Janaloka... Great saintly persons, after death, they go to Janaloka or Maharloka. Then there is Satyaloka, or Brahmaloka. In this way there are seven planetary spheres. Similarly, down also: Tala, Atala, Vitala, Talātala, Rasātala, Pātāla. They are also named, down, down, down, down. The lowest down planetary system is called Pātāla.

Down means there are many other planetary system. Just like upper there are bhūr bhuvaḥ svaḥ, Jana, Mahar, like that, and down also: Tala, Atala, Vitala, Talātala, Pātāla, like that. There is system.
Lecture on SB 1.13.10 -- Geneva, June 1, 1974:

There are three material modes of nature. If you keep yourself in touch with the material modes of nature of goodness, then you will be promoted to the higher standard of life. Ūrdhvaṁ gacchanti sattva-sthāḥ (BG 14.18). Therefore at least, you may enjoy material life, but you should keep yourself to the standard of brahminical culture. Then there is guarantee that you don't degrade yourself; you get higher status of life in the higher planetary system: Janaloka, Maharloka, Tapoloka, Satyaloka. Then you will get... But if you keep yourself as it is, then you will remain in this planetary system. This is called bhūr-loka. Bhūr-loka. Oṁ bhūr bhuvaḥ svaḥ tat-savituḥ. You have gāyatrī-mantra. This is called bhū-loka. Bhuvar-loka. Then, above this, there is bhuvar-loka; then, above this, the heavenly planets. There is system. And if you keep yourself in the association of the modes of ignorance, or foolishness, then you go down. Jaghanya-guṇa-vṛtti-sthā adho gacchanti tāmasāḥ (BG 14.18). Jaghanya-guṇa. Tāmasika means abominable character. The abominable character means these four things: illicit sex, intoxication, meat-eating and gambling. This is tamo-guṇa, exhibition of tamo-guṇa. So, if you continue to keep yourself in the association of the modes of ignorance, then you are going to become adhaḥ. Adhaḥ means down. Down means there are many other planetary system. Just like upper there are bhūr bhuvaḥ svaḥ, Jana, Mahar, like that, and down also: Tala, Atala, Vitala, Talātala, Pātāla, like that. There is system.

There are two process: either you go up or come down, and the down means lower species of life; up means higher species of life.
Philosophy Discussion on Thomas Hobbes:

Hayagrīva: Hobbes compares man to a machine ultimately made by God, but he does not see this machine as controlled directly by God but by the Leviathan, by the, by the king, the ruler.

Prabhupāda: No. God is situated in everyone's heart, and He is seeing every minute action of the soul—what he is desiring, how he is manipulating the machine. This is explained in the Bhagavad-gītā: īśvaraḥ sarva-bhūtānāṁ hṛd-deśe arjuna tiṣṭhati (BG 18.61). Specifically it is indicated that God is situated in the heart of the living being and He is observing what he desires. So according to his desire, God is so kind He is supplying a machine. If he wants to enjoy this material world as a human being, God gives him opportunity to become a human being, and if he wants to enjoy this material world as a dog, He gives him the body of a dog. If he wants to enjoy as a hog, He gives the body of a hog. If he wants to enjoy as demigod, He gives him the body. So this is God's mercy. So long the individual living being wants to enjoy this material world, so according to his eagerness to enjoy in that way, He gives the facility, and that facility is the particular body. This body is material. It is supplied by the material nature, bhrāmayan sarva-bhūtāni yantrārūḍhāni māyayā (BG 18.61). The machine is made by the material ingredients, upon the order of Kṛṣṇa, or God, for the enjoyment of the living entity. So he sits in that machine and travels. Just like we have got a car, we can travel, similarly we get particular machine and we travel in some species of life in some planet. There are innumerable planets, and 8,000,000 species of life. So according to the contact with material nature, the living entity is desiring something, and God is so merciful that He is giving him facility. But actually, because God is friend, when he is prepared to understand from God how he will be happy, He says that "You give up all this nonsense plan. You just surrender unto Me." Then he is perfect. Otherwise if he desires, God will supply him unlimited number of machine for going here and there, up and down, within this universe. There are two process: either you go up or come down, and the down means lower species of life; up means higher species of life. Just like demigods, Brahmā, his one day's life calculation is impossible to do. So there are different places of life, millions of years' living and a few moment living. So everything opportunity is given by God because He is supreme controller. We desire: Man proposes, God disposes. This is God's position. But so long he will go on proposing this and that, he will never be happy. When he agrees to the plan of God, then he will be happy.
