The central figure of creation and of enjoyment is the Supreme Lord, and the living entities are cooperators.
BG Introduction:

The central figure of creation and of enjoyment is the Supreme Lord, and the living entities are cooperators. By cooperation they enjoy. The relation is also like that of the master and the servant. If the master is fully satisfied, then the servant is satisfied. Similarly, the Supreme Lord should be satisfied, although the tendency to become the creator and the tendency to enjoy the material world are there also in the living entities because these tendencies are there in the Supreme Lord who has created the manifested cosmic world.

The central figure is Lord Śrī Kṛṣṇa because the plenary portions are His aides-de-camp.
SB 1.5.37, Purport:

Now the question which was raised by the great ṛṣis headed by Śaunaka regarding the confidential part of Sūta's achievement through the spiritual masters is explained herein by the chanting of this hymn consisting of thirty-three letters. And this mantra is addressed to the four Deities, or the Lord with His plenary expansions. The central figure is Lord Śrī Kṛṣṇa because the plenary portions are His aides-de-camp. The most confidential part of the instruction is that one should always chant and remember the glories of the Lord Śrī Kṛṣṇa, the Supreme Personality of Godhead, along with His different plenary portions expanded as Vāsudeva, Saṅkarṣaṇa, Pradyumna and Aniruddha. Those expansions are the original Deities for all other truths, namely either viṣṇu-tattva or śakti-tattvas.

SB Canto 3

Brahmā and Maheśvara are qualitative expansions of Viṣṇu. Viṣṇu is the central figure.
SB 3.22.20, Purport:

For creation, maintenance and annihilation there are the three deities Brahmā, Viṣṇu and Maheśvara (Śiva), but Brahmā and Maheśvara are qualitative expansions of Viṣṇu. Viṣṇu is the central figure. Viṣṇu, therefore, takes charge of maintenance. No one can maintain the whole creation but He. There are innumerable entities, and they have innumerable demands; no one but Viṣṇu can fulfill the innumerable demands of all the innumerable living entities. Brahmā is ordered to create, and Śiva is ordered to annihilate. The middle function, maintenance, is taken charge of by Viṣṇu.

SB Canto 7

God is the central figure in the performance of religious principles.
SB 7.11.7, Purport:

Therefore, from all the evidence the conclusion is that without bhakti, devotional service, there is no question of religious principles. God is the central figure in the performance of religious principles. Almost everything going on in this world as religion is devoid of any idea of devotional service and is therefore condemned by the verdict of Śrīmad-Bhāgavatam. Without devotional service, so-called religious principles are only cheating.

"The transcendental goddess Śrīmatī Rādhārāṇī is the direct counterpart of Lord Śrī Kṛṣṇa. She is the central figure for all the goddesses of fortune. She possesses all the attractiveness to attract the all-attractive Personality of Godhead. She is the primeval internal potency of the Lord."

The Vedic hymn known as kāma-gāyatrī describes the face of Kṛṣṇa as the king of all moons. In metaphorical language, there are many different moons, but they are all one in Kṛṣṇa. There is the moon of His mouth, the moon of His cheeks, the moonspots of sandalwood pulp on His body, the moons of the fingertips of His hands and the moons of the tips of His toes. The outward coverings are temporary arrangements, and therefore everything dependent on the outward covering is also a temporary arrangement. Happiness or distress perceived in relation with the temporary arrangement of the body and mind is also temporary. Thus, in Bhagavad-gītā the Personality of Godhead, Śrī Kṛṣṇa, says, "O son of Kuntī! All forms of happiness or distress, such as winter cold or summer heat, are due to material sense perception only. They come and go according to the laws of nature, and they are therefore to be tolerated without our being disturbed. One who is not disturbed by all these comings and goings of temporary happiness and distress—he alone becomes a fit person to attain eternal life."

There is nothing, artificiality. So there is no question of sectarianism, that "In this temple the Christians will come" or "The Muhammadans will not come." Anyone. Because we are teaching what? Teaching love of Godhead. Either you become Christian or Muhammadan, Hindu, how you can deny God? Those who are denying God, their case is different. But one who is accepting God as the central figure in religion, how they can deny this movement? Because we are teaching love of Godhead. That's all.

Mind is the central figure of all the senses.

But our process, as it is stated here, that ātma-saṁyama-yogāgnau. Ātma-saṁyama. Saṁyama, control. The mind is the principle sense. Indriyāṇi parāṇy āhur indriyebhyaḥ paraṁ manaḥ (BG 3.42). Mind is the central figure of all the senses. Just like madman. Because he cannot fix up his mind, he cannot work properly. Therefore he is called madman. So our process is that we cannot control the mind. But if we engage the mind on the lotus feet of Kṛṣṇa, then everything is controlled. Kṛṣṇa will help. If some way or other, you engage your mind at the lotus feet of Kṛṣṇa, sa vai manaḥ kṛṣṇa-padāravindayoḥ (SB 9.4.18). then gradually everything will be controlled.

The whole Vedic civilization is an attempt to create peaceful condition of the mind so that "I can fix up my mind on the lotus feet of Kṛṣṇa." This is Vedic civilization. This is a prayer offering to Lord Caitanya. He recommended, He recommended from the authorized scriptures, not that He manufactured. Nowadays it has become a fashion to manufacture a certain type or system of religious or yoga principle. Caitanya Mahāprabhu did not do that. What He introduced, that is recommended in the scriptures, that "In this age, for spiritual realization, one may simply chant the holy name of Kṛṣṇa."

As in this body, this particular example, the stomach is the enjoyer, similarly, the central figure of whole cosmic manifestation, material or spiritual, the central figure is Kṛṣṇa, God. He's the enjoyer.

Prabhupāda: Then the wings fly there, and the jaws catch the food, and after all he puts into the mouth. Similarly, as in this body, this particular example, the stomach is the enjoyer, similarly, the central figure of whole cosmic manifestation, material or spiritual, the central figure is Kṛṣṇa, God. He's the enjoyer. We can understand. As in my this particular body, the body is also a creation. The body has got the same mechanism as you will find out in the whole universe. The same mechanical, anywhere you go, you find even in animals or human body or in the cosmic manifestation. Almost the same mechanism. So as you understand very easily that in this body, my body, your body, the stomach is the enjoyer. Or there is a central enjoyer. And the stomach is friend also of everyone. Because if we cannot digest food, you see, then all other limbs of the body they become weak. Therefore stomach is the friend. It is digesting and distribute the energy to all the limbs of the body.

Stomach is the central figure for distributing equal energy to the respective parts of the body as much as watering the root of the tree is the source of supplying energy to all the branches and leaves of the tree.

Equal distribution of wealth or knowledge, beauty, fame, energy and non-attachment etc., all these are perfectly done by the above arrangement. The matter is more explicitly understood by the example of our own bodily structure. The whole body is constituted of the senses and organs. All the senses and organs are equally supplied with energy when the stomach is fully fed up. Stomach is the central figure for distributing equal energy to the respective parts of the body as much as watering the root of the tree is the source of supplying energy to all the branches and leaves of the tree.

The human society is now running on in an illusory way, forgetting its eternal relation with the Central Cause. They will have to be reinstated in that original position in terms of the above slokas of the Bhagavad-gita. Without this no solution is possible. There are practical ways and means to do this job in accordance with the present time, situation and objective.

There are varieties of engagements but they are all united with the central Figure, Lord Krishna.
Letter to Purusottama -- Montreal 14 June, 1968:

In the transcendental world there is no influence of maya or time. So there is full freedom of activities but because there is no maya, therefore everyone is engaged in his natural activities or spontaneously serving Krishna in different relationships. Just like hand is related with the whole body for some particular purpose, the leg is related with the whole body for some particular purpose, the ear is related with the whole body for some particular purpose, and so on. Similarly all living entities being eternally part and parcel of the Supreme Lord they are engaged in His service for some particular purpose. So there are varieties of engagements but they are all united with the central Figure, Lord Krishna. So this is in answer to your question; "On Krishna loka are all of Krishna's pastimes with the living entities controlled by Krishna, or do the living entities have choice in this matter? In other words, is one's rasa governed by strict laws determined by Krishna or is there free choice aside from the free choice of choosing Krishna or maya?
