SB 4.22.54, Purport:

In each and every planet there is a predominating deity. It is understood from Bhagavad-gītā that in the sun there is a predominating deity named Vivasvān. Similarly, there is a predominating deity of the moon and of the various planets. Actually the predominating deities in all the other planets are descendants from the predominating deities of the sun and moon. On this planet earth there are two kṣatriya dynasties, and one comes from the predominating deity of the sun and the other from the predominating deity of the moon. These dynasties are known as Sūrya-vaṁśa and Candra-vaṁśa respectively. When monarchy existed on this planet, the chief member was one of the members of the Sūrya dynasty, or Sūrya-vaṁśa, and the subordinate kings belonged to the Candra-vaṁśa. However, Mahārāja Pṛthu was so powerful that he could exhibit all the qualities of the predominating deities in other planets.

SB 9.22 Summary:

The sons of Pratīpa were Devāpi, Śāntanu and Bāhlīka. When Devāpi retired to the forest, his younger brother Śāntanu became the king. Although Śāntanu, being younger, was not eligible to occupy the throne, he disregarded his elder brother. Consequently, there was no rainfall for twelve years. Following the advice of the brāhmaṇas, Śāntanu was ready to return the kingdom to Devāpi, but by the intrigue of Śāntanu's minister, Devāpi became unfit to be king. Therefore Śāntanu resumed charge of the kingdom, and rain fell properly during his regime. By mystic power, Devāpi still lives in the village known as Kalāpa-grāma. In this Kali-yuga, when the descendants of Soma known as the candra-vaṁśa (the lunar dynasty) die out, Devāpi, at the beginning of Satya-yuga, will reestablish the dynasty of the moon. The wife of Śāntanu named Gaṅgā gave birth to Bhīṣma, one of the twelve authorities. Two sons named Citrāṅgada and Vicitravīrya were also born from the womb of Satyavatī by the semen of Śāntanu, and Vyāsadeva was born from Satyavatī by the semen of Parāśara, Vyāsadeva instructed the history of the Bhāgavatam to his son Śukadeva. Through the womb of the two wives and the maidservant of Vicitravīrya, Vyāsadeva begot Dhṛtarāṣṭra, Pāṇḍu and Vidura.

Lecture on BG 2.32 -- London, September 2, 1973:

If the king is educated nicely in spiritual affair, if he knows what is the purpose of kingdom, what is the purpose of ruling, then all the citizens automatically become religious, purposeful. And if the king is a rascal, the leader is a rascal, naturally all others will follow, and they will become rascals. Therefore, in the Bhagavad-gītā, in the Fourth Chapter, you'll find that Kṛṣṇa was teaching, first-off, imaṁ vivasvate yogaṁ proktavān aham avyayam (BG 4.1). He taught this philosophy to the sun-god. There are two kṣatriya families—sūrya-vaṁśa and candra-vaṁśa. One family's coming from the sun-god, another family's coming from the moon-god.

Lecture on BG 4.1 -- Montreal, August 24, 1968:

This Mahārāja Ikṣvāku happened to be an ancient emperor on this planet, and in his dynasty Lord Rāmacandra appeared, Mahārāja Ikṣvāku. He is kṣatriya. These are all kṣatriya. Sūrya, Vivasvān is also kṣatriya. There are two kṣatriya families, one from the sun and one from the moon, candra-vaṁśa and sūrya-vaṁśa. They're existing. And the Indo-European stock, they are also coming from the kṣatriyas. From the history of Mahābhārata, we can understand the Aryan families who migrated to Europe, they also belonged to this sūrya-vaṁśa or candra-vaṁśa. Anyway, that is another department of knowledge. Here it is said that..., Kṛṣṇa says that "I spoke this philosophy or this system or this doctrine of Bhagavad-gītā, yoga."

So he spoke this Bhagavad-gītā philosophy to his son, vivasvān manave prā..., Manu. Manu is the original person of the human society. Manuṣya. Man. So Manu spoke to his son, Ikṣvāku. Mahārāja Ikṣvāku. He's the first person of the sūrya-vaṁśa. There are two kṣatriya families: one, candra-vaṁśa, coming from the Moon, and the other from the Sun, Vivasvān. So Mahārāja Ikṣvāku is the original personality in the sūrya-vaṁśa kṣatriyas in which Lord Rāmacandra appeared. So in this way, there is paramparā system.

If we want to understand the real fact, then we must receive from the paramparā system. Just like we have got our genealogical table. I understand my great-great-grandfather by the paramparā system. Not that I manufacture some name. No. Therefore Kṛṣṇa says that imam, evaṁ paramparā-prāptam (BG 4.2).

So this Manu is one of our predecessor guru. Vivasvān manave prāha manur ikṣvākave 'bravīt. Evaṁ paramparā-prāptam imaṁ rājarṣayo viduḥ (BG 4.2). So the spiritual science was spoken to Vivasvān, the sun-god. Therefore the kṣatriyas... There are two families: one from the sun-god, one from the moon-god. So Sūrya-vaṁśa, Candra-vaṁśa. So those who are kṣatriyas coming from the Sūrya-vaṁśa... Lord Rāmacandra also appeared in the Sūrya-vaṁśa. So prakṛter guṇa-sāmyasya.

So Manu... Manu belonged to the Sūrya-vaṁśa, and the daughter of Manu is Devahūti. Therefore the son is addressing the mother, mānavi. Mānavi. The manuṣya, the word, has come from manu. Mānuṣya. Mānuṣya means "coming from Manu." The human race, they are coming from Manu. So therefore the human society is controlled by the Manu-saṁhitā. There is a book, Manu-saṁhitā, the law-giving. Manu has given law.

Now, the question was who is to be elected in the..., or accepted as the ideal king. Our Pañcadraviḍa Mahārāja was asking this question. That is very simple thing. The kṣatriyas... There are two kṣatriya families, and still they claim, one from the sun-god, and one from the moon-god. Candra-vaṁśa, sūrya-vaṁśa. In this material world, there are two kṣatriya families. Kṣatriyas are meant for ruling over. So everything is stated in the Bhagavad-gītā. So you have to select ruler from these two dynasties. Actually. Imaṁ rājarṣayo viduḥ (BG 4.2). You have seen the picture drawn by our artists, that Kṛṣṇa is instructing the sun-god. Imaṁ vivasvate yogaṁ proktavān aham avyayam (BG 4.1). So Vaikuṇṭha-loka is there. There is no problem. But you can make this māyā-loka also Vaikuṇṭha-loka by spreading Kṛṣṇa consciousness, the same quality. Just like iron is iron, but you can make it fire. How?

And from Vivasvān the sūrya-vaṁśa kṣatriyas are coming. From Vivasvān, Vaivasvata Manu, because Manu is the son of Vivasvān the sun-god. And from Manu, Mahārāja Ikṣvāku descended, and he is the original king in the Raghu-vaṁśa dynasty, wherein Lord Rāmacandra took His birth. Similarly, in the Candra-vaṁśa Lord Kṛṣṇa appeared. So from historical reference we see that when the Supreme Personality of Godhead appears on this earth, in this universe, He takes pleasure to appear in some kṣatriya family. And both Rāmacandra and Bhagavān Lord Kṛṣṇa appeared in kṣatriya families, and they acted as kṣatriya. Yadā yadā hi dharmasya glānir bhavati bhārata, tadātmānaṁ sṛjāmy aham (BG 4.7). Kṣatriya king has got two functions. One function is to give protection and happiness to the good citizens, and another function is to kill the demons or the disturbing elements in the society.

Prabhupāda: Therefore the monarch is absolute governing body. The ministers were helping, but the king was educated by God's direct instruction, as Kṛṣṇa said, imaṁ vivasvate yogaṁ proktavān. Vivasvān, the sun-god, there are tradition two kṣatriya family—one from the sun-god and one from the moon-god. Sūrya-vaṁśa and candra-vaṁśa. The kṣatriyas in India, they claim. Prabhupāda: One king of the whole world. One kingdom, one ruling, one culture, Vedic culture. Gradually we're losing... The culture is lost and anyone is doing as he likes. No king, no ruling. Therefore chaotic condition. Otherwise, according to God's plan, every planet there is one chief person ruling. So in the sun there is a person. His name is given in the Bhagavad-gītā. Imaṁ vivasvate yogaṁ proktavān. His name is Vivasvān. And his son is Vaivasvata Manu. Vivasvān manave prāha. These things are there. And his son, Ikṣvāku. And from Ikṣvāku, the kṣatriya-vaṁśa... In India still, the kṣatriyas are known, two dynasties, one from sun, one from the moon. Candra-vaṁśa, Sūrya-vaṁśa. Still, they are. So the kṣatriyas are coming. One dynasty is coming from the sun, another... So moon is not desert. These are simply rascals. They do not know anything, and rascals believe that the moon is desert, and the sun is desert. Only this planet is full of variety and beauty. No. We have to take lessons from the śāstras. So anyone can be raised to the highest platform. Caṇḍālo 'pi dvija-śreṣṭho hari-bhakti-parāyaṇa.(?) Even one is born as caṇḍāla... Caṇḍāla means less than the śūdras. The dog-eaters. Caṇḍālas. Śva-paca. They are called śva-paca. Śva means dog and paca means cooker. One who cooks the... There are still so many. In Korea, in China, in Hong Kong. They eat dogs.
