SB Canto 3

The spiritual sky was illuminated by highly decorated airplanes piloted by the best devotees of Vaikuṇṭha.
SB 3.15.26, Translation:

Thus the great sages, Sanaka, Sanātana, Sanandana and Sanat-kumāra, upon reaching the above-mentioned Vaikuṇṭha in the spiritual world by dint of their mystic yoga performance, perceived unprecedented happiness. They found that the spiritual sky was illuminated by highly decorated airplanes piloted by the best devotees of Vaikuṇṭha and was predominated by the Supreme Personality of Godhead."

One who approaches the Supreme Lord to render devotional service, but who is proud of his personality, envious of others or vengeful, is in the mode of anger. He thinks that he is the best devotee. Devotional service executed in this way is not pure; it is mixed and is of the lowest grade, tāmasaḥ.

Śrīla Viśvanātha Cakravartī Ṭhākura advises that a Vaiṣṇava who is not of good character should be avoided. A Vaiṣṇava is one who has taken the Supreme Personality of Godhead as the ultimate goal of life, but if one is not pure and still has motives, then he is not a Vaiṣṇava of the first order of good character. One may offer his respects to such a Vaiṣṇava because he has accepted the Supreme Lord as the ultimate goal of life, but one should not keep company with a Vaiṣṇava who is in the mode of ignorance.

SB Canto 4

By the benediction of Lord Śiva the brāhmaṇa got the association of the best devotee of Lord Kṛṣṇa and was thus initiated in the mahā-mantra.
SB 4.7.6, Purport:

On the request of the poor brāhmaṇa, Sanātana Gosvāmī gave him the touchstone, and the brāhmaṇa was very happy to have it. He now could get as much gold as he desired simply by touching the touchstone to iron. But after he left Sanātana, he thought, "If a touchstone is the best benediction, why has Sanātana Gosvāmī kept it with the garbage?" He therefore returned and asked Sanātana Gosvāmī, "Sir, if this is the best benediction, why did you keep it with the garbage?" Sanātana Gosvāmī then informed him, "Actually, this is not the best benediction. But are you prepared to take the best benediction from me?" The brāhmaṇa said, "Yes, sir. Lord Śiva has sent me to you for the best benediction." Then Sanātana Gosvāmī asked him to throw the touchstone in the water nearby and then come back. The poor brāhmaṇa did so, and when he returned, Sanātana Gosvāmī initiated him with the Hare Kṛṣṇa mantra. Thus by the benediction of Lord Śiva the brāhmaṇa got the association of the best devotee of Lord Kṛṣṇa and was thus initiated in the mahā-mantra, Hare Kṛṣṇa, Hare Kṛṣṇa, Kṛṣṇa Kṛṣṇa, Hare Hare/ Hare Rāma, Hare Rāma, Rāma Rāma, Hare Hare.

The devotees are representatives of the Supreme Personality of Godhead, and to elevate the conditioned souls to their original consciousness, they travel all over the universes to enlighten the conditioned souls about Kṛṣṇa consciousness. The best devotees are ātmavat, or those who have fully realized the Supreme Soul.
SB 4.22.16, Purport:

There are different kinds of transcendentalists, namely the jṣānīs, or impersonalists, the mystic yogīs and, of course, all the devotees of the Supreme Personality of Godhead. The Kumāras, however, were both yogīs and jṣānīs and finally bhaktas later on. In the beginning they were impersonalists, but later they developed devotional activities; therefore they are the best of the transcendentalists. The devotees are representatives of the Supreme Personality of Godhead, and to elevate the conditioned souls to their original consciousness, they travel all over the universes to enlighten the conditioned souls about Kṛṣṇa consciousness. The best devotees are ātmavat, or those who have fully realized the Supreme Soul. The Supreme Personality of Godhead, as Paramātmā, is sitting within everyone's heart, trying to elevate everyone to the platform of Kṛṣṇa consciousness. Therefore He is called ātma-bhāvana. The Supreme Personality of Godhead is always trying to give the individual soul the intelligence to understand about Himself. He is always with the individual as a friend sitting by the side of a friend, and He gives facilities to all living entities according to their desires.

SB Canto 6

The transcendental Lord's two lotus feet are always massaged by a multitude of the best devotees with their lotus-bud hands.
SB 6.16.25, Translation:

O transcendental Lord, who are situated in the topmost planet of the spiritual world, Your two lotus feet are always massaged by a multitude of the best devotees with their lotus-bud hands. You are the Supreme Personality of Godhead, complete in six opulences. You are the supreme person mentioned in the Puruṣa-sūkta prayers. You are the most perfect, self-realized master of all mystic power. Let me offer my respectful obeisances unto You."

Srimad-Bhagavatam Lectures

Kṛṣṇa has appeared now as devotee. So you must help Him how He can become a best devotee. Not that pose Him into Kṛṣṇa position.
Lecture on SB 1.2.6 -- Vrndavana, October 17, 1972:

Jñāna. Jñāna has been especially mentioned because the jñānīs, they are contaminated by the desire of merging into the existence of God. Therefore one should give up this desire. Karmīs, they are for sense gratification; jñānīs, for merging into the existence. Jñāna-karmādy-anāvṛtam, ānukūlyena kṛṣṇānuśīlanam (CC Madhya 19.167). Ānukūlyena. Anukūla means favorable. What Kṛṣṇa wants, you serve Him. Service means that. Service does not mean, "I want something and you give me something." No, that is not service. Service means, "What I want, you must give me. That is service. If I say, "Please give me a glass of water," and if you bring a glass of milk, you can say, "Sir, milk is better than water." No. That is not service. I want water now. You must give me water. That is service.

Therefore my Guru Mahārāja did not approve the parties... They are called gaurāṅga-nāgarī. They accept Caitanya Mahāprabhu as Kṛṣṇa. Caitanya Mahāprabhu is Kṛṣṇa, but they pose Him, "Kṛṣṇa is enjoying with gopīs." No, that is called gaurāṅga-nāgarī-bhāva. No. Kṛṣṇa has appeared now as devotee. So you must help Him how He can become a best devotee. Not that pose Him into Kṛṣṇa position. When Caitanya Mahāprabhu came in Vṛndāvana, so many people called Him, "You are Kṛṣṇa. You are Viṣṇu." He was doing this, "Don't say like this, don't say like this," to warn future generation who would like to become Kṛṣṇa's avatāra, so-called avatāra.

Nectar of Devotion Lectures

The best devotee is the spiritual master. Unless one is devotee, pure devotee, how he can be spiritual master? Spiritual master means representative of God.
The Nectar of Devotion -- Vrndavana, October 23, 1972:

You'll find in Bhakti-rasāmṛta-sindhu, it is stated somewhere, that if, if a devotee is coming, then another devotee who is engaged in worship of the Deity may stop Deity worship for the time being and should go immediately to receive the devotee. So Kṛṣṇa also says, mad-bhakta-pūjā abhyadhika. Kṛṣṇa is satisfied more when a devotee worships His devotee. Kṛṣṇa says, "If one is worshiping Me and one is worshiping My devotee, then the person who is worshiping the devotee, he's more important than the person who is worshiping Kṛṣṇa."

Therefore in, in the Gurvaṣṭaka by Viśvanātha Cakravartī Ṭhākura, it is said there: yasya prasādād bhagavat-prasādo. Yasya prasādād bhagavat-prasādo yasya aprasādād na gatiḥ kuto 'pi **. The best devotee is the spiritual master. Unless one is devotee, pure devotee, how he can be spiritual master? Spiritual master means representative of God. So who can become representative of God. Unless he is twenty-four hours engaged in the service of God, Kṛṣṇa, how he can be spiritual master?

1972 Conversations and Morning Walks

That is the vision of the best devotee. He is so much absorbed in Kṛṣṇa's love that he says, "Everything is going on, but I am the lowest. Therefore I cannot see God." That is the best devotee.
Talk with Bob Cohen -- February 27-29, 1972, Mayapura:

Bob: Do you personally feel disease and sickness?

Prabhupāda: Yes.

Bob: Is this a result of your past karma?

Prabhupāda: Hmm?

Bob: This is a result of your past karma?

Prabhupāda: Yes.

Bob: So one in this material world never escapes his karma completely?

Prabhupāda: Yes, escapes. No more karma. For a devotee, no more karma reaction.

Bob: But you must be the best devotee, and you...

Prabhupāda: Hmm. No, I don't consider I am the best devotee. I am the lowest.

Bob: No! No!

Prabhupāda: You are the best devotee.

Bob: (laughter) Oh, no! But see, you say, what you say..., it always, always seems right.

Prabhupāda: Yes, but...

Bob: So then you must be the best devotee.

Prabhupāda: Yes, the thing is that even the best devotee, when he preaches, he comes to the second-class devotee.

Bob: What would the best devotee be doing?

Prabhupāda: The best devotee does not preach.

Bob: What does he do?

Prabhupāda: He sees there is no need of preaching; everyone is devotee. (Bob laughs) Yes. He sees no more nondevotee, all devotee.

Yaśodānandana: Uttama-adhikārī?

Prabhupāda: Uttama-adhikārī. But while I am preaching, how can I say I am the best devotee? Just like Rādhārāṇī. She does not see anyone

nondevotee. Therefore we try to approach Rādhārāṇī.

Bob: Who is this?

Prabhupāda: Rādhārāṇī, Kṛṣṇa's consort.

Bob: Ah.

Prabhupāda: Anyone approaches Rādhārāṇī, She recommends to Kṛṣṇa, "Here is the best devotee. He's better than me." And Kṛṣṇa cannot

refuse. That is best devotee. But it is not to be imitated, "I have become best devotee. Therefore I have stopped." That is... Actually, that is a different stage. So even the best devotee... Without (being) best devotee, he cannot preach actually, ācārya, but he comes to the second stage. Īśvare tad-adhīneṣu bāliśeṣu dviṣatsu ca. He has the vision of dviṣat, somebody envious of God. But it is not the vision of the best devotee. Best devotee sees, "Nobody is envious to God. Everyone is better than me." Just like Caitanya-caritāmṛta author, Kṛṣṇadāsa Kavirāja. He says that "I am lowest than the worm in the stool."

Bob: Who was saying this?

Prabhupāda: Kṛṣṇa... The author of Caitanya-caritāmṛta, Kṛṣṇadāsa Kavirāja. Purīṣera kīṭa haite muñi se laghiṣṭha (CC Adi 5.205). He's not making a show, he's feeling like that, that "I am the lowest. Everyone is best, I am the lowest. Everyone is engaged in Kṛṣṇa's service, I am not engaged." Just like Caitanya Mahāprabhu said, "Oh, I have not a pinch of devotion to Kṛṣṇa. I cry to make a show. If I would have been a devotee of Kṛṣṇa I would have died long ago. I am living; that is the proof that I do not love Kṛṣṇa." That is the vision of the best devotee. He's so much absorbed in Kṛṣṇa's love that he sees, "Everything is going on; simply I am the lowest, therefore I cannot see God." That is best devotee.

Bob: So then a devotee must work for everybody's liberation?

Prabhupāda: Yes, yes. A devotee must work under the direction of a bona fide spiritual master. Not imitate the best devotee.

Bob: Excuse me?

Prabhupāda: Not imitate the best devotee.

Bob: Not, what is that word?

Prabhupāda: Imitate.

Devotees: Imitate, imitate.

Bob: Oh, ācchā, ācchā, I see. Imitate.

That is the point. Our advancement means the more we meet opposing elements, "Oh, that is alright." Therefore preacher is the best devotee because he is a soldier.
Conversation with the GBC -- May 25, 1972, Los Angeles:

Prabhupāda: Here is the God. And Kṛṣṇa says, ahaṁ sarvasya prabhavaḥ (BG 10.8). Mattaḥ parataraṁ nasti. (indistinct). "There is no more superior truth than Me, I am the origin of everthing." Ahaṁ sarvasya prabhavaḥ mattaḥ sarvaṁ pravartate. Everything comes from Him. The Vedānta says, janmādy asya yataḥ (SB 1.1.1), so Absolute Truth is there, which is the original source of everything." So, Kṛṣṇa says, "I am the original source of everything." The Vedānta says the Absolute Truth means the original source of everything. Brahmā confirms it and you must also understand (indistinct). So you must spread your conviction by your literature, by your argument, by your preaching, by facing opposing elements. That is the process. What do you think, Kīrtanānanda Mahārāja?

Kīrtanānanda: (indistinct)

Prabhupāda: That is the point. Our advancement means the more we meet opposing elements, "Oh, that is alright." Therefore preacher is the best devotee because he is a soldier. Just like government gives all importance to the fighting soldier. When there is war, all comforts for the soldier first, then the civil people. There was no butter in Germany, there was no butter. But the soldiers were profusely supplied with butter. And sometimes when the enemy attacks, they throw it away and go away and go to another shelter and still there is butter.

1973 Conversations and Morning Walks

This was practically introduced by my Guru Mahārāja, that living in palatial building and riding on first-class cars, one can become the best devotee. Not that one has to live underneath a tree, imitating Rūpa Gosvāmī. That is not possible in this age.
Morning Walk -- December 11, 1973, Los Angeles:

Prabhupāda: You give up all this material advancement. But there must be Kṛṣṇa consciousness. Otherwise it is waste of time. Live very comfortably, gentlemanly. Kṛṣṇa never says that "You live like wretched urchins." Kṛṣṇa never says that. Yuktāhāra-vihārasya yogo bhavati duḥkha-hā. And this was practically introduced by my Guru Mahārāja, that living in palatial building and riding on first-class cars, one can become the best devotee. Not that one has to live underneath a tree, imitating Rūpa Gosvāmī. That is not possible in this age. That is the continuation of my Guru Mahārāja, that if one is sincere he can remain a first-class devotee even in this material opulence. And if he would not have introduced, then it was not possible to come here and preach this gospel. That because the principle was to live underneath a tree, go to Vṛndāvana, and have loincloth, just like the bābājīs are imitating. No. Even in full material opulence we can become a perfect devotee, provided you follow the principles.

Arjuna fought very chivalrously under the instructions of the Lord, and the Lord certified him to be the best devotee and friend of the Lord.
Letter to Dayananda -- Allston, Mass 10 May, 1968:

Your ambition for chanting Hare Krishna exclusively is very good. But sacrificing the results of action is as good. A concrete example is Arjuna. He fought very chivalrously under the instructions of the Lord, and the Lord certified him to be the best devotee and friend of the Lord. So there is no distinction between chanting and offering the results of one's activity. Sometimes under the garb of chanting people take to the habit of laziness, which is not required at all. Execution of devotional service is prescribed first with enthusiasm and patience. One can execute this transcendental activities staying as he is, but he must follow and try to apply in practical life the instructions as they are given in the Bhagavad-gita or Srimad-Bhagavatam, received through the proper channel.

1972 Correspondence

I am not angry or displeased in any way. These things will sometimes happen even with the best devotees.
Letter to Madhudvisa, Amogha -- Los Angeles 24 August, 1972:

Now you both big leaders in Australia, along with the others, you make a very concerted attempt to help Mohananandan over his difficulties and persuade him that everything is all right; that I am not angry or displeased in any way. These things will sometimes happen even with the best devotees, and in this way try and persuade him to become engaged with his previous enthusiasm for becoming once again a great devotee. He is young boy, so we should not take his actions too seriously, better to forget the past and try to reform him.

Now spread this idea also to the other leaders. So now I do not think there will be any difficulty for you to fill your Seattle centre with the best devotees in our Movement.
Letter to Sukadeva -- Ahmedabad 13 December, 1972:

I like this idea of distributing books and preaching, that is Lord Caitanya's plan, and because you are doing it so nicely you are already making the greatest contribution, so what need there is for some special instruction from me? But if you want, I must give, because you are serving Krishna so nicely, so in that case my request to you is that you enter into the universities and colleges wherever possible and preach there with a view to recruiting some first-class devotees for helping me manage and push on this movement all over the world. Overall there is shortage of first-class, experienced men to manage things just to the highest standard, as you are doing. Therefore I am calling upon you the big leaders to push this idea forward, namely, to attract some educated men to join us. The idea is that they will only agree to join us if we ourselves conduct ourselves intelligently by the preaching approach. The secret will be to engage them as they like to be engaged, that is, supposing I have got some education, I am business student, or I have got some skill or talent, I am typist or musician or something like that, so I will like to utilize these things for Krishna only if I am encouraged in a certain way, very tactfully, and I must not be discouraged by too much forcing me at first to accept everything of shaving the head, rising very early, going for street sankirtana, like that. No, let me come gradually, let me study also Krishna Consciousness and see how it is practical and sublime. Gradually I may get some taste for these other things and agree to do them voluntarily and intelligently. We are not dogma or like army-camp, no. We are servants of Krishna, that means because we understand that Krishna is our Protector under all circumstances, we have no more any anxiety, so we become very liberal and tolerant of all kinds of seeing others' sinful activities, and we see them innocent victims of maya, and we try to help them understand what is the real position of life. So you know this art, how to attract and engage men, so aim yourself at the top-class of men and give them every opportunity and facility to become convinced of our philosophy and engage themselves to their satisfaction. That will be the best contribution. Now spread this idea also to the other leaders. So now I do not think there will be any difficulty for you to fill your Seattle centre with the best devotees in our Movement, and then I shall be very glad to come there at next opportunity to give them all my personal instruction. In this way, appeal yourself to the high class of men, not the mass. Mass, too, we do not eliminate anyone, but if best men are there to run on things, mass will follow later.

1973 Correspondence

So that will be the supreme perfection of our existence, to come to that point of being best friend, best devotee of Krishna.
Letter to George -- Bombay 4 January, 1973:

But even more dear than such devotee who is dear to Krishna, one who is "very, very dear to Me," is "He who follows this imperishable path of devotional service and who completely engages himself with faith, making Me the supreme goal," and also "one who explains the supreme secret to the devotees," . . or one who is preaching the message of Krishna to the devotees everywhere—such person is most highly regarded by Krishna as His best friend and devotee:

na ca tasman manusyesu
kascin me priya-krttamah
bhavita na ca me tasmad
anyah priyataro bhuvi
(BG 18.69)

"There is no servant in this world more dear to Me than he, nor will there ever be one more dear."

So that will be the supreme perfection of our existence, to come to that point of being best friend, best devotee of Krishna. And how is that? If we become simply engaged in His preaching work, trying with whatever talent or education or experience or material advantages we have got, to spread Krishna Consciousness message all over the world. That is best friend of Krishna, that is Krishna's pet dog.

Srimate Tulasi devi is giving you her best favor because you are best devotee, that is to be understood.
Letter to George -- Bombay 4 January, 1973:

I have heard that your good wife, Patty is growing Srimate Tulasi devi there at your house with good success. That is another very auspicious sign. The Tulasi, she will not go to live with anyone nondevotee, and because she is growing so profusely, therefore she is giving you her best favor because you are best devotee, that is to be understood. Now go on with your chanting regularly as much as possible, that will protect you from the attack of Maya, without any doubt. Just like if there is sunshine then where is the question of darkness? So Maya cannot remain in the presence of Krishna, therefore we chant always Hare Krishna to become freed from all attachment to Maya.
