BG 15.17, Translation and Purport:

Besides these two, there is the greatest living personality, the Supreme Soul, the imperishable Lord Himself, who has entered the three worlds and is maintaining them.

The idea of this verse is very nicely expressed in the Kaṭha Upaniṣad (2.2.13) and Śvetāśvatara Upaniṣad (6.13). It is clearly stated there that above the innumerable living entities, some of whom are conditioned and some of whom are liberated, there is the Supreme Personality, who is Paramātmā. The Upaniṣadic verse runs as follows: nityo nityānāṁ cetanaś cetanānām. The purport is that amongst all the living entities, both conditioned and liberated, there is one supreme living personality, the Supreme Personality of Godhead, who maintains them and gives them all the facility of enjoyment according to different work. That Supreme Personality of Godhead is situated in everyone's heart as Paramātmā. A wise man who can understand Him is eligible to attain perfect peace, not others.

It is said that the import of the Vedas becomes clear to one who is not only a sincere devotee of the Lord but also a sincere servitor of the spiritual master. The spiritual master knows the purpose of the Vedas, practices it personally, and teaches the disciple of the true light of the Vedas. The supreme spiritual master, Lord Śrī Kṛṣṇa, teaches us the import of the Vedas in the following verse of Bhagavad-gītā (15.16):

dvāv imau puruṣau loke
kṣaraś cākṣara eva ca
kṣaraḥ sarvāṇi bhūtāni
kūṭa-stho 'kṣara ucyate

The Lord says that in the Vedas it is mentioned that there are two kinds of living beings, called the fallible and the infallible. Those living beings who are materially encaged are all fallible, whereas those who are not conditioned and who are eternally situated in the spiritual realm are called akṣara, or infallible. The Lord then says,

uttamaḥ puruṣas tv anyaḥ
paramātmety udāhṛtaḥ
yo loka-trayam āviśya
bibharty avyaya īśvaraḥ
yasmāt kṣaram atīto 'ham
akṣarād api cottamaḥ
ato 'smi loke vede ca
prathitaḥ puruṣottamaḥ

"Besides these innumerable fallible and infallible living beings there is another, superior personality, known as the Paramātmā. He pervades all the three worlds and exists as the supreme controller.

"And because I (Lord Śrī Kṛṣṇa) am transcendental to all of them, even those who are infallible, I am known in all the Vedas and histories (the Purāṇas, Mahābhārata, Rāmāyaṇa, etc.) as the Absolute Supreme Personality of Godhead." (Bg. 15.17-18)

The import of the Vedas is still more explicitly explained in Śrīmad-Bhāgavatam. The conclusion of the Vedic literatures is that Lord Śrī Kṛṣṇa is the primeval Lord and the cause of all causes. He has His eternal two-armed form as Śyāmasundara, with features exactly like those of a most beautiful young man, and that is the sum and substance of the Vedas concerning God. God is one, but the living entities, including both the liberated and the conditioned, are many and have many different grades of positions. The living entities are never equal to God, but as parts and parcels of the Lord they are eternally His servitors. As long as the living entities are situated normally as His servitors they are happy; otherwise they are always unhappy. That is the Vedic conclusion.

Prabhupāda: ...prajña. This point must be clearly understood. Then you go further. A kṣetra... This body is kṣetra. Kṣetra means "the field of activities." Just like a kṛṣana works in his field, and he reaps his result. As he works, he gets the result. Similarly, this body is kṣetra, and we are working with this body. And we are reaping the result. Karmaṇa daiva-netreṇa (SB 3.31.1). Karmaṇa. So this is the kṣetra and kṣetra-jña. Now... And next He says that "I am also kṣetra-jña. I am also kṣetra-jña." How He's kṣetra-jña? Because He's Paramātmā.

Dr. Patel: He's the presiding...

Prabhupāda: Therefore... Therefore there are two kṣetra-jñas: one, the jīvātmā, and one, the Paramātmā. The Māyāvādīs do not accept it. They say the only kṣetra-jñaḥ. Jivātmā and Paramātmā the same.

Chandobhai: Dvau suparṇā...

Prabhupāda: Yes, that is confirmed by the Upaniṣads.

Chandobhai: Dvau suparṇā are there...

Prabhupāda: There are two birds.

Dr. Patel: In Bhagavad-gītā it is said.

Prabhupāda: Two birds, two birds. Yes. Two birds. Bhagavad-gītā, it is clearly said. Anumantā upadraṣṭā. One kṣetra-jña is anumantā and upadraṣṭā; another kṣetra-jña is not anumantā. He's simply enjoying.

Dr. Patel: But that is... Dvāv imau puruṣau loke kṣaraś cākṣara... kṣaraḥ sarvāṇi bhūtāni kūṭa-stho 'kṣara ucyate. Uttamaḥ puruṣas tv anyaḥ paramātmety... (break) ...uttama puruṣa.

Prabhupāda: Yes. Kṣara and akṣara means conditioned soul and liberated soul. Those who are in the Vaikuṇṭha world, spiritual world, they are all liberated souls. And those who are within this material world, they are conditioned souls. So...

Dr. Patel: When I read...

Prabhupāda: Now, let us finish. So this should be clearly understood, that in this body the both the Paramātmā and jīvātmā living.

Dr. Patel: Stay together, live together.

Prabhupāda: Yes. But the Māyāvādīs, they says there is no jīvātmā. The same thing, Paramātmā. That is not.

Dr. Patel: Those two birds are living on the same tree.

Prabhupāda: That is the difference. That is the difference. Paramātmā and jīvātmā, what is the difference? Kṛṣṇa says that sarva-kṣetreṣu bhārata. I... This is very practical, that I am the jīvātmā. I am living in this body. I know the business of my body, pains and pleasures, but I do not know what is the pains and pleasures of your body. You also do not know what is the pains and pleasures... Therefore we are individual. But Paramātmā, because He's there, He knows what is your pains and pleasure, what is my pains and pleasure. Not only you, but all living entities. That is Paramātmā. So those who are falsely claiming that "I am Paramātmā," this is the test: whether you are cognizant of everything?
