SB Canto 1

The executive head of a global government must be a trained person like Mahārāja Yudhiṣṭhira, and he must have the full autocratic power to rule over the world.
SB 1.10.3, Purport:

The conception of one world state can only be fulfilled if we can follow the infallible authority. An imperfect human being cannot create an ideology acceptable to everyone. Only the perfect and the infallible can create a program which is applicable at every place and can be followed by all in the world. It is the person who rules, and not the impersonal government. If the person is perfect, the government is perfect. If the person is a fool, the government is a fool's paradise. That is the law of nature. There are so many stories of imperfect kings or executive heads. Therefore, the executive head must be a trained person like Mahārāja Yudhiṣṭhira, and he must have the full autocratic power to rule over the world.

An autocracy like Mahārāja Yudhiṣṭhira's is by far superior to a so-called democracy.
SB 1.10.4, Purport:

in contrast with the modern, advanced, civilized form of government, an autocracy like Mahārāja Yudhiṣṭhira's is by far superior to a so-called democracy in which animals are killed and a man less than an animal is allowed to cast votes for another less-than-animal man.

SB Canto 2

The kings or the kṣatriya administrators would always consult the council of learned brāhmaṇas. They were never autocratic monarchs.
SB 2.7.9, Purport:

According to the system of varṇāśrama-dharma, the pious and learned brāhmaṇas were the natural guardians of society. The brāhmaṇas, by their learned labor of love, would instruct the administrator-kings how to rule the country in complete righteousness, and thus the process would go on as a perfect welfare state. The kings or the kṣatriya administrators would always consult the council of learned brāhmaṇas. They were never autocratic monarchs. The scriptures like Manu-saṁhitā and other authorized books of the great sages were guiding principles for ruling the subjects, and there was no need for less intelligent persons to manufacture a code of law in the name of democracy. The less intelligent mass of people have very little knowledge of their own welfare, as a child has very little knowledge of its future well-being. The experienced father guides the innocent child towards the path of progress, and the childlike mass of people need similar guidance.

Every state and its administrators, regardless of the nature of the administration—monarchy or democracy, oligarchy or dictatorship or autocracy—have the prime responsibility to lead the citizens toward God realization.
SB 2.7.22, Purport:

The kṣatriyas, or the ruling administrators of any part of the universe, either on this planet or on other planets, are factually the representatives of the Almighty Personality of Godhead, and they are meant to lead the subjects towards the path of God realization. Every state and its administrators, regardless of the nature of the administration—monarchy or democracy, oligarchy or dictatorship or autocracy—have the prime responsibility to lead the citizens toward God realization. This is essential for all human beings, and it is the duty of the father, spiritual master, and ultimately the state to take up the responsibility of leading the citizens towards this end. The whole creation of material existence is made for this purpose, just to give a chance to the fallen souls who rebelled against the will of the Supreme Father and thus became conditioned by material nature. The force of material nature gradually leads one to a hellish condition of perpetual pains and miseries.

SB Canto 4

Although it is misconceived that formerly the monarchial government was autocratic, from the description of this verse it appears that not only was King Uttānapāda a rājarṣi, but before installing his beloved son Dhruva on the throne of the empire of the world, he consulted his ministerial officers, considered the opinion of the public, and also personally examined Dhruva's character.
SB 4.9.66, Purport:

There were senior family members and ministers who could make changes and elect the proper person to the throne, although the throne could be occupied only by the royal family. In modern days also, wherever there is monarchy, sometimes the ministers and elderly members of the family select one member from the royal family to occupy the throne in preference to another.

Formerly, although the kings were autocrats, they strictly followed the principles laid down by great sages and saintly persons.
SB 4.20.15, Purport:

In the modern age of democracy there are so many government representatives voting for legislation. Every day they bring out a new law. But because these laws are only mental concoctions manufactured by inexperienced conditioned souls, they cannot give relief to human society. Formerly, although the kings were autocrats, they strictly followed the principles laid down by great sages and saintly persons. There were no mistakes in ruling over the country, and everything went perfectly. The citizens were completely pious, the king levied taxes legitimately, and therefore the situation was very happy. At the present moment the so-called executive heads are more or less selected from materially ambitious persons who simply look after their own personal interests; they have no knowledge of the śāstras. In other words, the executive heads are fools and rascals in the strict sense of the terms, and the people in general are śūdras.

The jīva has been referred to as the Lord's marginal potency. The jīva is unpredictable: sometimes he is under the material energy's control, and at other times under the spiritual energy's shelter. But the supreme, infallible Lord never comes under the sway of any of His energies: He forever remains the absolute autocrat, the master of all energies, the Supreme Personality of Godhead, Vāsudeva. All energies emanate from Him, and thus He is the supreme energetic principle. When the two words sva-rāṭ ("independent") and param ("supreme") are used to describe an entity, then He must be the Supreme Personality of Godhead, the eternal cause of all causes.

Light of the Bhagavata

In a so-called democratic government, corruption is even more rampant than in an autocracy or monarchy.
Light of the Bhagavata 44, Purport:

In a monarchy, one man sufficiently trained was competent enough to conduct alone the business of the state. But in a democracy no one is trained like a prince; instead, politicians are voted to responsible posts of administration by diplomatic arrangements. In place of one king or supreme executive officer, in a democracy there are so many quasi-kings: the president, the ministers, the deputy ministers, the secretaries, the assistant secretaries, the private secretaries, and the undersecretaries. There are a number of parties—political, social, and communal—and there are party whips, party whims, and so on. But no one is well enough trained to look after the factual interests of the governed. In a so-called democratic government, corruption is even more rampant than in an autocracy or monarchy.

Although Caitanya Mahāprabhu is God Himself, Kṛṣṇa, Kṛṣṇa-Caitanya, but He is not, what is called, autocratic or, what is called, dictator.

Therefore, according to Vedic civilization, if you want to establish something you have to quote the section or the injunction from the Vedas, Then it is perfect. In learned circle you cannot say anything hodge-podge. That will not be accepted. If you support your statement from the evidence of the Vedas, then you are accepted as authority. Therefore our principle is... Not only our, this is the Vedic principle. You'll find Caitanya Mahāprabhu giving instruction to Sanātana Gosvāmī, to Rūpa Gosvāmī, or He was talking with Rāmānanda Rāya—in Caitanya-caritāmṛta you'll find—and quoting support from the Vedas. Although Caitanya Mahāprabhu is God Himself, Kṛṣṇa, Kṛṣṇa-Caitanya, but He is not, what is called, autocratic or, what is called, dictator. No. You'll never find Him. Whatever He'll say, immediately He supported by Vedic evidence. He can say anything. He can manufacture anything. No, that He does not do. He does not violate the principle. In the Bhagavad-gītā also... Kṛṣṇa is the Supreme Personality of Godhead. He's also quoting from Vedas.

The kings, they would not do anything without consulting. Don't think that because there was monarchy, they were all autocrat. If the brāhmaṇas would not agree, then they won't do.
Lecture on SB 1.9.2 -- Los Angeles, May 16, 1973:

So this kṣatriya, this Mahārāja Yudhiṣṭhira, they also kṣatriyas. So when they were going to see Bhīṣmadeva, they were going there in royal style, with chariots, with horse, and decorated with golden ornaments and the brāhmaṇas, Vyāsadeva and other. All the kṣatriyas, kings, would be always accompanied by hoards of brāhmaṇas. As soon as they required any instruction, immediately consult the brāhmaṇas, and they gave good advice: "Do like this." This is the business of the brāhmaṇa. And the kings, they would not do anything without consulting. Don't think that because there was monarchy, they were all autocrat. No. If the brāhmaṇas would not agree, then they won't do. The brāhmaṇa's community, all saintly persons and learned scholars, brāhmaṇas... There was a committee, and the king would take their advice how to manipulate the political affairs or administration, and they would consult standard books. Just like nowadays the rascals, every day they are changing some law.

The conception of a world state can take shape only under the regime of a perfect king like Mahārāja Yudhiṣṭhira. The world was happy in those days because there were kings like Mahārāja Yudhiṣṭhira to rule over the world." Let this king follow Mahārāja Yudhiṣṭhira and show an example of how monarchy can make a perfect state. There is instruction in the śāstras, and if he follows, he can do that. He has got the power.

Everything should be decided in a meeting, and president may be have as a casting vote, but the decision of the meeting will be actually the decision. Not that president autocracy, no.
Meeting with Devotees -- June 9, 1969, New Vrindaban:

Prabhupāda: (Chuckling) No. Another thing is that, as I suggested, that Kīrtanānanda Mahārāja, being sannyāsī, he should be given the top post to give honor to the position of a sannyāsī. Otherwise in our society there is no meaning of a sannyāsī.

Hayagrīva: So you want him to be president?

Prabhupāda: I think he should be, like that. You become secretary, and Śyāma dāsī become assistant secretary. Of course, everything should be decided in a meeting, and president may be have as a casting vote, but the decision of the meeting will be actually the decision. Not that president autocracy, no. Or he may be president, you may be vice president and others, Śyāma dāsī, secretary, and treasurer he is. From sampradāya point of view, sannyāsī has to be given the top post. Do you think he will overrule you? (Laughs)

These kings like Mahārāja Parīkṣit and others, they were consulting learned brāhmaṇas, not that they were actually autocrat.

Hayagrīva: This is not best. This is not best. You mention that in the books, that this is not very good.

Prabhupāda: This is not very good in this sense... But at that time one man was so advanced that his order was perfect. Actually these kings like Mahārāja Parīkṣit and others, they were consulting learned brāhmaṇas, not that they were actually autocrat. No. They used to consult how the government should be conducted.

Kīrtanānanda: They had a council of brāhmaṇas.

Prabhupāda: Yes, council of brāhmaṇas. Yes. The brāhmaṇas, they are not politicians, but they would give from śāstra direction, "You are a king. You do like this."

So far Vedic culture is concerned, they advocated monarchy because the one man's training, a good king guided by the brahminical culture, although it was autocratic sometimes, but because the king was very cultured there was no possibility of doing any harm to the citizens.

Guest (4): Then what system do you advocate?

Prabhupāda: Of course, so far Vedic culture is concerned, they advocated monarchy because the one man's training, a good king guided by the brahminical culture, although it was autocratic sometimes, but because the king was very cultured there was no possibility of doing any harm to the citizens. But democracy means simply they are given the post by votes, and they may be all rascals. Then what they can think of good to the citizens?

And when the Kṛṣṇa conscious people will elect Kṛṣṇa conscious leaders there will be peace and prosperity. And now, because the minority is Kṛṣṇa conscious, they cannot elect Kṛṣṇa conscious leaders and therefore havoc is being played.

They were worshiped, Mahārāja Yudhiṣṭhira, Mahārāja Parīkṣit, Mahārāja Ambarīṣa. They are not autocrat. They understood the science of Bhagavad-gītā from saintly person, exalted brāhmaṇas.

Prabhupāda: Imaṁ rājarṣayo viduḥ. It is meant for the rulers, rājarṣi, not for the loafers. Imaṁ rājarṣayo viduḥ. (Hindi) Our, this monarchy was there, but they were rājarṣis, monarch, at the same time, great saintly person. Therefore they were worshiped, Mahārāja Yudhiṣṭhira, Mahārāja Parīkṣit, Mahārāja Ambarīṣa. They are not autocrat. Imaṁ rājarṣayo viduḥ. They understood the science of Bhagavad-gītā from saintly person, exalted brāhmaṇas. They ruled. You'll find in Śrīmad-Bhāgavatam this Mahārāja Parīkṣit, grandson of Arjuna. His father died when he was in the womb of his mother. So all, everyone died. Only these five brother remained. And Parīkṣit Mahārāja, the grandson of Arjuna, he was in the womb of his mother Uttarā. So he was also attempted to be killed by Aśvatthāmā by brahmāstra. Kṛṣṇa saved him. So anyway, the grandfathers took care of this child, baby in the womb.

The Vedic system of autocracy or monarchy in good training of God consciousness can save the world though less political thieves have failed with Marxism but if in England people can come to Krsna Consciousness monarchy is superficially maintained, and if the next Krsna Consciousness autocrat it will be a great revolution in the political field.
Letter to Syamasundara -- Bombay 1 April, 1974:

I understand that some philosophers in Russia are thinking of autocracy with good sense. I am also advocating this philosophy. I have explained many times, the Vedic system of autocracy or monarchy in good training of God consciousness can save the world though less political thieves have failed with Marxism but if in England people can come to Krsna Consciousness monarchy is superficially maintained, and if the next Krsna Consciousness autocrat it will be a great revolution in the political field. Such noble king is not an autocrat but is guided by Brahmins how to rule and see everyone employed in their respective duties as Brahmana, Ksatriya, Vaisya, and Sudra and no one unemployed. There is no question of unwanted upheaval in society.
