Among the antyajas, those who are still somewhat pure in that they do not steal and are not addicted to meat-eating, drinking, illicit sex and gambling are called antevasāyī.
SB 7.11.30, Purport:

Among the mixed classes, there are two divisions—pratilomaja and anulomaja. If a woman of a high caste marries a man of a lower caste, their union is called pratiloma. If a woman of a low caste, however, marries a man of a higher caste, their union is called anuloma. The members of such dynasties have their traditional duties as barbers, washermen and so on. Among the antyajas, those who are still somewhat pure in that they do not steal and are not addicted to meat-eating, drinking, illicit sex and gambling are called antevasāyī. Among people of the lower classes, intermarriage and the drinking of wine are allowed, for these people do not recognize such conduct as sinful among themselves.

Generally Westerners are addicted to meat-eating, drinking, gambling and illicit sex; therefore their taking up Kṛṣṇa consciousness is astonishing.
CC Madhya 16.175, Purport:

This Kṛṣṇa consciousness movement is being spread throughout the world, but not even one yavana or mleccha addicted to drinking could have changed and accepted Kṛṣṇa consciousness without Śrī Caitanya Mahāprabhu's grace. People are often astonished to see many thousands of Westerners converted to Vaiṣṇavism. Generally Westerners are addicted to meat-eating, drinking, gambling and illicit sex; therefore their taking up Kṛṣṇa consciousness is astonishing. In India, especially, there is much astonishment at this. The answer, however, is given here: darśana-smaraṇe yāṅra jagat tārila. This change is made possible simply by the remembrance of Śrī Caitanya Mahāprabhu.

A person in the material world, when favored by the material opulence of riches, generally becomes addicted to three things—intoxication, sex and gambling.

Because the great sage was compassionate upon them, he wanted to finish their false enjoyment of intoxication and association with young girls and wanted them to see Lord Kṛṣṇa face to face. He conceived of cursing them as follows. He said that the attraction for material enjoyment is due to an increase of the mode of passion. A person in the material world, when favored by the material opulence of riches, generally becomes addicted to three things—intoxication, sex and gambling. Materially opulent men, being puffed up with the accumulation of wealth, also become so merciless that they indulge in killing animals by opening slaughterhouses. And they think that they themselves will never die. Such foolish persons, forgetting the laws of nature, become overly infatuated with the body. They forget that the material body, even though very much advanced in civilization, up to the position of the demigods, will finally turn into ashes or stool. And while one is living, whatever the external condition of the body may be, within there is only stool, urine and various kinds of worms. Thus being engaged in jealousy and violence to other bodies, materialists cannot understand the ultimate goal of life, and without knowing this goal of life, they generally glide down to a hellish condition in their next life.

Just like Caitanya Mahāprabhu. He delivered Jagāi-Mādhāi. They were all this: addicted to illicit sex, meat-eating, drinking and intoxication, gambling.
Lecture on SB 1.2.15 -- Vrndavana, October 26, 1972:

Just like Caitanya Mahāprabhu. He delivered Jagāi-Mādhāi. They were all this: addicted to illicit sex, meat-eating, drinking and intoxication, gambling. That was their business. So Nityānanda Prabhu went to deliver them, that "First of all, these rascals should be delivered." Therefore He went there. They were very angry. They hurt Him by throwing one stone on His forehead, and blood came out. Still, Nityānanda Prabhu said, "All right, I don't mind. Please chant Hare Kṛṣṇa." This is preaching, Nityānanda. But when Lord Caitanya heard it, He became very angry. He wanted to kill them immediately. So Nityānanda Prabhu requested that "In this incarnation You have promised not to accept any weapons. Please become," I mean to say, "kind upon them." This is the person... This is the business of guru. Guru introduces with God and prays to God, "Please excuse him." This is guru's business. And by the request of guru, God agrees to excuse him. This is the process.

Māyā, or the influence of nature, in this age especially, it is very, very strong, and majority of people are therefore addicted to this sinful life: illicit sex, meat-eating, gambling and intoxication.
Lecture on SB 1.16.20 -- Los Angeles, July 10, 1974:

So here it is mentioned that "Or are you in great anxiety because henceforward..." Henceforward means from that time the Kali-yuga has begun. Since these four principles of unlawful activities—illicit sex, meat-eating, gambling and intoxication—is freely allowed, that is Kali-yuga. So in this age, in this Kali-yuga, it is very, very difficult for persons who are interested in self-realization to remain free from sinful activities. It is very, very difficult. Māyā, or the influence of nature, in this age especially, it is very, very strong, and majority of people are therefore addicted to this sinful life: illicit sex, meat-eating, gambling and intoxication. But those who are interested in the matter of self-realization, they should voluntarily give up these sinful activities. Then, "Their sacrifices will be stopped. Demigods, they will not get their share."

What was the Jagāi-Mādhāi's fault that he's considered pāpī-tāpī? They were addicted to these four principles: illicit sex, meat-eating, intoxication, and gambling. They were addicted to these principles.
Lecture on SB 5.5.2 -- London, September 17, 1969:

Pāpī means sinful and tāpī means suffering. If you become sinful, then you must suffer. If you... Just like if you contaminate some disease, you must suffer. Similarly, if you contaminate sinful activity, then you must suffer. Pāpī-tāpī jata chilo hari-nāme uddhārilo. They have been delivered. So how they have been delivered? Tāra sākṣī jagāi mādhāi. The living example is Jagāi and Mādhāi. What was the Jagāi-Mādhāi's fault that he's considered pāpī-tāpī? They were addicted to these four principles: illicit sex, meat-eating, intoxication, and gambling. They were addicted to these principles. They were born in high brāhmaṇa family, but by bad association they became drunkard number one, womanhunters, meat-eaters and gamblers and guṇḍās, like anything. But Caitanya Mahāprabhu delivered them. Caitanya Mahāprabhu's process was that He used to send daily His devotees to go and chant Hare Kṛṣṇa and preach Hare Kṛṣṇa just like we are trying to do here.

Jagāi Mādhāi were drunkards, illicit sex, meat-eater, and gambling. These four things, they were very much addicted, so they were rejected from the society. The society was so pure.
Lecture on SB 6.1.19 -- Honolulu, May 19, 1976:

But the māyā is so powerful that it induces again to commit sinful life. So we have to promise... Just like Jagāi Mādhāi. They were delivered by Caitanya Mahāprabhu. They were very sinful, their activities. Sinful means that has become ordinary things nowadays in Kali-yuga. They... What is that sinful? They were drunkards, illicit sex, meat-eater, and gambling. These four things, they were very much addicted, so they were rejected from the society. The society was so pure. Five thousand years before, Parīkṣit Mahārāja gave the Kali-yuga four places. First of all he wanted to kill Kali. Then he begged pardon, "Sir, I am also your praja, a citizen in your kingdom. So it is my business to kill these animals. So why you are punishing me? So give me protection. What can I do?" So Parīkṣit Mahārāja allowed, "No, you cannot do in my kingdom. You have to go out." So Parīkṣit Mahārāja was the emperor of the whole world, so the Kali, he said, "Sir, you say go out of your kingdom, but where is not your kingdom? Everywhere, throughout the whole world, where shall I go?" Then he designated that "You stay in these four places." "What are those places?" "Now, where illicit sex, brothel, prostitutes are going on. You can live there. And where unnecessary animal killing is going on, you can stay here. And where drinking, intoxication, is encouraged, you can stay there. And where gambling is there, you can stay there." So he could not find any place throughout the whole world where these things were going on. That is the kingdom of Mahārāja Parīkṣit. There was no chance.

What is sinful life? Illicit sex, meat-eating, intoxication, and gambling. Because they are addicted to these things they are duṣkṛtina and narādhama, lowest of the mankind.
Lecture on CC Adi-lila 1.2 -- Mayapur, March 26, 1975:

Because these rascals and fools, they are in darkness—they do not know what is the goal of life—Kṛṣṇa is so kind that He is canvassing, sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja. This is the philosophy. So still, they are not doing so. Why? Narādhamāḥ. Because the lowest of the mankind, narādhama. How they have become narādhama? Now, duṣkṛtina, always committing sinful life. What is sinful life? Illicit sex, meat-eating, intoxication, and gambling. Because they are addicted to these things they are duṣkṛtina and narādhama, lowest of the mankind. And whatever knowledge they are acquiring by so-called education, that is false knowledge. Māyayāpahṛta-jñānā. This is the position.

Just like we restrict our students in four principles: illicit sex life and intoxication, gambling, and meat-eating. So it is not that a gambler or a meat-eater or a man addicted to illicit sex life, he cannot love Kṛṣṇa. It is not that. But that is very rare case.
Interview -- September 24, 1968, Seattle:

Prabhupāda: It is not the method that is important. The real important is how to develop your love of Kṛṣṇa. If somebody develops love of Kṛṣṇa, or God, without those methods, there is no objection. We are not limited by the methods or ritualistic methods. But there are certain ritualistic method, which, if one follows, then he can quickly learn the art of Kṛṣṇa consciousness. Just like we restrict our students in four principles: illicit sex life and intoxication, gambling, and meat-eating. So it is not that a gambler or a meat-eater or a man addicted to illicit sex life, he cannot love Kṛṣṇa. It is not that. But that is very rare case. If he follows these principles, then it will be easier for him. Because Kṛṣṇa, or God is pure, so so long one is impure in his habits, it is not possible for him. So these are the purificatory processes.

Our boys, Europeans, American boys, they were addicted with illicit sex life. They were addicted to meat-eating. They were addicted drinking. They were addicted to gambling. Now they've given up everything.

Prabhupāda: For example, for example, our boys, Europeans, American boys, they were addicted with illicit sex life. They were addicted to meat-eating. They were addicted drinking. They were addicted to gambling. Now they've given up everything. There is no illicit sex in our society. There is no gambling. There is no meat-eating. There is not even smoking, or taking, drinking tea. How it is possible? They were addicted to all these things from beginning of their life. Now they have given up. If you take this as good qualities, then they have already developed, besides others. Why? Because due to Kṛṣṇa consciousness.

From the very beginning of their life they are addicted to these principles: illicit sex, meat-eating, intoxication, gambling. How they have changed? They don't touch it. How it has become possible?

Prabhupāda: Well, saṁskāra you can change in a second. Saṁskāra may be powerful. (indistinct) Kṛṣṇa assures you, ahaṁ tvāṁ sarva-pāpebhyo mokṣayiṣyāmi. He will give you protection. Saṁskāra means you did some sinful activities and you are suffering. But He gives you protection. Sarva-pāpebhyo. Then what is the meaning of saṁskāra? You can change your saṁskāra immediately by surrendering to Kṛṣṇa. Why you are so much concerned with saṁskāra? He says, sarva-dharmān parityajya mām ekaṁ śaraṇaṁ... (BG 18.66), ahaṁ tvāṁ sarva-pāpebhyo mokṣa... The saṁskāra as effects of sinful activities, that is troublesome. So He gives you protection. Mā śucaḥ, "Don't worry." Why don't you take this? You don't want to change your saṁskāra, and who can help you? That is a different thing. You don't want to change. Otherwise Kṛṣṇa is ready to give you all help. How their saṁskāra is changed? From the very beginning of their life they are addicted to these principles: illicit sex, meat-eating, intoxication, gambling. How they have changed? They don't touch it. How it has become possible?

I am speaking this freely because you are a gentleman, but the civilization, modern civilization, everyone is addicted to intoxication, everyone is flesh-eating, everyone is illicit sex, everyone is addicted to gambling. So where is pure person?

Prabhupāda: The fascist and the non-fascist and this and everyone... And that is being prepared, the atomic bomb. You see? They will be all killed, nature's way. You see? They have become so sinful. I am speaking this freely because you are a gentleman, but the civilization, modern civilization, everyone is addicted to intoxication, everyone is flesh-eating, everyone is illicit sex, everyone is addicted to gambling. So where is pure person? They require all to be killed, fascist and non-fascist. Because according to Bhagavad..., paritrāṇāya sādhūnāṁ vināśāya ca duṣkṛtām (BG 4.8). All these people, under different names.

Room Conversation with Alcohol and Drug Hospital People -- May 16, 1975, Perth:

Prabhupāda: There is. Everyone is prone to fall down. But that percentage is very low, say, one in five hundred. We have got about ten thousand students all over the world. Out of them, they have fallen about ten or, say, fifteen, that's all.

Guest (2): You means you have ten thousand students who used to be addicted to something?

Prabhupāda: Yes. Addicted to everything—illicit sex, meat-eating, intoxication, and gambling. And now they have given up everything.

Guest (2): And those who relapse, can they be treated again?

Prabhupāda: Again?

Paramahaṁsa: Those who have relapsed, can they be treated again?

Prabhupāda: Ah, yes, that I say. Say, utmost, ten out of ten thousand.

Paramahaṁsa: He says, "Can they be treated again, a second time?"

Prabhupāda: Oh, yes. Even American government is pleased with this movement because they have spent so much millions of dollars for stopping LSD, and they are surprised that when the people come here, they give up.

Just see. Here is first-class man. They do not have any bad habit, illicit sex, intoxication, meat eating, or gambling. They are all young men. They are not addicted to all these things.
Press Conference -- July 16, 1975, San Francisco:

Reporter (2): Why does the Hare Kṛṣṇa movement not engage in social protest?

Prabhupāda: We are the best social worker. People are fools and rascals. We are teaching them nice idea of God consciousness. We are the best social worker. We will stop all crimes. What is your social work? Producing hippies and criminals. That is not social work. Social work means the population must be very peaceful, wise, intelligent, God conscious, first-class man. That is social work. If you produce some fourth-class, fifth-class, tenth-class of men what is social work? We are producing that. Just see. Here is first-class man. They do not have any bad habit, illicit sex, intoxication, meat eating, or gambling. They are all young men. They are not addicted to all these things. This is social work.

By this process of medical treatment people become gradually free from the following four kinds of addictions of sins namely—

(1) Illegitimate connection with women.

(2) Habit of animal killing.

(3) Addiction to intoxication habits

(4) Lure of gambling.

The conditioned human beings are enwrapped in the above four special ___ due to the influence of Kali-yuga and by the transcendental treatment of Hari Sankirtana the mirror of the heart of human being becomes cleansed of all the above mentioned dusts. As soon as the dusts are removed the human being is able to visualize a clear conception of his real self and thereby he becomes free from the miseries pertaining to the body & mind, pertaining to the other living being and pertaining to the onslaughts of nature.
