SB 2.7.38, Purport: The significance of being twice-born has been explained in many places in these great literatures, and again one is reminded herewith that birth, executed by the sex life of the father and the mother, is called animal birth. But such animal birth and progress of life on the animal principles of eating, sleeping, fearing and mating (without any scientific culture of spiritual life) is called the sudra life, or, to be more explicit, the uncultured life of the lower class of men. It is stated herein that the governmental power of society in the Kali-yuga will be passed over to the uncultured, godless laborer classes of men, and thus the nrdevas (or the ministers of the government) will be the vrsalas, or the uncultured lower-class men of society. No one can expect any peace and prosperity in a human society full of uncultured lower classes of men. The symptoms of such uncultured social animals are already in vogue, and it is the duty of the leaders of men to take note of it and try to reform the social order by introducing the principles of twice-born men trained in the science of God consciousness. This can be done by expanding the culture of Srimad-Bhagavatam all over the world. In the degraded condition of human society, the Lord incarnates as the Kalki avatara and kills all the demonic without mercy.

CC Adi 9.41, Purport: The practical effect of our spreading the Krsna consciousness movement all over the world is that now the most degraded debauchees are becoming the most elevated saints. This is only one Indian's humble service to the world. If all Indians had taken to this path, as advised by Lord Caitanya Mahaprabhu, India would have given a unique gift to the world, and thus India would have been glorified. Now, however, India is known as a poverty-stricken country, and whenever anyone from America or another opulent country goes to India, he sees many people lying by the footpaths for whom there are not even provisions for two meals a day. There are also institutions collecting money from all parts of the world in the name of welfare activities for poverty-stricken people, but they are spending it for their own sense gratification. Now, on the order of Sri Caitanya Mahaprabhu, the Krsna consciousness movement has been started, and people are benefiting from this movement. Therefore it is now the duty of the leading men of India to consider the importance of this movement and train many Indians to go outside of India to preach this cult. People will accept it, there will be cooperation among the Indian people and among the other people of the world, and the mission of Sri Caitanya Mahaprabhu will then be fulfilled.

Lecture on BG 4.2 -- Bombay, March 22, 1974: So it is the duty of the brahmana, it is the duty of the father, it is the duty of the public leader, it is the duty of the government to see that everyone is engaged, everyone is employed. As a brahmana, he must be engaged in studying Vedic literature for instructing others. That is brahmana's business. And ksatriya's business is to give protection. Just like Krsna was playing as a ksatriya in Dvaraka. As soon as there is some attack, immediately whole family goes to fight -- Krsna, Balarama, Pradyumna. You have seen in the Bhagavata. Ksatriya's business is to give protection, and vaisya's business is to give protection to the cows. As ksatriya's business is to give protection to the citizens, human being, similarly, vaisya's business is to give protection to the cows, not to send them to the slaughterhouse -- to see the cows are very well-fed, they are fatty, strong, that they must be given food, sufficient food.

The money value is decreasing every day. Nobody knows what will be tomorrow. Rice is selling today at two rupees kilo, tomorrow, three rupees, next day, four rupees. Where is the income is coming? Therefore there is strike, railway strike. So this is the mismanagement. They cannot guarantee. At least in England I have seen that... Or why the England? In America also, the people are happy in this: they have got enough foodstuff, no scarcity. You see? India is in always scarcity. Goods are there. It is hoarded by somebody else. He will not let loose. He will not... Many goods are there, sufficient. The government stock. The government stock because the black marketeer, they have got some arrangement. So many things are going I don't wish to discuss. It is due to unclean politicians, unclean head of the department. Things are so mismanaged, and people are suffering.

In the Bhagavad-gita Lord Sri Krishna says that it is the specific duty of the leaders of society to give an example of Krishna consciousness so that the common people will follow
