Those who are actually budhās... Budhās means learned. So they know Kṛṣṇa is the original person. And it is confirmed by Brahmā in the Brahma-saṁhitā, īśvaraḥ paramaḥ kṛṣṇaḥ (Bs. 5.1). Īśvara means controller. So everyone can become īśvara. Here, our minister Saheb is present. He's īśvara. Īśvara means controller. He is controller of a department.
