SB Canto 3

This puruṣa, or Paramātmā, who resides within the body of the individual soul, is described in Bhagavad-gītā as the upadraṣṭā, witness, and the anumantā, sanctioning authority.
SB 3.26.18, Purport:

Here it is stated that within the heart the Supreme Personality of Godhead resides as the Supersoul. This situation is also explained in Bhagavad-gītā: the Supersoul rests beside the individual soul and acts as a witness. This is also confirmed elsewhere in the Vedic literature: two birds are sitting on the same tree of the body; one is witnessing, and the other is eating the fruits of the tree. This puruṣa, or Paramātmā, who resides within the body of the individual soul, is described in Bhagavad-gītā (13.23) as the upadraṣṭā, witness, and the anumantā, sanctioning authority. The conditioned soul engages in the happiness and distress of the particular body given him by the arrangement of the external energy of the Supreme Lord. But the supreme living being, or the Paramātmā, is different from the conditioned soul. He is described in Bhagavad-gītā as maheśvara, or the Supreme Lord. He is Paramātmā, not jīvātmā. Paramātmā means the Supersoul, who is sitting by the side of the conditioned soul just to sanction his activities. The conditioned soul comes to this material world in order to lord it over material nature. Since one cannot do anything without the sanction of the Supreme Lord, He lives with the jīva soul as witness and sanction-giver. He is also bhoktā; He gives maintenance and sustenance to the conditioned soul.

SB Canto 4

The Supreme Personality of Godhead as Paramātmā is described as upadraṣṭā (the overseer) and anumantā (the permitter).
SB 4.24.64, Purport:

Remaining within the hearts of all living entities, the Lord bestows remembrance by which the living entities can enjoy certain things. Thus the living entities create their enjoyable honeycombs and then enjoy them. The example of the bees is appropriate because when bees try to enjoy their honeycomb, they have to suffer the bites of other bees. Because bees bite one another when they enjoy honey, they are not exclusively enjoying the sweetness of the honey, for there is also suffering. In other words, the living entities are subjected to the pains and pleasures of material enjoyment, whereas the Supreme Personality of Godhead, knowing their plans for sense enjoyment, is aloof from them. In the Upaniṣads the example is given of two birds sitting on a tree. One bird (the jīva, or living entity) is enjoying the fruits of that tree, and the other bird (Paramātmā) is simply witnessing. In the Bhagavad-gītā (13.23) the Supreme Personality of Godhead as Paramātmā is described as upadraṣṭā (the overseer) and anumantā (the permitter).

The soul can merely act in cooperation with the Supersoul because it is the Supersoul who gives him directions to act or not to act. One cannot act without His sanction, for the Supersoul is upadraṣṭā and anumantā, the witness and sanctioner.
SB 7.2.45, Purport:

The Supreme Personality of Godhead distinctly says in Bhagavad-gītā (15.15), sarvasya cāhaṁ hṛdi sanniviṣṭo mattaḥ smṛtir jñānam apohanaṁ ca: "I am seated in everyone's heart, and from Me come remembrance, knowledge and forgetfulness." Although the ātmā, or soul, is present in every material body (dehino 'smin yathā dehe (BG 2.13)), he is not actually the chief person acting through the senses, mind and so on. The soul can merely act in cooperation with the Supersoul because it is the Supersoul who gives him directions to act or not to act (mattaḥ smṛtir jñānam apohanaṁ ca (BG 15.15)). One cannot act without His sanction, for the Supersoul is upadraṣṭā and anumantā, the witness and sanctioner. One who studies carefully, under the direction of a bona fide spiritual master, can understand the real knowledge that the Supreme Personality of Godhead is actually the conductor of all the activities of the individual soul, and the controller of their results as well. Although the individual soul possesses the indriyas, or senses, he is not actually the proprietor, for the proprietor is the Supersoul. Consequently the Supersoul is called Hṛṣīkeśa, and the individual soul is advised by the direction of the Supersoul to surrender to Him and thus be happy (sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja). Thus he can become immortal and be transferred to the spiritual kingdom, where he will achieve the highest success of an eternal, blissful life of knowledge. In conclusion, the individual soul is different from the body, senses, living force and the airs within the body, and above him is the Supersoul, who gives the individual soul all facilities. The individual soul who renders everything to the Supersoul lives very happily within the body.

The desires and activities of the living being are observed by the Supersoul, who is the upadraṣṭā, the overseer, and who orders material nature to fulfill the various desires of the living being.
SB 7.13.30, Purport:

The Supreme Personality of Godhead is situated as the Supersoul within the cores of the hearts of all living entities. As the Lord says in Bhagavad-gītā (15.15):

sarvasya cāhaṁ hṛdi sanniviṣṭo
mattaḥ smṛtir jñānam apohanaṁ ca

"I am seated in everyone's heart, and from Me come remembrance, knowledge and forgetfulness." The desires and activities of the living being are observed by the Supersoul, who is the upadraṣṭā, the overseer, and who orders material nature to fulfill the various desires of the living being. As clearly stated in Bhagavad-gītā (18.61):

īśvaraḥ sarva-bhūtānāṁ
hṛd-deśe 'rjuna tiṣṭhati
bhrāmayan sarva-bhūtāni
yantrārūḍhāni māyayā

The Lord is situated in everyone's heart, and as one desires, the Lord gives one various types of bodies, which are like machines. Riding on such a machine, the living entity wanders throughout the universe, under the control of material nature and its modes. Thus the living being is not at all free to act, but is fully under the control of material nature, which is fully under the control of the Supreme Personality of Godhead.

SB Canto 8

Although we cannot see the Supreme Personality of Godhead in our present darkness, our lack of knowledge, He is always present, seeing our activities. As the Paramātmā, He is the witness and adviser (upadraṣṭā and anumantā).
SB 8.1.11, Purport:

The words cakṣur yasya na riṣyati mean that although we cannot see Him, this does not mean that He cannot see us. Nor does He die when the cosmic manifestation is annihilated. The example is given in this connection that the sunshine is present when the sun is present, but when the sun is not present, or when we cannot see the sun, this does not mean that the sun is lost. The sun is there, but we cannot see it. Similarly, although we cannot see the Supreme Personality of Godhead in our present darkness, our lack of knowledge, He is always present, seeing our activities. As the Paramātmā, He is the witness and adviser (upadraṣṭā and anumantā). Therefore, by following the instructions of the spiritual master and studying authorized literatures, one can understand that God is present before us, seeing everything, although we have no eyes with which to see Him.

SB 9.16.21-22, Translation:

After completing the sacrifice, Lord Paraśurāma gave the eastern direction to the hotā as a gift, the south to the brahmā, the west to the adhvaryu, the north to the udgātā, and the four corners—northeast, southeast, northwest and southwest—to the other priests. He gave the middle to Kaśyapa and the place known as Āryāvarta to the upadraṣṭā. Whatever remained he distributed among the sadasyas, the associate priests.

There are two kinds of prakṛtis, or potencies, namely the internal potency and the external potency, and Kṛṣṇa is the overlord of both. He is sarva-dṛk, or the overseer of all the actions of the internal and external potencies, and He is also described as upadraṣṭā, the supreme advisor.
Krsna Book 88:

Śukadeva Gosvāmī continued: "The Supreme Personality of Godhead, Hari, is transcendental to the three qualities of material nature." In the Bhagavad-gītā the Lord states that anyone who surrenders unto Him surpasses the control of the three qualities of material nature. Therefore, since Hari's devotees are transcendental to the control of the three material qualities, certainly He Himself is transcendental. In Śrīmad-Bhāgavatam it is therefore stated that Hari, or Kṛṣṇa, is the original Supreme Personality. There are two kinds of prakṛtis, or potencies, namely the internal potency and the external potency, and Kṛṣṇa is the overlord of both. He is sarva-dṛk, or the overseer of all the actions of the internal and external potencies, and He is also described as upadraṣṭā, the supreme advisor. Because He is the supreme advisor, He is above all the demigods, who merely follow the directions of the supreme advisor. As such, if one directly follows the instructions of the Supreme Lord, as inculcated in the Bhagavad-gītā and Śrīmad-Bhāgavatam, then one gradually becomes nirguṇa, or above the interactions of the material qualities.

Paramātmā is simply becoming witness. Anumantā upadraṣṭā. Paramātmā is seeing, Hṛṣīkeśa is seeing that you are doing this.
Lecture on BG 1.15 -- London, July 15, 1973:

Bhrāmayan yantrārūḍhāni māyayā. Īśvaraḥ sarva-bhūtānāṁ hṛd-deśe 'rjuna tiṣṭhati (BG 18.61). Īśvara, the Supreme Lord Kṛṣṇa as Hṛṣīkeśa, He is sitting in everyone's heart as Paramātmā, and He is guiding. This is confirmed in the Vedas that two birds are sitting on one tree. These two birds, one is Kṛṣṇa and another, the living entity, Paramātmā and jīvātmā. The jīvātmā is eating the fruit, and Paramātmā is simply becoming witness. Anumantā upadraṣṭā. Paramātmā is seeing, Hṛṣīkeśa is seeing that you are doing this. So we may forget what nuisance we had done in our last life, but Paramātmā is there, witness; you have to get a body according to your work. Karmaṇā daiva-netreṇa (SB 3.31.1). You are working, that is being witnessed by the Paramātmā. And He is also giving advice. Because we have forgotten Kṛṣṇa, we have rebelled against Kṛṣṇa. We want to act according to our whims.

Lecture on BG 1.15 -- London, July 15, 1973:

The Christian theologicians, they do not believe in the karma. I was student in Christian college, Scottish Churches College. So in our younger days, the Professor, Dr. W.S. Urquhart. So I heard his lecture, that he did not believe in the karmas. He said that "If I am suffering or enjoying for my last karma, who is the witness? Because some witness must be there that I have done this." But at that time we were not very expert. But this Hṛṣīkeśa is the witness, anumantā upadraṣṭā. Upadraṣṭā. He is simply seeing. So the Christians, they have no Paramātmā idea. Sometimes they say holy ghost. Means a clear idea. But this Hṛṣīkeśa is clear idea. Hṛṣīkeśa. Hṛṣīka-īśa.

Anumantā upadraṣṭā. Anumantā means without God's sanction, without Supersoul's sanction, you cannot do anything.
Lecture on BG 2.15 -- Mexico, February 15, 1975:

Guest: (break) ...the Lord in the heart is the soul or is He a part of the soul?

Prabhupāda: No. The soul is part of the Lord. Lord is the Supersoul. So therefore, yoga practice means the soul wants to find out the Supersoul. Dhyānāvasthita-tad-gatena manasā paśyanti yaṁ yoginaḥ (SB 12.13.1). The yogis, those who are real yogis, not bogus yogis, real yogi, they wants to meditate upon the Supersoul. The Supersoul or the soul, they are sitting on the same tree, the body. The Supersoul is simply witnessing the activities of the soul and giving sanction for all his mischievous activities. But the soul is suffering the sequence or the result of his activities. The Supersoul is simply witness. That is stated in the Bhagavad... Anumantā upadraṣṭā. Anumantā means without God's sanction, without Supersoul's sanction, you cannot do anything. But because he persists, the soul persists to do something, Supersoul says, "All right, you do at your own risk." Just like a thief is going to steal. The Supersoul is ordering, "Don't do it," because without God's sanction he cannot steal. But when the thief persists, then He says, "All right, you do at your risk." This is the position of the Supersoul and the soul.

Paramātmā is observer. Anumantā upadraṣṭā. Upadraṣṭā, simply seeing our activities.
Lecture on BG 4.5 -- Bombay, March 25, 1974:

Kṛṣṇa can expand Himself—ananta-rūpam. Ananta means unlimited. Just like in the Bhagavad-gītā it is said, īśvaraḥ sarva-bhūtānāṁ hṛd-deśe 'rjuna tiṣṭhati (BG 18.61). Now, we are individual souls. So we are also associated with Kṛṣṇa, as Paramātmā within the heart. Paramātmā is there. Sarvasya cāhaṁ hṛdi sanniviṣṭaḥ (BG 15.15). Where the Paramātmā is there, that is also stated: hṛdi, "in the heart." Sarvasya cāhaṁ hṛdi sanniviṣṭaḥ. There is no, I mean to say, mistake. Kṛṣṇa says, "I stay within the heart of everyone."

They are sitting, two birds... That is stated in the Upaniṣads. Sitting on one tree. This body is tree, and Paramātmā and jīvātmā, both of them are sitting on the same tree. The jīvātmā is relishing the fruit of the tree, and Paramātmā is only observer. Paramātmā is observer. Anumantā upadraṣṭā. Upadraṣṭā, simply seeing our activities. Kṛṣṇa is so kind, God is so kind, that He is living with me just to turn my face towards Him. He's so.... Just looking after the opportunity when this living entity....

mamaivāṁśo jīva-loke
jīva-bhūtaḥ sanātanaḥ
manaḥ ṣaṣṭhānīndriyāṇi
prakṛti-sthāni karṣati
(BG 15.7)

He is struggling for existence in this material world with his concocted mind and senses. So Kṛṣṇa is looking for the opportunity when the living entity will come back to Him. Because we are all sons.

You can become the topmost living entity like Lord Brahmā, and you can become an insignificant ant. According to your karma. Anumantā upadraṣṭā. So this is going on.
Lecture on BG 4.5 -- Bombay, March 25, 1974:

I wanted to enjoy something. Kṛṣṇa gives us full opportunity: "Now here is the opportunity. You can do it." Anumantā. He's so kind. But that is not our actual business. Our actual business is to go back to home, back to Godhead, not to enjoy in this material world. But still, because we want it, Kṛṣṇa gives us all facilities. Mattaḥ smṛtir jñānam apohanaṁ ca (BG 15.15). If we want to enjoy this material world, Kṛṣṇa will give us all the opportunities. You can become the topmost living entity like Lord Brahmā, and you can become an insignificant ant. According to your karma. Anumantā upadraṣṭā. So this is going on.

Lecture on BG 4.10 -- Calcutta, September 23, 1974:

From śāstra it is understood that Kṛṣṇa, who is sitting within your heart, He knows what you are willing. You cannot conceal anything from Kṛṣṇa. Anumantā upadraṣṭā. The Paramātmā is described as upadraṣṭā, seeing everything. So because we have come to this material world for sense enjoyment, Kṛṣṇa is giving us chance. "All right." Sarvasya cāhaṁ hṛdi sanniviṣṭo mattaḥ smṛtir jñānam apohanaṁ ca (BG 15.15). Kṛṣṇa says, "I am sitting in everyone's heart." And because the living entity wanted to do something for his sense enjoyment, He gives the chance, "All right, here is the chance. You can do it." But actually, Kṛṣṇa does not want it. But we want it. We want it. Just like a father says, "My dear boy, you do not do this. You do this." But the son insists, "No, I'll do this." So therefore father also says, "All right, do it at your risk."

It is not possible to hide yourself from the eyes of the Supreme. That is not possible. Because the Supreme is sitting within your heart. He is simply seeing what you are doing, and He is giving sanction also.
Lecture on BG 4.17 -- Bombay, April 6, 1974:

Just like a good citizen knows what is lawful work and what is unlawful work. Lawful work is executed knows what is lawful work and what is unlawful work. Lawful work is executed by intelligent citizens, and unlawful work is executed by the criminals. He has to suffer. You can cheat the man-made government by hiding yourself, so-called hiding. You cannot hide yourself from, any vikarma or unlawful work, from the eyes of the Supreme Lord. That is not possible. You can hide yourself from the eyes of the police, man-made law, but it is not possible to hide yourself from the eyes of the Supreme. That is not possible. Because the Supreme is sitting within your heart. Īśvaraḥ sarva-bhūtānāṁ hṛd-deśe 'rjuna tiṣṭhati (BG 18.61). And He is sitting as anumantā and upadraṣṭā. He is simply seeing what you are doing, and He is giving sanction also. Even a thief who is going to act something criminally, without the sanction of the Supersoul, who is sitting within everyone's heart, he cannot do that.
