<p>Prabhupāda: That is to restrict. Just like government opens liquor shop. That does not mean government is encouraging to drink. Those who are drunkard, going create disturbance, for them there is little concession, but they are responsible. If they become drunkard and causes some disturbance in the street, then he will be arrested by the police.</p>
