Samaḥ sarveṣu bhūteṣu, means then he becomes equal to everyone.
Lecture on BG 2.16 -- Mexico City, February 16, 1975:

So Brahman realization or self-realization means no longer lamentation, no longer hankering. Then next stage is samaḥ sarveṣu bhūteṣu, means then he becomes equal to everyone. He does not treat differently to different living entities. Because he can see the spirit soul in everyone, he sees everyone on the same equal position. This stage is called the bona fide stage for devotional service.

Samaḥ sarveṣu bhūteṣu means when one is actually on the spiritual platform, he can see everyone on the same category because everyone is spirit soul.
Pandal Lecture -- Bombay, April 11, 1971:

Brahma-bhūtaḥ prasannātmā na śocati na kāṅkṣati (BG 18.54). Then you can think of universal brotherhood. So long you are under the category of hankering and lamenting, you cannot think of universal brotherhood. That is impossible. Therefore in spite of so much of conferences in the United Nations, the fighting is going on. The Pakistan is separated on the ground of religion: Hindu, Muslim. Now they are fighting between Muslim and Muslim. Why? Because that disease, hankering and lamenting, is there. It is not brahma-bhūtaḥ stage. And they cannot be on the platform of seeing everyone on equal terms. Samaḥ sarveṣu bhūteṣu. That is not possible. Samaḥ sarveṣu bhūteṣu means when one is actually on the spiritual platform, he can see everyone on the same category because everyone is spirit soul. Then not only in human society—in other animal society also... Just like there are 8,400,000 species of life. That means the living entity is passing through different types of bodies. This is called learning. This is called understanding. Unfortunately, this learning and understanding, there is none throughout the whole world in any university. Therefore whatever education we are getting, that is not real learning. That is not real learning. Paṇḍitāḥ sama-darśinaḥ (BG 5.18). If one gets actual learning, then he sees equally everyone. Paṇḍitāḥ sama-darśinaḥ. Vidyā-vinaya-sampanne brāhmaṇe gavi hastini.

Samaṁ sarveṣu bhūteṣu means the kṣetra-jña is there.
Morning Walk -- March 30, 1974, Bombay:

Prabhupāda: Kṣetra-jña, yes. Kṣetra is also there; kṣetra-jña is also there.

Dr. Patel: Kṣetra is the tree and kṣetra-jña is...

Prabhupāda: This body's also. The kṣetra is there, kṣetra-jña is there. Similarly...

Dr. Patel: Samaṁ sarveṣu bhūteṣu...

Prabhupāda: Samaṁ sarveṣu bhūteṣu means the kṣetra-jña is there.

Dr. Patel: Tiṣṭhantaṁ parameśvaram...

Prabhupāda: Yes.

Dr. Patel: Vinaśyatsv avinaśyantaṁ...

Prabhupāda: There is also Paramātmā. It does not mean because he's dog, there is no Paramātmā. There is also Paramātmā. Because Kṛṣṇa says, īśvaraḥ sarva-bhūtānāṁ hṛd-deśe 'rjuna tiṣṭhati (BG 18.61). Kṛṣṇa does not discriminate that "I shall not remain within the body of dog. I shall remain within the body of a brāhmaṇa only." No. Sarva-kṣetreṣu bhārata. This is samatā, that... Because a devotee can understand that Kṛṣṇa is there within the dog, within the cat...

Samaḥ sarveṣu bhūteṣu means there is no discrimination...
Morning Walk -- March 30, 1974, Bombay:

Prabhupāda: Everyone is poor!

Dr. Patel: Everyone is poor before God...

Prabhupāda: Yes.

Dr. Patel: ...but those people who are hungry...

Prabhupāda: But why you dictate?

Dr. Shah: That's a different thing.

Prabhupāda: That is...

Dr. Patel: I don't dictate!

Prabhupāda: Yes. You say that it should be given to the poor man. You say like that. (break) The spiritual food should be distributed to everyone, without any discrimination.

Dr. Shah: To everyone, without any discrimination! (break)

Prabhupāda: It is meant for spiritual understanding.

Dr. Patel: That's right. That I agree.

Prabhupāda: Prasāde sarva-duḥkhānāṁ hanir asyopajāyate. So anyone who is spiritually poor, he should be given prasādam. It doesn't matter... (break) That, that makes it clear. Samaḥ sarveṣu bhūteṣu means there is no discrimination... (end)

Samaḥ sarveṣu bhūteṣu means that every one of us, we are servant of God. That is ekatvam.
Morning Walk -- November 10, 1975, Bombay:

Prabhupāda: Anupaśyati. That ekatvam, when he actually becomes brahma-bhūtaḥ—we understand that all these living entities, we are part and parcel of God, paṇḍitaḥ sama-darśinaḥ (BG 5.18)—that is ekatvam, that "We are all servants." But the rascals are thinking,"I am master."

Dr. Patel: Samaḥ sarveṣu bhūteṣu...

Prabhupāda: Yes.

Dr. Patel: Mad-bhaktiṁ labhate.

Prabhupāda: Samaḥ sarveṣu bhūteṣu means that every one of us, we are servant of God. That is ekatvam. Ekatvam anupaśyati. Anu means always. Anu means following the authority. Hare Kṛṣṇa. Jaya. (break) (Hindi) It is not that something, matter, becomes brahma-bhūtaḥ. No. He is Brahman.

Dr. Patel: He realizes that he is Brahman.

Prabhupāda: Yes. That's all.

Dr. Patel: He was not realizing it then.

Prabhupāda: Yes.

Dr. Patel: He was realizing he was body.

Prabhupāda: So long he thinks himself as the body, he is jīva-bhutaḥ.

1976 Conversations and Morning Walks

Samaḥ sarveṣu bhūteṣu means he knows that everyone is spirit soul, part and parcel of Kṛṣṇa, and this body is simply external tabernacle. That is samaḥ sarveṣu.
Morning Walk -- April 15, 1976, Bombay:

Prabhupāda: Generally people go to temple to get some material gains: "O God, give us our daily bread." That is the idea. Dharma is to get some material profit. And why material profit? For sense gratification. Dharma, artha, kāma. And when he's baffled in sense gratification, he wants to become one with God, mokṣa. These are all cheating. Therefore Bhāgavata says, dharmaḥ projjhita-kaitavo 'tra (SB 1.1.2). And Śrīdhara Swami says, atra mokṣa-vāñchām api nirastam. So long one is stuck up even up to mokṣa-vāñchā, he'll be.... He is in trouble. Therefore Kṛṣṇa, sarva-dharmān parityajya (BG 18.66). Beginning from dharma, artha, kāma, mokṣa (SB 4.8.41, Cc. Ādi 1.90), you give up everything. Then you'll become purified. Even if you have got mokṣa-vāñchā, then you are in the material world. Yes.

Indian (3): Then we get parā bhakti.

Prabhupāda: No. Therefore Bhagavad-gītā says,

brahma-bhūtaḥ prasannātmā
na śocati na kāṅkṣati
samaḥ sarveṣu bhūteṣu
mad-bhaktiṁ labhate parām
(BG 18.54)

When one is actually in liberated position, mokṣa, brahma-bhūtaḥ, from that platform bhakti begins.

Dr. Patel: Samaḥ sarveṣu bhūteṣu mad-bhaktiṁ labhate parām. Samaḥ sarveṣu bhūteṣu. He has realized presence of Kṛṣṇa everywhere.

Prabhupāda: No, samaḥ sarveṣu bhūteṣu means he knows that everyone is spirit soul, part and parcel of Kṛṣṇa, and this body is simply external tabernacle. That is samaḥ sarveṣu.

Dr. Patel: Not visualizing the presence of God everywhere?

Prabhupāda: Presence of God is there. When God's part and parcel... (Hindi) This is vision. (Hindi) ...ninety million miles away... (Hindi)

Dr. Patel: Sir, this one question is asked by many people, that "How God can have aṁśas? He is perfect. He cannot be divided into multiple parts."

Prabhupāda: He is not divided.
