SB Canto 1

SB 1.9.27, Purport:

In modern days the people in general occupy the administration by the strength of manipulated votes, but they are never trained in the primary duties of the king, and that is also not possible for everyone. Under the circumstances the untrained administrators play havoc to make the subjects happy in all respects. On the other hand, these untrained administrators gradually become rogues and thieves and increase the taxation to finance a top-heavy administration that is useless for all purposes.

SB 1.9.27, Purport:

The king was especially vigilant to see that the tapasvīs, or persons who sacrificed everything for disseminating spiritual knowledge, were never disregarded. The king knew well that the Supreme Personality of Godhead never tolerates any insult to His unalloyed devotees. Such tapasvīs were trusted leaders even of the rogues and thieves, who would never disobey the orders of tapasvīs. The king would give special protection to illiterates, the helpless and widows of the state.

SB 1.18.43, Purport:

An ideal king thoroughly trained by culture and devotional service with the martial spirit makes a perfect king. Such a personal monarchy is far better than the so-called democracy of no training and responsibility. The thieves and rogues of modern democracy seek election by misrepresentation of votes, and the successful rogues and thieves devour the mass of population.

SB 1.18.44, Translation:

Due to the termination of the monarchical regimes and the plundering of the people's wealth by rogues and thieves, there will be great social disruptions. People will be killed and injured, and animals and women will be stolen. And for all these sins we shall be responsible.

SB Canto 3

SB 3.19.36, Purport:

Every living entity, especially persons in the human race, must feel grateful for the benedictions offered by the grace of the Supreme Lord. Anyone, therefore, with a simple heart of gratefulness must be Kṛṣṇa conscious and offer devotional service to the Lord. Those who are actually thieves and rogues do not recognize or acknowledge the benedictions offered to them by the Supreme Lord, and they cannot render Him devotional service.

SB 3.19.36, Purport:

Ungrateful persons are those who do not understand how much benefit they are deriving by the arrangement of the Lord. They enjoy the sunshine and moonshine, and they get water free of charge, yet they do not feel grateful, but simply go on enjoying these gifts of the Lord. Therefore, they must be called thieves and rogues.

SB Canto 4

SB 4.13.19-20, Translation:

My dear Vidura, when great sages curse, their words are as invincible as a thunderbolt. Thus when they cursed King Vena out of anger, he died. After his death, since there was no king, all the rogues and thieves flourished, the kingdom became unregulated, and all the citizens suffered greatly. On seeing this, the great sages took the right hand of Vena as a churning rod, and as a result of their churning, Lord Viṣṇu in His partial representation made His advent as King Pṛthu, the original emperor of the world.

SB 4.13.19-20, Purport:

In the so-called democracy, wherever there is a theft case the police come and take note of the case, but generally the thief is never caught, nor is any punishment offered to him. As a result of incapable government, at the present moment thieves, rogues and cheaters are very prominent all over the world.

SB 4.14.3, Translation:

It was already known that Vena was very severe and cruel; therefore, as soon as all the thieves and rogues in the state heard of his ascendance to the royal throne, they became very much afraid of him. Indeed, they hid themselves here and there as rats hide themselves from snakes.

SB 4.14.3, Purport:

When the government is very weak, rogues and thieves flourish. Similarly, when the government is very strong, all the thieves and rogues disappear or hide themselves. Of course Vena was not a very good king, but he was known to be cruel and severe. Thus the state at least became freed from thieves and rogues.

SB 4.14.8, Translation:

When the great sages consulted one another, they saw that the people were in a dangerous position from both directions. When a fire blazes on both ends of a log, the ants in the middle are in a very dangerous situation. Similarly, at that time the people in general were in a dangerous position due to an irresponsible king on one side and thieves and rogues on the other.

SB 4.14.9, Purport:

There must be a good government to see that the citizens are actually executing their religious rituals, and thieves and rogues must be curbed. When this is done, the people can advance peacefully in spiritual consciousness and make their lives successful.

SB 4.14.10, Purport:

Saintly persons are generally aloof from social activities and the materialistic way of life. King Vena was supported by the saintly persons just to protect the citizens from the hands of rogues and thieves, but after his ascendance to the throne, he became a source of trouble to the sages.

SB 4.14.17, Translation:

The saintly persons continued: When the king protects the citizens from the disturbances of mischievous ministers as well as from thieves and rogues, he can, by virtue of such pious activities, accept taxes given by his subjects. Thus a pious king can certainly enjoy himself in this world as well as in the life after death.

SB 4.14.17, Purport:

The duty of a pious king is described very nicely in this verse. His first and foremost duty is to give protection to the citizens from thieves and rogues as well as from ministers who are no better than thieves and rogues.

Formerly, ministers were appointed by the king and were not elected. Consequently, if the king was not very pious or strict, the ministers would become thieves and rogues and exploit the innocent citizens. It is the king's duty to see that there is no increase of thieves and rogues either in the government secretariat or in the departments of public affairs.

If a king cannot give protection to citizens from thieves and rogues both in the government service and in public affairs, he has no right to exact taxes from them. In other words, the king or the government that taxes can levy taxes from the citizens only if the king or government is able to give protection to the citizens from thieves and rogues.

In the Twelfth Canto of Śrīmad-Bhāgavatam (12.1.40) there is a description of these thieves and rogues in government service. As stated, prajās te bhakṣayiṣyanti mlecchā rājanya-rūpiṇaḥ: "These proud mlecchas (persons who are less than śūdras). representing themselves as kings, will tyrannize their subjects, and their subjects, on the other hand, will cultivate the most vicious practices. Thus practicing evil habits and behaving foolishly, the subjects will be like their rulers."

In other ages-in Satya-yuga, Tretā-yuga and Dvāpara-yuga-the general populace was not so degraded, and the head of government was never elected. The king was the supreme executive personality, and if he caught any ministers stealing like thieves and rogues, he would at once have them killed or dismissed from service. As it was the duty of the king to kill thieves and rogues, it was similarly his duty to immediately kill dishonest ministers in government service.

SB 4.14.17, Purport:

The conclusion is that unless the king is perfectly able to give protection to the citizens from rogues and thieves, he has no right to levy taxes from the citizens for his own sense gratification. However, if he gives all protection to the citizens and levies taxes on them, he can live very happily and peacefully in this life, and at the end of this life be elevated to the heavenly kingdom or even to the Vaikuṇṭhas, where he will be happy in all respects.

SB 4.14.37, Translation:

In those days there were various disturbances in the country that were creating a panic in society. Therefore all the sages began to talk amongst themselves: Since the King is dead and there is no protector in the world, misfortune may befall the people in general on account of rogues and thieves.

SB 4.14.37, Purport:

Whenever there is a disturbance in the state, or a panic situation, the property and lives of the citizens become unsafe. This is caused by the uprising of various thieves and rogues. At such a time it is to be understood that the ruler, or the government, is dead.

SB 4.14.38, Translation:

When the great sages were carrying on their discussion in this way, they saw a dust storm arising from all directions. This storm was caused by the running of thieves and rogues, who were engaged in plundering the citizens.

SB 4.14.38, Purport:

Thieves and rogues simply await some political upset in order to take the opportunity to plunder the people in general. To keep thieves and rogues inactive in their profession, a strong government is always required.

SB 4.14.39-40, Translation:

Upon seeing the dust storm, the saintly persons could understand that there were a great deal of irregularities due to the death of King Vena. Without government, the state was devoid of law and order, and consequently there was a great uprising of murderous thieves and rogues, who were plundering the riches of the people in general. Although the great sages could subdue the disturbance by their powers—just as they could kill the King—they considered it improper on their part to do so. Thus they did not attempt to stop the disturbance.

SB 4.14.39-40, Purport:

The saintly persons and great sages killed King Vena out of emergency, but they did not choose to take part in the government in order to subdue the uprising of thieves and rogues, which took place after the death of King Vena.

SB 4.14.39-40, Purport:

It is not the duty of brāhmaṇas and saintly persons to kill, although they may sometimes do so in the case of an emergency. They could kill all the thieves and rogues by the prowess of their mantras, but they thought it the duty of kṣatriya kings to do so. Thus they reluctantly did not take part in the killing business.

SB 4.16.4, Purport:

In the name of secular government, the king or governmental head remains neutral and allows people to engage in all sorts of irreligious activities. In such a state, people cannot be happy, despite all economic development. However, in this age of Kali there are no pious kings. Instead, rogues and thieves are elected to head the government.

SB 4.16.23, Translation:

When the lion travels in the forest with its tail turned upward, all menial animals hide themselves. Similarly, when King Pṛthu will travel over his kingdom and vibrate the string of his bow, which is made of the horns of goats and bulls and is irresistible in battle, all demoniac rogues and thieves will hide themselves in all directions.

SB 4.16.23, Purport:

It is very appropriate to compare a powerful king like Pṛthu to a lion. In India, kṣatriya kings are still called siṅgh, which means "lion." Unless rogues, thieves and other demoniac people in a state are afraid of the executive head, who rules the kingdom with a strong hand, there cannot be peace or prosperity in the state. Thus it is most regrettable when a woman becomes the executive head instead of a lionlike king. In such a situation the people are considered very unfortunate.

SB 4.20.14, Purport:

Since the leaders of society have a poor fund of knowledge and the citizens in general are rogues and thieves, there cannot be an auspicious situation for human society. At the present moment the whole world is full of such an incompatible combination of state and citizens, and therefore there is constant tension, war and anxiety as an inevitable result of such social conditions.

SB 4.26.6, Purport:

If a king is allowed to hunt in a forest, it is not for his sense gratification. We cannot simply experiment in the art of killing. If a king, being afraid to meet rogues and thieves, kills poor animals and eats their flesh comfortably at home, he must lose his position. Because in this age kings have such demoniac propensities, monarchy is abolished by the laws of nature in every country.

SB 4.31.5, Translation:

All the Pracetās began to address the great sage Nārada: O great sage, O brāhmaṇa, we hope you met with no disturbances while coming here. It is due to our great fortune that we are now able to see you. By the traveling of the sun, people are relieved from the fear of the darkness of night—a fear brought about by thieves and rogues. Similarly, your traveling is like the sun's, for you drive away all kinds of fear.

SB 4.31.5, Purport:

Because of the night's darkness, everyone is afraid of rogues and thieves, especially in great cities. People are often afraid to go out on the streets, and we understand that even in a great city like New York people do not like to go out at night.

SB Canto 5

SB 5.1.40, Purport:

The Naiṣāda race was given a place in the forest because by nature they are thieves and rogues. As animals are given places in various forests and hills, men who are like animals are also destined to live there.

SB 5.2.1, Purport:

Śrīmad-Bhāgavatam predicts that in Kali-yuga the government will be entrusted with dasyu-dharma, which means the occupational duty of rogues and thieves. Modern heads of state are rogues and thieves who plunder the citizens instead of giving them protection. Rogues and thieves plunder without regard for law, but in this age of Kali, as stated in Śrīmad-Bhāgavatam, the lawmakers themselves plunder the citizens.

SB 5.9.15, Purport:

According to the Vedic śāstras, everything must be done according to regulative principles, but here it is stated that the thieves and rogues devised their own process for killing an animalistic man.

SB 5.9.17, Translation:

All the rogues and thieves who had made arrangements for the worship of goddess Kālī were low minded and bound to the modes of passion and ignorance. They were overpowered by the desire to become very rich; therefore they had the audacity to disobey the injunctions of the Vedas, so much so that they were prepared to kill Jaḍa Bharata, a self-realized soul born in a brāhmaṇa family. Due to their envy, these dacoits brought him before the goddess Kālī for sacrifice. Such people are always addicted to envious activities, and therefore they dared to try to kill Jaḍa Bharata. Jaḍa Bharata was the best friend of all living entities. He was no one's enemy, and he was always absorbed in meditation on the Supreme Personality of Godhead. He was born of a good brāhmaṇa father, and killing him was forbidden, even though he might have been an enemy or aggressive person. In any case, there was no reason to kill Jaḍa Bharata, and the goddess Kālī could not bear this. She could immediately understand that these sinful dacoits were about to kill a great devotee of the Lord. Suddenly the deity's body burst asunder, and the goddess Kālī personally emerged from it in a body burning with an intense and intolerable effulgence.

SB 5.9.17, Purport:

Considering these points, there was no reason to kill Jaḍa Bharata, who was born in a respectable, highly exalted brāhmaṇa family. He was a God-realized soul and a well-wisher to all living entities. The Vedas did not at all sanction the killing of Jaḍa Bharata by rogues and thieves. Consequently the goddess Bhadra Kālī emerged from the deity to give protection to the Lord's devotee.

SB 5.9.17, Purport:

Only thieves and rogues in the modes of passion and ignorance and maddened by material opulence offer a man in sacrifice before the goddess Kālī. This is not sanctioned by the Vedic instructions.

SB 5.9.18, Translation:

Intolerant of the offenses committed, the infuriated goddess Kālī flashed her eyes and displayed her fierce, curved teeth. Her reddish eyes glowed, and she displayed her fearsome features. She assumed a frightening body, as if she were prepared to destroy the entire creation. Leaping violently from the altar, she immediately decapitated all the rogues and thieves with the very sword with which they had intended to kill Jaḍa Bharata. She then began to drink the hot blood that flowed from the necks of the beheaded rogues and thieves, as if this blood were liquor. Indeed, she drank this intoxicant with her associates, who were witches and female demons. Becoming intoxicated with this blood, they all began to sing very loudly and dance as though prepared to annihilate the entire universe. At the same time, they began to play with the heads of the rogues and thieves, tossing them about as if they were balls.

SB 5.13.26, Translation:

King Parīkṣit then told Śukadeva Gosvāmī: My dear lord, O great devotee sage, you are omniscient. You have very nicely described the position of the conditioned soul, who is compared to a merchant in the forest. From these instructions intelligent men can understand that the senses of a person in the bodily conception are like rogues and thieves in that forest, and one's wife and children are like jackals and other ferocious animals. However, it is not very easy for the unintelligent to understand the purport of this story because it is difficult to extricate the exact meaning from the allegory. I therefore request Your Holiness to give the direct meaning.

SB 5.14 Summary:

As stated in Bhagavad-gītā (manaḥ ṣaṣṭhānīndriyāṇi prakṛti-sthāni karṣati (BG 15.7)), the living entity begins material life with his mind and the five knowledge-acquiring senses, and with these he struggles for existence within the material world. These senses are compared to rogues and thieves within the forest. They take away a man's knowledge and place him in a network of nescience. Thus the senses are like rogues and thieves that plunder his spiritual knowledge.

SB 6.2.3, Purport:

The leaders of the government must be very honest and religious because otherwise all the affairs of the state will suffer. Unfortunately, in the name of democracy, rogues and thieves are electing other rogues and thieves to the most important posts in the government.

SB Canto 7

SB 7.13.33, Translation:

Those who are considered materially powerful and rich are always full of anxieties because of governmental laws, thieves and rogues, enemies, family members, animals, birds, persons seeking charity, the inevitable time factor and even their own selves. Thus they are invariably afraid.

SB 7.13.33, Purport:

Because of attachment for money, the richest person is even afraid of himself. He fears that he may have locked his money in an unsafe manner or might have committed some mistake. Aside from the government and its income tax and aside from thieves, even a rich man's own relatives are always thinking of how to take advantage of him and take away his money. Sometimes these relatives are described as sva janaka-dasyu, which means "rogues and thieves in the guise of relatives."

SB Canto 8

SB 8.14.9, Translation:

In the form of Prajāpati Marīci, the Supreme Personality of Godhead creates progeny; becoming the king, He kills the thieves and rogues; and in the form of time, He annihilates everything. All the different qualities of material existence should be understood to be qualities of the Supreme Personality of Godhead.

SB 9.6 Summary:

Thereafter, Māndhātā became the emperor and ruled the earth, which consists of seven islands. Thieves and rogues were very much afraid of this powerful king, and therefore the king was known as Trasaddasyu, meaning "one who is very fearful to rogues and thieves."

SB 9.6.33-34, Translation:

Māndhātā, the son of Yuvanāśva, was the cause of fear for Rāvaṇa and other thieves and rogues who caused anxiety. O King Parīkṣit, because they feared him, the son of Yuvanāśva was known as Trasaddasyu. This name was given by King Indra. By the mercy of the Supreme Personality of Godhead, the son of Yuvanāśva was so powerful that when he became emperor he ruled the entire world, consisting of seven islands, without any second ruler.

SB 9.10.50, Purport:

Simply enforcing laws and ordinances cannot make the citizens obedient and lawful. That is impossible. Throughout the entire world there are so many states, legislative assemblies and parliaments, but still the citizens are rogues and thieves. Good citizenship, therefore, cannot be enforced; the citizens must be trained.

Generally speaking, if the king or president is a rājarṣi, the relationship between the citizens and the chief executive will be clear, and there will be no possibility of disruption in the state, because the number of thieves and rogues will decrease.

In Kali-yuga, however, because the varṇāśrama system is neglected, people are generally thieves and rogues. In the system of democracy, such thieves and rogues naturally collect money from other thieves and rogues, and thus there is chaos in every government, and no one is happy.

SB 10.1.17, Purport:

A leader should train the people as brāhmaṇas, kṣatriyas, vaiśyas and śūdras and engage them in various occupational duties, thus helping them progress toward Kṛṣṇa consciousness. Instead, however, rogues and thieves in the guise of protectors arrange for a voting system, and in the name of democracy they come to power by hook or crook and exploit the citizens.

SB 10.8.17, Translation:

O Nanda Mahārāja, as recorded in history, when there was an irregular, incapable government, Indra having been dethroned, and people were being harassed and disturbed by thieves, this child appeared in order to protect the people and enable them to flourish, and He curbed the rogues and thieves.

Indra is the king of the universe. Demons, thieves and rogues always disturb Indra (indrāri-vyākulaṁ lokam), but when indrāris, the enemies of Indra, become prominent, Kṛṣṇa appears. Kṛṣṇas tu bhagavān svayaṁ/ indrāri-vyākulaṁ lokaṁ mṛḍayanti yuge yuge (SB 1.3.28).

Kṛṣṇa appears as an incarnation when real spiritual life declines and when rogues and thieves increase to disturb the situation of the world.

CC Adi 8.20, Purport:

The two brothers Jagāi and Mādhāi epitomize the sinful population of this Age of Kali. They were most disturbing elements in society because they were meat-eaters, drunkards, woman-hunters, rogues and thieves. Yet Śrī Caitanya Mahāprabhu delivered them, to say nothing of others who were sober, pious, devoted and conscientious.

CC Adi 9.41, Purport:

At present, for want of Kṛṣṇa consciousness, or God consciousness, the entire world is in darkness, having been covered by the four principles of sinful life—meat-eating, illicit sex, gambling and intoxication. Therefore there is a need for vigorous propaganda to educate people to refrain from sinful activities. This will bring peace and prosperity; the rogues, thieves and debauchees will naturally decrease in number, and all of human society will be God conscious.

CC Adi 10.120, Purport:

In the Gaura-gaṇoddeśa-dīpikā (115) it is said that the two brothers Jagāi and Mādhāi were formerly the doorkeepers named Jaya and Vijaya, who later became Hiraṇyākṣa and Hiraṇyakaśipu. Jagāi and Mādhāi were born in respectable brāhmaṇa families, but they adopted the professions of thieves and rogues and thus became implicated in all kinds of undesirable activities, especially woman-hunting, intoxication and gambling.

CC Adi 17.141, Purport:

There are always rogues and thieves in human society, and as soon as a weak government is unable to execute its duties, these rogues and thieves come out to do their business. Thus the entire society becomes a hell unfit for gentlemen to live in. There is an immediate need for a good government—a government by the people, with Kṛṣṇa consciousness. Unless the masses of people become Kṛṣṇa conscious, they cannot be good men.

CC Adi 17.141, Purport:

In the present day also, people all over the world may join together in the Kṛṣṇa consciousness movement and protest against the present degraded governments of the world's godless societies, which are based on all kinds of sinful activities. Śrīmad-Bhāgavatam states that in the Age of Kali, thieves, rogues and fourth-class people who have neither education nor culture capture the seats of governments to exploit the citizens.

"Let one or two of us go with You; otherwise You may fall into the clutches of thieves and rogues along the way. They may be whomever You like, but two persons should go with You."

Hunting is allowed for the kṣatriyas. Just like medical practitioners, they are trained up how to practice surgical operation on dead body. It is not possible to, of course, for a gentleman, to push knife in someone's body. It is naturally very difficult thing. Rogues and thieves, they can stab. So as the doctors, medical men, surgeons are trained up to operate their knife on the dead body to see where are the nerves, similarly, kṣatriyas are also allowed for being trained how to kill.

In śāstra it is called svajanākhya-dasyu. Svajanākhya-dasyu. They are all thieves and rogues, but they are claiming as my kinsmen. Suppose in your pocket there is one hundred dollars. If some pickpocket takes it and if you capture him, then you give him immediately to the police. And when you come home after hard-earned money, and when your wife takes away, oh, you laugh, "Oh you have taken all my money! Ahhhhh!"

Kṛṣṇa says that "You surrender. I take charge of you." Mā śucaḥ, ahaṁ tvāṁ sarva-pāpebhyo mokṣayiṣyāmi. "I shall give you relief from all difficulties." "No, why shall I?" Just see how much rascals we are. And they are going on as civilized men. All fools, rascals and rogues and thieves. That's all.

So when Veṇa become king, of course, the rogues and thieves, they were immediately subdued. Because rogues and thieves, and here the king is also greater rogue. So they were subdued. But he himself is a rogue.

So monarchy is now abolished practically all over the world. Now it is democratic government. So this so-called democratic government or Communist government, as they are going on, they will become rogues and thieves, dasyu-prāyeṣu. All the rogues, thieves, plunderers, they will capture. This Bhāgavata was written by God Himself, Vyāsadeva. Vyāsadeva is incarnation of Kṛṣṇa. That we have described, eleventh or some avatāra. So the Kalki will appear. The rascal, so-called kings, they think that "It is my property. Let me tax the people to the extreme and take the money and enjoy in drinking and enjoying women." Therefore the monarchy's finished. But what is the benefit by finishing this monarchy? The democracy, that is another set of rascals. There was one rascal. Now hundreds of rascals. That is the benefit. Hundreds of rascals, they go and form the democratic government, minister. There is dacoitry. There is rising of the rogues and thieves, and they're enjoying fat salary.

Those who are actually reading Bhagavad-gītā and Śrīmad-Bhāgavatam for the satisfaction of Bhagavān, bhāgavata, they are sat. So once associating with these sat people, he cannot make anymore association asat. Here is a vivid examples: Hṛṣīkeśa. He left our company. He associated with some asat. Asat means nondevotees. Prabhupāda: They cannot. As soon as anything goes to state especially in India, goes to the government track(?), it is spoiled. Government means all thieves and rogues. How they'll manage? They'll simply swallow whatever they get. Government means... They cannot manage, they are not devotees. It should be in the hands of the devotees.

Evening Darsana -- July 8, 1976, Washington, D.C.:

Prabhupāda: If śūdras are allowed to rule over, what they know? Their only aim is that so long he is in the office, "Let me collect some money," that's all. And that will be the latest atmosphere, dasyu-dharmabhiḥ. Rājanyair dasyu-dharmabhiḥ. All the government men will become thieves and rogues. Dasyu, dasyu means thieves and rogues. So as the thieves and rogues capture you on the street and ask "Whatever you have got, give, otherwise I shall kill you," so this will be the position in the Kali-yuga. It is happening now.

Morning Walk at Niavaran Park -- August 8, 1976, Tehran:

Prabhupāda: Bali Mahārāja analyzes the family. He says family means rogues and thieves. Whatever you want, they'll take away. The pickpocket takes from your pocket and he becomes a criminal, and when the wife takes thousand dollars from your pocket, you do not consider her to be criminal. You laugh, "Oh, you have taken the money?" "Yes, I've taken." The business is a pickpocket. But in one case we say "criminal," and one case we say "friend." The business is the same. Svajanākhya-dasyu. Actually thieves and rogues, but we have named them "relatives."

Room Conversation About Gurukula -- November 5, 1976, Vrndavana:

Prabhupāda: Let them come. And arrangement should be made when it is... If Vṛndāvana is too hot, at that time we can send them to Mahabalesvara, or if we get that Madras place, that is very cooling, Nilgiri hills. That will be good recreation for them. They should be kept quite comfortably and built up, their character, education. That is wanted. There is need of some good first-class men, ideal men. The world is full of rogues and thieves and bad character.

Rāmeśvara: I remember about a year ago you told me that the biggest problem facing America in the future is unemployment.

Prabhupāda: Yes. That's a fact. That's a fact.

Rāmeśvara: I think you even said that "This unemployment will destroy your country." You once said that.

Prabhupāda: Yes. At least, the black men will spoil everything if they are unemployed.

Rāmeśvara: He'll simply become a thief.

Prabhupāda: Thieves, rogues and plunderers. That's all.

Morning Walk -- January 24, 1977, Bhuvanesvara:

Bhāgavata: The actual evolution is that the soul goes...

Prabhupāda: Yes.

Bhāgavata: ...from the species, from one species to another in chronological order.

Gurukṛpa: Śrīla Prabhupāda, even if they... In all their researches, if they came across this information, I don't think they would reveal it to the world.

Prabhupāda: How they would reveal? They are thieves and rogues. Their idea is: three thousand years ago there was no civilization. This is their poor idea.

Prabhupāda: So who is going to do that? All these... All rogues and thieves, drunkards and fourth-class character, meat-eaters, they are the government. How you can expect good government for the benefit of the people? This is Kali-yuga. Unfortunately we have on the heads of government all men of the low-grade character.

Hṛdayānanda: They especially liked your idea of American money and Indian culture.

Prabhupāda: Yes.

Hṛdayānanda: They applauded for that.

Prabhupāda: That is my mission. I am doing that. I am bringing money from America. Nobody's paying me. It is not joke, ten lakhs of rupees. Who brings?

Gopāla Kṛṣṇa: Even big export companies don't bring so much.

Prabhupāda: And they'll be glad. They have got money and they are getting culture. I am trying for United Nations. That is real attempt of United Nation, not this United Nation; all rogues and thieves and cheaters, barking dogs. I am trying for the United Nations. Help me. This is real United Nation. Samaḥ sarveṣu bhūteṣu mad-bhaktiṁ labhate parām (BG 18.54). It is United Nation. So I began this movement very humbly, loitering on the street of New York. Now it has come to this stage. Let us cooperate together nicely.

Interview with Mr. Koshi (Asst. Editor of The Current Weekly) -- April 5, 1977, Bombay:

Prabhupāda: Yes. Not only outside marriage. Even in marriage, you cannot have sex as you like. You must have sex according to the regulative principle or religious principle.

Mr. Koshi: Could you explain?

Prabhupāda: Yes. Just like only for begetting nice children.

Mr. Koshi: For begetting?

Prabhupāda: Nice children.

Tamāla Kṛṣṇa: Good children.

Mr. Koshi: What is the meaning of good children?

Prabhupāda: Good children means not these rogues and thieves, but one who can understand God. That is good children.

Prabhupāda: They have no principles, no morality, no standard of morality, nothing. Simply all rogues and thieves. It will more and more. All rogues and thieves will take part in politics. That is stated. Dasyu dharmeṇa. Just like dasyu, the burglar, the thieves, they have got organization how to get money. So they, the government, they'll be rogues and thieves. And whenever there is necessity of money, then tax. You work hard; they will tax.

Tamāla Kṛṣṇa: I didn't mean in our line. I mean... Their writing is as good as preaching. I meant to say just like now there is this sampradāya and that sampradāya...

Prabhupāda: Ah, these are... Without this sampradāya, evaṁ paramparā, kick out on their face. All rogues and thieves.

Tamāla Kṛṣṇa: Business people. "Mr. Raja Gopalan said that the scheme would soon be advertised for attracting women by providing them special intrastructural facilities to operate as a closely knit unit."

Prabhupāda: Abortion. What is that abortion?

Tamāla Kṛṣṇa: It's not abortion, but some kind of opportunity for women to do business together.

Prabhupāda: The same, sense enjoyment, maithuna. All these rogues and thieves and bokā.

Room Conversation with Ratan Singh Rajda M.P. 'Nationalism and Cheating' -- April 15, 1977, Bombay:

Prabhupāda: So? Now, this nationalism idea, so you have trace out the whole history. By introducing this nationalism, what improvement gave? Nationalism, the leader, it began in Europe, the Romans. They wanted to spread. Where are the Romans now? Carthagian, old history, Egyptian, Grecian, then, later on, Moguls or then British. So where are these groups? "Combined together, exploit others." That was, that means, a gang of rogues. Rogues and thieves, they... And by doing that, what they have actually done? The Romans, now their broken buildings are there. And people go to see the fun, how they used to enjoy.

Tamāla Kṛṣṇa: They're starting to catch on to him now, and when they do it's going to be a big scandal because he really made it into the American..., all over the world, but especially in America. He even got into the Army. They were teaching Transcendental Meditation in the Army. Even in schools... He had it in public schools. He said, "It is not at all religious. It's science, and it should be taught. Just like you teach gymnastics, you should also teach this." So if this becomes exposed, oh... It'll also hurt us indirectly, but actually it'll be good for us. But naturally they'll think that "All of these groups are now bogus." He's very much accepted in the public mind. But now the Congressional committees are investigating him.

Prabhupāda: And ours is accepted.

Tamāla Kṛṣṇa: Our is very accepted.

Prabhupāda: That's a great achievement.

Tamāla Kṛṣṇa: Yes.

Prabhupāda: That should be, this Congressional... Who has got so many temples?

Tamāla Kṛṣṇa: No, they have a lot of offices, but they don't have any temples where Deities are worshiped. None of them. They don't touch Deity worship.

Prabhupāda: Rogues and thieves, what they know about Deity worship?

Indian man (1): Gandhiji believed in trusteeship theory of Īśopaniṣad.

Prabhupāda: Trusteeship... Trustee... Who will be trustee? Who is trustworthy? All thieves and rogues? Who is trustworthy? Trustee is Kṛṣṇa.

Prabhupāda: It is not Vaikuṇṭha. It is material world. There will be attack. Even if you are not..., you are nonviolent, the others will be violent. Others will set fire in your house without any fault. They'll kidnap your wife. This is going on all over the world. You must protect yourself. (Hindi) How you can stop him? Thieves and rogues, even if you are nonviolent, they will come, take advantage. It is your duty.

Prabhupāda: Government means to draw fat salary at the expense of poor people. Dasyu-dharmabhiḥ. Rājanya dasyu-dharmabhiḥ. Just like the rogues and thieves, they by force take money from us, these rascal, under some law, they'll take, this government. They will live at any cost.

Tamāla Kṛṣṇa: You're holding back a little bit because it's not sure that we can stay here now.

Prabhupāda: No, training men and they are forced to go away. Very bad government.

Tamāla Kṛṣṇa: For no reason. We're not in any way a threat. We're an asset.

Prabhupāda: And therefore I say, if the government considers this and do, then we can expect. Otherwise what is the use of meeting with...? Waste of time.

Tamāla Kṛṣṇa: Yeah.

Prabhupāda: If they do not understand the importance of the movement...

Tamāla Kṛṣṇa: I think they must.

Prabhupāda: If they are intelligent, they must. But they are all rascal, rogues, thieves and...

Krishna can be served and approached by businessmen, by lawyers, by scientists, by artists, by musicians, by philosophers, even by thieves and rogues; everyone. He is so kind. One has simply to accept the prescribed method how to approach Him.

When I speak of thieves and rogues I do not mean that a Krishna devotee is also a thief or rogue. The idea is that even the thieves and rogues are eligible to accept this path of Krishna Consciousness and make their lives sublime.

Letter to Gargamuni -- London 11 November, 1969:

Actually, when a thief or rogue takes to Krishna Consciousness he soon becomes a saintly person. Just like Jagai and Madhai: They were thieves and rogues, but after being favored by Lord Nityananda they became first-class devotees. So Krishna Consciousness is so nice that everyone can approach the goal, and if one simply agrees to follow the prescribed method, very soon he becomes a saintly person.

Letter to Karandhara -- Bhaktivedanta Manor 27 July, 1973:

A leader must be peaceful, self-controlled austere, pure, tolerant, honest, wise learned and religious. Not like your President Nixon—a rogue and thief—such men cannot do any good to society, only those who are trained up in the Ultimate Goal of human life, they can lead—because human life is meant for going back to Godhead.
