Nārāyaṇa is ninety-five percent complete God, and Lord Śiva is eighty-five percent and Kṛṣṇa is cent percent.
Lecture on BG 4.20 -- Bombay, April 9, 1974: So Vaiṣṇavas also say, yas tu nārāyaṇaṁ devaṁ brahma-rudrādi-daivataiḥ. Brahmā, Lord Brahmā and Lord Śiva, they are demigods of this material world. So if one puts Nārāyaṇa even with the label of Brahmā and Rudra, Lord Śiva and Lord Brahmā... They are very exalted, big demigods. Lord Śiva is almost like Nārāyaṇa. Nārāyaṇa is ninety-five percent complete God, and Lord Śiva is eighty-five percent and Kṛṣṇa is cent percent. There is analysis. So yas tu nārāyaṇaṁ devaṁ brahma-rudrādi-daivataiḥ, samatvenaiva vīkṣeta. Samatvena, equal "Well, whatever is Nārāyaṇa, that is also Lord Śiva, that is also Lord Brahmā, that is also goddess Kālī." This is Māyāvāda. Because the Māyāvāda philosophy is that "The Absolute Truth is impersonal. That is the final understanding. So because we cannot think of impersonal, meditate upon that, let us imagine some form." Sādhakānāṁ hitvārthāya brahmaṇo rūpa-kalpanaḥ.(?) The Māyāvādī philosophers, they say that kalpana, "You just imagine any form." Therefore they especially recommend the five forms, the five form: the Sūrya, sun-god, Gaṇeśa and Durgā, Viṣṇu and Lord Śiva.

Conversation with Governor -- April 20, 1975, Vrndavana:

Governor: You said 5 percent and 95 percent.

Prabhupāda: Ninety-five percent may remain non-brāhmaṇa. But this 5 percent, if they are strongly brahminical, then others will follow. Ekaś candras tamo hanti na ca tārāḥ-sahasraśaḥ. You have got millions of stars. Nobody cares for them. But people are looking after "When the moon will rise? When the moon will rise?" That one moon is sufficient than millions of stars. So this is the suggestion. Then?

Kīrtanānanda: No, there are many taxes. Sales tax...

Prabhupāda: Sales tax is there. But in India that..., at a stage, the whole amount is taxed.

Kīrtanānanda: There's an estate tax, an inheritance tax...

Prabhupāda: No, no, mean at a stage.... This much, this much, this much.... And at a.... There is a stage-ninety-five percent government's. You keep only five percent.
