SB 4.19.36, Purport:

As we have repeatedly explained, due to a lack of qualified brahminical priests in Kali-yuga, it is not possible to perform the ritualistic ceremonies recommended in the Vedas. Consequently the śāstras instruct us to perform the saṅkīrtana-yajña. By the saṅkīrtana sacrifice, the Supreme Personality of Godhead, in His form of Lord Caitanya, will be satisfied and worshiped. The entire purpose of performing sacrifices is to worship the Supreme Personality of Godhead, Viṣṇu. Lord Viṣṇu, or Lord Kṛṣṇa, is present in His form of Lord Caitanya; therefore people who are intelligent should try to satisfy Him by performing saṅkīrtana-yajña. This is the easiest way to satisfy Lord Viṣṇu in this age. people should take advantage of the injunctions in different śāstras concerning sacrifices in this age and not create unnecessary disturbances during the sinful age of Kali. In Kali-yuga men all over the world are very expert in opening slaughterhouses for killing animals, which they eat. If the old ritualistic ceremonies were observed, people would be encouraged to kill more and more animals. In Calcutta there are many butcher shops which keep a deity of the goddess Kālī, and animal-eaters think it proper to purchase animal flesh from such shops in hope that they are eating the remnants of food offered to goddess Kālī. They do not know that goddess Kālī never accepts nonvegetarian food because she is the chaste wife of Lord Śiva. Lord Śiva is also a great Vaiṣṇava and never eats nonvegetarian food, and the goddess Kālī accepts the remnants of food left by Lord Śiva. Therefore there is no possibility of her eating flesh or fish. Such offerings are accepted by the associates of goddess Kālī known as bhūtas, piśācas and Rākṣasas, and those who take the prasāda of goddess Kālī in the shape of flesh or fish are not actually taking the prasāda left by goddess Kālī, but the food left by the bhūtas and piśācas.

In this verse the word sva-vidhinā (according to their own ritualistic principles) is very significant. According to the Vedic śāstras, everything must be done according to regulative principles, but here it is stated that the thieves and rogues devised their own process for killing an animalistic man. The tamasic śāstras give instructions for the sacrifice of an animal like a goat or buffalo before the goddess Kālī, but there is no mention of killing a man, however dull he may be. This process was manufactured by the dacoits themselves; therefore the word sva-vidhinā is used. Even at this time there are many sacrifices being conducted without reference to the Vedic scriptures. The conditioned soul has a natural tendency toward sex and meat-eating; consequently the śāstras grant them some concessions. Actually the śāstras aim at putting an end to these abominable activities, but they impart some regulative principles so that gradually meat-eaters and sex hunters will be rectified.

Oh, the meat-eaters, they take all this meat, and they think, "It is the prasāda of Goddess Kālī, and it is slaughtered by a brāhmaṇa. There is no sin; it is all right."

Simply by understanding that "I am spirit soul, I am Brahman," will not help us. You must act like Brahman. Then it will be... Janma, guṇa-karma-vibhāgaśaḥ (BG 4.13). There must be realization; that is guṇa. At the same time, there must be practical work. That is Vedic civilization. You should not claim falsely. If you are actually brāhmaṇa, you must act as a brāhmaṇa. If you are a kṣatriya, you must act as a kṣatriya. Guṇa-karma-vibhāgaśaḥ. Not that "I am a brāhmaṇa; now I have become something else." These are the qualifications of brāhmaṇa.

Just like in Calcutta you'll find so many butchers, they have kept one Goddess Kālī deity so that people will think now it is not sinful. "Here the māṁsa, the meat is not..., it is sanctified." So these things are going on. Actually, it is restriction.

Prabhupāda: Yes. So that is their interpretation. Marriage, Vedic śāstra enjoins marriage, and it is for prostitution. Just see the interpretation. All the great ṛṣis, they recommended: "Yes, you can go on, prostitution, with your prostitution, under the sanction of the śāstra." No, it is not that. The real purpose is to restrict. Just like meat-eating. Meat-eating is recommended in Vedic literature. There is kālī-pūjā. Kālī-pūjā. By sacrificing one goat before Goddess Kālī. Goddess Kālī's worshiped on the amāvasyā. Amāvasyā takes place once in a month. Therefore these rascals who are meat-eaters, they'll be restricted. If they accept the śāstra, "No, no, if we eat meat from the butcher's place, then we shall be sinful. Let us eat meat..." Just like in Calcutta you'll find so many butchers, they have kept one Goddess Kālī deity so that people will think now it is not sinful. Here the māṁsa, the meat is not..., it is sanctified. Hindu-brāhmaṇa-kati(?). So these things are going on. Actually, it is restriction. And even when there is bali, the sacrifice is given, the mantra means, the mantra says that "This man is killing you. You'll get next life a human being. But you have the opportunity, option, to kill him." This is the mantra. Now, if somebody's responsible, he'll certainly think that "I am going to be killed by this goat again?" Māṁsa khadati. Mām: "He will eat me." That is māṁsa. So no responsible man will take that responsibility, that "I will kill this animal. Again he'll become a man and he'll kill me. No, no. Stop this business."

Prabhupāda: This is their philosophy. And as they pass laws in the Parliament, similarly, these churches approve: "Yes, homosex is all right." Then it is all right. This cheating system is going on. Similar cheating system is the Hindus also. You'll find in Calcutta, in College Street, so many butcher house. And they have kept one goddess Kālī that "We are eating Mother Kali's prasāda." That's it. This is going on.

Brahmānanda: Kali eats meat.

Prabhupāda: Kali does not eat meat, but it is the śāstra's injunction that those who are unable to give up meat-eating, they may sacrifice one goat, not cow, one small animal before the goddess Kali, on amāvāsya (new moon) day, night, not day, and they can eat it.

Pañcadraviḍa: If it's offered, though, who accepts it? Whose prasādam is it? Who takes it?

Prabhupāda: The prasādam is not... That meat is not taken by Kali, but it is taken by the witches and others, associates of Kali.

Brahmānanda: In Śrīmad-Bhāgavatam, you write that goddess Kali takes the prasādam of her husband, Lord Śiva.

Prabhupāda: Yes.

Brahmānanda: So therefore she is vegetarian.

Prabhupāda: Yes.
