Vedic injunction means directly the Supreme Personality of Godhead. This is the sum and substance.
Lecture on SB 6.1.41-42 -- Surat, December 23, 1970:

Prabhupāda: ...means Vedic injunction, and Vedic injunction means directly the Supreme Personality of Godhead. This is the sum and substance. Dharma means approved by the Vedas. You cannot manufacture dharma, "This dharma, that dharma." No. It must be approved by the Vedic injunction. And next? How this material world is created by the Supreme Personality of Godhead. Every religion accepts this: God created this material world.

yena svadhāmny amī bhāvā
rajaḥ-sattva-tamomayāḥ
guṇa-nāma-kriyā-rūpair
vibhāvyante yathā-tatham
(SB 6.1.41)

The difference between material world and spiritual world is that here in this material world these three qualities are acting. Therefore we find so many different varieties of men. There are three qualities: the quality of goodness, the quality of passion, and the quality of ignorance—sattva, rajas, tamas. Now, these qualities, again mixed up, they create several varieties of... Just like three multiplied by three becomes nine. Nine multiplied by nine becomes eighty-one. Eighty-one multiplied by eighty-one, it becomes so many varieties. Expert color men, they take three colors—that blue, red, and yellow—and mixes the color, and varieties of color is manufactured. Similarly, these three guṇas, originally they are coming from the Supreme Personality of Godhead.

This bala-hinena labhyaḥ, this Vedic injunction, means "Without the mercy of Balarāma you cannot understand, you cannot realize your spiritual identification.
Lord Nityananda Prabhu's Avirbhava Appearance Day Lecture -- Bhuvanesvara, February 2, 1977:
Balarāma means guru-tattva. Balarāma represents guru. Yasya prasādād bhagavat-prasādaḥ **. If we want to understand Caitanya Mahāprabhu, if we want to understand Kṛṣṇa, then we must take shelter of Balarāma. Nāyam ātmā bala-hinena labhyaḥ. This bala-hinena labhyaḥ, this Vedic injunction, means "Without the mercy of Balarāma you cannot understand, you cannot realize your spiritual identification. So that Balarāma comes as Nityānanda Prabhu. Balarāma hailā nitāi. Therefore we must take shelter of Balarāma. That is... This song has been sung by Narottama dāsa Ṭhākura. Nitāi-pada-kamala, koṭi-candra-suśītala. If we take shelter of Nityānanda Prabhu, then we get peace. Koṭi-candra-suśītala. Just like in daytime, especially in the summer season, we become very much exasperated. But at night, in the evening, as soon as there is moonshine, we become very much satisfied. All day's labor and fatigue is immediately moved. So nitāi-pada-kamala, the shade of Nityānanda Prabhu's lotus feet, is koṭi-candra-suśītala, as pleasing as one crore of moonshine. One moonshine gives us so much pleasure. So if we want actually peace of mind, if we actually want to be free from this material fatiguement, then we must take the shelter of Nityānanda Prabhu. Nityānanda Prabhu is the strength, spiritual strength. And without spiritual strength you cannot approach Kṛṣṇa. Nāyam ātmā pravaca... Simply by talking nonsense... Nāyam ātmā pravacanena labhyaḥ. If you are a good speaker, that does not mean you'll understand, yourself. Na medhayā: "Neither by good brain." Because you have got very good brain you'll understand Kṛṣṇa—no. Nāyam ātmā pravacanena labhyo na medhayā na bahunā śrutena. If you think that you are a very good scholar, university degree-holder, then you'll understand—no. This is not possible.

Śyāmasundara: Yes.

Prabhupāda: That is the idea.

Śyāmasundara: Perfect control over everyone.

Prabhupāda: So that is already there. The Vedic injunction means the (indistinct), they are conditioned, so that under conditions they also can be fruitful(?). What is his idea?

Śyāmasundara: He says that society should be full of love and security and harmony, and everyone should work in unison. But because people have freedom to choose what they want, then too much freedom, the society is falling apart.

Prabhupāda: That is Western society, not the society controlled by the Vedic literature. Just like marriage in Vedic society, that is a religious obligation. They cannot cancel. The freedom, the so-called freedom is allowed in the upstart Western society.

Śyāmasundara: So he says we have to change all this now.

Prabhupāda: Then we have to take to the Vedic principles. That is the way.

Śyāmasundara: His idea is taken from his work with rats and pigeons.

Prabhupāda: His authority is rats and pigeons. Our authority is Vedavyāsa. (laughter) That is the difference. Our authority is Kṛṣṇa. Our authority is Rāmānujācārya, Madhvācārya, Manu, and his authority is rats and pigeons. That is the difference between the West and East.

Śyāmasundara: He shows scientifically that you can train a rat to push..., of many buttons, he will push the one that gives him food. If he pushes one button and the food comes, then he will continually press that button. So he says you can condition a man by rewarding him when he is right and punishing him when he is wrong.

Prabhupāda: Yes. That is the whole Vedic literature—the heaven and hell. If you do like this, then you go to heaven, and if you do like this, you go to hell. If you do like this, you go to Godhead. That is the Vedic literature. It is already there. (Sanskrit). (Sanskrit), therefore if one chants like this, he goes back to home, back to Godhead. And this morning I was speaking, "If you want to be naked, then you become tree." (indistinct) servant, and if he wants to serve Kṛṣṇa, (indistinct). These things are there the Vedic literature. They are controlled. That is real conditioning. Real controlling means there is no mistake. If these rats and cats are controlling, then maybe you take rats' and cats' authority, and others may take tigers' and others' authority. This is stated already.
