On the failure of such varṇāśrama-dharma, naturally the women become free to act and mix with men, and thus adultery is indulged in at the risk of unwanted population.
BG 1.40, Purport: Good population in human society is the basic principle for peace, prosperity and spiritual progress in life. The varṇāśrama religion's principles were so designed that the good population would prevail in society for the general spiritual progress of state and community. Such population depends on the chastity and faithfulness of its womanhood. As children are very prone to be misled, women are similarly very prone to degradation. Therefore, both children and women require protection by the elder members of the family. By being engaged in various religious practices, women will not be misled into adultery. According to Cāṇakya Paṇḍita, women are generally not very intelligent and therefore not trustworthy. So the different family traditions of religious activities should always engage them, and thus their chastity and devotion will give birth to a good population eligible for participating in the varṇāśrama system. On the failure of such varṇāśrama-dharma, naturally the women become free to act and mix with men, and thus adultery is indulged in at the risk of unwanted population. Irresponsible men also provoke adultery in society, and thus unwanted children flood the human race at the risk of war and pestilence.
BG 1.41, Translation: An increase of unwanted population certainly causes hellish life both for the family and for those who destroy the family tradition. The ancestors of such corrupt families fall down, because the performances for offering them food and water are entirely stopped.
BG 3.24, Translation: If I did not perform prescribed duties, all these worlds would be put to ruination. I would be the cause of creating unwanted population, and I would thereby destroy the peace of all living beings.
Varṇa-saṅkara is unwanted population which disturbs the peace of the general society.
BG 3.24, Purport: Varṇa-saṅkara is unwanted population which disturbs the peace of the general society. In order to check this social disturbance, there are prescribed rules and regulations by which the population can automatically become peaceful and organized for spiritual progress in life. When Lord Kṛṣṇa descends, naturally He deals with such rules and regulations in order to maintain the prestige and necessity of such important performances. The Lord is the father of all living entities, and if the living entities are misguided, indirectly the responsibility goes to the Lord. Therefore, whenever there is general disregard of regulative principles, the Lord Himself descends and corrects the society.

SB Canto 1
In the material world the wrath of those who want to lord it over material nature interacts, and the fire of war takes place, exhausting the unwanted population.
SB 1.10.2, Translation and Purport: Sūta Gosvāmī said: Lord Śrī Kṛṣṇa, the Supreme Personality of Godhead, who is the maintainer of the world, became pleased after reestablishing Mahārāja Yudhiṣṭhira in his own kingdom and after restoring the Kuru dynasty, which had been exhausted by the bamboo fire of anger.
This world is compared to a forest fire caused by the cohesion of bamboo bushes. Such a forest fire takes place automatically, for bamboo cohesion occurs without external cause. Similarly, in the material world the wrath of those who want to lord it over material nature interacts, and the fire of war takes place, exhausting the unwanted population. Such fires or wars take place, and the Lord has nothing to do with them. But because He wants to maintain the creation, He desires the mass of people to follow the right path of self-realization, which enables the living beings to enter into the kingdom of God. The Lord wants the suffering human beings to come back home, back to Him, and cease to suffer the threefold material pangs.

SB 1.14.8, Purport: "If I should cease to work, then all humanity would be misdirected. I would also be the cause of creating unwanted population, and I would thereby destroy the peace of all sentient beings." (BG 3.24)
In the absence of a monarchical regime, the general mass of people will be an unwanted population like dogs and monkeys.
SB 1.18.45, Translation and Purport: At that time the people in general will fall systematically from the path of a progressive civilization in respect to the qualitative engagements of the castes and the orders of society and the Vedic injunctions. Thus they will be more attracted to economic development for sense gratification, and as a result there will be an unwanted population on the level of dogs and monkeys.
It is foretold herein that in the absence of a monarchical regime, the general mass of people will be an unwanted population like dogs and monkeys. As the monkeys are too sexually inclined and dogs are shameless in sexual intercourse, the general mass of population born of illegitimate connection will systematically go astray from the Vedic way of good manners and qualitative engagements in the castes and orders of life.

The Lord expressed His mission of killing as follows: "I have willingly descended on the earth in My capacity of inexorable Time in order to decrease the unwanted population. I shall finish all those who have assembled here except you, the Pāṇḍavas."
SB 3.1.43, Purport: Godless kings or heads of state, when puffed up by advancement of material wealth, education and increase of population, always make a show of military strength and give trouble to the innocent. When Lord Kṛṣṇa was personally present, there were many such kings all over the world, and He thus arranged for the Battle of Kurukṣetra. In His manifestation of viśva-rūpa, the Lord expressed His mission of killing as follows: "I have willingly descended on the earth in My capacity of inexorable Time in order to decrease the unwanted population. I shall finish all those who have assembled here except you, the Pāṇḍavas. This killing does not wait for you to take part in it. It is already arranged: all will be killed by Me. If you want to become famous as the hero of the battlefield and thus enjoy the booty of war, then, O Savyasācī, just become the immediate cause of this killing and thus take the credit. I have already killed all the great warriors—Bhīṣma, Droṇa, Jayadratha, Karṇa and many other great generals. Do not worry. Fight the battle and be famous as a great hero." (Bg. 11.32-34)
In Bhagavad-gītā Arjuna informed Kṛṣṇa that if there is unwanted population (varṇa-saṅkara), the entire world will appear to be hell.
SB 3.17.15, Purport: To check the increase of demoniac population, the Vedic civilization enacted so many rules and regulations of social life, the most important of which is the garbhādhāna process for begetting good children. In Bhagavad-gītā Arjuna informed Kṛṣṇa that if there is unwanted population (varṇa-saṅkara), the entire world will appear to be hell. People are very anxious for peace in the world, but there are so many unwanted children born without the benefit of the garbhādhāna ceremony, just like the demons born from Diti. Diti was so lusty that she forced her husband to copulate at a time which was inauspicious, and therefore the demons were born to create disturbances. In having sex life to beget children, one should observe the process for begetting nice children; if each and every householder in every family observes the Vedic system, then there are nice children, not demons, and automatically there is peace in the world. If we do not follow regulations in life for social tranquillity, we cannot expect peace. Rather, we will have to undergo the stringent reactions of natural laws.
SB Canto 4
Thieves, plunderers, rogues and unwanted population can exist only in a state or kingdom where there is no strong ruler.
SB 4.5.8, Translation and Purport: Conjecturing on the origin of the storm, they said: There is no wind blowing, and no cows are passing, nor is it possible that this dust storm could be raised by plunderers, for there is still the strong King Barhi, who would punish them. Where is this dust storm blowing from? Is the dissolution of the planet now to occur?
Specifically significant in this verse is prācīna-barhir jīvati. The king of that part of the land was known as Barhi, and although he was old, he was still living, and he was a very strong ruler. Thus there was no possibility of an invasion by thieves and plunderers. Indirectly it is stated here that thieves, plunderers, rogues and unwanted population can exist only in a state or kingdom where there is no strong ruler.
When, in the name of justice, thieves are allowed liberty, the state and kingdom are disturbed by such plunderers and unwanted population.
SB 4.5.8, Purport: When, in the name of justice, thieves are allowed liberty, the state and kingdom are disturbed by such plunderers and unwanted population. The dust storm created by the soldiers and assistants of Lord Śiva resembled the situation at the time of the dissolution of this world. When there is a need for the dissolution of the material creation, this function is conducted by Lord Śiva. Therefore the situation now created by him resembled the dissolution of the cosmic manifestation.

As stated in Śrīmad-Bhāgavatam: persons who are unenlightened do not know the aim of life, which is to return home, back to Godhead. Therefore, both individually and collectively, they try to enjoy so-called material comforts, and they become addicted to wine and women. The men produced in such a society are less than fourth class. They are the unwanted population known as varṇa-saṅkara.
SB 6.7.12, Purport: The entire American nation has tried to advance in material opulence without striving to produce ideal human beings. The result is that Americans are now regretting the wholesale criminality of American society and are wondering how America has become so lawless and unmanageable. As stated in Śrīmad-Bhāgavatam (7.5.31), na te viduḥ svārtha-gatiṁ hi viṣṇum: persons who are unenlightened do not know the aim of life, which is to return home, back to Godhead. The family planning of a godless civilization cannot check weedlike unwanted population.
Light of the Bhagavata 31, Purport: Householders who beget children without restriction, like weeds in the rainy season, become solitary as soon as they attain to the stage of devotional service. The family planning of a godless civilization cannot check weedlike unwanted population. People should learn to check sex life by voluntary restraint. This voluntary restraint is possible when one is dovetailed with the service of the Lord. This is confirmed in Bhagavad-gītā. Well-situated devotees of the Lord refrain from materialistic sense enjoyment, for they are attracted by the beauty of the Transcendence. Forcible restraint by regulative family planning or similar artificial means cannot work very long; one must be attracted by the Transcendence. Once can give up the inferior quality of enjoyment as soon as one receives the superior quality of spiritual enjoyment. So family planning is successful when one is engaged in the culture of the human spirit.

Lecture on BG 1.41-42 -- London, July 29, 1973: Translation: "When there is increase of unwanted population, a hellish situation is created both for the family and for those who destroy the family tradition. In such corrupt families, there is no offering of oblations of food and water to the ancestors."
Prabhupāda: Saṅkaro narakāyaiva. When there are unwanted children, then the family tradition, the family obligation, they are all forgotten. At the present moment, nobody knows that after death there is life, and still such life is connected with the family, the forefathers and the descendants. Nothing of this science is known at the present moment.
Arjuna was a very pious man and he was declining to fight, not to kill his kinsmen, not to kill his friends. This... This is a very important point. So he argued, "No, no, if I fight, my people will die, and their wives will become widow, and they will be adulterated, and then, by adulteration, unwanted population will increase, and who will offer śrāddha?"
Lecture on BG 2.7-11 -- New York, March 2, 1966: So here is a point, that sometimes we may do something which is approved by the general public, but it may not be approved by the supreme authority. Superficially it may appear very appealing to the sentiment of the public, but factually such thing may not be correct, may not be correct. If we accept Kṛṣṇa as the Supreme Personality of Godhead, and "Why He was inducing Arjuna to fight?" It does not mean that He was inducing Arjuna to do something wrong. But from worldly point of view, Arjuna was a very pious man and he was declining to fight, not to kill his kinsmen, not to kill his friends. This... This is a very important point. So he argued, "No, no, if I fight, my people will die, and their wives will become widow, and they will be adulterated, and then, by adulteration, unwanted population will increase, and who will offer śrāddha?" Śrāddha... There is a ceremony of śrāddha according to Hindu scripture. I do not know whether you have in your Christian religion, but according to Hindu, a dead body is offered some respect every year. Just like death anniversary observed, similarly, in the family, the descendants, they offer some foodstuff after some religious ceremony. That is called śrāddha. And it is believed that that offering goes to the dead forefathers. So that is a family religious ceremony. So Arjuna said that "These people will die. Who will offer that ablution to the forefathers?" So from ordinary point of view, from the point of view of a family man, he argued with Kṛṣṇa in so many ways.
Lord Kṛṣṇa says that "If I do not set example in My life, then there will be unwanted population."
Lecture on BG 3.21-25 -- New York, May 30, 1966: "If I do not place idea before the living entities, praja..." Praja means those who have taken birth, they are called praja. Ja means birth. Janma, janma. And praja, prakṛṣṭa-rūpeṇa ja. Anyone, praja... Just like in a state it is called praja, or citizens, who have taken the birth in that particular place. So similarly, Lord Kṛṣṇa says that "If I do not set example in My life, then there will be unwanted population." Unwanted population. And actually that has become now in the present world. By not following the principles of God consciousness or Kṛṣṇa consciousness we have got now unwanted population. Unwanted population. Here it is plainly written, saṅkarasya ca kartā syām. Saṅkarasya ca means cross-breeding, saṅkarasya.
Whenever there is unwanted population these three things will naturally, by nature's course will appear—famine, pestilence, and war—and the population will be finished.
Lecture on BG 3.21-25 -- New York, May 30, 1966: Now, Kṛṣṇa says that "If I do not place the ideal life, then the population will be saṅkara." Saṅkara means unwanted, creating disturbances always. There will be no peace in the world. And actually we are feeling that there is no peace in the world. Why? Because the population has become unwanted. And by increasing such population the natural sequence will be... There must be. There will be some disease, there will be some famine or there will be some war when the population will be vanquished. That is the law of nature. That is accepted in economics also, Malthusian theory. Perhaps most of you know that whenever there is unwanted population these three things will naturally, by nature's course will appear—famine, pestilence, and war—and the population will be finished. So there was some unwanted population at that time also for which Kṛṣṇa arranged the war, battlefield of war. Battlefield of war. So we have to follow. If we want very good population, very good generation, then we have to follow the principles of Bhagavad-gītā.

The so-called contraceptive method is there because we are having sex life against religion. Against religion. But if you have sex life in, mean, pursuance of the religious principles, you don't require. Because to become father and mother is not restricted, but to become father and mother of cats and dogs is restricted. To become father and mother is not restricted. That is nature. You become father of hundreds children. But don't produce cats and dogs. Then there will be... Then dharmāviruddhaḥ... And there will be unwanted population, problem, fight, no peace, no tranquillity. Everything, all, it will be hell.

There is a problem now, especially in the Western countries, unwanted population. They do not want, but it is increasing.
Lecture on SB 1.7.6 -- Vrndavana, September 5, 1976: Anartha. This anartha means this material civilization. There is no need, and still we have accepted it. That is called anartha, meaningless. So there are hundreds and thousands of anarthas, as it is stated that śrotavyādīni rājendra nṛṇāṁ santi sahasraśaḥ (SB 2.1.2). Sahasraśaḥ means thousands and thousands. Because we have created anartha, unnecessary necessities of life, therefore we have to know, we have to learn, we have to teach so many unwanted... Just like there is a problem now, especially in the Western countries, unwanted population. They do not want, but it is increasing.
Sex life should be regulated. Not that anywhere and everywhere, or any time. Therefore the population is unwanted population.
Lecture on SB 1.16.22 -- Los Angeles, July 12, 1974: The sex life is very strong in this material, in this age. But sex life should be regulated. Not that anywhere and everywhere, or any time. Therefore the population is unwanted population. One irregular sex life produced the Hiraṇyakaśipu. Hiraṇyakaśipu's mother became very sexually agitated, and she wanted to sex, with her husband (have) intercourse. And just in the evening. Kaśyapa Muni, he said, "No, no, this is not the time, proper time." But she was insistent. So the result was two demons were born.
So from the very childhood one should be taught what is bhāgavata-dharma. Otherwise there will be unwanted population, and the world will become a hell.
Lecture on SB 7.6.1 -- San Francisco, March 3, 1967: So Prahlāda Mahārāja says, kaumāra acaret prajno dharmān bhāgavatan iha (SB 7.6.1). This occupation of dealing with the Supreme Personality of Godhead, Bhagavān, should be learned from the very beginning of life. Just like one of our student comes, Eddy(?). He is always with his father, and he is learning bhāgavata-dharma. He is also bowing down, seeing his father and other Godbrothers of his father. He is learning. Varṇa-saṅkara means population, unwanted population.
Lecture on SB 7.6.1 -- Boston, May 8, 1968: So Prahlāda Mahārāja recommends that from childhood this should be instructed. Because nobody is caring to teach this science of God from childhood. Therefore the present population, Godless population is the cause of all disturbances. In the Bhagavad-gītā you'll find varṇa-saṅkara. Varṇa-saṅkara means population, unwanted population. What is the use of this population? Simply for living? The Bhāgavata says does the tree not live? The tree also lives for thousands of years. So do you mean to say living is very important thing? No.

Pandal Lecture -- Delhi, November 20, 1971: So the educational system should take very seriously if at all they want to make their country nice, not varṇa-saṅkaraḥ. Strīṣu duṣṭāsu varṇa-saṅkaraḥ bhaviṣyati. This Vedic culture is so scientifically made. Just like according to Vedic culture, the women are instructed or trained up to become very chaste, very chaste. Only one husband. Why? That is explained: strīṣu duṣṭāsu varṇa-saṅkaraḥ bhaviṣyati. Prabhupāda: Yes. In material world we have got so many obligations.
Paramahaṁsa: For example, in devotee families, if we perform the proper principles in raising children...
Prabhupāda: No, your, your, your function is very simple. You become Kṛṣṇa conscious, and train your children in Kṛṣṇa consciousness. That's all.
Paramahaṁsa: But there's always a chance that they may not as well.
Prabhupāda: That chance is also to you also. Māyā is always there. But our duty should be like that. You become Kṛṣṇa conscious and raise your children to that standard. (indistinct) Just like we are teaching in Dallas. There is nothing extraordinary. The children are there, they're learning how to read, how to write, at the same time rising early in the morning, attending maṅgala-ārātrika, joining in the saṅkīrtana, playing mṛdaṅga, dancing, taking prasādam. (Aside:) That's all right. By such training, automatically they'll be Kṛṣṇa conscious. And then all your duties are complete. If you make him Kṛṣṇa conscious, then all your duty is finished.
