This process of concocting an incarnation of God has become an ordinary business, especially in Bengal. Any popular personality with a few traits of mystic powers will display some feat of jugglery and easily become an incarnation of Godhead by popular vote.
SB 1.1.20, Purport:

The doctrines of anthropomorphism and zoomorphism are never applicable to Śrī Kṛṣṇa, or the Personality of Godhead. The theory that a man becomes God by dint of penance and austerities is very much rampant nowadays, especially in India. Since Lord Rāma, Lord Kṛṣṇa and Lord Caitanya Mahāprabhu were detected by the sages and saints to be the Personality of Godhead as indicated in revealed scriptures, many unscrupulous men have created their own incarnations. This process of concocting an incarnation of God has become an ordinary business, especially in Bengal. Any popular personality with a few traits of mystic powers will display some feat of jugglery and easily become an incarnation of Godhead by popular vote. Lord Śrī Kṛṣṇa was not that type of incarnation. He was actually the Personality of Godhead from the very beginning of His appearance.

The Lord can act without regard to material impediments or inconveniences, but to prove that He is the Supreme Personality of Godhead and was not merely advertised as Godhead or elected by popular vote, He constructed a wonderful bridge over the ocean.
SB 9.10.15, Purport:

One feature of the Supreme Personality of Godhead Lord Rāmacandra is omnipotence. The Lord can act without regard to material impediments or inconveniences, but to prove that He is the Supreme Personality of Godhead and was not merely advertised as Godhead or elected by popular vote, He constructed a wonderful bridge over the ocean. Nowadays it has become fashionable to create some artificial God who performs no uncommon activities; a little magic will bewilder a foolish person into selecting an artificial God because he does not understand how powerful God is. Lord Rāmacandra, however, constructed a bridge over the water with stone by making the stone float. This is proof of God's uncommonly wonderful power. Why should someone be accepted as God without displaying extraordinary potency by doing something never to be done by any common man? We accept Lord Rāmacandra as the Supreme Personality of Godhead because He constructed this bridge, and we accept Lord Kṛṣṇa as the Supreme Personality of Godhead because He lifted Govardhana Hill when He was only seven years old. We should not accept any rascal as God or an incarnation of God, for God displays special features in His various activities.

So Gandhi never believed that there was Kṛṣṇa, but he became mahātmā by popular vote. That's all. That kind of mahātmā is not accepted by the śāstra.
Lecture on BG 1.1 -- London, July 7, 1973:

When they found that a mahātmā is leader and he is a great student of Bhagavad-gītā, and by the way all people gathered round him. Although he was a politician, he has nothing to do with Bhagavad-gītā or mahātmā, no. (laughter) Because the definition of mahātmā is given in the Bhagavad-gītā. The definition of mahātmā is there: mahātmānas tu māṁ pārtha daivīṁ prakṛtim āśritāḥ, bhajanty ananya manaso (BG 9.13). This is mahātmā. Mahātmā means he has taken shelter of Kṛṣṇa cent percent, and his only business is to worship and glorify Kṛṣṇa. That is mahātmā. So Gandhi never believed that there was Kṛṣṇa, but he became mahātmā by popular vote. That's all. That kind of mahātmā is not accepted by the śāstra. Mahātmā is, first symptom of mahātmā is that he must be a great devotee of Kṛṣṇa. That is mahātmā. That is.... Mahātmānas tu māṁ pārtha daivīṁ prakṛtim āśritāḥ (BG 9.13). And he is not under any material world. He is in the spiritual world. Daivīṁ prakṛtim āśritāḥ. And what is the symptom? Bhajanty ananya-manaso. Ananya-manaso, without any diversion, he's simply devoted to Kṛṣṇa. This is mahātmā. Everything is there in the Bhagavad-gītā, therefore I request you to study Bhagavad-gītā thoroughly as it is. Then you become perfectly powerful, spiritual.

The democracy, the president elected by popular vote, is now being condemned. So what is the value of this democracy? You elect somebody by your vote, again condemn.
Lecture on SB 1.2.6 -- Rome, May 24, 1974:

In those days, there was no political meeting. Political meeting was not necessary because there was no democracy. It was monarchy. The kings, they were so trained up that there was no necessity of democracy. Actually, the modern government, democracy... We are experiencing, especially the great democratic country, America. So the democracy, the president elected by popular vote, is now being condemned. So what is the value of this democracy? You elect somebody by your vote, again condemn. That means the electors, the voters, have also no experience, and neither the man who is voted, he is also very good man. Otherwise, why you should change your opinion once you have elected a person to act as your head executive? So the democracy has proved a farce. It has no meaning, because people are not educated. People are mostly śūdras. There must be four classes of men. So brāhmaṇa, kṣatriya, vaiśya, śūdra, first class, second class, third class, fourth class. So at the present moment there is no first-class men, neither second-class men. All third class, fourth class. All of them. So on the votes of third-class and fourth-class men, how you can expect good government? That is not possible.

The so-called master is also servant. Just like President Nixon. He was elected the master, president, but actually he was the servant of the popular vote.
Lecture on SB 6.1.1 -- Melbourne, May 21, 1975:

Mahātmā means he is not under the condition of this material nature. He is under the protection of the spiritual nature, he is mahātmā. You have to live under somebody. That is our position. You cannot say that "I am not living under somebody. I am independent." No. That is not possible. Nobody can say. Can anybody say that "I am independent"? No. Because our constitutional position is that, to serve. Either I serve my family or serve my community or serve my nation or serve my government—in this way go on increasing—but your position is to serve. You... Here you will find, therefore, that the so-called master is also servant. Just like President Nixon. He was elected the master, president, but actually he was the servant of the popular vote. As soon as he became unpopular, he was immediately dismissed. So the president of a big state is the position that he is a servant. How you are not a servant? That is our nature.

Prabhupāda: According to Manu-saṁhitā, which is Vedic laws, it is said that "Woman is not to be given freedom." They have to be protected. According to Vedic civilization, women, children, old man, brāhmaṇa, and cow—they are to be given protection. The state should give protection. (break) ...the defect of modern civilization is that vox populi.

Nitāi: Yes.

Prabhupāda: Everything is passed by popular vote. But that is also defective.

Brahmānanda: You brought that out nicely by giving the example of Nixon. He received the largest popular vote of any president in the history, and he was also then pulled down.

Prabhupāda: Indira Gandhi also. She got the largest number of vote...

Brahmānanda: Even more than her father she received.

Prabhupāda: So what is the value of these votes? If, by vote, if you select a wrong man and again you try to drag him down, then what is the use of this popular vote? Even in Communist country, the, what is called, Krushchev? He was the head. Now nobody knows where he is.
