So even there is no bhūta-hatyā... That is called pañca-sūnā-yajña, five kinds of imperceptible sinful activities. Just like when we are walking on the street, there are many ants and germs, they are being killed. I do not know, I do not wish to kill, but they are being killed. When you are igniting fire, in the fireplace, there are so many small ants. So as soon as you ignite, all those small ants—you cannot see—they die. Similarly, when you keep water, there are so many microbes and other living entities. So as you press on it, they die. Similarly, pestle and mortar. In India the system, they don't purchase...Those who are rigid family, they do not purchase these powdered spices. No. They bring whole spices and they smash it with mortar and pestle. That is very nice. So doing that smashing work, you kill so many animals. In breathing, you kill so many animals. In drinking water, you kill so many animals. This is bhūta-hatyā. You are killing. This is not intentional. You do not know. Therefore in a Vedic system there is prescription, pañca-sūnā-yajña. Pañca means five, and sūnā means bhūta-hatyā, or killing animals, sūnā. Striya-sūnā-pāna-dyūta (SB 1.17.38). Sūnā. Sūnā means violence. So we prohibit these four kinds of sinful life: killing of animals and illicit sex... Striya, sūnā, and... Pañca-sūnā. Yes... Striya-sūnā-pāna. Pāna means intoxicants, and dyūta means gambling. So these are four kinds of sinful activities. So out of that, sūnā is one. That is also divided in many divisions, at least five. Willingly, we are not going to kill anybody, but unwillingly... Therefore there is pañca-sūnā-yajña. You have to perform yajña every day to counteract the sinful reaction of your imperceptible killings of animals. That's it. This is Vedic life.

It is herein described that King Purañjana once went to the forest to kill animals. This means that he, the living entity, came under the influence of the mode of ignorance. The forest in which King Purañjana engaged in hunting was named Pañca-prastha. The word pañca means "five," and this indicates the objects of the five senses. The body has five working senses, namely the hands, the legs, the tongue, the rectum and the genitals. By taking full advantage of these working senses, the body enjoys material life. The chariot is driven by five horses, which represent the five sense organs—namely the eyes, ears, nose, skin and tongue. These sense organs are very easily attracted by the sense objects. Consequently, the horses are described as moving swiftly. On the chariot King Purañjana kept two explosive weapons, which may be compared to ahaṅkāra, or false ego. This false ego is typified by two attitudes: "I am this body" (ahantā), and "Everything in my bodily relationships belongs to me" (mamatā).

Take advantage of this knowledge, understand the philosophy of life, that "I am eternal." Na hanyate hanyamāne śarīre (BG 2.20). "I do not die after the annihilation of this body. I accept another body." We have got two bodies: this gross body and one subtle body. Just like you have got your coat, and within the coat there is shirt, similarly, within this gross body, there is another subtle body. This gross body is made of the material elements, earth, water, air, fire, ether, these five elements. Pañca. Pañca means five. Your body and my body, it is simply combination of these five material elements. This is the covering, coat. And within this, there is another body. What is that? Mind, intelligence, and ego. So everyone knows that you have got mind, I have got mind. Everyone knows that you have got intelligence, I have got intelligence. And everyone is puffed up with some identification, "I am this, I am that." These three conception, this is called subtle. Subtle body. So we simply see the gross body, but we do not see the subtle body. When death take place—that means this gross body is finished—then the subtle body is there. And the subtle body carries the soul to another gross body. That we cannot see. Therefore we do not understand how this spirit soul is migrating, transmigrating from one body to another. We do not see. Therefore our seeing should be through knowledge, paśyati jñāna-cakṣuṣā, not this gross seeing. Gross seeing is imperfect. It has no value. We know. We should inquire that "This gross body is finished. Now what about the subtle body?"
So we have to understand from authoritative literature. The subtle body is working, just like when you sleep your gross body is not working, but the subtle body, the mind, intelligence and ego is working; therefore you dream. Your subtle body is lying is some apartment, and you have gone to the seaside by the mental body. So, so long this gross body is able, you again come and enter into this gross body, but when it is not workable, then you have to find out another gross body in the womb of a certain type of mother. This is the law of transmigration of the soul. That subtle body will be carried by the laws of nature. According to the work you have done to your whims, then a certain type of body will be offered to you. You will be forced to enter into the womb of a certain type of mother, and the mother will give you the body. That we have got, everyone, experience. In the mother's body, after pregnancy, the body grows. Everyone knows it. So body grows why? Because the soul has entered, and according to his karma, either good mother or bad mother... So you are growing the same body or better body or lower body, and when it is mature, then you come out. You begin again your life. That is called pravṛtti-mārga. In this way we have to accept birth, death, old age. As soon as you get this material body, there is birth, and as soon as there is birth, there is death. And as soon as the body is there, it is growing old. It is suffering disease.

So minimize the responsibility of the court in deciding several cases. So in the India the Pañcayat system is there.
