SB Canto 2

Every living entity's intelligence is overseen by the Lord in His transcendental position as the witness of all actions.
SB 2.5.17, Purport:

Beginning from Brahmā, the topmost intelligent living entity within the universe, down to the smallest ant, every living entity's intelligence is overseen by the Lord in His transcendental position as the witness of all actions. The subtle presence of the Lord is felt by the intelligent man who can study the psychic effects of thinking, feeling and willing.

SB Canto 3

The Supersoul, the Supreme Personality of Godhead, is one, but He appears to individually oversee each individual soul. This does not mean that the individual soul and the Supersoul are one.
SB 3.22.4, Purport:

The individual soul is the proprietor of the individual body, but the Supersoul, the Personality of Godhead, Kṛṣṇa, is the proprietor of all bodies everywhere. He is the proprietor not only of human bodies but of birds, beasts and all other entities, not only on this planet but on other planets also. He is the supreme proprietor; therefore He does not become divided by protecting the different individual souls. He remains one and the same. That the sun appears on top of everyone's head when at the meridian does not imply that the sun becomes divided. One man thinks that the sun is on his head only, whereas five thousand miles away another man is thinking that the sun is only on his head. Similarly, the Supersoul, the Supreme Personality of Godhead, is one, but He appears to individually oversee each individual soul. This does not mean that the individual soul and the Supersoul are one. They are one in quality, as spirit soul, but the individual soul and Supersoul are different.

SB Canto 6

Although the parents are directly responsible for the protection and maintenance of their children, the duty of the king is to see that all parents do their duty properly. Similarly, the king is also responsible for overseeing the other protectors mentioned in this verse.
SB 6.4.12, Purport:

By the supreme will of the Personality of Godhead, there are various protectors and maintainers for helpless living entities. The trees are also considered prajās, subjects of the king, and therefore the duty of the monarch is to protect even the trees, not to speak of others. The king is duty-bound to protect the living entities in his kingdom. Thus although the parents are directly responsible for the protection and maintenance of their children, the duty of the king is to see that all parents do their duty properly. Similarly, the king is also responsible for overseeing the other protectors mentioned in this verse. It may also be noted that the beggars who should be maintained by the householders are not professional beggars, but sannyāsīs and brāhmaṇas, to whom the householders should supply food and clothing.

SB Cantos 10.14 to 12 (Translations Only)

He who lives as the overseeing witness within the gopīs and their husbands, and indeed within all embodied living beings, assumes forms in this world to enjoy transcendental pastimes.
SB 10.33.35, Translation:

All the worlds exist because You oversee them. None can live, move or have their being without Your supervision.
CC Adi 2.45, Translation:

“All the worlds exist because You oversee them. None can live, move or have their being without Your supervision.

You oversee the wanderings of all living beings. For this reason also, You are the primeval Lord Nārāyaṇa.
CC Adi 2.46, Translation and Purport:

"You oversee the wanderings of all living beings. For this reason also, You are the primeval Lord Nārāyaṇa."

Śrī Kṛṣṇa, in His Paramātmā feature, lives in the hearts of all living beings in both the transcendental and mundane creations. As the Paramātmā, He witnesses all actions the living beings perform in all phases of time, namely past, present and future. Śrī Kṛṣṇa knows what the living beings have done for hundreds and thousands of past births, and He sees what they are doing now; therefore He knows the results of their present actions that will fructify in the future. As stated in the Bhagavad-gītā, the entire cosmic situation is created as soon as He glances over the material energy. Nothing can exist without His superintendence. Since He sees even the abode where the collective living beings rest, He is the original Nārāyaṇa.

The Supersoul is witnessing the material activities of the individual soul. That is stated in the Bhagavad-gītā: anumantā upadraṣṭā. Upadraṣṭā means overseeing. For every action we are doing there is witness.
Lecture on BG 13.17 -- Bombay, October 11, 1973:

The soul and the Supersoul, it is stated in the Vedic literature, Upaniṣad, they are sitting in one branch of the tree together as friends. The soul and the Supersoul, both of them are within the heart. But the soul is now looking forward for material enjoyment. And the Supersoul is witnessing the material activities of the individual soul. That is stated in the Bhagavad-gītā: anumantā upadraṣṭā. Upadraṣṭā means overseeing. For every action we are doing there is witness. That is karmavāda, witness.

The paramātma-puruṣa is upadraṣṭā, overseeing your activities. You want to do something, but without His permission, you cannot do.
Lecture on BG 13.24 -- Bombay, October 23, 1973:

Therefore Kṛṣṇa says, ya evaṁ vetti puruṣaṁ prakṛtim (BG 13.24). You must learn what is this living entity. That also we do not know. Prakṛti. This body is prakṛti. And the living force which is within the body, that is puruṣa. And there are two kinds of puruṣas—the living entity and the Supersoul, Paramātmā. Ātmā and Paramātmā. The ātmā is creating his own field of activities. Paramātmā is observing only, "What you are doing?" These things we have already discussed. Upadraṣṭā anumantā. The paramātma-puruṣa is upadraṣṭā, overseeing your activities. You want to do something, but without His permission, you cannot do. Upadraṣṭā anumantā ca bhartā. He is the maintainer.

I am very glad to learn that S.F. Temple is doing very nicely in the street Sankirtana with transcendental plays. And your BTG sales are very encouraging to me. I have heard from Gargamuni that you are ordering 20,000 issues of BTG and this is very good news. Selling BTG means that out movement is increasing and our philosophy is being appreciated. Uttama Sloka is a very good devotee and I am also glad to learn that he is of great assistance to you in guiding the new devotees. He may remain there with my permission for as long as he may like, I know that he is very valuable as an expert Temple manager.

Regarding your program of duties for the brahmacaris and brahmacarinis and grhastha men and women, this is a very nice arrangement. The girls should manage internally and the boys should manage externally. So all of you have my hearty blessings for your kind service to Lord Krsna. Be always engaged in this way and become happy.

I understand that Syamasundara and Gurudasa are appointed to oversee the European centers in the absence of Tamala Krsna, so ask them to send reports once in a fortnight. I am very anxious to see our "Back to Godhead" printed in French and German languages just like our English language edition.

I have seen the article from Salt Lake City and also one letter has come from Mohanananda in Dallas. So things are very favorable in both these places, just you see that they go on very nicely to our set standard. I am glad that you are taking your duties of overseeing the centers in your jurisdiction very seriously, that is very much needed.

So far the overseeing of the temples in your Zone, I am very glad that you are travelling there and preaching and thus feeling enlivened.

Letter to Rupanuga -- Allahabad 11 January, 1971:

In the meantime we have come from Surat to Bombay and from Bombay to Calcutta and tomorrow morning we are going to Allahabad to attend the Adha Kumbh Mela festival. We shall be going all 40 strong devotees and there are an expected 7,000,000 going there also for the month of Magh. I expect that by this time you are touring Europe and especially overseeing London Temple, so I am expecting another letter from you soon reporting the situation there. Anyway, I shall address this to your Buffalo Temple.

All these beads (six of the seven pair enclosed) as well as sacred threads, may be presented by fire yajna, and you should oversee the ceremony as priest.
Letter to Bhagavan -- Los Angeles 7 July, 1971:

You will be glad to know that I have gladly consented to initiate all those boys and girls recommended by you and their beads are enclosed herewith, duly chanted on, as well as their letters. Also enclosed, please find five gayatri mantras and four sacred threads also duly chanted. So all these beads (six of the seven pair enclosed) as well as sacred threads, may be presented by fire yajna, and you should oversee the ceremony as priest.

Your presence is required there in the West. Your overseeing is most important position. What am I doing but overseeing.
Letter to Karandhara -- London 5 August, 1971:

Regarding your changing position with Bhavananda, I don't think L.A. can be managed at the present time without your presence. The original proposal was that if the presidents required the change then they could switch centers, but changing of your place will not be very favorable. So stay there and develop things nicely. I am so pleased to learn that you are opening a new branch in Fresno, California and are soon to open one in Long Beach also. So your presence is required there in the West. Your overseeing is most important position. What am I doing but overseeing. So continue there in L.A.

If each center must rely upon its own strength to stand, that will be better training ground for the devotees. We must learn how to do all kinds of varieties of engagements on Krsna's service, not that we shall expect anyone else to act for us and thus avoid something ourselves. But for reasons of spreading Krsna Consciousness movement, we may sometimes centralize, just like the books and money for BBT are managed by Karandhara in Los Angles. In that case, for more than one man to be dealing with Dai Nippon, overseeing the general production and financial condition of the books, if that were left for each temple to manage, there would be great difficulty and the books would get neither printed nor paid for nor distributed widely. So in that case, centralized management is preferable.
