Nivṛtta-tarṣaiḥ means one who has finished all kinds of desires, all kinds of material desires.
Lecture on SB 7.9.39 -- Mayapur, March 17, 1976:

So this process, that we first of all accept anyone who is prepared to chant, we accept to give him hari-nāma—what is the idea? The idea is that he'll gradually become brāhmaṇa. Of course, chanting of Hare Kṛṣṇa mantra is beyond the position of brāhmaṇa. Nivṛtta-tarṣair upagīyamānāt. This chanting of Hare Kṛṣṇa mantra is meant for the nivṛtta-tarṣaiḥ. Nivṛtta-tarṣaiḥ means one who has finished all kinds of desires, all kinds of material desires. For him... Nivṛtta-tarṣair upagīyamānāt. But for the ordinary man, bhavauṣadhi, even it is meant for the liberated person, chanting Hare Kṛṣṇa mantra, but still, those who are not liberated, if he chants, then he becomes cured from the material desires. Kāmāturam. Material desires... Kāmāturaṁ harṣa-śoka-bhayaiṣaṇārtam. This is material desires. We are full of lusty desires, kāma, kāmāturam, and therefore you are distressed. Our distressed condition is due to lusty desires, kāmāturam. And the result is harṣa-śokaḥ. When we can fulfill our desires—"I am very much inclined to a woman or a man"—kāmāturam, lusty desires, if we can fulfill, then it is very nice, harṣa: "Oh, I am very successful." And if you cannot fulfill, then śoka. Two things are there. Śoka, there are so many things. We have got practical examples. The so-called loving affairs of man and woman ends in even murder. We have got experience. So śokāturam. The lusty desires means for the time being it may be very happy condition, but the result is śoka. It will end. Either illicit sex or legal sex, the end is śoka, śoka, lamentation. There are many examples, practical.

Nivṛtta-tarṣaiḥ means liberated person. Nivṛtti means finished, and tṛṣṇa, tṛṣṇa, hankering.

How it will develop, that we began explaining yesterday, this Sūta Gosvāmī's instruction. He says, śṛṇvatāṁ sva-kathāḥ kṛṣṇaḥ puṇya-śravaṇa-kīrtanaḥ (SB 1.2.17). If you simply hear about Kṛṣṇa Kṛṣṇa You can hear about Kṛṣṇa in so many ways. Kṛṣṇa has got so many activities. The whole Mahābhārata, the whole Śrīmad-Bhāgavatam, all the Purāṇas, and especially Śrīmad-Bhāgavatam, is full of Kṛṣṇa's activities. So it is very relishing also. Just like we try to read stories and fiction ordinarily—people take pleasure in it—similarly, if you simply read Śrīmad-Bhāgavatam, you will relish that fiction reading; at the same time, you will be transcendentally realized. The Parīkṣit Mahārāja, when he was hearing Śrīmad-Bhāgavatam, he said that nivṛtta-tarṣair upagīyamānād bhavauṣadhāc chrotra-mano-'bhirāmāt (SB 10.1.4). He admitted that "This kṛṣṇa-katha, narrations about Kṛṣṇa, about Kṛṣṇa's activities, it is relished, it is discussed, by nivṛtta-tarṣaiḥ (CC Madhya 19.170). Nivṛtta-tarṣaiḥ means liberated person. Nivṛtti means finished, and tṛṣṇa, tṛṣṇa, hankering.

This is self-realization. So nivṛtta-tarṣaiḥ means one who has realized his self. So Parīkṣit Mahārāja, also confirming that "This kṛṣṇa-kathā, these activities of Kṛṣṇa can be relished by persons who have are transcended this position of hankering and lamenting..." Nivṛtta-tarṣair upagīyamānāt. They can actually understand. But what about the common man? The common man, he has also said, bhavauṣadhāc chrotra-mano-'bhirāmāt. If common men simply hear, then it will be very pleasing to their ears and to their heart. Chrotra-mano-'bhirāmāt. They'll be pleased simply by hearing. Generally, people therefore take to Kṛṣṇa's rasa-līlā. But one should not go so swiftly to the rasa-līlā because they will misunderstand. But there are so many other līlās of Kṛṣṇa. So you hear them. That is our program. We are giving chance to the people in general to hear about Kṛṣṇa. And this is our mission. Caitanya Mahāprabhu's mission is this, that āmāra ājñāya guru hañā tāra sarva deśa: "You just become spiritual master under My order." What is that order? That also He says, yāre dekha tāre kaha 'kṛṣṇa-upadeśa (CC Madhya 7.128).' That's all. "You simply try to explain the kṛṣṇa-kathā." Kṛṣṇa-kathā means kathā, the words, given by Kṛṣṇa—that is Bhagavad-gītā, kathā—or kathā about Kṛṣṇa. That is Śrīmad-Bhāgavatam. So these two messages you distribute to the whole world. That is Caitanya Mahāprabhu's order.

Nivṛtta-tarsaiḥ means one who has ceased material desires. He can chant. He can glorify. But it is not for ordinary mundane people.
Morning Walk -- April 6, 1974, Bombay:

Prabhupāda: ...upagīyamānāt. Uttama-śloka-guṇānuvādā. Uttama-śloka-guṇānuvādāt. Uttama-śloka is Kṛṣṇa, who is worshiped by selected verses. So uttama-śloka-guṇānuvādā is executed by nivṛtta-tarsaiḥ. Nivṛtta-tarsaiḥ. Nivṛtti means ceasing; tṛṣṇa means material desires. Nivṛtti-tarṣair upagīyamānād. So this uttamaśloka-guṇanuvada, praising the Supreme, uttamaśloka, is done by the nivṛtta-tarsaiḥ. Nivṛtta-tarsaiḥ means one who has ceased material desires. He can chant. He can glorify. But it is not for ordinary mundane people. Nivṛtta-tarṣair upagīyamānād bhavauṣādhi chrotra-mano 'bhirāmāt (SB 10.1.4). And this chanting is bhavauṣādhi. There is some... (break) ...of holy name or glorifying the Lord is the medicine for this material disease. Material disease means repetition of birth and death. To stop this repetition of birth and death, this is the only remedy. And this is used by liberated persons. So such a nice thing, who can refrain from it? Vinā paśughnāt: (SB 10.1.4) unless one is animal killer, one cannot cease from this business. Therefore animal killing is so sinful.
