Nitya-baddha means ever-conditioned; those living entities who are in this material world, they do not know when they came in touch with this material world. Neither they do know when they will be liberated.
Lecture on BG 1.13-14 -- London, July 14, 1973:

Nitya-siddha and nitya-baddha. There are two kinds of living entities. Nitya-baddha means ever-conditioned. Ever-conditioned means those who are in this material world, they do not know when they came in touch with this material world. Neither they do know when they will be liberated. They are called nitya-baddha, ever-conditioned. And similarly, there are nitya-siddhas. Nitya-siddhas means they never come in contact with this material world, and even they come here for some business, they do not forget their position. That is nitya-siddha. Try to understand. There are two kinds of living entities: nitya-siddha, nitya-baddha. Nitya-baddhas are within this material world. Beginning from Brahmā down to a small ant, insignificant ant, they are all nitya-baddhas. Anyone who is in this material world—nitya-baddha. And nitya-siddhas, they belong to the spiritual world.

There are two kinds of men: one is attracted; one is not attracted. Those who are not attracted, they are called nitya-siddha, eternally liberated. And those who are being attracted, they are called nitya-baddha, eternally conditioned.
Lecture on BG 2.15 -- Mexico, February 15, 1975:

Hṛdayānanda: (translating) Why it seems that when the soul comes into contact with material nature it becomes contaminated?

Prabhupāda: He wants to enjoy this material enjoyment. Just like everyone is going to the restaurant for eating something palatable, but we are not going, and somebody is going to cinema, but we are not going to the cinema. Similarly, there are two kinds of men: one is attracted; one is not attracted. Those who are not attracted, they are called nitya-siddha, eternally liberated. And those who are being attracted, they are called nitya-baddha, eternally conditioned. So you'll find always two classes of men. So one is attracted; one is not attracted. In the spiritual world the number of liberated person—many, many times greater than these conditioned soul. Just like the prison house and outside the prison house. The population outside the prison house, their number is very great, but within the prison house there are small number, criminals. So there are innumerable living entities. Out of them, some of them become attracted to this material enjoyment; others not. So one who does not want to serve Kṛṣṇa and wants to serve his senses, he's put into this material world. And he's given all facilities to enjoy, but he becomes entangled. This is the position.

Nitya-mukta and nitya-baddha. Nitya means eternally, and mukta means liberated.
Lecture on BG 9.2 -- Melbourne, April 20, 1976:

Even those who are liberated from this material contamination, they are called mukta-jīva, liberated soul. And there are nitya-mukta. Nitya-mukta and nitya-baddha. Nitya means eternally, and mukta means liberated. And again, nitya, eternally, baddha, conditioned. So just like there are many persons in the state who have never seen what is the prison life, and there are many persons in the state, the majority of one's life is passed in the prison. Similarly, there are two nature, material nature and the spiritual nature. What we are seeing, this nature, this universe, within the material nature... Similarly, there is another spiritual nature.

Srimad-Bhagavatam Lectures

Those who are conditioned, they are called nitya-baddha, ever-conditioned. Nitya-baddha means we do not know when our, this conditional stage has begun. It is impossible to trace out the history.
Lecture on SB 1.3.1-3 -- San Francisco, March 28, 1968:

Upendra: "In the Bhagavad-gītā this is also mentioned that the material world is created at certain intervals and then again it is destroyed. This creation and destruction is done by the Supreme will on account of the conditioned souls or the nitya-baddha living beings."

Prabhupāda: Nitya-baddha. This word is also technical. Nitya-baddha means ever-conditioned. There are nitya-muktas. Nitya-mukta means ever-liberated. In the spiritual world, there are also innumerable living entities. The... This material world is only one-fourth manifestation of Kṛṣṇa's energy, God's energy. And the three-fourths energy is manifested in the spiritual world. So we can just imagine that in one-fourth manifestation of energy of the Lord, we are so many living entities which is impossible to count. Now you can imagine how many more living entities are there. But here we are conditioned and they are liberated. Those who are conditioned, they are called nitya-baddha, ever-conditioned. Nitya-baddha means we do not know when our, this conditional stage has begun. It is impossible to trace out the history. But we are conditioned. There is no doubt about it. Conditioned means no freedom. No freedom. As spirit soul we are free. Sarva-ga, we can go everywhere, anywhere. Even those who get some mystic powers by perfection of yoga practice, they can also exhibit some powers. So why? As we become free from material conditions, our original freedom comes. So one of the qualification of the spirit soul is sarva-ga. Sarva-ga means he can go anywhere and everywhere. But because we are conditional stage, we are trying so much to go to the moon planet, we cannot go. But Nārada, because he is free, he has got full spiritual body, he can go anywhere he likes.

We can also become one of them, eternally liberated. But we are not admitted in the spiritual kingdom unless we have given up this false sense of lording it over the material nature.
Lecture on SB 1.3.1-3 -- San Francisco, March 28, 1968:

Upendra: "The nitya-baddha or the eternally conditioned souls have the sense of individuality or ahaṅkāra which dictates them for sense enjoyment which they are unable to have constitutionally. The Lord is the only enjoyer and all others are enjoyed. The living beings are predominated enjoyer. But the eternally conditioned souls forgetful of this constitutional position have strong aspiration for enjoying. This chance of enjoying the matter is given to the conditioned souls in the material world and side by side they are given the chance of understanding the real constitutional position. Those fortunate living entities who catch up the truth and surrender unto the Lotus feet of Vāsudeva after many many births in the material world, become one of the eternally liberated souls and thus are allowed to enter into the kingdom of Godhead. After..."

Prabhupāda: We can also become one of them, eternally liberated. But we are not admitted in the spiritual kingdom unless we have given up this false sense of lording it over the material nature. Here, the conditioned souls, everyone is trying to become the lord, imitating. Everyone is trying. But there is clash. You are trying to become lord, I am trying to become lord. Therefore there is clash. And in the spiritual world the Lord is one and there is no competition of lording it over. Therefore in the spiritual world everything is unconditioned, freedom.

Those who are within this material world, planets, they are nitya-baddha. Nitya-baddha, nitya-mukta. There are two kinds of living entities. The nitya-baddhas are only few, but the nitya-muktas are many, many.
Lecture on SB 1.7.15 -- Vrndavana, September 13, 1976:

Each planet is full with living entities. The spiritual planet, they are full of living entities: they are all liberated, nitya-mukta. And those who are within this material world, planets, they are nitya-baddha. Nitya-baddha, nitya-mukta. There are two kinds of living entities. The nitya-baddhas are only few, but the nitya-muktas are many, many.

There are different types of living entities: Nitya-mukta, nitya-baddha, sādhana-siddha, kṛpā-siddha. These things are very nicely discussed in the Bhakti-rasāmṛta-sindhu.

There are different types of living entities: Nitya-mukta, nitya-baddha, sādhana-siddha, kṛpā-siddha. These things are very nicely discussed in the Bhakti-rasāmṛta-sindhu. Nitya-siddha. This father, mother of Kṛṣṇa, they are nitya-siddhas. Although they are living entities, they are not Bhagavān, not viṣṇu-tattva. Jīva-tattva. But nitya-siddha. Those who are in the spiritual world, they are nitya-siddha. Nitya-mukta. Nitya-mukta means they never come in this material world. Just like Kṛṣṇa is nitya-mukta śuddha. Similarly, the associates of Kṛṣṇa who come with Him... Just like the gopīs or the cowherd boys, and so..., the cows, calves, they are all nitya-siddha, nitya-mukta. They come with Kṛṣṇa. Ānanda-cinmaya-rasa. They are in the spiritual form, ānanda-cinmaya-rasa, enjoying always spiritual bliss in the association of Kṛṣṇa.

Nitya-mukta, ever liberated. They live in the spiritual world, Vaikuṇṭha planets. Nitya-mukta. Nitya-mukta means eternally liberated. They never come down in this material world. And we are nitya-baddha-ever conditioned, eternally conditioned. We cannot be eternally conditioned, because we are part and parcel of Kṛṣṇa. Our natural position is ever liberated.
Lecture on SB 1.10.5 -- Mayapura, June 20, 1973:

Recently in Ahmedabad when I was visiting, the prison authorities also invited us for kīrtana. So I saw the criminals, prisoners. Savarmati. Savarmati jail, yes, where Gandhi was also imprisoned during the political movement. So Gandhi's room, where Gandhi was staying they showed me, and I sat down there. So, there is very good arrangement for the comforts of the prisoners, if they abide by the laws. Similarly, although this material world is just like prison house, prison house, we living entities, we have come here as punishment.

kṛṣṇa-bahirmukha hañā bhoga vāñchā kare
nikaṭa-stha māyā tāre jāpaṭiyā dhare

Now we are under the control of this external energy, material energy. We have become controlled, just like we become controlled by the prison authorities when we are criminals, not ordinarily. Ordinarily we are free. Those who are not within the walls of prison house, they are free. They are acting wherever they like they are going, but within the law. Similarly we have got freedom. There are living entities, their number is greater. Nitya-mukta, ever liberated. They live in the spiritual world, Vaikuṇṭha planets. Nitya-mukta. Nitya-mukta means eternally liberated. They never come down in this material world. And we are nitya-baddha-ever conditioned, eternally conditioned.

Eternally conditioned means... We cannot be eternally conditioned, because we are part and parcel of Kṛṣṇa. Our natural position is ever liberated, eternally liberated. But because we wanted to imitate Kṛṣṇa, we wanted to become Kṛṣṇa, as the Māyāvādīs want to do, therefore in the spiritual world, Kṛṣṇa is the only enjoyer.

Nitya-siddha means eternally perfect. There are two kinds of living entities: nitya-siddha and nitya-baddha, eternally conditioned.
Lecture on SB 3.26.4 -- Bombay, December 16, 1974:

Spiritual world, everyone is eternal servant of Kṛṣṇa. There is no more jāti, no more distinction. Everything serving. That one. The master is also spiritual, and the servant is also spiritual, and there is no other relationship. Here in the material world we artificially want to become..., we want to become God. But in the spiritual world there is no such conception. In the spiritual world there are also living entities. They are called nitya-siddha. Nitya-siddha means eternally perfect. There are two kinds of living entities: nitya-siddha and nitya-baddha, eternally conditioned. Yesterday we were reading that nitya-supta-buddhiḥ. Here in this material world, however we may be acting, we are sleeping. Yā niśā sarva-bhūtānām. They are sleeping. We may show very good activities everywhere, but a saintly person will see that "All these rascals are sleeping."

Nitya-baddha. Forever. "Forever" means we cannot calculate how long we shall continue. It is not nitya actually, but because I do not know from whence it has begun, neither I know when it will end, therefore it is called nitya-baddha.
Lecture on SB 3.26.6 -- Bombay, December 18, 1974:

So if we identify like that, that "I am American," "I am Indian," "I am brāhmaṇa," "I am kṣatriya," or "I am cat," "I am dog," then we shall continue this life, this conditional life by the material nature. We shall continue forever. Nitya-baddha. Forever. "Forever" means we cannot calculate how long we shall continue. That is... It is not nitya actually, but because I do not know from whence it has begun, neither I know when it will end, therefore it is called nitya-baddha. Nitya-baddha. So we are nitya-baddha, eternally bound up, by these laws of material nature, and we are wandering throughout the universe according to karma.

Living entity is the adhama-puruṣa, and the Supersoul is the madhyama-puruṣa, and Kṛṣṇa, or the Supreme Personality of Godhead, is uttama-puruṣa, the Supreme. And in this material world the adhama-puruṣa is called also nitya-baddha.
Lecture on SB 3.26.9 -- Bombay, December 21, 1974:

So, so far in this material conception of life there are two puruṣas, one, the living entity, and the other is the Supersoul. So above this... Living entity is the adhama-puruṣa, and the Supersoul is the madhyama-puruṣa, and Kṛṣṇa, or the Supreme Personality of Godhead, is uttama-puruṣa, the Supreme. And in this material world the adhama-puruṣa is called also nitya-baddha. Similarly, there are other living entities in the spiritual world, they are called nitya-mukta or nitya-siddha. They never come in this material world. Just like Rūpa Gosvāmī. In his Bhakti-rasāmṛta-sindhu, he describes some comparison, that the sea fishes, they never come to the river. The river fishes sometimes go to the sea, but the sea fishes, they never come to the river. Similarly, there are living entities in the spiritual world. They never come in this material world. Their number is greater, at least three times greater than all the living entities within this material world. And the Supersoul, He is also living entity, but superior, Supersoul. Soul and Supersoul.

There are living entities who do not accept this material body. They are in the spiritual world. Their number is greater than the number of the living entities within this material world. They are called nitya-siddha. Eternally perfect. And here in this material world, the living entities are called nitya-baddha. Nitya-baddha means eternally conditioned.
Lecture on SB 7.9.43 -- Visakhapatnam, February 22, 1972:

There are living entities who do not accept this material body. They are in the spiritual world. Their number is greater than the number of the living entities within this material world. They are called nitya-siddha. Eternally perfect. And here in this material world, the living entities are called nitya-baddha. Nitya-baddha means eternally conditioned. Therefore, Prahlāda Mahārāja says, tat sādhu manye asura-varya dehinām. Dehinām means in this material world. We are not this deha, this body. We are dehī, only accepting. Just like I am not this shirt. I am different from this shirt. This is called self-realization. Ahaṁ brahmāsmi, I am spirit soul. That is jñāna.

Nectar of Devotion Lectures

There are two kinds of living entities, nitya-mukta, nitya baddha. Nitya-baddha, we are. Those who are in this material world, we are eternally conditioned. Eternally conditioned in this way, because I am changing my body, one after another. As I am desiring, I am getting my next body.
The Nectar of Devotion -- Bombay, January 9, 1973:

Pradyumna: "The devotees eternally live in the ocean of devotional service, and they do not care for the rivers."

Prabhupāda: Just like the shark fish, they do not come into the river. That means those who are nitya-mukta, eternally liberated, they do not come into this material world. They do not come. There are two kinds of living entities, nitya-mukta, nitya baddha. Nitya-baddha, we are. Those who are in this material world, we are eternally conditioned. Eternally conditioned in this way, because I am changing my body, one after another. As I am desiring, I am getting my next body. This body I am creating, my next body, again when I shall get next body, I shall create another body. So this is going on. And because it is going on, when it has begun and when it is going to end, that you do not know. Therefore it is called nitya, eternal. Actually it is not eternal, but we do not know when I have begun my material existence. At least we can think that since this material, this term of material creation was there, I began my life. But no, that is not actual fact. The actual fact is, when there was no creation, I was submerged into the body of Nārāyaṇa, Mahā-Viṣṇu. And when there is again creation, I come out. So when I was submerged into the body of Mahā-Viṣṇu, before that my activities began in this material world. Bhūtvā bhūtvā pralīyate (BG 8.19).

Sri Caitanya-caritamrta Lectures

Nitya-siddha means they never fall a victim of māyā. That is nitya-siddha. Even though they are within this material world, they are never victimized. That is called nitya-siddha. And one who is victimized, he is called nitya-baddha. But the actual constitutional position of every living entity is nitya-siddha.
Lecture on CC Madhya-lila 20.107 -- New York, July 13, 1976:

So sāṅgopāṅgāstra-pārṣadam. About Caitanya Mahāprabhu it is said in the Bhāgavatam, kṛṣṇa-varṇaṁ tviṣākṛṣṇaṁ sāṅgopāṅgāstra-pārṣadam (SB 11.5.32). Saṅga, associates. Therefore we worship Caitanya Mahāprabhu with His associates. Śrī-kṛṣṇa-caitanya prabhu-nityānanda śrī-advaita gadādhara śrīvāsādi-gaura-bhakta-vṛnda. These are principal associates, and similarly other devotees of Śrī Caitanya Mahāprabhu, just like six Gosvāmīs and many others—we have got the list in the Caitanya-caritāmṛta—so they are all nitya-siddhas, eternal. There are two kinds of living entities: nitya-siddha and nitya-baddha. Nitya-siddha means they never fall a victim of māyā. That is nitya-siddha. Even though they are within this material world, they are never victimized. That is called nitya-siddha. And one who is victimized, he is called nitya-baddha. But the actual constitutional position of every living entity is nitya-siddha, because God is eternal and His part and parcels, the living entities, they are also eternal. So that is nitya-siddha. Nitya-siddha, sādhana-siddha, kṛpā-siddha—there are different grades. They are all described in The Nectar of Devotion. So one can become sādhana-siddha. By following the rules and regulations and instructions of the spiritual master, he can also become siddha. He can become again nitya-siddha. So the Kṛṣṇa consciousness movement is to make the nitya-baddhas again nitya-siddha, to bring them. It is a difficult task. Just I was talking in the morning, it is very difficult task to... Just like a madman. A madman, to again bring him to the normal life is very difficult task. You have got in your country so many institutions. So the whole world, anyone who is in this material world, he's a madman.

There are two kinds of souls: conditioned and liberated, nitya-baddha, nitya-mukta. Just like we are, similarly, there are living entities in the spiritual sky also, but they are liberated. They never become conditioned. We are conditioned.
Lecture on CC Madhya-lila 21.49-61 -- New York, January 5, 1967:

Now, this material world is called Devī-dhāma. And jīva, jīva means conditioned soul. In this Devī-dhāma, the conditioned soul... There are two kinds of souls: conditioned and liberated, nitya-baddha, nitya-mukta. Just like we are, similarly, there are living entities in the spiritual sky also, but they are liberated. They never become conditioned. We are conditioned. We do not know from when, but we are conditioned. So jīva yāra vāsī. In this material world, we conditioned, we are residents. But in the spiritual world the residents are all liberated souls.

In the spiritual sky there is individuality. That individuality is there. And that individuality is reciprocated between Kṛṣṇa and the individual souls. They are called nitya-mukta, eternally liberated. And the other class, who are just like in the river fishes, they are called nitya-baddha.
Lecture on CC Madhya-lila 22.6 -- New York, January 8, 1967:

So,

sei vibhinnāṁśa jīva-dui ta' prakāra
eka-'nitya-mukta', eka-'nitya saṁsāra'

Now, this energy manifested as the living entities, they are also two kinds. What are they? Eka-nitya-mukta. One class of living entities, they are eternally liberated. Just like the fishes in the ocean. Take the ocean as the place of liberation. Sometimes the example is given that as the rivers glide down to the ocean and the water is become one... That's all right. That oneness... This is impersonal conception. Everyone goes and mixes as every river goes down to the ocean, and there is no more distinction which is the river water and which is the ocean water. They become one. That is the monistic philosophy. But Vaiṣṇava philosophy goes farther, that "Why you are satisfied with the water? Why don't you see within the water?" Within the water you will find there are big, big fishes and aquatic animals. They keep their separate identity, and they enjoy in the ocean. The foolish persons, they are satisfied that "I am in the ocean now." That is the less intelligence. Go deep into the ocean and see what is going there. Similarly, those who are satisfied simply by merging into the spiritual existence, impersonalists, they are less intelligent. They have no intelligence to see that within the ocean there is individual expansion, individual life, and they are enjoying. Similarly, in the spiritual sky there is individuality. That individuality is there. And that individuality is reciprocated between Kṛṣṇa and the individual souls. They are called nitya-mukta, eternally liberated. And the other class, who are just like in the river fishes, they are called nitya-baddha. Their, I mean to say, limited sphere in the river or in the pond or in the well... The frog philosophy. They are expanding themselves, frogs: "How much great is Atlantic Ocean?" So they are called conditioned soul. Those who are in this material world, although they are part and parcel of the Supreme Lord energy, but because they are conditioned in this material contamination, they are called, I mean to say, conditioned, conditioned by the laws of nature.

So the whole process is... To understand these thing means that why should we remain conditioned under the laws of material nature? Let us try to go back to the ocean and become as big. That should be the philosophy of your life.

Sri Brahma-samhita Lectures

The major portion of the living entities, they are in the spiritual world. They are called nitya-mukta, ever-liberated. And we, in this material world, we are nitya-baddha, ever-conditioned.
Lecture on Brahma-samhita, Verse 33 -- New York, July 27, 1971:

So the jīvas, they are also Kṛṣṇa's forms, vibhinnāṁśa. They are called vibhinnāṁśa. Just imagine the living entities, innumerable forms there are. That is conditioned living entities. Whatever we see within this material world, that is only a fragment part of all the living entities. The major portion of the living entities, they are in the spiritual world. They are called nitya-mukta, ever-liberated. And we, in this material world, we are nitya-baddha, ever-conditioned.

Festival Lectures

There are two kinds of living entities: nitya-baddha, nitya-mukta, eternally liberated and eternally conditioned.
Lecture-Day after Sri Gaura-Purnima -- Hawaii, March 5, 1969:

So this material energy is created by Kṛṣṇa because there are some living entities who are not to satisfy Kṛṣṇa but satisfy their senses. For them, it is there. "All right. Your field of activities, here." So it is not Kṛṣṇa's desire. It is fulfill your desire. Because in the spiritual world, Kṛṣṇa is supreme, but if you cannot tolerate Kṛṣṇa sup... Even here there are so many: "Why there should be God? I am God. I am God." Are you God? But you have got this mentality, that "I am God." You cannot qualify yourself. You do not know what is God, what is the meaning of God. You are claiming God. Because you do not want to serve God, that is your mentality. So for these last, lowest class of men, there is external energy. (break) ...class of men, they will not abide by the laws of the state. They'll repeatedly break it. Therefore, "All right, you go there and do whatever you like." That is not government's intention, that people go there and indulge in unrestricted gambling and there... That Mr. Bhaṭṭācārya told me that sometimes some rich man goes there with all his wealth and stake it, and when he's lost, he fires himself, and the gambling managers puts him down and throws him in the... There is no law for such killing or such homicide or anything. Do whatever you like. You see? So there is a class of men. Just like a liquor shop. Liquor shop is licensed by the government. Does it mean the government is encouraging, that "You become drunkard"? But government is giving this license because there is a class of men who must drink, and they will violate all... Say, "All right. Let them have it."

Similarly, there are two kinds of living entities: nitya-baddha, nitya-mukta, eternally liberated and eternally conditioned. You see? So for the conditioned... They will never agree to abide by God. Therefore, for them, this material world, the external energy: "All right, you do whatever you like. You do according to..." But still, there is canvassing work. Oh, God sends His son to canvass, "Oh, this is not your right engagement. Please come back to home, back to Godhead." Kṛṣṇa comes. God Himself comes. He sends His devotees. He comes as a devotee just to again reclaim, but they are so stubborn, they will not give up this habit.

Philosophy Discussions

As mukti, liberation, means that to be free from this all nonsense engagements. Nitya-baddha, they are engaged, all these karmīs, jñānīs, yogis, they are simply engaged in some false engagements to become happy. So when one is free from these false engagements, then he is in the liberated state.
Philosophy Discussion on Socrates:

So goodness, one must come to the platform of goodness. So we are therefore asking people to give up these base qualitative activities—illicit sex and meat-eating and drinking or intoxication and gambling. These are base qualities. So anyone gives up these qualities, he remains in the sattva-guṇa. And then if he is promoted farther, just like Socrates said that goodness is not all, that still you have to..., and that is bhakti. Then his realization is perfect. He becomes liberated, and then gradually he develops love of God, then he is in the original state. Bhaktir hitvā anyathā. As mukti, liberation, means that to be free from this all nonsense engagements. Nitya-baddha, they are engaged, all these karmīs, jñānīs, yogis, they are simply engaged in some false engagements to become happy. So when one is free from these false engagements, then he is in the liberated state. Mukti means muktir hitvā anyathā rūpam. Anyathā rūpam means he is acting otherwise. So one has to come to the real position, not work, act otherwise. So he is eternal servant of Kṛṣṇa. When he fully engage himself in the service of Kṛṣṇa, then he is liberated, and if he keeps himself, then nobody can touch, the māyā cannot touch. Daivī hy eṣā guṇamayī mama māyā (BG 7.14). Māyā is very strong, but if one keeps in touch with Kṛṣṇa constantly, māyā has no jurisdiction. Māyām etāṁ taranti te. This is perfection of life.

Those who have fallen within this material world for sense gratification, they are baddha. They are called nitya-baddha, eternally conditioned. And eternally means that nobody can estimate how long one conditioned soul within this material world is existing here, because the creation is going on perpetually—sometimes manifest, sometimes nonmanifest.
Philosophy Discussion on Plotinus:

Hayagrīva: As for the individual souls, some are unembodied and some are embodied. He believes that some are celestial—they are heavenly—and these souls do not suffer, and some, the ones on earth, suffer. In either case, they are all individuals.

Prabhupāda: That's right. There are souls, innumerable souls. Anantāya kalpate. Nobody can count how many souls are there. So all the souls are as described above. They have got the same qualities of the One, in minute quantity, but some of them are fallen. Just like in the fire there are so many sparks, but one or two may fall down from the fire. Others remains in the fire. Those who are not falling down, they are called nitya-mukta, everlastingly liberated. They are never conditioned. And those who have fallen within this material world for sense gratification, they are baddha. They are called nitya-baddha, eternally conditioned. And eternally means that nobody can estimate how long one conditioned soul within this material world is existing here, because the creation is going on perpetually—sometimes manifest, sometimes nonmanifest. But the conditioned soul without Kṛṣṇa consciousness is continuing to exist in this material world. Before the creation he was there in dormant condition. Again with the manifestation he comes out. This is going on. They are conditioned. And for their deliverance that One, Supreme Personality, comes, descends, sends His incarnation, sends His devotee to call him back to home, back to Godhead. That is also going on. Those who are fortunate, they take to Kṛṣṇa consciousness and go back to home, back to Godhead, and those who are unfortunate do not take advantage of the instruction personally given by God, and later on His devotees are engaged to preach, they do not take care; they remain conditioned within this material world. And material world is created and annihilated, and he suffers this annihilation while in this body, while in this material world. But the intelligent living entity, if he is fortunate, he takes to Kṛṣṇa consciousness and again he goes back to home, back to Godhead.
