When one is actually advanced in the puraścaryā-vidhi, he is recommended by the local temple president for initiation.
CC Madhya 15.108, Purport:

The word puraḥ means "before," and caryā means "activities." Due to the necessity of these activities, we do not immediately initiate disciples in the International Society for Krishna Consciousness. For six months, a candidate for initiation must first attend ārati and classes in the śāstras, practice the regulative principles and associate with other devotees. When one is actually advanced in the puraścaryā-vidhi, he is recommended by the local temple president for initiation. It is not that anyone can be suddenly initiated without meeting the requirements. When one is further advanced by chanting the Hare Kṛṣṇa mantra sixteen rounds daily, following the regulative principles and attending classes, he receives the sacred thread (brahminical recognition) after the second six months.

So the president, local president, must see that the members are chanting. So this way the institution will be managed, then it will make progress. That is our spiritual strength—to observe the regulative principles and at least chant sixteen rounds.
Conversation with the GBC -- May 25, 1972, Los Angeles:

Prabhupāda: Kṛṣṇa says, "Nobody is dearer than him who is in the process of preaching this Bhagavad-gītā." So, in order to become very dear to Kṛṣṇa... Actually that is the position. So we must preach in that way—by our literature, by our magazine, by our books, by our speech, by our arrangements. Of course, very peacefully, we are not very (indistinct), becoming violent (indistinct). But by argument, by words, by our methods, by our preaching, we have to convince. So selected fifteen men, not twelve (indistinct). It may increase more. Now we have got very many centers, but the duty is very responsible. So as, so far the center is concerned, the local president is (indistinct) man. The GBC can supervise that things are going on. The first management is that each and every member in the temple is chanting sixteen rounds regularly and following the regulations, that's all. Otherwise we have no... That is our spiritual strength. That must be executed. Haridāsa Ṭhākura, such exalted personality, such advanced, still he is numerical counting even up to the point of his death. Therefore he was given the nāmācārya, because so rigid (indistinct). Even at the time of his death, Lord Caitanya requested, "Now you can minimize." "No sir, I cannot minimize." And what is the number? 300,000. These are the examples. (indistinct ) Sometimes... But the regulation is that if one day you cannot finish, you have to finish on the next day. But sixteen rounds is not very large number, the lowest. The lowest in India is twenty-five(?). Here sixteen rounds, twenty-five, not even twenty-five. So the president, local president, must see that the members are chanting. So this way the institution will be managed, then it will make progress. That is our spiritual strength—to observe the regulative principles and at least chant sixteen rounds. Then you do other things. This is the biggest institution of spiritual activities so everyone of us should be spiritually strong. Otherwise, superficially if we want to manage, it will not be possible.

Letter to Sri Dhruva -- Los Angeles 7 April, 1970:

Recently we have purchased a big church property consisting of four different houses, namely; the lecture house, the temple house, the Acarya residence, and the quarters for the devotees both male and female, along with a small garden and parking land for the visitors' cars. Enclosed please find two pictures of this temple house, as well as I am enclosing some of the pictures of our Philadelphia activities where one American boy and girl, devotees, were married under the ministerial guidance of the local President. You will understand from the informations that this Krishna Consciousness movement is a major revolutionary renaissance specifically delineating social and religious conception of life based on authorized Vedic culture.

Regarding your questions, the sannyasis are now devoted fully to travelling and preaching work, management is left to the local Temple Presidents and the members of the Governing Body Commission.

Regarding your proposal that recommendations for initiations should be approved by the GBC members, that is not a good idea. Such recommendation is for the local President to make from first hand observation.

But it is a fact that the local president is not under the control of the GBC. Yes, for improvement of situations such as this I must be informed of everything.
Letter to Giriraja -- London 12 August, 1971:

GBC does not mean to control a center. GBC means to see that the activities of a center go on nicely. I do not know why Tamala is exercising his absolute authority. That is not the business of GBC. The president, treasurer and secretary are responsible for managing the center. GBC is to see that things are going nicely but not to exert absolute authority. That is not in the power of GBC. Tamala should not do like that. The GBC men cannot impose anything on the men of a center without consulting all of the GBC members first. A GBC member cannot go beyond the jurisdiction of his power. We are in the experimental stage but in the next meeting of the GBC members they should form a constitution how the GBC members manage the whole affair. But it is a fact that the local president is not under the control of the GBC. Yes, for improvement of situations such as this I must be informed of everything.

So you may fix up the Madras program by consulting the local presidents in the different places and Madhudvisa Maharaja may help you in this connection.
Letter to Dr. Bali -- Kenya 9 September, 1971:

I have handed over your letter to Syamasundara for negotiating with the different presidents of the Indian centers. So you may fix up the Madras program by consulting the local presidents in the different places and Madhudvisa Maharaja may help you in this connection. Similarly I have advised Syamasundara. to correspond with them whether our program in Madras in the month of December will not collide with other programs. I have no objection to your proposal about changing the time from October to December but it has to be fixed up in consultation with the others.

I want that the GBC men should leave the management of the individual centers to the local presidents and concentrate themselves upon preaching work. They should be constantly traveling from one center to another center to see how the students are learning and to give whatever advice is necessary for improving the temple standards.
Letter to Madhudvisa -- Los Angeles 12 June, 1972:

I have received your letter from Sydney dated May 30, 1972, wherein you have expressed some hesitation to become the GBC Secretary for the Pacific zone. Actually you may be misunderstanding the present position or policy of this GBC. I have instructed all of the GBC men to give up their staying in one place and to remain always constantly traveling throughout their zones from temple to temple. Recently, I have given Sannyasa order of life to Rupanuga, Satsvarupa, and Bali Mardan, and I have made Brahmananda the GBC man for Africa, and I wanted that you should be GBC man for South Pacific zone. So being Sannyasi is no hindrance for being also GBC. In fact, the duties of the GBC men are now to be just like the duties of the Sannyasis. I want that the GBC men should leave the management of the individual centers to the local presidents and concentrate themselves upon preaching work. They should be constantly traveling from one center to another center to see how the students are learning and to give whatever advice is necessary for improving the temple standards. In addition, the GBC men will open new centers, distribute literature, and they should always be traveling with a sankirtana party to accompany them. So practically there is no difference between the Sannyasi duty and the GBC duty, and because you are my veteran disciple and you have had very good experience, I think there will be no trouble for you to accept the GBC position, I do not think it will in any way inconvenience you program of traveling. But for the time being, if you prefer, Mohanananda can work conjointly with you for managing. We shall decide finally after some months.

Letter to Bhutatma, Kesava -- Vrindaban 2 November, 1972:

Regarding our travelling parties, I have got some complaint from London and other places, so I have given Dhananjaya this policy, that from outside if any one party comes they must work under the direct supervision and instruction of the local management, not that they shall remain separate competitor, no. I want to sell as many books as possible, that is the main thing. By selling books, that is the best preaching work. But so there may not be any complaint, your travelling parties must cooperate with their local temple officers, and that means they shall operate wherever they are allocated, that they shall only sell books, no collecting without selling books, and that, above the wholesale price of the book, any profit there is must be given at least 50% to the local temple. Ultimately, it shall be up to the local temple president if the presence of your party is favorable or not, everything is considered, and if he agrees you may stay, otherwise if he judges it is unfavorable at the time, he may order you to go out. But just to avoid these things, better to arrange in advance with the GBC men concerned. Ours is a cooperative movement, with Krishna and the advancement of Krishna's movement at the centre, and we must continue to sell as many books as possible, but discuss everything amongst yourselves and do it nicely without irritating anyone, that is the art.

And if some outside party comes, they must sell books only, no collecting without selling books. They must live in the local temple and not separately, and they must follow faithfully the instructions and directions of the local president.
Letter to Jagadisa -- Hyderabad 18 November, 1972:

Your question about travelling SKP parties in other zones I have answered several times before, so you may see the letters to Dhananjaya in London and others. The thing is, our main business is to distribute books, either here or there it doesn't matter. So if there is transcendental competition for increasing sale of books, that is good. If he buys one book his life may be turned, that is best preaching work. But everything must be done in the spirit of cooperation, without any irritation. If one party wants to travel into another zone, that's all right, but there must be prior agreement between the GBC men and mutual consent. If by going there the book sales will be increased, what is the harm? But supposing if there is any harm, that is to be judged by the local president, and if he has good reason to think that another party will be unfavorable to his temple's operations, then he may order them to leave, that's all. So local temple officers should be the final judge to allow or disallow anyone from outside to sell books there. And if some outside party comes, they must sell books only, no collecting without selling books. They must live in the local temple and not separately, and they must follow faithfully the instructions and directions of the local president. They can purchase books from the temple at regular wholesale price and sell, and whatever profit there is above wholesale price they must give at least 50% to the local temple out of good will. That will be nice. So we shall not think that this is my zone, that is his zone, just like the Indian and Pakistan nation are thinking, and then there is war, no. Lord Caitanya has given us the task to spread His message all over the world, and any process which may be useful for facilitating this business, that we shall gladly adopt, never mind his zone or my zone, that is material designation. But we shall always do everything in cooperative spirit and avoid any fighting amongst us, that is Vaisnava attitude because Lord Caitanya has advised us to always offer all respects to others, especially to the devotees of the Lord.

Letter to Govinda -- Calcutta 11 March, 1973:

Gaura Nitai Deities may be approved and ordered by the local Temple presidents with consultation of the GBC. There should be at least three or four brahmanas available. So there is no need to delay any shipments if these qualifications are met.

There is no need to consult with me for these installations, the local president can decide whether the circumstances are opportune.
Letter to Karandhara -- Bombay 31 March, 1973:

There is no need of adding further Deities. Once installed it cannot be changed. Do not make it childish, too much addition of Deities will encumber us. At first, either Panca Tattva or Gaura-Nitai Deities may be installed, taking care that there is sufficient space. There is no need to consult with me for these installations, the local president can decide whether the circumstances are opportune.

Yes, it is proper etiquette that the sannyasis consult with the local president for anything they need such as men.
Letter to Satsvarupa -- Bombay 16 September, 1973:

So far naming of the Detroit Deities, They shall be known as Radha Kunja Behari. Yes, it is proper etiquette that the sannyasis consult with the local president for anything they need such as men. Regarding the Gurukula I am glad to hear that the one 5 year old boy wanted to stay with us. That is very good. Boys like friends of the same age. Regarding sending the older boys to New Vrindaban, let New Vrindaban have sufficient place for them, then you can consider. Anyway, this will have to be decided amongst yourselves.

The main difficulty there seems to be lack of full cooperation. I have written to you to become responsible and to manage things. However, at the Bhaktivedanta Manor, as anywhere, the local president is in charge. That is Mukunda. The reason why there is difficulty and competitive spirit is that everyone wants to be supreme. That is the difficulty. You have experience in the standard of our Krsna Consciousness Temples so you have to work together with Mukunda and combinedly raise the standard of the English Temples to our Krsna Conscious standard. Everyone should follow the rules and regulations. This is very important. There is a standard of behavior for devotees living in the Temple and everyone who lives in the Temple must follow that standard, or else we will automatically fall down. We have been given such a nice big facility at Bhaktivedanta Manor so it is not for our eating and sleeping. Rather, on receiving such a nice place from Krsna we should take it as an indication that we must now work harder. So I know that all the boys and girls there are enthusiastic to follow, so you leaders see that the Krsna Conscious standards in regard to initiation, cleanliness, dress and activities of the devotees, the restriction of association between men and women, all be strictly followed. Devotional service cannot be done whimsically.

Letter to VARIOUS -- Unknown Place Unknown Date:

Here are the points in brief: 1) Anyone who comes to a zone from outside must sell books only, no collecting; 2) They must follow explicitly the directions of the local presidents, e.g. they cannot be independent and live separately from the temple. So I suggested to Dhananjaya that each day he designates an area of London for them to distribute in which we have never touched before, especially for instance South London, Greenwich, Woolwich, Brixton, Herne Hill, like that—so they do not interfere with our Oxford Street. So in this way you must control them, and if (they) object or disobey in any (way), they must be sent away; 3) Ultimately the decision rests with the President whether their presence in London (or anywhere else) is favorable for the local situation, or if it is unfavorable. That is Dhananjaya's discretion. If he feels they are doing more harm than good, then they must go immediately. If they bark at going out after you have asked them to go, go see Mr. Jordan or someone at the Home Office and get them deported.
