CC Adi-lila

Durvāsā Muni tried to kill the king, when the Sudarśana cakra, the celebrated weapon of Godhead, appeared on the scene for the devoted king’s protection.
CC Adi 1.62, Purport:

This verse appears in Śrīmad-Bhāgavatam (9.4.68) in connection with a misunderstanding between Durvāsā Muni and Mahārāja Ambarīṣa. As a result of this misunderstanding, Durvāsā Muni tried to kill the king, when the Sudarśana cakra, the celebrated weapon of Godhead, appeared on the scene for the devoted king's protection. When the Sudarśana cakra attacked Durvāsā Muni, he fled in fear of the weapon and sought shelter from all the great demigods in heaven. Not one of them was able to protect him, and therefore Durvāsā Muni prayed to Lord Viṣṇu for forgiveness. Lord Viṣṇu advised him, however, that if he wanted forgiveness he had to get it from Mahārāja Ambarīṣa, not from Him. In this context Lord Viṣṇu spoke this verse.

The Lord protects and sustains everything, but He Himself personally protects and sustains only His devotees, just as a king personally sustains and protects his own children, while entrusting the protection and sustenance of the state to various administrative agents.
CC Adi 2.10, Purport:

The potencies of the syllables bha, ga and va apply in terms of many different meanings. Through His different potent agents, the Lord protects and sustains everything, but He Himself personally protects and sustains only His devotees, just as a king personally sustains and protects his own children, while entrusting the protection and sustenance of the state to various administrative agents. The Lord is the leader of His devotees, as we learn from the Bhagavad-gītā, which mentions that the Personality of Godhead personally instructs His loving devotees how to make certain progress on the path of devotion and thus surely approach the kingdom of God. The Lord is also the recipient of all the adoration offered by His devotees, for whom He is the objective and the goal.

Kṛṣṇa is both the leader and maintainer of the living entities, who are called the marginal potency because they can act under the protection of the spiritual energy or under the cover of the material energy.
CC Adi 5.66, Purport:

Kṛṣṇa is the original cause of the spiritual world, and He is the covered cause of the material manifestation. He is also the original cause of the marginal potency, the living entities. He is both the leader and maintainer of the living entities, who are called the marginal potency because they can act under the protection of the spiritual energy or under the cover of the material energy. With the help of the spiritual energy we can understand that independence is visible only in Kṛṣṇa, who by His inconceivable energy is able to act in any way He likes.

CC Antya-lila

The governmental officials of the kāyastha community would sometimes chastise the citizens, and thus it was the duty of the king to protect the people in general from the atrocities of the kāyasthas.
CC Antya 6.23, Purport:

The members of the kāyastha community in India are generally very intelligent and expert in business management. Formerly they were mostly government officers. They were mentioned even by Yājñavalkya, as quoted by Śrīla Bhaktivinoda Ṭhākura in his Amṛta-pravāha-bhāṣya:

cāṭa-taskara-durvṛttair mahā-sāhasikādibhiḥ
pīḍyamānā prajā rakṣet kāyasthaiś ca viśeṣataḥ

From this verse it appears that the governmental officials of the kāyastha community would sometimes chastise the citizens, and thus it was the duty of the king to protect the people in general from the atrocities of the kāyasthas. In Bengal the kāyastha community is honored almost as much as the brāhmaṇa community, but in the up-country of India the kāyasthas are considered śūdras because they generally eat meat and drink wine.

The reptile society became so disturbed that their leader, Vāsuki, appealed to Lord Brahmā for protection.
Krsna Book 17:

King Parīkṣit, after hearing of the chastisement of Kāliya, inquired from Śukadeva Gosvāmī as to why Kāliya left his beautiful land and why Garuḍa was so antagonistic to him. Śukadeva Gosvāmī informed the King that the island known as Nāgālaya was inhabited by serpents and that Kāliya was one of the chief serpents there. Being accustomed to eating snakes, Garuḍa used to come to this island and kill many serpents at will. Some of them he actually ate, but some were unnecessarily killed. The reptile society became so disturbed that their leader, Vāsuki, appealed to Lord Brahmā for protection. Lord Brahmā made an arrangement by which Garuḍa would not create a disturbance: on each half-moon day, the reptile community would offer a serpent to Garuḍa. The serpent was to be kept underneath a tree as a sacrificial offering to Garuḍa. Garuḍa was satisfied with this offering, and therefore he did not disturb any other serpents.

Within the sacrificial arena, this bow was protected by many constables and watchmen engaged by King Kaṁsa.
Krsna Book 42:

Kṛṣṇa next inquired from the citizens as to the location of the place of sacrifice. Kaṁsa had arranged for the sacrifice called Dhanur-yajña, and to designate this particular sacrifice he had placed a big bow near the sacrificial altar. The bow was very big and wonderful and resembled a rainbow in the sky. Within the sacrificial arena, this bow was protected by many constables and watchmen engaged by King Kaṁsa. As Kṛṣṇa and Balarāma approached the bow, They were warned not to go nearer, but Kṛṣṇa ignored this warning. He forcibly went up and immediately took the big bow in His left hand. After stringing the bow in the presence of the crowd, He drew it and broke it at the middle into two parts, exactly as an elephant breaks sugarcane in the field.

Bhīṣma lamented that although the whole Pāṇḍava family was headed by King Yudhiṣṭhira, the most pious king, and protected by the two great warriors Bhīma and Arjuna, and although, above all, the Pāṇḍavas were all intimate friends and relatives of Lord Kṛṣṇa, they still had to undergo such tribulations.
Krsna Book 88:

Lord Kṛṣṇa put the Pāṇḍavas into a distressed condition so acute that even grandfather Bhīṣma could not comprehend how such distress could occur. He lamented that although the whole Pāṇḍava family was headed by King Yudhiṣṭhira, the most pious king, and protected by the two great warriors Bhīma and Arjuna, and although, above all, the Pāṇḍavas were all intimate friends and relatives of Lord Kṛṣṇa, they still had to undergo such tribulations. Later, however, it was proved that this was planned by the Supreme Personality of Godhead, Kṛṣṇa, as part of His great mission to annihilate the miscreants and protect the devotees.

A king should protect brahminical culture and should be very alert to the welfare of his citizens; he should not be greedy due to attachment to material enjoyment.
Krsna Book 89:

The brāhmaṇa also accused the King of being kṣatra-bandhu, which refers to a person born in the family of kṣatriyas, or the royal order, but lacking the qualifications of a royal personality. A king should protect brahminical culture and should be very alert to the welfare of his citizens; he should not be greedy due to attachment to material enjoyment. If a person with no qualifications represents himself as a kṣatriya of the royal order, he is not called a kṣatriya but a kṣatra-bandhu. Similarly, if a person is born of a brāhmaṇa father but has no brahminical qualification, he is called brahma-bandhu or dvija-bandhu. This means that a brāhmaṇa or a kṣatriya is not accepted simply by birth. One has to qualify himself for the particular position; only then is he accepted as a brāhmaṇa or a kṣatriya.

On hearing that a brāhmaṇa was accusing the King of not properly protecting him, Arjuna became inquisitive and approached the brāhmaṇa.
Krsna Book 89:

The brāhmaṇa's second child also died at birth, and the third also. He had nine children, who all died at birth, and each time he came to the gate of the palace to accuse the King. When the brāhmaṇa came to accuse the King of Dvārakā for the ninth time, Arjuna happened to be present with Kṛṣṇa. On hearing that a brāhmaṇa was accusing the King of not properly protecting him, Arjuna became inquisitive and approached the brāhmaṇa. He said, "My dear brāhmaṇa, why do you say that there are no proper kṣatriyas to protect the citizens of your country? Is there not even someone who can pretend to be a kṣatriya, who can carry a bow and arrow at least to make a show of protection? Do you think that all the royal personalities in this country simply engage in performing sacrifices with the brāhmaṇas but have no chivalrous power?"

If the king or the executive head of a state cannot give protection to the head of the social structure, he is considered merely a bluffer.
Krsna Book 89:

"If the brāhmaṇas feel unwanted separation from their wives and children," Arjuna continued, "and the kṣatriya kings do not take care of them, then such kṣatriyas are to be considered no more than stage players. In dramatic performances in the theater, an actor may play the part of a king, but no one expects any benefits from such a make-believe king. Similarly, if the king or the executive head of a state cannot give protection to the head of the social structure, he is considered merely a bluffer. Such executive heads simply live for their own livelihood while occupying exalted posts as chiefs of state. My lord, I promise that I shall give protection to your children, and if I am unable to do so, then I shall enter into blazing fire so that the sinful contamination which has infected me will be counteracted."
