The Lord knew that he was such a great devotee that in spite of having material opulence he would never be deviated from love of God. This example illustrates that a highly qualified devotee can have the facility of material enjoyment and at the same time execute love of God. This, however, was a special case for Dhruva Mahārāja.
SB 4.9.19, Translation and Purport:

The Personality of Godhead said: My dear Dhruva, son of the King, you have executed pious vows, and I also know the desire within your heart. Although your desire is very ambitious and very difficult to fulfill, I shall favor you with its fulfillment. All good fortune unto you.

The Lord is so merciful to His devotee that He immediately said to Dhruva Mahārāja, "Let there be all good fortune for you." The fact is that Dhruva Mahārāja was very much afraid in his mind, for he had aspired after material benefit in discharging his devotional service and this was hampering him from reaching the stage of love of God. In the Bhagavad-gītā (2.44) it is said, bhogaiśvarya-prasaktānām: those who are addicted to material pleasure cannot be attracted to devotional service. It was true that at heart Dhruva Mahārāja wanted a kingdom that would be far better than Brahmaloka. This was a natural desire for a kṣatriya. He was also only five years old, and in his childish way he desired to have a kingdom far greater than his father's, grandfather's or great-grandfather's. His father, Uttānapāda, was the son of Manu, and Manu was the son of Lord Brahmā. Dhruva wanted to excel all these great family members. The Lord knew Dhruva Mahārāja's childish ambition, but how was it possible to offer Dhruva a position more exalted than Lord Brahmā's?

The Lord assured Dhruva Mahārāja that Dhruva would not be bereft of the Lord's love. He encouraged Dhruva not to be worried that he childishly had material desires and at the same time had the pure aspiration to be a great devotee. Generally, the Lord does not award a pure devotee material opulence, even though he may desire it. But Dhruva Mahārāja's case was different. The Lord knew that he was such a great devotee that in spite of having material opulence he would never be deviated from love of God. This example illustrates that a highly qualified devotee can have the facility of material enjoyment and at the same time execute love of God. This, however, was a special case for Dhruva Mahārāja.

So our marriage, Kṛṣṇa consciousness institution encouraging marriage, on this ground: not to produce cats and dogs, but to produce highly qualified devotees. So you should always remember that.

So general instruction is that this marriage is being taken place in front of Kṛṣṇa, His devotees. There is no written agreement, but this promise is agreement, that none of you who are going to be married, there is no question of separation. This Kṛṣṇa consciousness marriage does not mean sense gratification. No. The marriage is for producing nice children, Kṛṣṇa conscious children. Because at the present moment the population is not being produced very nicely; therefore there is disturbance of peace all over the world. But if there are Kṛṣṇa conscious children, they'll grow up and they will possess all good qualities. So peace automatically will come if people become Kṛṣṇa conscious, because they become highly qualified, without committing any sinful activities. If such population is there in the world, there is no question of disturbance. Everyone will be peace, peaceful and happy. So our marriage, Kṛṣṇa consciousness institution encouraging marriage, on this ground: not to produce cats and dogs, but to produce highly qualified devotees. So you should always remember that. And there is no... Once married, there is no question of divorce or separation. That you should remember. We don't allow any divorce and separation. The husband and wife, there may be sometimes disagreement, but according to Vedic literature, when there is fight or disagreement between husband and wife, it should be neglected. Nobody take it seriously. The Cāṇakya Paṇḍita says,

aja-yuddhe muni-śrāddhe prabhate megha-ḍumbare
dampatiḥ kalahe caiva bāmbhārambhe laghu-kriyā

Aja-yuddhe: "Fighting of the goats, and a śraddhā ceremony performed by the sages in the forest, and sounding in the sky, vibration of cloud, rumbling of the cloud early in the morning, and similarly, fight between husband and wife-don't take it seriously." You have got experience that rumbling early in the morning—never there is heavy shower of rain. There may be very great rumbling, but the result is very small, maybe some drizzling. Similarly, a husband and wife may fight, but if you don't give them any seriousness, they'll mitigate. That is the process. But in the Western countries, in the name of liberty, so many family lives are dismantled simply by this divorce case. So according to Vedic civilization, there is no divorce. Once united, it cannot be disunited in any condition of life. That you should follow. That is our first. So I think you promise this, all of you? Say yes.

I know from experience that Karandhara is a highly qualified devotee and I feel confident in placing him in such an important position for our society as head of affairs in India.
Letter to Mahamsa, Giriraja, Gargamuni, Gargamuni, Jayapataka, Tejiyas, Gurudasa -- Geneva 2 June, 1974:

After meeting here in Geneva with Karandhara das Adhikari and several other GBC members, I have decided to send Karandhara to India to replace Tamala Krsna Goswami as the new Governing Body Commissioner for India. I know from experience that Karandhara is a highly qualified devotee and I feel confident in placing him in such an important position for our society as head of affairs in India. It is a great relief for me. Karandhara is very enthusiastic to begin his new assignment and will be leaving for India in a few days. Please give him all cooperation and work together for advancement of our mission to make the people of India Krishna Conscious.
